Kentucky ranked higher than any other state
on the following metrics:
• Rate of improvement in the percent of working
adults with college degrees
• 6 year graduation rates at 4 year institutions
• Number of undergraduate credentials awarded to
the population with no college degree

The KCTCS was established by the HB1 law passed by the Kentucky legislature in 1997. The KCTCS is the largest higher education institution in the state, educating over 50 percent of all undergraduates.

In 1997, the Kentucky General Assembly passed House Bill 1 (HB1) . HB1 completely revamped the higher education system in Kentucky. The law set out a plan that mandated that The University of Kentucky become a top 20 research university by the year 2020. The bill also created the Kentucky Community and Technical College System (KCTCS) Until this time, many of the Community Colleges were a part of the University of Kentucky”s Community College System and many of the technical colleges were operated by the Workforce Cabinet.
Technical and Community Colleges serve a large number of non-traditional students. Non-traditional students include adult learners, veterans, 1st generation students, and low-income students. Many community college students are minority students or work full time or are single parents.The course flexibility, the close proximity to a campus, and the affordability all help to make Community Colleges a plausible option for many Americans. http://kheaavid.com/
