Brief Introduction of ‘Nanjing 321 Strategy’
南京 321 计划简介

It is a basic municipal policy of Nanjing to attract entrepreneurial high-tech talents and encourage
them to start a business. To help carry out this basic policy, a series of detailed polices and measures have
been formulated and implemented. The core of above is Nanjing 321 Strategy, and it aims at attracting
3,000 leading entrepreneurial and high-tech talents, fostering 200 high-tech entrepreneurs, and
gathering 100 start-up winners of the Recruitment Program of Global Experts within five years.
集聚科技创业创新人才,激励各类人才创业创新,是南京市面向未来的一个基本市策。围绕贯彻落实
这个基本市策,我们制订和实施了一系列具体政策和举措,其核心是关于人才引进培养的“南京 321 计划”,
即:用 5 年时间引进 3000 名领军型科技创业人才,培养 200 名科技创业家,集聚国家“千人计划”创业人才
100 名。
Plan of Attracting Leading Entrepreneurial High-Tech Talents is designed to introduce 1,000
returned overseas students, 1,000 talents from Hong Kong, Macao, Taiwan and foreign countries as well
as 1,000 talents from mainland of China. Those who have a master’s degree or above, possessing
independent intellectual property rights or new business pattern, and established scientific and
technological enterprise or modern service enterprise with a registered capital of over RMB 1 million can
apply the program. Exceptions can be made for other outstanding talents to fulfill the entrepreneurial
dream in Nanjing of every talent. We will provide 4 aspects including 15 supportive policies which are:
startup support, scientific and educational support, financial support and supportive living services.
Startup support is mainly to solve problems such as startup fund, working space, business registration,
startup investment and loan guarantee. It can provide talents with the startup fund of RMB 1 million,
working space of no less than 100 square meters and an apartment of no less than 100 square meters,
rental-free within 3 years. According to the requirements of the project, they are entitled to startup
investment of no less than RMB 1.5 million and loan guarantee of no less than RMB 1.5 million.
“领军型科技创业人才引进计划”,具体目标是引进海外归国留学生、外籍和港澳台人才和中国大陆人
才各 1000 人。凡是具备硕士以上学历、掌握自主知识产权或者商业新模式、在南京创设科技型或者现代服
务企业,且注册资金超过 100 万元人民币的人才,都可以申报。对特别优秀的人才及项目,我们将做到一
事一议,努力让每一个优秀人才都能在南京实现创业梦想。对于入选“领军型科技创业人才引进计划”的人士,
我们将提供包括企业初创扶持、科教特色扶持、金融财税扶持和生活配套服务等四个方面 15 项政策支持。
其中,企业初创扶持主要是解决初创期的启动资金、创业场所、工商注册和创投资金、融资担保等基本问
题,给予人才 100 万元创业启动资金,提供不少于 100 平方米工作场所和不少于 100 平方米人才公寓,三
年内免收租金;同时根据项目需求,提供不低于 150 万元的创业投资和不低于 150 万元的融资担保。

Plan of Fostering High-Tech Entrepreneurs is an updated version of Plan of Attracting Leading
Entrepreneurial High-Tech Talents. It aims at selecting leading ones from entrepreneurial high-tech
talents, who possess global perspectives and sustainable innovation capacities as well as projects with high
technical levels, promising market prospects and industrialization conditions, and training them to
become ‘scientists + entrepreneurs’. While enjoying relevant preference policies in the Plan of Attracting
Leading Entrepreneurial High-Tech Talents, talents recruited into the Plan of Training High-Tech
Entrepreneurs will also enjoy 8 special policies which can be summarized as 3S: first, special support for
finance; second, special support for technical research and development; and third, special support for the
talent team.
