1) Executive Summary
➢ Oil production on the UK Continental Shelf increased in the latest year for the
second time since 2007. Gas output was also up compared with 2015.
➢ Oil production excluding NGLs totalled 44.9 Million Tonnes in 2016, an increase from
44.3 in 2015. Output has risen 20.2% over the last two years.
➢ Nexen tops the list of Oil producers in 2016 with output of 4.86 million Tonnes.
➢ Gas production rose from 46,533 MMCuM in 2015 to 48,329 MMCuM in 2016 an
increase of 3.9% with Laggan/Tormore playing a key role in the uplift.
➢ Shell heads up the gas list with 6.797Bn Cubic Metres produced in 2016 including
production from the fields acquired through the purchase of BG.
➢ Total’s start-up of Laggan/Tormore helped them produce of 6.266BnCuM in 2016.

➢ Oil production was 44.9 Million Tonnes in 2016. Output will rise substantially in 2017 as
production has been restored at Schiehallion and a number of new fields brought
onstream. In recent years DECC (now BEIS), OGA and the OBR forecast output going
down. Output will rise steeply in 2017 but BEIS/OGA & the OBR predict it will flatline.
DECC predicts it’ll flatline from 2017 onwards. We predict a steep rise from 2017-19.
➢ The above chart shows oil output from the UKCS in every year from 1975 onwards. It
shows the effect of current investment on future production by graphing the projected
output from fields which are in the process of coming online. Even allowing for natural
rates of decline, the increase between 2013 and 2018 will be over 50 percent.
➢ Wood Mackenzie produced a similar projection to the one above. BEIS/OGA shows a
flatline in oil output from 2016 to 2019. This seems impossibly negative. The impossibly
negative BEIS/OGA projection is the one the OBR use when attacking Scottish
Government projections. OGA analysis is partial, it doesn’t reflect reality – it’s wrong.

➢ The chart below presents an attempt to represent gas production over the same period
as oil, from 1975 onwards. The attempt is somewhat fraught since much of the DECC
information starts in 1995 (the big green slice) when actual production started much
earlier but wasn’t recorded. Reality would be more bell-shaped than what’s here.

➢ Shell’s purchase of BG has moved them top of the gas rankings. Total’s startup of
Laggan/Tormore and an increase in output from Elgin/Franklin has placed them second.
Centrica has slipped down from top of the heap to number three.
➢ Centrica has stated the Rough Storage facility will be permanently closed. It isn’t clear
what steps are being taken by UK plc to fill this gap in security of supply of gas.
➢ The price of Brent Crude averaged $43.73 per barrel in 2016 a fall 16.5%. The Heren Energy
gas price fell by 26.6% in 2016 to an average of $4.93 per Million BTUs.
➢ Saudi Arabia and OPEC took steps in 2016 to control production with a view to raising prices.
This was a modest success with prices back over $50.00 as this is written in August 2017.
OPEC worked with Russia to control output.
➢ The main swing producer remains the USA where efforts to control production are illegal.
When oil hits $50 a culture of “drill baby drill” ensures they make little progress above this.

Glen Lyon FPSO is in situ with production capacity for 320,000 b/d of liquids and 220 MMcf/d of gas

Chevron’s Rosebank Field was kicked into the long grass due to the very high cost of the

Apache is developing the Seagull Field in the North Sea. Located in P1621/P1622, an appraisal well
was drilled 78 km south of the Forties complex and confirmed 672 feet of net oil pay over a 1092 foot

Statoil has just drilled the Jock Scott exploration well using the semi-sub Transocean Spitzbergen.
The well was abandoned early. Results confirmed it as dry. Shares in the field are held by Operator
Statoil (75%) and BP (25%).

Sanda North is owned by Parkmead who have yet to drill an exploration well on the field. At this
stage it is difficult to predict future output. Parkmead’s short-term focus is on low cost development in
Dutch gas fields which have brought positive cash flow and profits.

The Skye field is located in block 211/23b some 8 kms from Dunlin field. Dunlin is now up for
decommissioning so there is no likelihood of this field being developed in the short-term.

Halifax is another field discovered by Hurricane Energy. Drilling in 2017 suggests it is connected to
the Lancaster Field as part of a huge potential development. The 205/23-3A well for the Halifax
prospect was drilled on West of Shetlands Blocks 205/22b, 205/23, and 205/24.

Dana’s Platypus Field hoped for a 2016 start. It now looks like 2018 at the earliest. Dana’s Possum
Field development is also affected. A minimal platform concept is now being considered.

Fairfield has been acquired by Ineos. Three wells were previously drilled in partnership with Taqa.
Well 211/27e-13 was dry, and the other two 211/27e-13z and 211/27a-14 encountered only partial oil
columns. The 211/27e-13 well result showed that hydrocarbon trapping by the Brent-on-Brent fault
seal had failed.

Antrim Resources has stopped developing the Fyne and Erne Fields where it hoped to produce 4,000
bpd. Wells have been plugged and abandoned. Antrim was looking to relinquish & perhaps to re-

Taqa Global’s Darwin development appears to have been dropped following the drilling of a dry well
211/27e-13. Fairfield Energy had 50% of Darwin. Riverstone Holdings were big investors in Fairfield
prior to the well being drilled. Two further wells didn’t result in a decision to proceed.

Independent Oil & Gas has acquired the Vulcan Satellite Fields from Verus Petroleum just as we
were going to press. Vulcan East seemed to have dropped out of contention for development following
the re-structuring of the old Bridge Energy A/S. IOG intends to produce a Field Development Plan
and will seek to bring Vulcan East, North West and South forward.

Chrysaor Holdings holds the rights to develop the Phoenix prospect. Chrysaor has sold an interest in
the Solan Field over the last year and has also sold interests in Ireland. Whether these adjustments
