In the present report, the Special Rapporteur on the rights of persons with disabilities explores issues relating to the rights of persons with disabilities in the Republic of Moldova in the light of international human rights norms and standards, in particular the Convention on the Rights of Persons with Disabilities. On the basis of information gathered prior to and during the visit, the Special Rapporteur highlights the encouraging steps taken to advance the rights of persons with disabilities and to bring the national legal and policy framework into compliance with the Convention, as well as the challenges that remain. Lastly, the Special Rapporteur makes recommendations with a view to strengthening efforts to address the implementation gap remaining to ensure the protection, respect and fulfilment of the rights of persons with disabilities, and their full and equal participation in society.

The measures that are being taken by the Countries to prevent the violation of human rights by the police differ widely in its effectiveness. The disparity among the nations accentuate for super national bodies on regional basis for the effective protection of human rights from the police. There exist European, Inter-American, African, Minsk and Arab regional systems for the protection of Human rights on super national basis. Regional systems also differ in protecting the human rights from the police mainly due to the socio-economic and cultural diversities that exist in the regions. An overview as to how effective is the regional mechanisms in protecting human rights from the police.

The presentation, "Toward full implementation of the Child’s Rights Law 2008: A Law to ‘provide and protect the Rights of the Child in the State’" is the author's original work. The month of June this year marks the 11th anniversary of Benue State Child's Rights Law, enacted in November 2008 and gazetted on 18 November 2009. This year the UN has celebrated the 30th Anniversary of the UNCRC with fanfare since early this year; not so with Nigeria or Benue State, specifically. The objectives of this presentation are, to: • Highlight and discuss provisions of the Benue State Child’s Rights Law 2008; • Identify implementation gaps that require to be addressed; and, • Provide a context for reflection on policy options for better protection and safeguarding of children. This presentation is a contribution toward better protection of the Nigerian child and better performance of Social Service in Nigeria. In 2018 CORAFID responded to the Call to Action by the Global Social Workforce Alliance (GSSWA). The call was for stakeholders to play their part toward strengthening the Social Service Workforce to Better Protect Children and Achieve the SDGs. CORAFID is one of 35 organisations that signed up to the Call. Nathaniel is Executive Facilitator of Civil Organizations Research Advocacy and Funding Initiatives Development (CORAFID), a non-profit organization based in Benue State, Nigeria.

South Africa, like the rest of the world, faces an unprecedented crisis following the invasion of the COVID-19 virus, which poses a clear and present danger to human life. Through the Disaster Management Act1 (“the Act”), the Government has imposed various measures in an effort to combat the virus and contain its escalation. In particular, the second respondent, the Minister of Cooperative Governance and Traditional Affairs (“the Minister”) promulgated regulations pursuant to section 27(2) of the Act, which, amongst others, prohibit the sale of tobacco products, e-cigarettes and related products as part of the measures introduced to curb the escalation of the COVID-19 virus.

