High Energy Lasers
NSWCDD is the Navy’s lead for high-energy laser weapons systems
technology, a type of directed-energy weapon that guarantees
precision engagement at the speed of light with a deep-set
magazine and brings new options to address difficult threats
in non-traditional ways. These systems provide a cost-efficient
option, precise accuracy to address active threats, and a quick
tactical response to protect the warfighter.
High Power Microwaves
High-power microwave weapon systems are a type of directed-
energy weapon system that utilizes high-power transmission
of electrical energy to disable target electronic systems. This
directed-energy system uses the radio frequency or microwave
portions of the electromagnetic spectrum to deliver energy on
a target and is capable of causing effects which persist after the
illumination ceases. These systems are used to disrupt, jam, or
destroy the electronics inside enemy systems and circuits.
Wargaming
The Center for Warfare Systems Innovation provides critical,
forward-thinking solutions, focusing on multi-tiered approaches
to further combat control technologies for the surface Navy and
warfighter. The Center focuses on endorsing a high-performance
workforce by providing wargaming simulation opportunities
to gauge the warfighter’s operational needs while pursuing
pioneering ideas and concepts from the next generation of

Model-Based Systems Engineering
Model-Based Systems Engineering is a methodology and
technology designed to ease system-to-system integration
along programs and projects with different requirements. It is
a means to rethink current project methodologies in several
department and program areas at NSWCDD.
Integrated Combat System
The Integrated Combat System (ICS) is a Surface Navy Combat
System-of-Systems approach. ICS combines sensors, command
and control, weapons and communications in a scale and
manner not previously achieved. Those elements are hosted
and integrated across the Naval force, using automation and
data transparency to process and disseminate information,
make sense of complexity, facilitate rapid decision-making,
and act faster than our adversaries.
Software Factories
A software factory is the application of lean manufacturing
knowledge applied to developing and deploying high-quality
software products, upon which we leverage automation to
replace manual processes. Software factories that produce
relevant and reliable software are vital to the future of the
warfighter throughout the nation’s armed services.

NSWCDD is creating a technological ecosystem where
emerging technologies and capabilities may be constructed,
tested, and integrated across defense and non-defense sectors.
Bringing together live testing on the range, virtual representations
of combat systems, and constructive models, NSWCDD is
integrating the physical and the digital realities of the RDT&E