“科技创业家培养计划”,是“领军型科技创业人才引进计划”的升级版,目的是在引进的科技创业人才中,
精选一批具有国际视野和持续创新能力,且项目技术水平高、市场前景好、具备产业化条件的领军型人才,
实施重点培养,使他们成为“科学家+企业家”式的科技创业家。入选“科技创业家培养计划”的,在享受“领军
型科技创业人才引进计划”相关政策的同时,还享有 8 条特殊政策,归纳起来是“三个特别”:一是财政金融
特别支持;二是科技研发特别支持;三是人才团队特别支持。
Nanjing 321 Strategy has exerted an extensive and far-reaching influence domestic and aboard since
its initiation and implementation two years ago. At present, over 10,000 global scientific and technological
talents have become candidates of this Strategy, among whom 1,780 have passed reviews and been
successfully included in Plan of Attracting Leading Entrepreneurial High-Tech Talents, 110 in the Plan of
Training High-Tech Entrepreneurs and over 150 talents in the state Recruitment Program of Global
Experts. A number of world-leading scientific and technological talents have settled down in Nanjing,
including Aaron Ciechanover, 2004 Nobel Prize winner in chemistry and foreign academician of the U.S.
National Academy of Sciences; Luc Montagnier, 2008 Nobel Prize winner in physiology or medicine and
French virologist. They have greatly increased the influence of Nanjing 321 Strategy.
“南京 321 计划”启动实施已经有两年时间,在海内外产生了广泛的影响。目前,已有超过 1 万名海内外
高层次科技人才成为这项计划的候选人,其中 1780 人经评审成功入选“领军型科技创业人才引进计划”,110
人入选“科技创业家培养计划”,集聚国家“千人计划”创业人才超过 150 人。其中,2004 年诺贝尔化学奖得
主、美国国家科学院外籍院士阿龙•切哈诺沃,2008 年诺贝尔生理学或医学奖得主、法国病毒学家吕克•孟
达尼等一批国际一流的顶尖科技人才落户南京,大大提升了“南京 321 计划”的影响力。
During implementation, we have also found that Nanjing 321 Strategy embodies a strong ‘pulling
force’ and has attracted lots of entrepreneurial high-tech talents. In fact, we also need a strong ‘pushing

force’ to encourage high-tech talents from colleges, universities, institutions as well as college students to
walk out and march towards the market so as to transform and release the advantages of Nanjing in
science, education and talent. Since last year, two ground-breaking political measures have been
introduced successively, namely 9 Measures on Science & Technology for scientific and technological
talents of colleges, universities and institutions to start business and 7 Entrepreneurship Strategies for
college students. For certain policies, unprecedented efforts have been made: for example, permitting the
scientific and technological personnel from university and research institutes to start business on-the-job
or off-post; permitting intellectual property rights and other intangible assets to be calculated as
technology stocks at a ratio of 50% to 70%; permitting 60% to 95% of the proceeds of on-duty inventions
to be owned by scientific and technical personnel; implementing incentive pilots of equity and dividend
and setting up special fund for stock incentive, and once the stock incentive conditions are satisfied option,
nominal holding of stock as well as advance payment of individual income tax etc. shall be granted.
在推进实施的过程中,我们也发现,“南京 321 计划”体现出了一种强大的“拉力”,主要吸引了外来科技
创业人才。其实,我们还需要一种强大的“推力”,推动更多高校院所科技人才和大学生走出围墙、走向市场,
转化和释放南京本地科教人才优势。从去年开始,我们先后出台了针对高校院所科技人才创业的“科技九条”,
和针对青年大学生创业的“创业七策”这两项突破性政策举措,其中的若干政策,如允许和鼓励高校、科研院
所等单位的科技人员离岗创业、在职创业;允许知识产权等无形资产按至少 50%、最多 70%的比例折算为
技术股份;允许职务发明成果所得收益按至少 60%、最多 95%的比例归科技人员所有;实施企业股权及分
红激励试点,设立股权激励专项资金,对符合股权激励条件的,给予股权认购、代持及股权取得阶段个人
所得税代垫,等等,力度之大,前所未有。
Early in 2013, on the basis of Nanjing 321 Program, we launched 321 Talent Team Introduction
Program which plans to introduce 100 top talents teams with the ability to occupy the commanding
heights of science, technology and industry in five years and subsidizes each team a talent fund of RMB 3
million as well as a project fund of RMB 10 million, so as to form the ‘multiplier effect’ of team innovation
and speed up the cultivation of a group of leading scientific innovation enterprises. At present, Nanjing
has formed a relatively completed policy system of supporting entrepreneurial talents in terms of Nanjing
321 Strategy, 9 Measures on Science & Technology and 7 Entrepreneurship Strategies. The fundamental
objectives of all the political measures are to speed up the transformation of the development of Nanjing
from investment-driven stage featured by land and cheap labor to innovation-driven stage featured by
highly qualified intellectual laborers and scientific and technological progress. In order to complete the
transition/transformation successfully, we are improving production modes extensively and deeply,

optimizing relations of production as well as providing the most favorable support to all the
entrepreneurial, innovative and wealth-creating activities of knowledgeable and technical talents.
