This document outlines a mapping strategy to develop OpenStreetMap (OSM) data for Surabaya and DKI Jakarta, Indonesia. The strategy involves mapping lifeline infrastructure and administrative boundaries over multiple stages from October 2016 to October 2017. Field surveys are conducted using OpenMapKit and ODK Collect to collect detailed attribute data, which is quality assured and uploaded to OSM. Challenges encountered include accurate GPS on smartphones and heavy rain during surveys. The results include over 92,000 buildings and 640,000 buildings mapped for Surabaya and DKI Jakarta respectively.
