We are experiencing a leadership crisis that has never been seen in its history.
The dominant interest of our elected leaders in reelection has resulted in a system of government allowing the weaknesses of human nature to overpower their duty to act in the best interests of the country and infected all of our federal institutions.
The only way to get good leadership is to change the Constitution in a way that diminishes their interest in reelection in favor of service to the country.

Why Campaign Constitution?
John Cogswell wrote his first Business Plan focused on Constitutional reform in 1982. Campaign Constitution has been working formally on this challenge for over four years. Our founder, John Marshall Cogswell, has dedicated his life to doing all he can to improve the central problem facing our country today: the leadership crisis.

What has Campaign Constitution done?
Since 2011, John has been taking the pulse of Americans with regard to Constitutional change.
He's been in Iowa speaking, blogging, educating and, most recently, running for the Presidency of the United States – all in an effort to bring attention to the leadership crisis.
This past year, John Marshall Cogswell and I traveled 25 counties and over 10,000 miles across the state of Iowa during one of the most intense Presidential campaigns in history.
We earned media coverage in local and regional newspapers with combined circulation of over 250,000 in Iowa and neighboring states - a number equal to approximately one quarter of Iowa's households.
We gave over 15 radio interviews and blanketed the airwaves of Iowa.
We spoke personally to over 50 groups and an estimated 2500 Iowans during a time when their attention was most in demand by top tier presidential candidates. This was no easy feat.

Our Business Plan calls first and foremost for a NATIONAL "MOCK CONVENTION".
In order to evaluate Campaign Constitution’s proposed process changes to the Constitution, and as a prelude to the States’ request for an official Constitutional Convention under Article V. Campaign Constitution is proposing that five state legislators from each state, selected on a bipartisan basis, come together in good faith as an unofficial convention. They will agree on a germaneness provision and other responsible procedures to facilitate the “Mock Convention”.
The germaneness provision will restrict the scope of an official convention to the specified subjects (not necessarily the verbiage) agreed upon at the "MOCK CONVENTION". When the "MOCK CONVENTION" is duly assembled with its mock delegates and array of constitutional lawyers and other professionals, its activities will be extensively reported inspiring others to become involved. Americans will become educated on how to protect their freedoms in a lawful way. Non-partisan leadership will have been established to lead the effort. The state legislators will return to their states and inspire the adoption of an agreed upon resolution for an official convention. Citizens will be inspired to encourage their state legislators to adopt the procedures and proposed constitutional amendments deemed important to them.

How long does it take?
At this time, there are 44 proposals in 9 different amendments. Thirty-nine of these have a voting approval record of 90% or above. Two are at 89%, and the remaining three are in the 70% category. None of them is below 70%. If you do not like them, vote against them. The more you know about he issues, the less time it takes. The average time is about 15 minutes. Why vote on our proposals?
We need to know what America thinks. You need to know what changes are required to renew the quality of our leadership and understand our mission.
Our process amendments are not intended to enshrine political values but to effect the election of leaders who care more for their country than their re-election. We are bipartisan and non-profit.
What did we learn in Iowa?
Although Iowans were thrilled to hear that we were addressing the leadership crisis, Iowans, like the majority of Americans, have reservations about amending our sacred Constitution even though James Madison and Thomas Jefferson imposed this duty upon us.
We have learned much over the years, but one thing has become crystal clear: We have had enough talk about a Convention of States.
WE NEED ACTION NOW.
We are announcing today that Campaign Constitution is holding a simulated Convention of States in March of 2016 at the El Pomar Convention Center in Colorado Springs called “A New Birth of Freedom 2016” in reference to the closing line of the Gettysburg Address. This is not a “Mock Convention”
Our timing will coincide with the de facto selection of both the Democratic and Republican nominees for President in 2016.
Our convention will fill the vacuum left by the departure of any remaining candidates.
We are partnering and collaborating with other Article V groups with an emphasis on sharing resources.
The El Pomar Foundation, based in Colorado Springs, is in full support and donating part of its facilities to our cause.
Our goals are simple:
Less talk, more action: We have, and will maintain, a call for action.
Mobilize Americans by answering questions and addressing fears for a “runaway convention” by actually holding a simulated Convention of States that follows rules set beforehand in a legal and orderly fashion.
Discuss our plan for a NATIONAL "MOCK CONVENTION".
Confirm our interest in a non-partisan approach.
Emphasize our commitment to the entire nation.
Explain our fully transparent policy.
Explain our commitment to method, not policy.
Win the hearts and minds of Americans by offering a bipartisan approach to “Fixing The System”.
The expected results of the simulated Convention of States are intended to energize and fund the holding of the NATIONAL “MOCK CONVENTION”.
These are ambitious goals. It is time to set them and to hold ourselves accountable.
