2012 Jan till present: part-time work with Soil Association UK for supervision of
its Woodmark programme in Indonesia for certification of sustainable forest management,mainly
in accordance with FSC standards, since Sept 2013 as leadauditor. In December 2014 accredited
as auditor of the Indonesian PEFC/IFCC audit scheme for sustainable forest management.
2011 March: certification work on temporary contracts.
2011 Feb – May Collaboration with the Foundation for Social Forestry (YPSBK) in
Sanggau, West Kalimantan, Indonesia, for the preparation and conduct of a study to evaluate
the development of farm forestry in Sanggau and Sekadau,including identification of factors that
influence decision-making at farm level in a situation of de facto national and local policy
vacuum, and recommendations aiming at enhancing efficiency, productivity and sustainable
livelihood
2010 October Pre-certification (legal origin) of the forest operations of a large pulp
and paper company in Indonesia
2008 (Jul) to 2010 (June) Project Leader, Aceh Forest and Environment Project
(AFEP) funded by Multi Donor Fund after the 2004 tsunami and supervisedby World Bank; The
project was implemented by the Leuser International Foundation, an NGO established in 1996
for the management of the Leuser Ecosystem. Collaboration with province government, 13
district governments, local NGOs and communities to protect the Ecosystem, about 2.3 million
ha of natural forest, with unique flora and fauna., to map and plan the resources (which included
input into the development of a province-level spatial plan, yet to be finalised), to manage the
resources sustainably and to incorporate environmental concerns in local government budgets
and annual plans.
The work involved all aspects of project management, from recruitment and
personnel administration to surveys, stakeholder consultations and periodic reporting and
presentation of results. The project started its phasing-out and exit phase in January 2010.
2008 February – April, Formulation of a small-holder forest management project
on non-state land in the District of Sekadau, West Kalimantan, Indonesia with the aim of fitting
into either the CDM or REDD context.
2007 (Sept-Dec) Work for EC (EU-Indonesia FLEGT Support Project) on an analysis
of the possible impact in Indonesia of a Voluntary PartnershipAgreement aiming at the control
of illegal logging. (Jan-March) Work for IFC/PENSA, Indonesia: wood supply to Small and
Medium-size Enterprises in the wood-working sector, especially furniture; prospects of long-term
sustainable wood raw material supply from forest farms, including certification or verification of
legal origin to comply with international requirements.
2006 Assistance to consulting companies in writing project proposals.
2006 (November – December) study on decentralisation of natural resource
management sponsored by ADB for the Indonesian Ministry of Home Affairs.
2005 Work with the Association of Indonesian Logging Concessionaires (APHI,
Jakarta) to formulate a national-level forest development programme with popular support,
aiming at enhanced wood production and employment
2005 (May – June and October - December) For IFC/PENSA, Indonesia, Community
Forestry Feasibility Study, explore employment opportunities for the local population within
logging concessions (rattan harvesting and processing of logging waste wood), improved relations
with forest communities and promoted corporate social responsibility; case study within one
concession in East Kalimantan, assessment of available wood volumes, cost and investment
estimates, survey of the community situation, recommendations for support to the community
to handle the proposed harvesting and processing, and follow-up discussions with authorities
and the Association of Logging Concessionaires.
2003 (November) till 2004 (December) Agrer, Brussels, Province-level Coordinator
and Forest Management Advisor in the 2nd and concluding phase of the EU-funded South and
Central Kalimantan Production Forest Project. In charge of co-operation with Regional Forest
Services (province and district), forest companies and district governments with the objective of

