hold the key to ensuring the long-term viability of rice, a crop critical to global food security.Deputy Director of
Queensland University of Technology's (QUT) Centre for Tropical Crops and Biocommodities, Sagadevan
Mundree, said rice is one of the most important staple foods throughout the world but salinity and drought
stresses were putting the crop's long-term future under enormous pressure.Mundree heads a team of scientists
working in partnership with scientists in India to determine whether strategies adopted by the Australian native
resurrection grass could be used to genetically improve abiotic stress tolerance in rice.
"QUT has developed a strategic partnership with the International Centre for Genetic Engineering and
Biotechnology (ICGEB) in New Delhi and the Tamil Nadu Agriculture University (TNAU) in Coimbatore in
southern India," Mundree said.The native Australian grass is called a "resurrection plant" because it can tolerate
extreme environmental stresses, including severe drought, salinity, high temperature and high light-intensity
stresses for prolonged periods and resurrect within 24-72 hours upon rehydration.
"There is an urgent need to develop more resilient varieties of rice that can cope with less water and are more
tolerant of salinity stress," Mundree said.
Rice Mills underprice the Govt's stockpiled rice

BANGKOK, 12 Mar 2014 -- Rice mills have questioned the valuation of the government’s stockpiled rice,
putting the price tag of 2013/2014 season 5% moisture rice at 11.10 baht/KG, down from 11.30 baht/KG in the
previous auction deal. The mills claim that the lower expected price is a direct result of the government’s
attempt to sell its massive supplies of rice in order to generate funds to pay rice farmers, many of whom have
yet to receive their payments under the rice pledging scheme. This circumstance has lessened the government’s
bargaining power and obliges it to accept a possible loss in the process. Many of the rice mills anticipate that
only 300,000 tons from the 517,000 tons of rice being bid for at auction will be sold. and that the price will be
close to that of the market price but is expected to be lower than the price obtained in the previous auction.

The government needs to generate 8 to 10 billion baht monthly in order to pay rice farmers within the time
frame it has promised. The revenue from Monday’s auction would likely be 6 - 7 billion baht. The expected
price of 2011/2012 season rice is 9.50 baht/KG; 2012/2013 rice would be 9.60 - 9.70 baht/KG while the best
quality rice from the 2013/2014 season should bring around 11 baht/KG. The rice millers are certain that the
price will not exceed the global price tag of 12.30 baht/KG.

As of today, old crop offers were unchanged around $15.55-$16.11 fob farm (about $343-$355 per ton)
depending on where they are located and how quickly they could ship.ids from larger mills increased slightly
today to around $14.90 per cwt (about $328 per ton) while bids for exporters could still be found near $15.55
per cwt (about $343 per ton), both for March-April delivery, although there are still reports of smaller mills
paying as much as $16.20 per cwt (about $357 per ton) for prompt delivery.

Thailand RiceAuction Draws Overwhelming Response

About 34 bidders participated in the Thailand caretaker government’s auction for 500,000 tons held on March
10, 2014, according to local sources.Bidders are keen to buy rice due to lower prices and flexible conditions,
said the Bangkok Post. Paddy rice prices (with 15% moisture content) now stand at around 7,500-7,800 baht
(about $230 - $240) per ton, while 5% white rice is quoted around 12,500 baht (about $387) per ton. According
to local sources, domestic retail prices have also declined to around 80-120 baht per a 5-kilogram bag (about
$494 - $740 per ton), which is down about 3-5 % from last year.The Thailand government plans to have four
rice auctions in each month in 2014, including two normal auctions and two through the Agricultural Futures
Exchange of Thailand (AEFT).

Australia Paddy Rice Production Expected to Declineby About 22% in 2013-14,

Paddy rice production in Australia is expected to decline about 22% to 907,000 tons in 2013-14, from about
1.166 million tons recorded in 2012-13, due to current drought conditions, according to data released by
Australian Bureau of Agricultural and Resource Economics and Sciences (ABARES). ABARES expects that
paddy rice production will further decline to about 899,000 tons in 2014-15. Australia’s rice acreage and yield
is also expected to decline this year and next year. Rice acreage in Australia is expected to total about 101,000
heaters in 2013-14, down about 11% from about 114,000 hectares recorded in previous year. Rice acreage is
forecasted to reach about 100,000 hectares in 2014-15. Meanwhile, rice yield in 2013-14 is expected to be about