The continental division of humanity in the era of contemporary globalization has given rise to several regional systems of human rights protection that offer nuanced guarantees. It goes without saying that these regional mechanisms constitute the highest and strongest protection of human rights insofar as they involve jurisdictional institutions under the provisions of regional instruments. The Working Group on the Universal Periodic Review (UPR) held its eighteenth session from 27 January to 7 February 2014. The review of the Dominican Republic was held at the 15th meeting on 5 February 2014. The delegation of the Dominican Republic was headed by Alejandra Liriano de la Cruz, Vice minister of Foreign Relations. At its 18th meeting held on 7 February 2014, the Working Group adopted the report on the Dominican Republic. Norway is concerned about the Constitutional Court ruling to revoke citizenship rights of, and in some cases expel, descendants of migrants residing in the country and high incidences of violence against women. Slovenia noted the concerns raised by the CESCR and HR Committee about racial discrimination and regretted the difficult situation of Haitian migrants and Dominican nationals of Haitian descent. It expressed concern at the Constitutional Court ruling to revoke the citizenship of Dominican nationals of Haitian descent. Switzerland was concerned about the situation of persons of Haitian descent, who had been stripped of their nationality right following a Constitutional Court ruling. Trinidad and Tobago: The Constitutional Court ruling which stripped many Dominicans, mostly of Haitian descent, of citizenship violated international obligations and should be redressed without delay. Ukraine: expressed concerns about the conformity of migration legislation with international standards on nationality and encouraged the Government to abstain from applying the General Migration Act retroactively and to enable those with Dominican nationality from birth to maintain it. The United Kingdom of Great Britain and Northern Ireland expressed concern at racial discrimination, which should be eliminated, particularly regarding the issue of identity documents. The United States of America urged the Government to consult with international partners and civil society to address concerns regarding the Constitutional Court ruling on citizenship. Australia expressed concern regarding human rights violations by law enforcement officials, and the Constitutional Court ruling of September 2013 which introduced a retroactive and restrictive interpretation of nationality provisions that largely affected persons of Haitian origin. It was concerned by the treatment of migrant workers through the deportation process. Belgium commended the Dominican Republic for reopening dialogue with Haiti on the issue of migration. However, many challenges remained in that regard, particularly concerning combating all forms of discrimination. Brazil: While the Bilateral Dominican-Haitian Commission had been reinstated, the Constitutional Court ruling that affected the nationality of persons of Haitian descent should be addressed. Chile: It acknowledged the explanation of the Constitutional Court ruling on nationality, and noted efforts to legalize foreigners.Ireland: Constitutional Court ruling TC0168/13 could result in statelessness for many.

El Comité está profundamente preocupado por los altos niveles de violencia a los que se enfrentan los niños y en particular sobre: f) El bienestar físico y mental de los niños involucrados en las escuelas de tauromaquia y en los eventos asociados con esta, así como el bienestar físico y mental de los niños espectadores que son expuestos a la violencia de la tauromaquia. 28. En consideración al comentario general Nº 13 (2011) sobre el derecho de los niños a su libertad a no sufrir ningún forma de violencia y en referencia al estudio de las Naciones Unidas sobre la violencia hacia la infancia de 2006 (A/61/299), el Comité urge al Estado miembro a priorizar la eliminación de cualquier forma de violencia contra los niños y en particular a: i) Con el objetivo de prohibir la participación de los niños en la tauromaquia, incluyendo las corralejas, tomar las medidas legislativas y administrativas necesarias para proteger a todos los niños involucrados en la formación de la práctica de la tauromaquia y en la participación de los eventos relacionados con la misma, así como en su capacidad como espectadores, y a concienciar sobre la violencia física y mental asociada con la tauromaquia y su impacto en los menores. Explotación económica, incluido el trabajo infantil. 59. El Comité señala las medidas legales y políticas tomadas por el Estado miembro para proteger a los menores de la explotación económica. Sin embargo, está preocupado sobre el alto número de menores involucrados en el trabajo infantil. En particular, sigue profundamente preocupado por la involucración persistente de los niños en trabajos peligrosos y/o degradantes como el trabajo en cosechas ilegales, tráfico de drogas, minería ilegal y tauromaquia.

This is a brief assessment of the effectiveness of the universal periodic review mechanism in terms of improving the protection and promotion of human rights. While the emphasis is on Ethiopia, a range of countries are covered in the assessment.