2013 年年初,我们在“南京 321 计划”基础上,又出台了“321 人才团队引进计划”,计划用 5 年时间,引
进 100 个能够占领科技和产业制高点的高端人才团队,分别给予 300 万元的人才经费资助和 1000 万元的
项目经费资助,促进形成团队创新的“乘数效应”,加速培育一批领军型科技创新企业。目前,南京已经形成
了“南京 321 计划”、“科技九条”和“创业七策”这三大扶持创业人才的比较完整的政策体系。所有这些政策举
措的根本指向,就是要加快推动南京发展从以廉价劳动力和土地为要素的投资驱动阶段,向以高素质智力
劳动者和科技进步为要素的创新驱动阶段过渡。为了顺利完成这一过渡或者转型,我们正在大范围、深层
次地改进生产方式,优化生产关系,为一切拥有知识和技术的人才创业创新创富,提供海内外最优越的支
持条件。
Gathering new talents, developing new industries, building a new city and starting a new life will pave
a promising road for Nanjing’s success. How to truly support entrepreneurial talents and ensure their
development in Nanjing? We need not only a sound and perfect system of innovation, entrepreneurship
and talent policies, but also a favorable living and development environment. When compared to other
cities in mainland of China, Nanjing values most technology startups, and is most suitable for the life and
development of entrepreneurial high-tech talents. Nanjing has a brilliant urban environment, rich
scientific and cultural resources, a unique foundation for industrial development and an excellent
platform for startups and innovation. All of these are core recourses and unique advantages for the
development of entrepreneurial high-tech talents.
集聚新人才,发展新产业,塑造新城市,开创新生活,是南京不断迈向成功的希望之路。如何让创业
人才在南京得到实实在在的扶持和发展?除了健全完善的科技创业和人才政策体系之外,还需要有良好的
生活和发展环境。南京不仅是当前中国大陆最重视科技创业的城市,同时也是最适宜创业创新人才生活和
发展的城市。南京拥有美好的城市生活环境、丰厚的科教文化资源、独有的产业发展基础、优良的创业创
新载体,这都是有利于创业创新人才发展的核心资源和独特优势。
In the aspect of urban environment: As capital of Jiangsu Province and a center of politics,
economy, science, education and culture, Nanjing boasts distinctive regional advantages. Nanjing the
regional hub and gateway in the Yangtze River Delta, links east and west, south and north. The radiation
area of One Hour Metropolitan Area reaches 63,000 square kilometers. As a national integrated
transportation hub, the south railway station of Nanjing is the largest railway terminal in Asia. It only
takes 4 hours to Beijing by high-speed rail and 1 hour to Shanghai by inter-city train; Nanjing has the

largest inland port in Asia, and seagoing vessel of 100,000 tons can reach Nanjing directly; Nanjing has
more than 150 international and domestic airlines, and its annual passengers’ transportation ability will
reach 30 million once the project of Lukou International Airport is completed. Surrounded by mountains,
the natural landscape of Nanjing is beautiful with imposing Tzu-chin Mountain and Qinhuai River,
Jinchuan River, Xuanwu Lake and Mochou Lake scattered in the city. Entering the new century, adhering
to integrate the protection of history and culture, the development of urban city as well as the features of
landscape, city and forest, Nanjing has been successively awarded titles as National Garden City, National
Sanitary City, National Civilized City, as well as the Golden Award at the 15th International Garden City
Competition and the special honor of the UN Habitat Scroll of Honor Special Citation.