9 tons paddy per hectares, down about 12% from about 10.24 tons paddy per hectares recorded in last year. In
2014-15, Australia rice yield is expected to remain unchanged at about 9 tons paddy per hectares.
Rice exports from Australia are expected to total about 513,000 tons in 2013-14, down about 12% from about
584,000 tons recorded during same time in last year, according to ABARES data. Australia rice exports are
forecast to decline 25% y/y to about 386,000 tons in 2014-15, down from a previous projectiong of about
513,000 tons.
Brazil Paddy Rice Index Declines 1% in Last Week

The Brazilian paddy rice index maintained by CEPEA declined to around 34.02 real per 50 kilograms on March
10, 2014, down about 1% from around 34.42 real per 50 kilograms recorded a week earlier.In terms of USD per
ton, the index stood at around $289.4 per ton on March 10, 2014, down about 2% from around $295 per ton
seen a week earlier.

Thailand RiceExports Increaseto 696,558 Tons in January 2014; Earnings Decline

Thailand has exported 696,558 tons of rice in January 2014, up about 20% from around 580,983 tons exported
in January 2013, according to the Thai Country Chamber and Office of Import-Export Goods Standards.
However, in terms of value, Thailand’s earnings from rice exports declined to around $376.51 million in
January 2014, down about 10% from $416.23 million earned during the same period in 2013. In local currency

terms, the country's rice exports declined by about 1% to 12,372 million baht compared to 12,487 million baht
in January 2013.
Month-on-month, Thailand's total rice exports increased by almost 1% in January 2014, up from 691,973 tons
in December 2013. However, in terms of value, the country's rice exports declined by around 6% compared to
$399.11 million in December 2013. In local currency terms, Thailand's rice exports declined about 5% from
13,011 million baht in December 2013.Thailand’s total rice exports in January 2014 included 102,751 tons of
broken rice, up about 124% from 45,911 tons in January 2013, and up about 39% from around 73,958 tons in
December 2013.
White rice exports accounted for around 296,236 tons, up about 18% from around 250,415 tons exported in
January 2013, and up about 23% from 240,287 tons in December 2013. Parboiled rice accounted for about
144,384 tons, up about 19% from 121,576 tons in January 2013, but down about 30% from 205,295 tons in
December 2013.Hommali rice exports stood at around 127,110 tons in January 2014, down about 13% from
146,907 tons in January 2013, and down about 20% from 159,097 tons in December 2013. Glutinous rice
accounted for about 15,104 tons in January 2014, up about 18% from 12,759 tons in January 2013, and up about
46% from 10,327 tons in December 2013. Thailand exported 10,973 tons of husked (brown) rice in January
2014, up about 221% from 3,415 tons during January 2013, and up about 265% from 3,009 tons in December
2013.In terms of value, Thailand white rice exports declined to $114.33 million in January 2014, down 17%
from January 2013, but up 20% from December 2013.
Hommali rice exports declined to $134.61 million, down 18% from January 2013, and down about 20% from
December 2013. Broken rice exports increased to $42.14 million, up about 56% from January 2013, and up
about 33% from December 2013.Earnings from glutinous rice increased to $12.84 million in January 2014, up
about 13% from January 2013, and up about 45% from December 2013. Parboiled rice exports declined to
$65.86 million in January 2014, down about 9% from January 2013, and down about 29% from December
2013. Husked (brown) rice exports increased to $6.73 million in January 2014, up about 86% from January
2013, and up about 126% from December 2013.

Philippines Plans to Import 800,000 Tons ofRice in 2014

The Philippines is planning to import around 800,000 tons of rice this year with delivery expected before the
lean months in July – September, according to local sources.The Agriculture Undersecretary says that imports
of 800,000 tons of rice are aimed to control prices which have increased sharply due to shortfall in supply. He
says that domestic production of around 19.06 million tons of paddy rice in 2013-14 is enough to meet around
98% of consumption in the Philippines, but economic managers want imports to help maintain a 90-day buffer
stock in the country to control food inflation.In 2013, the Philippines had planned to restrict rice imports within
350,000 tons under the World Trade Organization's minimum access value, but had to import 500,000 tons of
rice in emergency imports after Typhoon Haiyan hit the nation in November 2013.