The Working Group on the Universal Periodic Review (UPR) held its eighteenth session from 27 January to 7 February 2014. The review of the Dominican Republic was held at the 15th meeting on 5 February 2014. The delegation of the Dominican Republic was headed by Alejandra Liriano de la Cruz, Vice minister of Foreign Relations. At its 18th meeting held on 7 February 2014, the Working Group adopted the report on the Dominican Republic. Norway is concerned about the Constitutional Court ruling to revoke citizenship rights of, and in some cases expel, descendants of migrants residing in the country and high incidences of violence against women. Slovenia noted the concerns raised by the CESCR and HR Committee about racial discrimination and regretted the difficult situation of Haitian migrants and Dominican nationals of Haitian descent. It expressed concern at the Constitutional Court ruling to revoke the citizenship of Dominican nationals of Haitian descent. Switzerland was concerned about the situation of persons of Haitian descent, who had been stripped of their nationality right following a Constitutional Court ruling. Trinidad and Tobago: The Constitutional Court ruling which stripped many Dominicans, mostly of Haitian descent, of citizenship violated international obligations and should be redressed without delay. Ukraine: expressed concerns about the conformity of migration legislation with international standards on nationality and encouraged the Government to abstain from applying the General Migration Act retroactively and to enable those with Dominican nationality from birth to maintain it. The United Kingdom of Great Britain and Northern Ireland expressed concern at racial discrimination, which should be eliminated, particularly regarding the issue of identity documents. The United States of America urged the Government to consult with international partners and civil society to address concerns regarding the Constitutional Court ruling on citizenship. Australia expressed concern regarding human rights violations by law enforcement officials, and the Constitutional Court ruling of September 2013 which introduced a retroactive and restrictive interpretation of nationality provisions that largely affected persons of Haitian origin. It was concerned by the treatment of migrant workers through the deportation process. Belgium commended the Dominican Republic for reopening dialogue with Haiti on the issue of migration. However, many challenges remained in that regard, particularly concerning combating all forms of discrimination. Brazil: While the Bilateral Dominican-Haitian Commission had been reinstated, the Constitutional Court ruling that affected the nationality of persons of Haitian descent should be addressed. Chile: It acknowledged the explanation of the Constitutional Court ruling on nationality, and noted efforts to legalize foreigners.Ireland: Constitutional Court ruling TC0168/13 could result in statelessness for many.

CONVENCIÓN SOBRE LOS DERECHOS DEL NIÑO Distr: General; 4 de Febrero de 2015; Ref: CRC/C/COL/CO/4-5; Comité sobre los Derechos del Niño Observaciones finales de la combinación del tercer y cuarto informes periódicos sobre Colombia, adoptadas por el Comité en su sesión sesenta y ocho (12-30 Enero 2015) Tauromaquia D) Violencia contra los niños (arts. 19, 24, para.3, 28, para. 2, 34, 37 (a) y 39) Libertad de los niños a no sufrir ninguna forma de violencia 27. El Comité está profundamente preocupado por los altos niveles de violencia a los que se enfrentan los niños y en particular sobre: f) El bienestar físico y mental de los niños involucrados en las escuelas de tauromaquia y en los eventos asociados con esta, así como el bienestar físico y mental de los niños espectadores que son expuestos a la violencia de la tauromaquia. 28. En consideración al comentario general Nº 13 (2011) sobre el derecho de los niños a su libertad a no sufrir ningún forma de violencia y en referencia al estudio de las Naciones Unidas sobre la violencia hacia la infancia de 2006 (A/61/299), el Comité urge al Estado miembro a priorizar la eliminación de cualquier forma de violencia contra los niños y en particular a: i) Con el objetivo de prohibir la participación de los niños en la tauromaquia, incluyendo las corralejas, tomar las medidas legislativas y administrativas necesarias para proteger a todos los niños involucrados en la formación de la práctica de la tauromaquia y en la participación de los eventos relacionados con la misma, así como en su capacidad como espectadores, y a concienciar sobre la violencia física y mental asociada con la tauromaquia y su impacto en los menores. Explotación económica, incluido el trabajo infantil. 59. El Comité señala las medidas legales y políticas tomadas por el Estado miembro para proteger a los menores de la explotación económica. Sin embargo, está preocupado sobre el alto número de menores involucrados en el trabajo infantil. En particular, sigue profundamente preocupado por la involucración persistente de los niños en trabajos peligrosos y/o degradantes como el trabajo en cosechas ilegales, tráfico de drogas, minería ilegal y tauromaquia.
