4. What is WIOA
• In 1998 Congress passed the Workforce Innovative & Opportunity Act (WIOA)
• Mandated Nationwide system of One-Stop Career Centers America’s Job Center
• Range of workforce development activities through state and local organizations
aimed to improve workforce productivity & competitiveness
• The purpose is to increase the employment, job retention, earnings, and occupational
skills of participants; reduce reliance on public and Unemployment Insurance
assistance.
• Its cornerstone is the "One-Stop", where numerous training, education, and
employment programs (One-Stop partners) are unified under a single roof for ease of
access by customers

6. Be at least 18 years of age
Valid Identification (CA ID, Drivers License, Passport) verifying current
residency in Alameda County
• Oakland residents should apply for WIOA services at the Oakland One Stop Career
Centers - OR -
• Provide proof of work history in Alameda County within the past 6 months
Documentation of United States citizenship, or authorization to legally work
in the U.S. (Social Security card, CDL, CA ID)
You must be a citizen of the United States, or be legally authorized to work in the United
States.
Documentation: You will need one of the following pieces of documentation to prove your
status:
Birth Certificate
Current U.S. Passport
Alien Registration
Certificate of Naturalization
If a veteran, DD-214, with place of birth verification
Accepted I-9 Documentation, such as: California drivers license or ID card along with Social
Security card.

14. Training Determination
In some cases additional training may be necessary for employment. Financial
assistance may be available through WIOA to help cover appropriate training costs.
If training is determined to be necessary, participants will work with a WIOA Career
Counselor to identify what type of training is needed and will provide assistance
accessing resources to locate appropriate training providers

Welcome to the Information Session for the W.I.A. program (“Congratulations!”).

Purpose of the Information Session
is to provide you with all the information necessary to help you decide if this is the right program for you.
Our intent = to clearly describe the benefits and resources of the W.I.A. Program, and highlight the program eligibility, service flow and timelines to set expectations and to avoid any surprises.
The Goal of the program is to see each of you re-employed quickly.
We have an “Employment-First” approach to the program, which we will discuss more later during this presentation.
Because we are a free community resource, our success and ability to continue offering these services is measured on your success in the program.
This program is a great resource; however it’s all about how much you put into it. The participants are in the “driver seat” here. The staff keep you progressing through the program and work with you to set you up for a successful job search.

I work with Rubicon Programs, Inc. We are a Non-profit, community-based organization serving Alameda & Contra Costa Counties

We are funded in Hayward through a contract with the Alameda County Workforce Investment Board to operate this career center and also the WIA Program. We are 1 of 6 career centers in the Alameda County system

We are also part of a larger network of Career Centers called EASTBAY Works, representing 13 One Stop Career Centers located throughout Alameda and Contra Costa Counties together. We work with job seekers to secure employment and with local employers to fill open positions with the talent available from our programs.
You have all accessed at least some Core services in the career center already, such as using the computers for job search or labor market information or participating in an employment-focused workshop, or even to find this orientation today.
The W.I.A. Program will build on these services through additional workshops called the “Steps to Success” as a requirement to apply for the Intensive level services. These workshops prepare participants for a strong job search, but also to be successful in the WIA program.
If you decide to enroll after today, you will proceed in Core services through the application and enrollment process.

The Intensive Services involve working with a WIA Vocational Counselor to further assess your skills, interests and goals through individualized services.

Oakland residents must register with Oakland PIC @ 1212 Broadway because of Local WIA geographic and funding requirements (Oakland is funded separately to serve Oakland residents. We are funded to serve Alameda County residents, with the exception of Oakland). Sometimes exceptions can be made on a case by case basis, it’s a very involved process and will have to be discussed individually.
We CAN provide services to Oakland residents if they were recently laid off form an Alameda County employer!
Males may recall registering for selective service when they were 18. Assure them this is a simple process to take care of and that we can assist if needed.
We provide materials that walk you through the process for all requirements, including samples of required documentation
Business Service Team works with employers to create customized training opportunities based on needs identified. Your Vocational Counselor will alert you to appropriate opportunities if they match your background and interests.

Training approval = Client Research
“-We tend to lose a lot of clients at this point….” Some people think we have funds available for training, like a bank. Our clients are in the driver seat in this program, but we are along for the ride to make sure that people are set up for success. The REQUIRED research involves meeting with employers to make sure that you are fully aware of the requirements and responsibilities for the positions your are pursuing. We have you look at labor market information, salary data, job growth, etc. We also have you research and tour several potential schools if training is necessary. We tend to approve trainings with high demand for jobs upon completion, good salaries, in our local area, and realistic given your past work history, salary requirements, etc. Approved trainings are often short-term, under $5000, with positive job outlook. Consider the “return on investment” for utilizing WIA funds.
Training: Once an appropriate training is located, we will take a deep look at costs of travel, supplies, timelines, etc. PRIOR to authorizing funds. Be careful NOT to start ANY TRAINING without prior WRITTEN approval – Otherwise you may be responsible with expensive training costs.