Local sources say that rice imports could be much higher than the planned 800,000 tons in 2014 as well. They
say that the Philippines may buy more rice this year due to lower supplies, reduction in rice smuggling and
expected low prices in Thailand and Vietnam. The FAO says that the Philippines will have to import around 1.2
million tons in 2014, while the USDA projects rice imports to reach around 1.4 million tons.According to the
USDA, the Philippines milled rice production in 2013-14 is estimated at around 11.6 million tons (about 18.5
million tons, unmilled rice), against a consumption of around 12.8 million tons.

Thailand rice sellers lowered their quotes for parboiled rice by about $15 per ton to about $415 - $425 per ton
today. Pakistan rice sellers increased most of their quotes by about $5 - $15 per ton today. Vietnam and India
rice sellers kept their quotes mostly unchanged.
5% Broken Rice
Thai 5% rice (of new crop) is quoted around $410 - $420 per ton, about a $35 per ton premium over Viet 5%
rice shown around $375 - $385 per ton.
Indian 5% rice is quoted around $420 - $430 per ton, about a $25 per ton premium over Pak 5% rice quoted
around $395 - $405 per ton.
25% Broken Rice
Thai 25% rice of the old crop is quoted about $350 - $360 per ton, on par with Viet 25% rice shown around
$350 - $360 per ton.
Indian 25% rice is quoted about $360 - $370 per ton, about a $5 per ton premium over Pak 25% rice quoted
around $355 - $365 per ton, up about $5 per ton from last week.
Parboiled Rice
Thai parboiled rice of the old crop is quoted around $415 - $425 per ton, down about $15 per ton from
yesterday.
Indian parboiled rice is quoted around $405 - $415 per ton, about $15 per ton discount to Pak parboiled rice
quoted around $420 - $430 per ton, up about $15 per ton from last week.
100% Broken Rice
Thai broken rice, A1 Super, of the old crop is quoted around $305 - $315 per ton, about a $30 per ton discount
to Viet broken rice shown around $335 - $345 per ton.
Indian broken sortexed rice is quoted about $300 - $310 per ton, about a $25 per ton discount to Pak broken
sortexed rice quoted around $325 - $335 per ton, up about $5 per ton from last week.

Chicago rough rice futures for May delivery are currently paused 3.5 cents per cwt (about $1 per ton) higher at
$15.245 per cwt (about $336 per ton) as of 8:00am Chicago time. The other grains are seen mixed this morning
ahead of floor trading in Chicago: soybeans are currently seen about 0.1% lower, wheat was paused about 0.5%
higher, and corn is noted about 0.1% higher.U.S. stock index futures were little changed on Tuesday, with the
S&P 500 not far from its all-time high, amid lingering concerns about China's economy and as the ongoing
crisis in Ukraine curbed enthusiasm for riskier asset.
Worse-than-expected export data over the weekend for China — the world's second biggest economy — curbed
investor appetite on Monday. But investors saw an opportunity to buy on Tuesday, although the benchmark
Shanghai Composite index continued to trade below the key 2,000 level. The day will be a quiet one for both
corporate and economic data in the U.S. on Tuesday. Wholesale inventories for January will be published at 10
a.m. ET, along with JOLTs jobs opening data for the same month. U.S. stock index futures are currently trading
about 0.1% higher, gold is currently trading about 0.6% higher, crude oil is seen trading about 0.2% lower, and
the U.S. dollar is currently trading about 0.1% higher at 8:00am Chicago time.

