There are two separate copyrights for a recorded music - the musical work copyright and the sound recording copyright. The sound recording copyright is more limited and exceptions exist, including that no royalties are paid for public performances of sound recordings. A compulsory mechanical license allows anyone to record another's published musical work after notifying the copyright holder.
