Professional Background:
Since embarking on a career as a practitioner in human resource management and
organizational development twenty years ago, my special focus has always been providing
integrated solutions for both the individual employees and organizations directed at
attaining higher levels of productivity and sustainable growth. The opportunity to work in
various types of organizations afforded the application of my expertise to grow in depth and
variety. Having led the HR facets and an instrumental support to the HR heads in large
organizations provided the foundations for a more strategic role in designing and
implementing organizational excellence and initiatives.
Areas of Expertise:
Talent Acquisition Excellence and Strategic Onboarding
An organization’s greatest asset is its people. Undeniably, in an age of globalization,
skills scarcities, employees are the key to competitive advantage more than ever before.
Having worked for various industries made me realize that acquiring the right talent is getting
tougher everyday and that talent acquisition strategies need to be more focused in
recognizing, engaging, qualifying, selecting, and onboarding best in class talent that meets
the ever changing business needs. Having been steeped in this very critical HR facet, I am
now engaged in leveraging this HR function as a key contributor to business excellence. This
expertise began with Citimotors and was carried out with GG & A Club Shares, D.M.
Consunji, AMDATEX and with my present employer, First Balfour, Inc. Talent acquisition as a
craft is not new, but certainly evolving in greater magnitude with time. I absolutely believe
that no training intervention can correct a wrong hiring decision. This is why I am very
passionate about ensuring that we hire only the right people, making sure they are on the
right bus and in the right seats.
Leadership and Management Development
Having been immersed and assisted in the design and implementation of the training
and development programs for several years, my leadership and management competency
stems from the philosophy that organizational change can only be self driven and sustained
if the organization’s key and managerial corps are effective leaders whether they be at the
frontline, in the middle or at the top. In my experience, developing leaders creates the most
impact and unlimited growth opportunities for companies in the most cost effective manner.
These competency developed within me with GG & A Club Shares and D.M. Consunji. I have
witnessed the same philosophy with my present employer, First Balfour Inc. and this will serve
as one of my continuing professional interests to carry on in my future endeavor.
Competency Based System Development
A uniquely rewarding initial assignment which challenged a well established
organization, D.M. Consunji. This provided new insights into the organization and how best to
establish a then new HR buzz word, Competency. Accomplishing and establishing a
seemingly impossible system from Competency inventory, identification, development of Job
Design of Position, Competency leveling, Competency assessment and profiling tool,
competency development plan to Competency application to salary broadband and
rewards, gained the recognition and accolade of top management particularly the
Technical subject matter experts of the organization. My engagement with this project has
transformed the organization’s HR facets and facilitated change and build its desired culture.
The application of competencies in the employment life cycle of every individual employee
has manifested and became the focused of initiatives in the Construction operations and
execution. This function was carried on with First Balfour Inc. I am now leading the charge of
Competency development and build up of Organization’s core competencies to define skills
and knowledge areas essential for business operations.
Labor Relations and Overseas Manpower Solutions and Placement
Immersion at the Philippine Overseas Employment Administration for over six years thru
my employment service with D.M. Consunji and ADEC Technical Solutions Inc., provided a
wealth of insights into contemporary industrial relations in the country. Having worked with
various high profile foreign principals such as, British, Arabian, Americans, Irish, and Japanese
nationalities gained a practical knowledge and experience of contracts management and
commercial issues applicable to Overseas placement. Being involved in the business
development side of the overseas division of D. M. Consunji gave me this field of
competency and carried on with ADEC technical Solutions, Inc. Total HR service delivery and
execution was applied with the Overseas division and it paved the way as a separate
business unit and treated it as an organization as its own. I visited countries where Engineers
and skilled workers were assigned such as : United Kingdom (Manchester, Swindon,
Doncaster, Scotland and Tilbury – London), Singapore, Malaysia, Diego Garcia and UAE –
Dubai. Look into accommodations, met with clients and provided solutions to all HR issues
related to overseas employment.
Total HR Solutions / Operations and Exceptional HR Service Delivery
Having been steeped in all facets of the human resource management and
administration functions, I am now engaged in leveraging the HR function as a key
contributor to business excellence. Having been responsible as the HR expert / head of the
HR Operations and execution of First Balfour Inc., handling and supervising more than twenty
HR project officers, excellence in execution, became the character of a start up project
and in itself an organization on its own. I am equipped to provide exceptional HR service
delivery to companies seeking to attain human resource system standards of excellence.
