Think about where you might find people – locally you might advertise, put up notice, ask friends for recommendations.
Online – craigslist, elance, freelance. Ask on fb, twitter, check out linkedin.
Set an intention to find someone and watch and wait!
Ask in your newsletters and classes. Ask them to complete an application so you can see how well they can follow instructions and get a better understanding of their communication skills, ability to get work done on time, etc.
Givethem a difficult task to do n a trial period – watch how well they follow instructions, how well they interpret wht you want done, how happy you are working with them.
Start small,build up as you need it.
Choose someone who has different sklls to you!
Be VERY clear with them about what you want them to do in regard to the money you are paying them. Be clear on when you pay and how much you pay. If they have an hourly rate, ask them for an approx of the cost of the project and ask them to contact you the minute they reach thatamount so you can work out if you want to go further.
Project management software like Zoho or Basecamp is great when you are working on projects with others.
Have difficult conversations with them when necessary.

Also, good to get you thinking about things. Challenges your unthinking assumptions. Gets stuff out of your head and onto paper. Helps you talk to people about your business without stuttering. Increases the possibility that you will follow through. Keeps you accountable – you didn't do it. Was that a reasonable decision?
Difficult part are the projections, good practice for your manifesting skills and for listening to your inner awareness on when you need help, on pricing, etc.
Also, helps you remember it's a business and not just an extension of you.
It's a prediction rather than a fixed plan of action – setting general direction