从城市生活环境看:南京区位优势明显,是江苏省省会和政治、经济、科教、文化中心。作为区域中
心城市和长三角门户城市,南京承东启西,联接南北,位置显要,“一小时都市圈”辐射带动面积达 6.3 万平
方公里。作为国家综合交通枢纽中心,南京铁路南站为亚洲之最,高铁到北京仅 4 小时,城际列车到上海
仅 1 小时;拥有亚洲最大内河港口,10 万吨海轮可直达南京;开通国际国内航线 150 多条,禄口国际机场
二期工程完工后,年旅客运输能力将达 3000 万人次。南京自然山水优美,城周群山环抱,城内紫金山气势

获 15 届“国际花园城市”金奖和联合国人居奖特别荣誉奖。
In the aspect of scientific and cultural resources: As one of the four science and education
centers, Nanjing has 53 universities, among which 8 are included in 211 Project (A project of National Key
Universities and colleges initiated in 1995 by the Ministry of Education of the PRC, with the intent of
raising the research standards of high-level universities and cultivating strategies for socio-economic
development.); 810,000 college students, the number ranking first among the whole country for 10,000
college students, the second for ten thousand postgraduate students. Nanjing University, Nanjing
University of Technology, Nanjing University of Posts and Telecommunications together with the
innovation center have been included in the first national Innovation Ability Improvement Program (the
National 2011 Program). For the time being, Nanjing has 75 scientific research institutions above
provincial and ministerial-level, 307 engineering research centers, 67 key laboratories and 62 academician
workstations. 80 academicians and 143 distinguished experts of the Recruitment Program of Global
Experts, the number of which is next only to Beijing and Shanghai, ranking the third place among large
and medium-sized cities all over the countries. Rich science and education resources are not only the most
precious wealth for the development of innovation-oriented economy but also the highly-qualified human
resource support for scientific startup and innovation. As famous historic and cultural city worldwide,
Nanjing has been ancient capital of six dynasties and capital for ten dynasties. Over the long history,
profound cultural connotations have been accumulated, for example Nanjing brocade, Jinling inscriptions,
Nanjing gold foil, Qinhuai Lantern Fair are eternal images and immortal souls of Nanjing as well as

exhaustless treasure for the development of cultural industry in Nanjing. The ancient side and modern
side both inspired the fabulous city. In terms of number and amount of on-line purchased books, Nanjing
ranks the first all over the country; Nanjing has evening newspaper of the largest circulation national wide,
and the annual total circulation of the whole city exceeds 400 million; its computer software design
industry always maintains the leading position; Animation and online gaming industries have enjoyed its
fast development; the cluster region of cultural and creative industry covers an area of 3 million square
meters. Thus, in Nanjing 321 Strategy we set independent entrepreneurial talents of culture and expect to
introduce over 50 high-end cultural creative talents as well as allocate special funds to give key support to
the development of cultural creative industries. In recent years, the cultural industry in Nanjing keeps
rising, and the average annual increase rate of industrial added value tops 20%. Just like a pair of soaring
wings, science and culture helps Nanjing to fly to a brighter future.