Major Projects Undertaken / Accomplishments:
I. First Balfour Inc.
1. Competency identification / inventory / matrix for key critical positions
2. Led the Recruitment team in achieving a significant increase in the recruitment
yield from 3% in three years to 15% in a span of one year. Continuously
increasing recruitment yield up to date to 25%.
3. Introduced several HR metrics to accurately measure accomplishments
focused on Attraction, Engagement and Retention.
4. Strategic and integrated Onboarding program
5. Introduced, revised, developed and implemented guidelines and policy on :
Project Management team Accommodation, Base-off, Onboarding, Talent
Acquisition.
6. Instrumental in the Vision, Mission, Values Cascade, and Performance
Management System cascade.
7. Led and Supervised the accelerated hiring program for 800 employees in one
year
8. Established operational Regional recruitment hubs in Cebu, Baguio and Davao
9. Established business focused HR system structure and delivery for every
Construction project / site.
II. AMDATEX
1. Led the recruitment team in achieving a significant increase in the recruitment
yield from 7% in three years to 25% in just a span of one year
2. Introduced several HR metrics to accurately measure goals and
accomplishments focused on Attraction, engagement and retention.
III. D. M. Consunji Inc.
1. Was instrumental in setting up of Overseas division of the company
2. Led the Overseas Human Resource department in the setting up of the HRMIS
and payroll system of the Overseas Division.
3. Was instrumental and responsible in establishing the Competency-Based
System of the Company. CBS is a powerful computer-based information that
can support human resource management programs. It gives value- adding
information to help harness and build organization’s capabilities.
4. Was instrumental in the significantly company wide Salary Increase that was
released May 2003 simultaneous with the setting up of the Overseas division.
5. Introduced several HR metrics to accurately measure accomplishments
focused on Attraction, Engagement and Retention.
6. Provided integrated change management support in establishing the Overseas
Division of the Company
7. Spearheaded the conceptualization and implementation of the total Overseas
Division policies, guidelines, processes and systems.
IV. Copylandia Services and Trading
1. Was instrumental in the improvement and complying with the Government
mandated benefits
V. GG & Club Shares Brokers, Inc.
1. Was responsible in the development, identifying and implementing the
positions and pay classification structure of the company
2. Was instrumental in the accreditation of the company at the Philippine
Psychological Corporation, Behavioral Dynamics and PMAP (People
Management Association of the Phils.) and was able to purchase and
implement administration of Psychological and Standardized Test.
VI. Citimotors Inc.
1. Was instrumental in the development and identifying positions and job & Pay
Classification plan.
2. Led and supervised the accelerated hiring program of 50% increase in the
manpower every year for two years.

The application of competencies in the employment life cycle of every individual employee has manifested and became the focused of initiatives in the Construction operations and execution. This function was carried on with First Balfour Inc. I am now leading the charge of Competency development and build up of Organization’s core competencies to define skills and knowledge areas essential for business operations. Labor Relations and Overseas Manpower Solutions and Placement Immersion at the Philippine Overseas Employment Administration for over six years thru my employment service with D.M. Consunji and ADEC Technical Solutions Inc., provided a wealth of insights into contemporary industrial relations in the country. Having worked with various high profile foreign principals such as, British, Arabian, Americans, Irish, and Japanese nationalities gained a practical knowledge and experience of contracts management and commercial issues applicable to Overseas placement. Being involved in the business development side of the overseas division of D. M. Consunji gave me this field of competency and carried on with ADEC technical Solutions, Inc. Total HR service delivery and execution was applied with the Overseas division and it paved the way as a separate business unit and treated it as an organization as its own. I visited countries where Engineers and skilled workers were assigned such as : United Kingdom (Manchester, Swindon, Doncaster, Scotland and Tilbury – London), Singapore, Malaysia, Diego Garcia and UAE – Dubai. Look into accommodations, met with clients and provided solutions to all HR issues related to overseas employment. Total HR Solutions / Operations and Exceptional HR Service Delivery Having been steeped in all facets of the human resource management and administration functions, I am now engaged in leveraging the HR function as a key contributor to business excellence. Having been responsible as the HR expert / head of the HR Operations and execution of First Balfour Inc., handling and supervising more than twenty HR project officers, excellence in execution, became the character of a start up project and in itself an organization on its own.
