1 REGISTER FOR ACCOUNT OF TAXPAYER ONLINE SERVICES
AS RESIDENT
1.1 Introduction
You must register for account as Resident, if you are the owner, managing partner,
principal officer, or other person in authority, and will be applying for
registration/enlistment.
This feature allows taxpayers (Resident) to create a new account for accessing the
VAT Online (IVAS). Here are the primary steps:
Access “Sign-up” page of IVAS.
Provide requested information.
Submit Sign-up form.
Get username and password.
1.2 Prerequisites
For creating the account of Resident successfully, you should prepare these
documents carefully:
NID – National Identification Number
A valid and unique Mobile No.
A valid and unique email address
Notes: You cannot use same mobile number and email address information that
previously used for create sign-up account in VAT online system.

1.3.1 Accessing “Sign-up” page of IVAS
Access Homepage of IVAS with this link below: https://www.vat.gov.bd
Click on “Sign-up” button in the navigation bar area on the top part of
Homepage.

After clicking on “Sign-up” button, Sign-up form for Username will be
displayed as following. You must provide all mandatory information which are
marked with red star (*).
1.3.2 Providing requested information
For registering as Resident, you have to select “User Type” is “Resident”
from the drop-down list.

The system facilitates to check for data validation, by clicking on the “Check”
[1] button, the system will check data validation. In case there are some
invalid data, error messages will be shown on a “pop up” box in the bottom of
the page.

You can see the details of error by clicking on the red icon on the top. You have
to make correction for all errors.
In case there is no invalid data, the system will display “No errors found”
message with “pop up” box in the bottom of the page . If there is no error, the
form can be submitted by clicking on the “Submit” button.

After clicking “Submit” system ask for confirmation. When you click “OK” the
Sign-up form will be submitted.
After clicking on the “OK” button form will be submitted and a “Confirmation”
pop-up will be displayed with “Submission ID xxxxxxxx” as following.
Notes: Note down the submission ID in safe place for future use and then click
“OK”.

1.3.3 Activating account
Upon a successful submission, you shall receive an email from VAT Online
Services centre to inform your username and initial password.
By clicking on the link provided in the mail, you will be redirected to IVAS home
page, click on the “Login” tab on the navigation bar on the top part of
Homepage for accessing Login page.
You have to provide username and password (which you’ve received in the
mail). The screen will display as the following

Input the Username and Password.[1]
Click on the Captcha Box and input the correct captcha. [2]
Click on “Login” button. [3]
Only for the first login, the system will require you to change the password.
Input the Old Password, New Password and Confirm New Password.[1]
Click on the Captcha Box and input the correct captcha.[2]
Click on “Change Password” button.[3]

After changing password, the default screen of IVAS will be shown.

NON-RESIDENT
2.1 Introduction
This feature allows Non-Resident taxpayer to create a new account for accessing
the VAT Online (IVAS). Here are the primary steps:
Access “Sign-up” page of IVAS.
Provide requested information.
Submit Sign-up form.
Get username and password via email.
2.2 Prerequisites
For creating the account for Non-Resident successfully, you should prepare these
documents carefully:
A valid Passport Number

Nationality
Date of issue
Date of expiration
A valid and unique Mobile No.
A valid and unique email address
Notes: You cannot use same mobile number and email address
information that previously used for create sign-up account in VAT online
system.
2.3 User Guide
2.3.1 Accessing “Sign-up” page of IVAS

Click on the “Sign-up” button in the navigation bar on the top part of
Homepage.
After clicking on Sign-up button Sign-up form for Username will be
displayed as following. You have to provide all required information which
are marked with a red star (*).

2.3.2 Providing requested information
For registering as Non-Resident, the taxpayer has to select “User Type”,
then choose “Non-Resident” from the drop-down list.
Taxpayer should fill up mandatory fields and necessary information with the
red star (*).

message with the green icon [5]. If there is no error, the form can be submitted
by clicking on the “Submit” button.

up will be displayed with “Submission ID xxxxxxxx” as following.

2.3.3 Activating account
Upon a successful submission, you will receive an email from VAT Online
Services centre to inform about your user ID and initial password.
By clicking on the link provided in the mail, you will be redirected to IVAS-
TPOS home page, click on the “Login” button on the navigation bar on the top
part of Homepage for accessing Login page.
You have to provide username and password (which you’ve received in the
mail) for Login. The screen shall display as the following

After changing password, the default screen of IVAS will be shown.
3 OTHER REMARKS
Please be noted that the system will send email to remind you about changing
password, in every 120 days.
Protect your password:
Never enter your password after clicking directly a link in an email from
an untrusted site.
Never use a business account for personal use and restrict personal
internet use to home or public access computers.
Use a strong password
Do not write your password down, send it via private email, or tell
anyone. The system will never email you to ask for your password or
any sensitive details of account.
Keep your operation system and browser updated regularly:
Take convenience and compatibility when you go online for VAT
accomplishment.