从科教文化资源看:作为中国四大科教中心之一,南京拥有高校 53 所,其中国家“211 工程”大学 8 所;
在校大学生 81 万人,万人大学生数量全国第一,万人研究生数量全国第二;南京大学、南京工业大学、南
京邮电大学的 3 家高校协同创新中心,还入选了国家首批“创新能力提升计划”(国家“2011 计划”);南京现
有省部级以上科研院所 75 家、工程技术研究中心 307 家、重点实验室 67 家、院士工作站 62 家;80 名院
士和 143 位国家“千人计划”特聘专家,数量都是仅次于北京、上海,列全国大中城市第三。丰厚的科教人才
资源,既是南京发展创新型经济最宝贵的财富,也是科技创业创新的高素质人力资源支撑。作为世界历史

区达 300 万平方米。因此,在南京“321 计划”中,我们单独设立文化创业人才门类,每年引进 50 名以上高
端文化创意人才,并拿出专项资金重点扶持文化创意产业发展。近年来,南京文化产业实力不断攀升,产
业增加值年均增幅达 20%。科技与文化,就像一对腾飞的翅膀,正助力南京飞向更加高远的未来。
In the aspect of industrial development basis: Nanjing has fully covered the 30 manufacturing
industries specified by our country with its scale of software industry ranking the first in Jiangsu Province
and the third across the country and the first in terms of service outsourcing implementation amount
national wide. In 2012, the emerging industries have increased by leaps and bounds. The high-technology
industry has enjoyed a year-on-year growth of 15% while the software industry a year-on-year growth of
36.6%. Last year, based on the latest planning of our country and Jiangsu province, we have formulated
and initiated Opinions on Speeding Up the Cultivation and Development of Strategic Emerging
Industries, Building Chinese Noted City of Software and Emerging Industries, which has clearly defined
the six fields including 11 directions for Nanjing’s development of strategic emerging industries, namely:
information technology industry of new generation, bio industry, energy conservation and environmental

protection industry, high-end equipment manufacturing industry, new energy industry and new-energy
automobile industry. Besides, a development goal that the average annual increase rate of the six above-
mentioned strategic emerging industries exceeds 30% in the next five years is set. Nanjing needs more top
scientific and technological talents for the development of strategic emerging industries and the building
of noted software city of China, which is inevitable requirement of industrial development as well as a
broad stage and rare opportunity for entrepreneurial high-tech talents.
从产业发展基础看:国家明确的 30 个制造业门类,南京已完全覆盖,软件产业规模江苏第一、全国第
三,服务外包执行额全国第一。2012 年,新兴产业迅猛增长,高科技产业同比增长 15%,软件业同比增长
36.6%。去年,我们根据国家和江苏最新规划,制定出台《关于加快培育和发展战略性新兴产业、打造中国
软件与新兴产业名城的意见》,首次明确了南京发展战略性新兴产业的六大领域 11 个方向,即:新一代信
息技术产业、生物产业、节能环保产业、高端装备制造产业、新能源产业和新能源汽车产业,并提出在未
来五年,上述六大战略性新兴产业年均增速超过 30%的发展目标。发展战略新兴产业,建设中国软件名城,
南京需要更多顶尖科技人才,这既是产业发展的必然要求,同时也是人才创业创新的广阔舞台和难得机遇。
In the aspect of platform for startups and innovation: In the year of 2011, 20 special
technical and entrepreneurial communities covering a whole area of 50 sq.km. have fully started. The
current built and used area reaches 3.73 million sqm, among which incubators covers an area of of 1.29
million sqm, accelerators of 0.82 million sqm, intermediate experiment facilities of 0.49 million sqm,
talents apartments of 0.36 million sqm, headquarter bases and supplementary facilities of 0.4 million sqm.
And almost half of ‘321’ talents have settled in special zone of science and technology. In order to build
technical and entrepreneurial incubators of proper sense, we focus on the ‘forestation’ functions of special
zone and grant special system and mechanism, distinctive policies and circumstance to special zone from
all aspects of the entrepreneurial innovation. Also certain unprecedented measures have been taken to
weaken the administrative barriers, especially the Promotion Platform for High-Tech Entrepreneurship,
Innovation and Industrialization jointly built by Jiangsu Province and Nanjing City. The promotion
platform can effectively integrate administrative resources; provide systematic support service of top-level,
all round, all weather at low cost; optimize entrepreneurial and innovative environment; lower the cost of
industrial chains; lift talents’ worries of their personal lives as well as comprehensively improve the
survival rate and success rate of incubation. Currently, Tzu-chin special zone of science and technology
has 54 professional and technical support platforms, 23 strategic innovation centers of emerging
industries, 40 collaborative innovation centers of provincial level, 8 bank branches of science and
technology, 5 service platforms for technology and finance and 112 integrated public service platforms.
Taking 20 special zones of science and technology as main carrier, by the year of 2015, the incubators,
accelerators and intermediate experiment facilities built and used will cover an area of 6 million sqm;
1000 apartments for experts, 9000 apartments for talents, 50,000 apartments for young entrepreneurs
will be built; 20 university science parks and 60 strategic innovation centers for emerging industries will

be planned to build; 10,000 scientific and technological startup enterprises will be gathered; 500 high-
tech enterprises and innovative enterprises will be fostered. The special zones will be the national talent
management reform pilot area with crowds of high-level talents, highly active technological
entrepreneurial innovation, rapid development of strategic emerging industries and overall innovation of
system and mechanism of talents.
