A Bill to Create the Code of Conduct for Associated Students
Whereas: The Associated Students ofthe University of California, Santa Barbara has not created an official Associated
Students Code of Conduct, and;
Whereas: An Associated Students Code of Conduct would name acceptable and ethical standards of behavior, values, and
actions that would apply to all elected officials, appointed officials, general members, and employees of Associated Students ,
and;
Whereas: As representatives of the students both on and off campus, along with being earners of honoraria, elected,
appointed,general members, and employees of the Associated Students should be held liable to a tangible Code of Conduct
document when standards ofbehavior, values,and actions are breached, and;
Whereas: There has been an increased demand among members of the Association for a Code of Conduct that would allow
for reference when investigating the behavior and actions of elected, appointed,and general members, and employees, and;
Whereas: Compassion, Tolerance, and Empathy were the three lowest ranked values on the AS Participants portion of the
AS Strategic Plan, and;
Whereas: The creation of a Code of Conduct for the Associated Students ofthe University of California, Santa Barbara
would help facilitate a positive atmosphere of accountability, transparency,and professionalism, and;
2. Whereas: The Senate of the Associated Students created a Temporary Committee to draft a Code of Conduct for the
Associated Students,and;
Whereas: The Temporary Committee used the House of Representatives Code of Ethics and the UCSB Student Code of
Conduct as inspiration for values, and;
Whereas: The Temporary Code of Conduct Draft Committee held a forum on Friday, November 4th, 2014, to receive input
from all members of the Association.
Therefore let it be enacted by the Associated Students in the Senate assembled: That Policy 1 of the Standing Policies of
the Associated Students shallbe created as the new Code of Conduct:
POLICY 1. CODE OF CONDUCT
A) All elected officials, appointed officials, general members, and employees of the Associated Students:
1. Shall behave at all times in a manner that reflects creditably on the Associated Students,
including but not limited to AS spaces, community spaces, and online.
2. Shall adhere to the Legal Code of the Associated Students and to the rules of duly constituted
offices, committees, boards, commissions, and units thereof.
3. Shall pursue goals that reflect the values of their respective office, committee, board,
commission, or unit and the Associated Students as a whole.
4. Shall treat each other and those in the community with behavior that fosters a safe, inclusive
environment for everyone. This behavior includes but is not limited to: professionalism,
compassion, courtesy, civility, and respect.
5. Shall encourage and be ready to participate in respectful, open communication that is conducive
to constructive collaboration and dialogue within and between each respective AS entity.
B) In instances of serious violation, a case may be presented to Judicial Council. For procedures, refer
to Article VII, Section 3 of the By-Laws.
