SUMMARY OF QUALIFICATIONS
Mr. Keller has more than 30 years of experience in the construction/engineering field, with 15
years of experience as a Construction Project Manager. He is seasoned in managing all phases of
multimillion dollar construction projects, and offers expertise for a diverse range of construction
and engineering projects for government and commercial clients. His background includes
extensive QA/QC supervision, and knowledge of Construction Management/Project
Management computer software and applications. His construction project management skills
include the following: bidding, budgeting, contract and change management, daily reporting,
document management, drawing management, e-mail tracking, meeting minutes,
progress/change photos, punch list, reporting field to office, RFIs, RFQs, schedule integration,
submittals, transmittals, and weekly OSHA training. Mr. Keller possesses time-tested leadership
abilities, strong decision-making, and effective communication skills to address all levels of team
members. He has acted as a liaison between government (including EPA), subcontractor, cultural
(Native American), and environmental groups. He has implemented requests made by the Bureau
of Water Resources; Department of Wildlife, Fish, and Games; Division of Air Pollution; and
Army Corps of Engineers. Mr. Keller has resolved biological, cultural, and archeological issues
controlled by the State of California Environmentalist.
His testing and inspection qualifications include: asphalt, concrete, and soils testing, rebar
testing, Troxler nuclear density gauges, caisson, grade beam, and structural steel weld testing,
ASTM bolt torque testing pile bearing capacity inspections, percolation testing, drill rig
sampling.

Senior Construction Manager - Ecolab Chemical Plant: Peracid Reactor Project in
Garland, TX, for Technical Associates, Inc., Atlanta, GA, August 2013 - Nov. 2013. Mr.
Keller managed the construction, installation and start-up of a Peracid Reactor System, which
contained a Glacial Acetic Acid Tank, Hydrogen Peroxide Tank, Phosphoric Acid transfer
system, RO/DI water systems and a Sodium Citrate system conversion.
QA/QC Manager - Mechanical Mill/Extruder Technician, PPG Industries, Gainesville, TX,
Nov. 2013 - Nov. 2014. Mr. Keller managed QA/QC standards for paint particle sizes for mills
and extruders. He performed breakdown and maintained mills and extruders periodic cleaning
and repairs.
Construction Consultant, Bakken Oil Basin Projects Ray, North Dakota, for Keller
Consulting, Dallas, TX, March 2009 - July 2013. Mr. Keller provided Construction
Management services for various companies on this large-scale project. His responsibilities
included construction of man camps; material testing and inspection of concrete, soils, and road
base; and pipeline pressure testing, pipeline tank testing, and surveying.
Construction Manager, Midrex Technologies, Inc. - Charlotte, NC, October 2008 - March
2009. Mr. Keller served as construction manager for the $250 million Mesabi Nugget Delaware
ITmk3 Steel Nugget Production Plant. His responsibilities included:
 Construction management/supervision of a six-building facility housing the steel nugget
production plant.
 Supervised routing and installation of all utility feeds for all six steel production
buildings, iron ore concentrator, and a water purification plant.
 Developed emergency start/stop/operate sequencing for the Rotary Hearth Furnace
utilizing advanced instrumentation and controls technology.
 Directed all materials crushing, QA/QC testing for the hearth coal and the iron ore pellets
used in production of steel nuggets.
Construction Manager, Wal-Mart Supercenter, Sam’s Clubs and Neighborhood Markets,
for Wal-Mart Stores, Inc., Bentonville, AR, July 2005 – Sept. 2008. Mr. Keller’s

 Managed construction progress of multiple (12-18) new stores, onsite relocations, gas
station construction and expansions in various phases of construction, from site
development to grand opening.
 Processed and approved submittals, pay applications, change orders, purchase orders,
sub-contractor agreements, and Storm Water Pollution and Prevention Plans.
 Implemented training of general contractors to enforce plans and specifications, storm
water pollution and prevention plans, and meeting and exceeding the project milestones
on the construction schedules.
Construction Manager, Various Clients, for Vanir CM, Inc., - San Luis Obispo, CA, June
2004 - June 2005. Mr. Keller provided construction management services for several large-scale
construction projects. He performed the following:
 For the California Men’s Colony Wastewater Collection/Treatment Facility Upgrade, he
constructed a 4.3-mile wastewater collection system and wastewater treatment plant for
multiple clients.
 Managed the construction contract administration for: Cuesta College, California Men’s
Colony (CDC), Camp San Luis Obispo National Guard, and The Department of General
Services for the Real Estate Division of the State of California.
 Enforced all request made by the Bureau of Water Resources, Department of Wildlife,
Fish, and Games, Division of Air Pollution, Army Corps of Engineers, and resolved
biological, cultural, and archeological issues with the State of California
Environmentalist.
Construction Resident Engineer, Various Chicago Area Water Treatment Plant
Improvements, for Greeley and Hansen Engineers, Inc., Chicago, IL, June 2001 – Jan.
2004. Mr. Keller’s performed the following:
Moline Water Treatment Plant Improvements
 Provided construction management/engineering for Hydraulic Clari-cone Treatment
Building, and a new Operations and Control building for the City of Moline, IL, to
increase the water production from 10MG/day to 18MG/day.
 Installed all new Power Generation/Switching Facility to house a new Emergency Power
Generator, 480V Distribution Switchgear, MCC room for controlling upgraded power
requirements.
 Installed two new Cleaver-Brooks Boilers to meet new heating and cooling demands for
the new facilities due to increased volume of office/laboratory space.
Roseland Pumping Station Modifications
 Demolished 2 of 3 existing boilers and all associated steam-assisted pumps converting
pumping stations from steam to electric power generation.
 Constructed and placed online new Power Generation and Distribution Switching Station
to obtain remote operation from the Jardine Water Purification Plant. Chicago, IL

 Removed and replaced the existing roof structure. Sandblasted and painted existing
structural steel, and performed lead paint and asbestos abatement procedures while

sandblasting.
 Developed a filter disinfection plan to take filters out of service to clean and repair as
needed.

 Organization of the relocation of overhead power lines for installation in underground
vaults to span I-15.
 QA/QC for the sandblasting, painting, and renovations of the existing intake butterfly
valves.
Chemical Plant:
 15+ years experience in hydraulic, pneumatic, and air actuated valves used in sequencing
processes for chemical and food processing. Extensive application of power signal and

 Managed general contractor, subcontractors, and materials suppliers while coordinating
plant modifications for the engineers, architects, and plant operations with Illinois
Consumer Water. Reduced the overall costs of this project by 18% by making value
engineering decisions on the front end of project by adjusting the proposed layouts to
yield more efficient nitrate levels.
 Constructed the Sodium Ion Exchange Building, Nitrate Waste Vault, PAC Mixing
Basin, and modified the Sludge/Grit Removal and Raw Water Intake Lines for more
efficient operations.
 Utilized gravitational methods by installing a cofferdam for dewatering a section of the
Little Vermilion River for installation of new river intake screens.