1 APPLICATION FOR BIN USING FORM MUSHAK-2.1
1.1 Introduction
Every transaction in IVAS is based on BIN (Business Identification Number);
therefore, owning a BIN is a must for working with IVAS as a taxpayer. To get
the BIN, here are the primary steps:
Open Registration Form Mushak-2.1.
Provide requested information.
Submit the Form Mushak-2.1.
Approval by VAT officer.
1.2 Prerequisites
For being able to apply for BIN, you should prepare these documents (for
applicable case) carefully base on selected criteria:
TIN (Taxpayer Identification Number) Certificate
Trade Licence
IRC Number
ERC Number
BIDA Certificate
Address
Email
NID/Passport Copy Owners
Banking Information and Latest Bank Statements
Share (%) of Owners/Directors/ Head of Entities

1.3 User Guide
1.3.1 Filing Registration Form Mushak-2.1
Access your Taxpayer Online Services Overview screen (by login, the system
will redirect you automatically to this screen). Click on the “Forms” box.
Click on the “Add Form” button.

Select “Mushak-2.1: Application for VAT Registration and Turnover Tax
Enlistment” from the drop-down list.
After that click on “OK” button.

The form will be loaded and ready for being filled. There are some buttons on
the top of page, which are:
“Check” is for ensuring all data in the form are valid [1].
“Save Draft” is for saving the form for further work [2].
“Submit” is for submitting the form [3].
If you already registered with a 9-digit BIN before 01-Jul-2019, you must select
“Yes, I have registered a 9-digit BIN” and provide that BIN here. By providing the
existing BIN you are proposing to link with that existing 9-digit BIN.
In case you have several 9-digit BINs for multiple units; provide specific 9-digit
BIN of this unit.
If you didn’t register for 9-digit BIN before 01-Jul-2019, you must select “No,
I haven’t registered for any 9-digit BIN”.
To open the main form, click on the “Please click here to main form”.

After that form will be loaded and ready for being filled as below.

1.3.2.5 Section E: List of Branch Units You Wish to Bring Under Central
Registration
To provide the list of Addresses of branches, click on the link under the Section E:
List of Branch Units You Wish to Bring Under Central Registration. The new tab
will be shown and allow you to add multiple Addresses of branches. On the top of
the form there is a tab list where you can navigate to Form Mushak-2.1.
The sub-form will be loaded and ready for being filled. There are some buttons
on the page, which are:
1. Add – You can add row for inputting the information. You can add more
than one required information. Click “Add” button> System will show a new
row> Input the information.
2. Edit- You can edit any information in any row. Choose the line that you
want to edit> “Edit” button will be enabled> Click the “Edit” button> the field
will be editable> Update the information.
3. Duplicate- You can copy any information in a new added row from the

previous row. Select the row you want to copy> “Duplicate” button will be
enabled> Click “Duplicate” button
4. Delete- You can delete any row from the added row(s). Select the row you

1.3.2.9 Section I: Business Classification Code
To provide the list of Business Classification Code, click on the link under the
Section I: Business Classification Code. The new tab will be shown and allow you
to add multiple Business Classification Code. On the top of the form there is a tab
list where you can navigate between tabs of the Form Mushak-2.1.
The form will be loaded and ready for being filled. There are some buttons on
the page, which are:
1. Add – You can add row for inputting the information. You can add more
than one required information. Click “Add” button> System will show a new
row> Input the information.
2. Edit- You can edit any information in any row. Choose the line that you
want to edit> “Edit” button will be enabled> Click the “Edit” button> the field
will be editable> Update the information.

Note: You must authorise one person, then select “All Activities”. If you
authorized multiple person, then you can select “All Activities” and/or
“Registration Data Amendment” and/or “Return Filling and Amendment”.

1.3.2.16 Document Attachment
I. Attachments:
To upload any required documents (For example: TIN Certificate, Trade
License, Bank Solvency etc.), click on the Attachments button.
Taxpayer have to check on the required document name from the list for which
the documents have been uploaded. The list of Document Name:
1. TIN Certificate (attachment mandatory if C3. E-TIN” is provided)
2. NID / Passport Copy of Owner

4. Trade License / Certificate of Incorporation
5. Import Registration Certificate (IRC) (attachment mandatory if “F4.

6. Export Registration Certificate (ERC) (attachment mandatory if “F5.
Exports” is selected)
7. Layout Plan equipment (attachment mandatory if “F1. Manufacturing” is
selected)
8. List of Machinery & equipment (attachment mandatory if “F1.
Manufacturing” is selected)
9. Old BIN (attachment mandatory if “Re-registration” is selected in “A1.
Registration Category”)
10.Any other applicable documents
Click the button to attach document. You can select up to 10 files
with these types: DOC DOCX XLS XLSX TXT JPG PNG PDF. Each file can
have size up to2 MB.
Select required documents original scan copy for attachment [1]. And click
Open button [2]. Taxpayer will be attached documents based on his/her

Owner, Copy of last bank statement, Trade License / Certificate of
Incorporation and others document if necessary).

