Career Experience
Since the beginning of my professional career, i.e 2004 (03, 2004), I have been working in
different position in Finance, Administration and Human Resources with CIMMYT. Currently I am
working as an Administrative Officer. ). CIMMYT is a non-profit research and training institution
dedicated to both the development of improved varieties of wheat and maize, and introducing
improved agricultural practices to farmers, thereby improving their livelihoods. It is one of the 15
non-profit, research and training institutions affiliated with the CGIAR (Consultative Group on
International Agricultural Research).
Roles & Responsibilities
• Managing local payments, including staff advances, sub-grant payments, travel
settlements, travel agent bills, labour payments for 9 state offices, office rent and misc.
payments.
• Monthly review of ledgers for correct accounting codes and reconciliation.
• Reconciliation of Cash and Bank Accounts of state offices with financial Books.
• Timely submission of reports (ICAR, RBI, IT, etc.) to Government bodies, etc.
• Compliance with regard to audit queries by internal and statutory auditors.
• Liaise with HQ for release of payment in foreign currency to Vendors, Sub-Grant
Partners etc
• Managing functions related to Income Tax Deductions & TDS.
• Determine and prioritizes audit requirements of projects and establishes an audit
program.
• Assist the local auditor in preparing for and conducting the annual audit.
• Recommend to top management appropriate action on audit findings.
2. • Monitor regularly the organization’s fund position and reviews sub-office fund requests.
• Process all cash transfer requests from organization.
• Coordinate payroll preparation and distribution to include tax and withholding.
• Ensure that payroll, required taxes & allowed benefits are properly maintained &
documented based on organization’s policy.
• Reviews and provides comments on approval applications for changes to
grant/consulting
agreement conditions (budget supplements, time extensions).
• Ensures compliance with established organization policies for release and approval for
signatures of legal documents (grant, rent and service agreements, consulting contracts
and travel letters, extension and supplement requests).
• Ensures that all necessary clearances are in place before any contract is issued.
• Coordinate in house procurement committee meetings to streamline procedures.
• Ensure that procurement has been made as per signed Purchase orders and conditions.
• Coordinate procurement and logistics of office related equipment e.g. computers,
furniture.
• Ensure maintenance of proper fixed assets and stock registers.
• Ensure Half-yearly physical verification of fixed assets.
• Supports in customs clearance, including documentation, road permits, billing and
transfer of material/ equipment to state offices.
• Providing financial and technical training and support to Project Partner Accountants.
• Identification of new NGOs by doing Pre-Appraisal visits.
• Financial Mid-Term review of NGOs to understand utilization.
• Strengthening of project partner’s financial systems by advising them to implement
correct accounting, administrative procedures & policies.
• Quarterly/ Half yearly visits to partner NGO’s and project offices to monitor and help
them in streamlining their financial systems and controls.
Administrative functions:
• Ensure logistics arrangements, proper functioning office utilities and facilities
maintenance.
• Be responsible for maintenance of Company Records.
• Oversee protocol services, including facilitating employment visas, resident permits,
related documentation, and FRRO registration.
• Liaise with HQ on the organization of internal and external audits and provide support to
such audits in the Office.
• Oversee provision of administrative, finance and HR services to project outreach
(CIMMYT/BISA) offices as assigned.
• Regularly review administrative processes and procedures to ensure services are
delivered in the most efficient and effective manner, and in compliance with
CIMMYT/BISA and procedures and in compliance with national laws, and make
recommendations for improvement; develop and implement related procedures and
processes;
3. • Support, motivate and supervise a team of support staff in New Delhi and project
outreach offices in other locations in India( Ludhiana, Karnal, Gorakh Pur , Patna , Pusa
Samastipur, Jabal Pur, Odisha, Karnataka);
• Liaise with CIMMYT/BISA staff and ensure all logistic support for organizing
conferences, workshops, trainings and meetings (within India), both nationally and
internationally.
• Service as CIMMYT/BISA Security Focal point for India
• Ensure physical assets are adequately maintained and insured, and inventory
conducted per CIMMYT/BISA.
• Ensure that Risk Management policy should be followed at all CIMMYT/BISA
Locations.
Human resource functions:
• Assist in recruitment and selection of new employees or consultants: developing job
descriptions, preparing advertisements, deciding on effective posting and sourcing
approaches, checking applications and shortlisting, interviewing and selecting
candidates.
• Ensure that new employees receive all relevant starter documentation and contracts of
employment are signed and issued.
• Ensure that new employees’ personal files are created and that all new employee details
are accurately set up. Ensure that all essential employee personal information is in
place.
• Assist in arranging all probation reviews and annual appraisals.
Achievements in CIMMYT:
• Coordinated CIMMYT CSISA project for India, Pakistan, Bangladesh & Nepal on
Financial & Admin related activities of for two years (2009 to 2011).
• Facilitated financial guidelines for state-offices based on CIMMYT Finance Manual.
• Facilitated the revised Liquidation and Fund Request Formats (user friendly) for direct
uploading in financial software (Quick Book).
• Provided various Trainings to Site/Hub Accountants about CIMMYT accounting policies,
statutory compliance, controls & systems.
• Updated Fixed Assets records for last 10 years. Prepared a list of assets for Auction and
Scrap. Remaining assets were given dedicated individual asset number. Physical
verification and tagging of these assets.
