and security policy of Pakistan can be categorized
as economic development, weak political institutions;
struggle between traditional and modern forces does not

of regionalism and ethnicity
3. Pakistan’s economy prior to 9/11 was in
shambles as a result of inconsistent
policies, widespread corruption, lack of
accountability, and above all sanctions
imposed by the US and other
developed countries for its nuclear and
Taliban policy and military takeover

with a plethora of problems and challenges.
The relentless and callous struggle between
military and political
elites over political power has cost Pakistan
irreparable loss in terms of its institutional
stability and power

5. Pre 9/11 Regional Environment
On the regional level the states of
South Asia share a common
history and bitter legacy. The
Kashmir issue, nuclear arms race
and the Taliban phenomenon
and its entire syndrome dominated
the politics of South Asia.
6. There was a stalemate over Kashmir, and
growing Indian economy and military
strength was
further strengthening its hold on Kashmir
and it seemed that status-quo on Kashmir
would freeze for ever, as India was
becoming more intransigent and adamant in
terms of its dealing with Pakistan or the
resumption of dialogue on Kashmir

8. Pakistan in the Global Perspective
At the global level, politics of South
Asia and Pakistan’s role in the global
perspective can be divided into three
phases
9. The Cold War period dominated by
security alliance based upon global
bipolarity
The post Cold War period, dominated by
economic policies and terrorism and the rise
of fundamentalist forces as well as nuclear
proliferation
The post 9/11 international security and political
environment dominated by international war on
terrorism and new security alliances
11. Pakistan prior to 9/11 was trying to over
come institutional instabilities as a
result of another showdown between
military elites and politicians.
The country lacked political cohesion and in
stitutional development and harmony.
October 1999 military coup marked a new,
and even more unstable and tension ridden
period in Pakistan history.