Rice export prices witnessed mixed trends in February 2014 compared to the previous month. According to the
FAO, rice export prices increased between 0.5% and 2% m-o-m in Thailand and India due to stronger
currencies, remained mostly stable in Pakistan and declined about 3% in Vietnam.However, the FAO rice price
index increased by 4.4% to 237 points in February 2014 from 227 points in January 2014, due to increased
demand for japonica rice, whose prices increased sharply in the U.S. and Australia last month.Domestic rice
prices also saw mixed trends in most of the countries.
In Asia, domestic rice prices remained stable despite increased supplies from the recently completed 2013-14
main season harvests. Prices were supported by sustained regional import demand and government procurement
programs, the FAO says.Rice prices in Vietnam declined by about 1% over January due to the onset of the
2013-14 main season Winter/Spring harvest. Prices in Thailand were stable in February and lower than the last
year due to record level of output from the recently-completed 2013 main season rice harvest. In Myanmar,
wholesale prices increased by about 8% from January due to below-average 2013 main season harvest, which
was impacted by localized floods and insect plagues. Rice prices in Cambodia increased by about 1%.
Local rice prices in the Philippines increased by about 2% due to localized crop losses following Typhoons Nari
and Haiyan in late 2013. Average local prices in Indonesia also increased by about 7% due to high fuel and
energy prices.In China, local prices of japonica rice were unchanged and were supported by strong domestic
demand and consecutive increase of the minimum support prices (MSP) of rice by 3.3% to CNY 3,100 (around
$506) per ton compared to last year. Prices in Bangladesh increased marginally due to the ongoing
government's procurement program, which started on December 1, 2013 targeting to purchase 400,000 tons of
Aman rice at prices 3.4% above those of last season. Rice prices in India increased by about 2% due to the
ongoing government's procurement program. Rice prices in Madagascar declined by 8% from January prices
due to new supplies from the 2014 early harvests, the FAO says.

The USDA Post in India has increased the forecast for India’s rice production in MY 2013-14 (October –
September) to around 105 million tons, up about 2% from USDA official projections of around 103 million
tons.The Post says that as per the second advance estimates by the Indian government, rice production is
expected to be better than expected due to good weather and rice yield of the Kharif season (June – December)
crop. India’s kharif rice production in 2013-14 is forecast at around 92 million tons, while production from the
secondary rabi crop (December – May) is expected to reach around 13 million tons this year.In its second
advance estimate released on February 14, 2014, the government of India forecast total rice production to reach
around 106.2 million tons (92 million tons of Kharif rice and 14.2 million tons of rabi rice) in crop year 2013-14
(October – September). However, the USDA Post, citing industry sources, says that rabi rice production
forecast is too high due to expectations of average yields and competing acreage.The USDA Post has increased
India’s rice consumption estimates for MY 2013-14 to around 96 million tons, up about 1% from USDA official
estimates of around 95 million tons. However, rice exports forecast remains unchanged at around 10 million
tons in MY2013-14.

Vietnam Lowers Minimum Export Price for Low GradeRiceto Boost Exports

The Vietnam Food Association (VFA) has lowered the minimum export price for low grade rice (25% - 100%
brokens) to $355 per ton, down about 3% from the previous floor price, according to local sources.The move is
aimed to help Vietnamese rice remain competitive against Thai rice after the Philippines said this week that it
may import around 800,000 tons of rice this year. Sources say that this is the second time the VFA has lowered
the floor price this year. Last month, the VFA had lowered the floor price for low grade rice to $365 per ton,
down about 3% from around $375 per ton for 25% broken rice announced in October 2013.

However, rice exports by Vietnam remain low this year so far. According to the USDA, Vietnam’s rice exports
declined sharply to around 331,480 tons in January 2014, down about 18% from around 405,544 tons in January
2013, and down about 37% from around 526,995 tons in December 2013. Exporters say that buyers in other
countries are waiting for Vietnam rice prices to decline in the coming months.Rice supply in Vietnam is
expected to increase sharply due to the beginning of the harvest season in the Mekong Delta, which accounts for
over 50% of total rice produced in the country and for around 90% of total exports by Vietnam. According to
sources, paddy rice production from the winter-spring rice crop in the Mekong Delta is expected to reach
around 10 - 11 million tons this year due to record yields of around 7 tons per hectare. The government has
already announced that it will stockpile around one million tons of rice from March to mid-April to prevent
domestic prices from declining.Vietnam is targeting exports of 7 million tons of rice this year, up slightly from
6.88 million tons in 2013.

India’s kharif rice production in 2013-14 is forecast at around 92 million tons, while production from the secondary rabi crop (December – May) is expected to reach around 13 million tons this year.In its second advance estimate released on February 14, 2014, the government of India forecast total rice production to reach around 106.2 million tons (92 million tons of Kharif rice and 14.2 million tons of rabi rice) in crop year 2013-14 (October – September). Sources say that this is the second time the VFA has lowered the floor price this year.
