The report provides information on an Russian educational Internet project
"Single-Entry Window" (http://window.edu.ru). The main aim of the project –
integration of open educational resources of Russian universities and other
educational institutions.

Coordination of the works was performed by the State Institute of Information
Technologies and Telecommunications "Informika"

advancement of new ICT in the fields of education and science of Russia.

computer network (more than 400 universities and scientific institutions in 56
regions of Russia)
 Information systems for science and education and digital educational
resources (federal educational portals, databases)
 ICT training methods for teachers and certification of ICT competency
 ICT consulting services for Russian educational institutions

 Developed since 2005 with support of the Ministry for Education and
Science of the Russian Federation (2005-2010)
 The main goal – integration of open educational resources from federal
and regional educational portals, websites of universities and other
institutions, specialized educational projects and individual teachers
 Universal "window of access" to Russian educational resources
 of Russian educational Internet resources –
metadata of over 56 000 resources
 Open of learning and methodical materials – more than
31 000 resources

 (rubricator fields, context/full-text search)
 (forum, questions/answers, resources evaluation)

The main sources of materials in the DL – open digital libraries of higher schools,
websites of faculties and departments, personal pages of teachers (materials
have mostly limited editions for "internal using" in educational institution).

teachers using a web interface of the portal
 Individual authors can submit their materials to the portal for publication in
open access
 Electronic materials published in open access at the websites of their
authors/owners can be included in the DL after receiving permission from the
authors/owners
 Permissions for publication of materials are requested by e-mail from
authors and officials (chairs, heads of departments, project coordinators, etc.)
 The relations with the organizations providing their materials are regulated
by the agreements on transfer of non-exclusive rights
 The materials published should be designed for educational purposes (not
for commercial purposes)
 Printed and selling books are not converted to the digital format by the
Portal Editorial Board
 The DL does not contain printed books digitized and published in open
access without receiving the permission from their authors/owners
Dynamics of visits to the portal:
60-80 thousand users per day
Indexing of the content: Google – over
500 000 pages, Yandex (leading Russian
search engine) – over 900 000 pages

 The portal "Single-Entry Window" which contains resources for all levels
of education in open access had been designed and functioning
successfully since 2005
 State Institute "Informika" is the head organization that is in charge of
portal design, hosting, technical maintenance, information support
 Resources for the digital library are provided by hundreds of
organizations (higher education institutions, research institutes, further
training institutions, publishing houses, noncommercial and commercial
organizations) and thousands of individual teachers
 Portal resources are in high demand:
• about 60-80 thousand unique visitors per day
• "total digital circulation" of the portal materials - above 5 million copies
per year
 2008 – Russian Federation Government Prize in the field of education

The main aim of the project – integration of open educational resources of Russian universities and other educational institutions.  Introduction and a brief history of creation and development of Russian federal educational portals  Portal "Single-Entry Window": general information  Electronic catalogue of educational Internet resources  Digital library of learning and methodical materials of Russian universities
  • 3. 2002-2004 – creating of a system of federal educational Internet portals  Federal Portal "Russian Education" (www.edu.ru)  Thematic portals for various disciplines, fields and educational levels: • Economics, Sociology and Management (www.ecsocman.edu.ru) • Law (www.law.edu.ru) • ICT in education (www.ict.edu.ru) • Secondary education (www.school.edu.ru) • Unified State Exam, EGE (www.ege.edu.ru), … Coordination of the works was performed by the State Institute of Information Technologies and Telecommunications "Informika"

State Institute of Information Technologies and Telecommunications "Informika" (www.informika.ru) was created in 1998 to provide all-round development and advancement of new ICT in the fields of education and science of Russia.  RUNNet (Russian UNiversity Network) – federal research and education computer network (more than 400 universities and scientific institutions in 56 regions of Russia)  Information systems for science and education and digital educational resources (federal educational portals, databases)  ICT training methods for teachers and certification of ICT competency  ICT consulting services for Russian educational institutions
  • 5.  Educational portal " " – http://window.edu.ru  Developed since 2005 with support of the Ministry for Education and Science of the Russian Federation (2005-2010)  The main goal – integration of open educational resources from federal and regional educational portals, websites of universities and other institutions, specialized educational projects and individual teachers  Universal "window of access" to Russian educational resources

  • 9. contains metadata of educational resources (> 56 000):  Descriptions of materials of the digital library (> 31 000)  External resources published at other portals and websites (> 25 000) More than 10 000 of resources – educational websites: • universities and their faculties / departments • scientific research institutes • libraries and publishing houses • primary and secondary vocational schools • research and educational Internet projects • electronic periodicals • exhibitions, conferences, olympiads • … The rest of the resources in the Catalogue – open educational resources published at different websites in Russian Internet: digital books, databases, encyclopedias, lecture courses, virtual workshops, etc.

  • 13. • bulk uploading of resources (XML-import) submitted by university structural units • offering of single resources by individual teachers using a web interface of the portal
  • 14.  Individual authors can submit their materials to the portal for publication in open access  Electronic materials published in open access at the websites of their authors/owners can be included in the DL after receiving permission from the authors/owners  Permissions for publication of materials are requested by e-mail from authors and officials (chairs, heads of departments, project coordinators, etc.)  The relations with the organizations providing their materials are regulated by the agreements on transfer of non-exclusive rights  The materials published should be designed for educational purposes (not for commercial purposes)  Printed and selling books are not converted to the digital format by the Portal Editorial Board  The DL does not contain printed books digitized and published in open access without receiving the permission from their authors/owners

  • 17.  The portal "Single-Entry Window" which contains resources for all levels of education in open access had been designed and functioning successfully since 2005  State Institute "Informika" is the head organization that is in charge of portal design, hosting, technical maintenance, information support  Resources for the digital library are provided by hundreds of organizations (higher education institutions, research institutes, further training institutions, publishing houses, noncommercial and commercial organizations) and thousands of individual teachers  Portal resources are in high demand: • about 60-80 thousand unique visitors per day • "total digital circulation" of the portal materials - above 5 million copies per year  2008 – Russian Federation Government Prize in the field of education