从创业创新载体看: 2011 年,南京总面积 50 平方公里的 20 个科技创业特别社区全面启动,目前建成
使用的载体面积达到 373 万平方米,其中孵化器 129 万平米,加速器 82 万平米,中试用房 49 万平米,人
才公寓 36 万平米,总部基地和配套设施 40 万平米,已有近一半的“321”人才落户科创特区创业。为了建设
真正意义上的科技创业孵化器,我们围绕特区“育苗造林”功能定位,从创业创新各个环节,对科创特区给予
特别体制、特别机制、特殊政策、特殊环境,并做出多项弱化行政壁垒的破冰之举,特别是省市共建的“南
京科技创业创新和产业化促进平台”,能够有效整合各方行政资源,提供低成本、高水平、全方位、全天候
的系统化支持服务,优化创业创新环境,降低产业链条成本,解除人才后顾之忧,全面提高企业孵化的成
活率、成功率。目前,紫金科创特区已拥有专业技术支撑平台 54 个,战略性新兴产业创新中心 23 个,省
级协同创新中心 40 个,银行科技支行 8 家,搭建完成科技金融服务平台 5 个,综合公共服务平台 112 个。
到 2015 年,以 20 个科创特区为主载体,我们将建成使用孵化器、加速器和中试用房 600 万平方米,建成
筹集 1000 套专家公寓、9000 套人才公寓、50000 套青年创业公寓,规划建成 20 个大学科技园和 60 个战
略性新兴产业创新中心,集聚科技创业企业 1 万家,培育高新技术企业、创新型企业 500 家,成为高层次
人才高度密集、科技创业创新高度活跃、战略性新兴产业高速发展、人才体制机制全面创新的国家人才管
理改革试验区。

  • 1. Brief Introduction of ‘Nanjing 321 Strategy’ 南京 321 计划简介 1 It is a basic municipal policy of Nanjing to attract entrepreneurial high-tech talents and encourage them to start a business. To help carry out this basic policy, a series of detailed polices and measures have been formulated and implemented. The core of above is Nanjing 321 Strategy, and it aims at attracting 3,000 leading entrepreneurial and high-tech talents, fostering 200 high-tech entrepreneurs, and gathering 100 start-up winners of the Recruitment Program of Global Experts within five years. 集聚科技创业创新人才,激励各类人才创业创新,是南京市面向未来的一个基本市策。围绕贯彻落实 这个基本市策,我们制订和实施了一系列具体政策和举措,其核心是关于人才引进培养的“南京 321 计划”, 即:用 5 年时间引进 3000 名领军型科技创业人才,培养 200 名科技创业家,集聚国家“千人计划”创业人才 100 名。 Plan of Attracting Leading Entrepreneurial High-Tech Talents is designed to introduce 1,000 returned overseas students, 1,000 talents from Hong Kong, Macao, Taiwan and foreign countries as well as 1,000 talents from mainland of China. Those who have a master’s degree or above, possessing independent intellectual property rights or new business pattern, and established scientific and technological enterprise or modern service enterprise with a registered capital of over RMB 1 million can apply the program. Exceptions can be made for other outstanding talents to fulfill the entrepreneurial dream in Nanjing of every talent. We will provide 4 aspects including 15 supportive policies which are: startup support, scientific and educational support, financial support and supportive living services. Startup support is mainly to solve problems such as startup fund, working space, business registration, startup investment and loan guarantee. It can provide talents with the startup fund of RMB 1 million, working space of no less than 100 square meters and an apartment of no less than 100 square meters, rental-free within 3 years. According to the requirements of the project, they are entitled to startup investment of no less than RMB 1.5 million and loan guarantee of no less than RMB 1.5 million. “领军型科技创业人才引进计划”,具体目标是引进海外归国留学生、外籍和港澳台人才和中国大陆人 才各 1000 人。凡是具备硕士以上学历、掌握自主知识产权或者商业新模式、在南京创设科技型或者现代服 务企业,且注册资金超过 100 万元人民币的人才,都可以申报。对特别优秀的人才及项目,我们将做到一 事一议,努力让每一个优秀人才都能在南京实现创业梦想。对于入选“领军型科技创业人才引进计划”的人士, 我们将提供包括企业初创扶持、科教特色扶持、金融财税扶持和生活配套服务等四个方面 15 项政策支持。 其中,企业初创扶持主要是解决初创期的启动资金、创业场所、工商注册和创投资金、融资担保等基本问 题,给予人才 100 万元创业启动资金,提供不少于 100 平方米工作场所和不少于 100 平方米人才公寓,三 年内免收租金;同时根据项目需求,提供不低于 150 万元的创业投资和不低于 150 万元的融资担保。