promoting sustainable forest management through revised techniques, approaches to and
policies for forest resource management, forest land use, and land management responsibilities.
- Illegal logging and resource decline were identifiedas symptoms of malfunctioning systems;
rectification would be difficult, unless alternative revenue sources and employment could be
developed. Follow-up recommendations to GOI, NGOs, donors and other stakeholders.
2003 (March to June), DFID and World Bank, coordinator and agro-forestry
specialist for technical studies in preparation of a proposed project for the rehabilitation of
watersheds in Java through community-based forestry/ agro-forestry. In spite of strong support
from district governments and the Department of Home Affairs the project concept was not
followed up due to unresolved questions on land use rights. (The Ministry of Forestry have since
UNDP prepared a follow-up, apparently with limited progress so far).
2003 (January, February) Proposal writing for GFA Terra and for own team of
consultants, for projects on management of watersheds and degraded lands
2000 (October) to 2002 (September) GFA-Terra, Hamburg for GTZ, Team Leader for
Social Forestry Development Project, in Sanggau, West Kalimantan, with the objective of
developing a model for social forestry (in this case management of natural forest as well as rubber
gardens and other lands) by Dayak communities, as groups or individuals, in accordance with
traditional patterns within the regional and national context, including legal/regulatory, land
management, institutional and technical aspects. Team development, operational planning,
budget control and accounting, supervision and guidance of consultants and
contacts/negotiations with authorities. The project worked with the communities in a 100.000
ha large forest area with the development of the related technical, organizational andregulatory
systems and interacted with regional and national authoritie s to provide guidance in the
formulation of a regulatory framework and in policy making. A comprehensive model was tested,
described and submitted to local and central authorities as a basis for policy considerations,
national and regional legislation etc.
1999 (June) to 2000(September) STENKA Forestry AB, in charge of business
development, preparation of proposals, implementation of Preparation and Training for Forest
Certification in Honduras (IADB).
2000 (Sept) Assessment for Dutch Kerhout and SGS of CIB, a logging company in
the Republic of Congo/Congo-Brazzaville.
1999 (July – October) and July 2000, Government of Indonesia/BAPPENAS (National
Planning Agency)/World Bank, Land Administration Project, Forest component; exploring
alternatives to current policies and systems for land use and land allocation, land conflict
resolution, sustainable resource management and allocation of management and protection
responsibilities, with comprehensive recommendations.
1995 (September) to1999 (June) Forest management advisor/component head in a
EU sponsored forest protection programme in Palawan, Philippines. Zoning of the forest area
following a graded system of protection and restrictions on utilisation,building up of and support
to environmental functions in Local Government Units, design of forest management and
protection plans in collaboration with local governments, NGOs and forest-dwelling
communities, on-the-job training of surveyors, forest managers, tribal leaders etc.; seminars,
workshops and presentations to promote sustainable management concepts and methods based
on devolution to lowest practical level; forest policy work including supervision of a wood
consumption survey for a wood balance for the province of Palawan, measures tostimulate small-
holder tree farming on clearly allocated land. Collaboration on resource protection with farmer
and fisherfolk communities living around the St Paul’s National Park.
1989 (July) to 1995 (August) SGS SILVICONSULT/SGS Forestry
Preparation of project proposals; technical support to current projects; business development,
development of procedures for forest management certification (pioneer days of FSC), and chain-
of-custody certification. Assistance to forest estates in Southern Sweden with the drafting of
long-term forest management plans. Short-term field assignments overseas.
1995, September Review of the plantation and logging activities of a private forest
company in the Philippines with recommendations on preparation for certification according to
the FSC Principles and Criteria. This included inquiries with NGOs, local administrators and
residents.

1995, February Review of CIB, a private logging operation in Congo-Brazzaville, to
assess compliance with Congolese forestry and environmental legislation, for IFC. (I came back
in September 2000 for follow-up work. In 2005 the company was FSC-certified.)
1994, September - December Ruteng Nature Recreation Park in Flores
Island, Nusa Tengara, Indonesia, for Ministry of Forestry/ADB (under contract with Chemonics
International Inc.), an environment and ecotype conservation project aiming at protection of
biologically sensitive areas, conservation of the last remnants of natural forest in the island and
improvement of the living conditions of the resident population in the area; development of a
Forest and Biodiversity Management Plan for the Park incl. a four-year budget for forest-related
activities.
1994, February – March Indonesia, Forestry Institutions and Conservation Project
(proposed Forestry III), World Bank/SGS Silviconsult, proposals strengthening of the Ministry of
Forestry, human resource development and steps towards sustainable management of the
natural forests including a Forest Inspection System, in support of the emerging Lembaga Eko-
Label Indonesia (Indonesian Eco-Labelling Organisation, LEI). Much time was spent with NGOs
invited by former Minister for Population and the Environment, Professor Emil Salim, to explore
practical forms of field audit, practical criteria and reliable indicators of compliance. LEI is
functioning since 1998.
1994, January-February Bainings Community Forestry Project, East New Britain,
Papua New Guinea, Pacific Heritage Foundation/private UK-based wood trading company (a
member of “Group 95” – a WWF initiative to promote trade in sustainably produced timber
goods); audit for preliminary certification of a community-based operation with logging and
primary processing into sawn wood.
1993, April-June Proposed Forestry Institutions and Conservation Project (Forestry
III) in Indonesia for the World Bank and FAO, (see above), proposals for the National Forest
Inventory and the establishment of a Dipterocarp Research Centre in East Kalimantan
1993, June-October Silviconsult/SGS representative in Jakarta,
preparing business proposals and organizing the first seminar for the Ministry of Forestry on
forest products eco-labelling in September 1993
1993, October Indonesia, Perum Perhutani State Forest Corporation/Rain Forest
Alliance/Smartwood (New York). Field audit together with staff from Indonesian NGOs of the
plantation activities of P.Perhutani in Java, for the purpose of renewing certification under the
Smartwood Program. The certification was stepwise revoked, essentially due to overexploitation
and neglected replanting.
1993, March Logging company in Guyana, Preliminary field audit of a logging

1992, November and 1993, July and November China, Greenhouse Gas
study for the World Bank and GEF; development of simple spreadsheet models for the evaluation
of reforestation programmes from the point of view of investment, wood volume production, fuel

1992 , October, proposal work for SIDA, Sweden, on the long-term SIDA-supporte d
forest development programme in Vietnam, including a visit to the project sites in Hanoi and
northern provinces.

identification of features to be incorporated in a proposed second phase of the Project. – The

pulp wood plantations) for a private client in Sumatra, Indonesia (implemented). In the planting
season of 1991 this project planted more than all the ADB-funded forestry projects together
during my 8 years with the bank.
1990, July-August Technical supervision of Household Energy Study in Nigeria for
FORMECU/World Bank.
1990, October Appraisal of the Lao-Swedish Forestry Cooperation Programme in
Laos with emphasis on natural forest management, plantation establishment and community
forestry. (SIDA, Sweden).
1990, March Appraisal of a proposed Industrial Forest Plantation Project in the
Philippines/ADB, including surveys of proposed plantation areas in Mindanao.
1981, January - 1989, January ASIAN DEVELOPMENT BANK, Philippines,Forestry
Specialist. Project identification, formulation, appraisal and administration in Bangladesh,
Indonesia,Laos, Malaysia, Nepal, Pakistan,Philippines,Sri-Lanka,from 1984 as mission leader,
including programming and policy dialogue. Most of these projects had a rural development
component based on community forestry, aside from silviculture management of plantations and
natural forest.
(During this period I also managed an agroforestry farm of 17 ha, located 6 km west of Butuan
City, Mindanao, with about 10 more or less landless families living in andaround the farm. I did
this at my own initiative and expense with the objective of gaining practical experience of the
biological as well as the social aspects of agro-forestry and rural development.)

field surveys (Asian Development Bank, October-November 1977).
- Forest surveys and design of development strategies for the forestry and forest based industries

- Identification of a forestry component of a proposed integratedrural development project in
Palawan, the Philippines. (ADB August 1979)
- Thailand Northern Rural Development Project, estimates of plantation costs, labour
consumption and investment costs (World Bank July-August 1978).
- Review of forestry aspects of the transmigration Programme, Indonesia (World Bank October-
November 1979). In retro-respect I am pleased to say that my report made the WB review
selection criteria for the transmigration programme, aiming at sparing primary forest areas.
- Design of the Forestry component of an integratedrural development project in Palawan, the
Philippines, ADB and the French consulting firm SATEC (June -August 1980). The component
included identification of forest areas in need of protection, strengthening of the local office es of
the forest service for more efficient watershed protection and protection against uncontrolled
logging in areas identified as ecologically significant, and the establishment of plantations for
watershed protection and fuelwood production purposes.
1976 (January) to 1977 (September) SWEDISH MATCH (PHILIPPINES)/PROVIDENT

1965 (May) to 1966 (December) NATIONAL FEDERATION OF FOREST OWNERS
ASSOCIATIONS (SSR), Stockholm, Sweden. The Federation members own forest lots of 20 to 100
ha or sometimes bigger, usually in conjunction with farm land. They often take charge
themselves of all necessary forest and farm work. I worked as Assistant to the Forestry Director,
with education campaigns among forest owners on silviculture, the use of fertilizers in forestry,
growth and volume assessments,forest policy etc, including the writing and editing of instruction
books and training material.

In December 2014 accredited as auditor of the Indonesian PEFC/IFCC audit scheme for sustainable forest management. 2011 March: certification work on temporary contracts. 2011 Feb – May Collaboration with the Foundation for Social Forestry (YPSBK) in Sanggau, West Kalimantan, Indonesia, for the preparation and conduct of a study to evaluate the development of farm forestry in Sanggau and Sekadau,including identification of factors that influence decision-making at farm level in a situation of de facto national and local policy vacuum, and recommendations aiming at enhancing efficiency, productivity and sustainable livelihood 2010 October Pre-certification (legal origin) of the forest operations of a large pulp and paper company in Indonesia 2008 (Jul) to 2010 (June) Project Leader, Aceh Forest and Environment Project (AFEP) funded by Multi Donor Fund after the 2004 tsunami and supervisedby World Bank; The project was implemented by the Leuser International Foundation, an NGO established in 1996 for the management of the Leuser Ecosystem. Follow-up recommendations to GOI, NGOs, donors and other stakeholders. 2003 (March to June), DFID and World Bank, coordinator and agro-forestry specialist for technical studies in preparation of a proposed project for the rehabilitation of watersheds in Java through community-based forestry/ agro-forestry. In spite of strong support from district governments and the Department of Home Affairs the project concept was not followed up due to unresolved questions on land use rights. (The Ministry of Forestry have since UNDP prepared a follow-up, apparently with limited progress so far). 2003 (January, February) Proposal writing for GFA Terra and for own team of consultants, for projects on management of watersheds and degraded lands 2000 (October) to 2002 (September) GFA-Terra, Hamburg for GTZ, Team Leader for Social Forestry Development Project, in Sanggau, West Kalimantan, with the objective of developing a model for social forestry (in this case management of natural forest as well as rubber gardens and other lands) by Dayak communities, as groups or individuals, in accordance with traditional patterns within the regional and national context, including legal/regulatory, land management, institutional and technical aspects. Team development, operational planning, budget control and accounting, supervision and guidance of consultants and contacts/negotiations with authorities. The project worked with the communities in a 100.000 ha large forest area with the development of the related technical, organizational andregulatory systems and interacted with regional and national authoritie s to provide guidance in the formulation of a regulatory framework and in policy making. A comprehensive model was tested, described and submitted to local and central authorities as a basis for policy considerations, national and regional legislation etc. 1999 (June) to 2000(September) STENKA Forestry AB, in charge of business development, preparation of proposals, implementation of Preparation and Training for Forest Certification in Honduras (IADB). 2000 (Sept) Assessment for Dutch Kerhout and SGS of CIB, a logging company in the Republic of Congo/Congo-Brazzaville. 1999 (July – October) and July 2000, Government of Indonesia/BAPPENAS (National Planning Agency)/World Bank, Land Administration Project, Forest component; exploring alternatives to current policies and systems for land use and land allocation, land conflict resolution, sustainable resource management and allocation of management and protection responsibilities, with comprehensive recommendations. 1995 (September) to1999 (June) Forest management advisor/component head in a EU sponsored forest protection programme in Palawan, Philippines. Zoning of the forest area following a graded system of protection and restrictions on utilisation,building up of and support to environmental functions in Local Government Units, design of forest management and protection plans in collaboration with local governments, NGOs and forest-dwelling communities, on-the-job training of surveyors, forest managers, tribal leaders etc.; seminars, workshops and presentations to promote sustainable management concepts and methods based on devolution to lowest practical level; forest policy work including supervision of a wood consumption survey for a wood balance for the province of Palawan, measures tostimulate small- holder tree farming on clearly allocated land. Collaboration on resource protection with farmer and fisherfolk communities living around the St Paul’s National Park. 1989 (July) to 1995 (August) SGS SILVICONSULT/SGS Forestry Preparation of project proposals; technical support to current projects; business development, development of procedures for forest management certification (pioneer days of FSC), and chain- of-custody certification. (I came back in September 2000 for follow-up work. In 2005 the company was FSC-certified.) 1994, September - December Ruteng Nature Recreation Park in Flores Island, Nusa Tengara, Indonesia, for Ministry of Forestry/ADB (under contract with Chemonics International Inc.), an environment and ecotype conservation project aiming at protection of biologically sensitive areas, conservation of the last remnants of natural forest in the island and improvement of the living conditions of the resident population in the area; development of a Forest and Biodiversity Management Plan for the Park incl. a four-year budget for forest-related activities. 1994, February – March Indonesia, Forestry Institutions and Conservation Project (proposed Forestry III), World Bank/SGS Silviconsult, proposals strengthening of the Ministry of Forestry, human resource development and steps towards sustainable management of the natural forests including a Forest Inspection System, in support of the emerging Lembaga Eko- Label Indonesia (Indonesian Eco-Labelling Organisation, LEI). Much time was spent with NGOs invited by former Minister for Population and the Environment, Professor Emil Salim, to explore practical forms of field audit, practical criteria and reliable indicators of compliance. LEI is functioning since 1998. 1994, January-February Bainings Community Forestry Project, East New Britain, Papua New Guinea, Pacific Heritage Foundation/private UK-based wood trading company (a member of “Group 95” – a WWF initiative to promote trade in sustainably produced timber goods); audit for preliminary certification of a community-based operation with logging and primary processing into sawn wood. 1993, April-June Proposed Forestry Institutions and Conservation Project (Forestry III) in Indonesia for the World Bank and FAO, (see above), proposals for the National Forest Inventory and the establishment of a Dipterocarp Research Centre in East Kalimantan 1993, June-October Silviconsult/SGS representative in Jakarta, preparing business proposals and organizing the first seminar for the Ministry of Forestry on forest products eco-labelling in September 1993 1993, October Indonesia, Perum Perhutani State Forest Corporation/Rain Forest Alliance/Smartwood (New York). Field audit together with staff from Indonesian NGOs of the plantation activities of P.Perhutani in Java, for the purpose of renewing certification under the Smartwood Program. The certification was stepwise revoked, essentially due to overexploitation and neglected replanting. 1993, March Logging company in Guyana, Preliminary field audit of a logging operation. 1992, November and 1993, July and November China, Greenhouse Gas study for the World Bank and GEF; development of simple spreadsheet models for the evaluation of reforestation programmes from the point of view of investment, wood volume production, fuel substitution and carbon absorption /release potentials 1992 , October, proposal work for SIDA, Sweden, on the long-term SIDA-supporte d forest development programme in Vietnam, including a visit to the project sites in Hanoi and northern provinces. 1992, August- September Central African Republic, Rural development of the M'baere Region, African Development Bank. In the planting season of 1991 this project planted more than all the ADB-funded forestry projects together during my 8 years with the bank. 1990, July-August Technical supervision of Household Energy Study in Nigeria for FORMECU/World Bank. 1990, October Appraisal of the Lao-Swedish Forestry Cooperation Programme in Laos with emphasis on natural forest management, plantation establishment and community forestry. (SIDA, Sweden). 1990, March Appraisal of a proposed Industrial Forest Plantation Project in the Philippines/ADB, including surveys of proposed plantation areas in Mindanao. 1981, January - 1989, January ASIAN DEVELOPMENT BANK, Philippines,Forestry Specialist. Project identification, formulation, appraisal and administration in Bangladesh, Indonesia,Laos, Malaysia, Nepal, Pakistan,Philippines,Sri-Lanka,from 1984 as mission leader, including programming and policy dialogue. Most of these projects had a rural development component based on community forestry, aside from silviculture management of plantations and natural forest. (During this period I also managed an agroforestry farm of 17 ha, located 6 km west of Butuan City, Mindanao, with about 10 more or less landless families living in andaround the farm. I did this at my own initiative and expense with the objective of gaining practical experience of the biological as well as the social aspects of agro-forestry and rural development.) 1978, September – 1980, December Self-employed FORESTRY CONSULTANT, Manila, Philippines - Feasibility study of the log supply to a wood based industry complex in Laos, based on extensive field surveys (Asian Development Bank, October-November 1977). - Forest surveys and design of development strategies for the forestry and forest based industries in the Vientiane plain, Laos (Silviconsult/SIDA 1978, 1979 and 1980). - Identification of a forestry component of a proposed integratedrural development project in Palawan, the Philippines. (ADB August 1979) - Thailand Northern Rural Development Project, estimates of plantation costs, labour consumption and investment costs (World Bank July-August 1978). - Review of forestry aspects of the transmigration Programme, Indonesia (World Bank October- November 1979). In retro-respect I am pleased to say that my report made the WB review selection criteria for the transmigration programme, aiming at sparing primary forest areas. - Design of the Forestry component of an integratedrural development project in Palawan, the Philippines, ADB and the French consulting firm SATEC (June -August 1980). The component included identification of forest areas in need of protection, strengthening of the local office es of the forest service for more efficient watershed protection and protection against uncontrolled logging in areas identified as ecologically significant, and the establishment of plantations for watershed protection and fuelwood production purposes. 1976 (January) to 1977 (September) SWEDISH MATCH (PHILIPPINES)/PROVIDENT TREE FARMS Forestry Specialist and Assistant to the Managing Director Surveys and special studies on logging concessions in Indonesia and logging and plantation operations in the Philippines (Samar, Mindoro, Agusan Valley in Mindanao). The Federation members own forest lots of 20 to 100 ha or sometimes bigger, usually in conjunction with farm land. They often take charge themselves of all necessary forest and farm work.