II. Required Documents:

After uploading the required documents users have to click on the specific item
for which the documents have been uploaded.
Note:
1. If user select either “B1a. Proprietorship, B1b. Partnership, B1c. Private
Limited or B1d. Public Limited” then “TIN Certificate” field will be a required
field. Otherwise this field will be an optional field.
2. "Copy of latest Bank Statements" Optional if user select “B1e. International
Organization/ B1f. Diplomatic Mission/ B1g. Government”, for other case,
it’s required. But if user input data in section “B1j. Other” then it is required.
3. If user select either “B1a. Proprietorship, B1b. Partnership, B1c. Private
Limited or B1d. Public Limited” then "Trade License" attachment is
mandatory. For other case, it's optional.
4. If user select “F4 Imports” then IRC certificate attachment mandatory. But
it is always optional for “B1e. International Organization/ B1f. Diplomatic
Mission/ B1g. Government”.
5. If user select “F5. Exports” then ERC certificate attachment mandatory. But
it is always optional for “B1e. International Organization/ B1f. Diplomatic
Mission/ B1g. Government”.
6. Layout Plan equipment attachment mandatory if “F1. Manufacturing” is

7. List of Machinery & equipment attachment mandatory if “F1. Manufacturing”

In Form Mushak-2.1, you may validate the information that you provided by
clicking on “Check” button
In case there is some invalid data, error messages will be shown on the
bottom of the page in the alert box.

Click on red button to see the detail error message. After that user can
click on each error message in the list then the system will redirect user
to exact field to correct information and check again.
In case there is no invalid data, the system will display “No errors found”.

In case of no error, if you click on the “Submit” button, a confirmation box will
be displayed as below. Click on “Cancel” button if you want to check and
correct information again. Click on “OK” button to submit form.
When taxpayer click on the “OK” button, the system will display the
confirmation “Submission ID xxxxxxxx submitted successfully” in the alert
box. Noted that “xxxxxxxx” is Form Bundle Number.

Note: After submitting the Mushak-2.1 form, it will move to VAT officer
worklist. VAT officer will review the registration form and officer will approve/reject
the form. Before approve/reject taxpayer cannot do any kind of amendment into
submitted form.
After submitting the form Mushak- 2.1, user will receive an email notifying that
the registration is in process.

If the registration is approved, you will receive an email notifying of successful
registration as follows:

If the registration is rejected, you will receive an email notifying rejection of
registration as follows:

After the rejection of registration, you can submit Mushak-2.1 again by
recorrecting it. For correction, first you have to login to the account from which
you have submitted the previously and click on the “Forms” box.
Click on “Mushak-2.1 App for VAT Reg. and TOT Enlistment”.
Then the form will be loaded and ready for being filled. After that you can
submit the form by inputting the required information and documents.

1.3.3 Updating form Mushak-2.1
Only authorized person can access this Mushak-2.1 form and can amend this
form.
Access your Taxpayer Online Services Overview screen (by logging on, the
system will redirect you automatically to this screen).First, select the taxpayer
profile on top right corner and then click on the “Form” box.
Choose “Mushak-2.1” [1] form and “Approved” [2] from dropdown box to see
the submitted file.

Click on “Refresh Form List” tab to show result according to your selection
criteria.
Click on the form Mushak-2.1 in the screen.
Previously submitted form Mushak-2.1 will be displayed. Now click on “Amend”
button.

The form with all current registration information will be loaded and ready for
being updated.
Taxpayer amends form Mushak 2.1 with new information then click “Check”
to validate the information.

In case of no error, if you click on the “Submit” button, a confirmation box will
be displayed as below. Click on “Cancel” button if you want to check and
correct information again. Click on “OK” button to submit form.
When taxpayer click on the “OK” button, the system will display the
confirmation “Submission ID xxxxxxxx submitted successfully” in the alert
box. Noted that “xxxxxxxx” is Form Bundle Number.

If there are any change made by taxpayer in the Mushak-2.1, VAT Officer will
review the form.
BIN certificate will be re-generated in case of updating postal code resulting in
changing Commissionerate / Name of the Entity / Trading Name / Old BIN / e-
TIN / Address / Type of Business / Economic Activity.
If the application is approved by VAT Officer, you shall receive an email
notifying of successful registration/enlistment as follows:
