3. WHAT ARE THE INITIAL SERVICES?
⢠An official commitment undertaken by European
Commission, GSA and ESA, to manage the
âGalileo enterpriseâ in order to ensure maximum
availability and added value for users.
⢠Drastic and noticeable change of perspective:
ď§ In the earlier phase, focus on technological,
technical and implementation aspects;
ď§ in the present phase, emphasis and priorities
are given to services and users satisfaction,
increasing attention to operational, logistic
and organizational aspects.
5. WHAT IS THE VALUE OF A COMMITMENT?
The new phase of the Galileo program, associated with the
provision of guaranteed services and a series of operational
and organizational changes has an essentially political
significance:
for the first time, the European Commission
officially takes its responsibility in the face of
European and global users for positioning,
navigation and timing services provided by the
albeit partially completed constellation of Galileo
satellites.

10. GALILEO CONTROL CENTERS
2 Complementary Control Centres:
⢠Ground Mission Segment (GMS)
in Fucino (Italy) has the
responsibility for the mission
aspects;
⢠Ground Control Segment (GCS)
in Oberpfaffenhofen (Germany), to
control and monitor the
constellation.
Both centres are being completed
to become fully redundant.
18. WHAT ARE INITIAL SERVICES PROVIDING?S
ďą Open Service
ď§ Open to all and interoperable with other GNSS;
ď§ Global availability.
ďą Public Regulated Service
ď§ Access authorized and controlled by the government
authorities of the Member EU;
ď§ Global availability.
ďą Search and Rescue
ď§ Open to all;
ď§ Global, under the control of the Cospas-Sarsat international
organization;
ď§ Locate signals sent in case of emergency and communicate the
distress call to the Search & Rescue centers.

20. INITIAL SERVICES FROM THE USERS PERSPECTIVE
Better availability of satellite signals:
Being compatible and interoperable with GPS, all Galileo-enabled
navigation devices are capable to âseeâ more satellites
ď especially important in urban environments where the presence of high
buildings can prevent signal reception.
Improved Search and Rescue service:
SAR services enhanced with Galileo will improve:
ď Detection time of a person in distress (3 hours vs 10 minutes)
ď Accuracy of position of the distress beacon (10km range vs 5 km range)
Very precise timing:
Galileo timing will provide very high accuracy and resilience, e.g. in
combination with GPS, needed for infrastructure synchronisation.
ď The timing of Galileo can be used with only one satellite in view