  • 2. 2 Plan of Fostering High-Tech Entrepreneurs is an updated version of Plan of Attracting Leading Entrepreneurial High-Tech Talents. It aims at selecting leading ones from entrepreneurial high-tech talents, who possess global perspectives and sustainable innovation capacities as well as projects with high technical levels, promising market prospects and industrialization conditions, and training them to become ‘scientists + entrepreneurs’. Since last year, two ground-breaking political measures have been introduced successively, namely 9 Measures on Science & Technology for scientific and technological talents of colleges, universities and institutions to start business and 7 Entrepreneurship Strategies for college students. In 2012, the emerging industries have increased by leaps and bounds. The high-technology industry has enjoyed a year-on-year growth of 15% while the software industry a year-on-year growth of 36.6%. Last year, based on the latest planning of our country and Jiangsu province, we have formulated and initiated Opinions on Speeding Up the Cultivation and Development of Strategic Emerging Industries, Building Chinese Noted City of Software and Emerging Industries, which has clearly defined the six fields including 11 directions for Nanjing’s development of strategic emerging industries, namely: information technology industry of new generation, bio industry, energy conservation and environmental

Besides, a development goal that the average annual increase rate of the six above- mentioned strategic emerging industries exceeds 30% in the next five years is set. Nanjing needs more top scientific and technological talents for the development of strategic emerging industries and the building of noted software city of China, which is inevitable requirement of industrial development as well as a broad stage and rare opportunity for entrepreneurial high-tech talents. 从产业发展基础看:国家明确的 30 个制造业门类,南京已完全覆盖,软件产业规模江苏第一、全国第 三,服务外包执行额全国第一。2012 年,新兴产业迅猛增长,高科技产业同比增长 15%,软件业同比增长 36.6%。去年,我们根据国家和江苏最新规划,制定出台《关于加快培育和发展战略性新兴产业、打造中国 软件与新兴产业名城的意见》,首次明确了南京发展战略性新兴产业的六大领域 11 个方向,即:新一代信 息技术产业、生物产业、节能环保产业、高端装备制造产业、新能源产业和新能源汽车产业,并提出在未 来五年,上述六大战略性新兴产业年均增速超过 30%的发展目标。发展战略新兴产业,建设中国软件名城, 南京需要更多顶尖科技人才,这既是产业发展的必然要求,同时也是人才创业创新的广阔舞台和难得机遇。 In the aspect of platform for startups and innovation: In the year of 2011, 20 special technical and entrepreneurial communities covering a whole area of 50 sq.km. have fully started. The current built and used area reaches 3.73 million sqm, among which incubators covers an area of of 1.29 million sqm, accelerators of 0.82 million sqm, intermediate experiment facilities of 0.49 million sqm, talents apartments of 0.36 million sqm, headquarter bases and supplementary facilities of 0.4 million sqm. And almost half of ‘321’ talents have settled in special zone of science and technology. In order to build technical and entrepreneurial incubators of proper sense, we focus on the ‘forestation’ functions of special zone and grant special system and mechanism, distinctive policies and circumstance to special zone from all aspects of the entrepreneurial innovation. Also certain unprecedented measures have been taken to weaken the administrative barriers, especially the Promotion Platform for High-Tech Entrepreneurship, Innovation and Industrialization jointly built by Jiangsu Province and Nanjing City. The promotion platform can effectively integrate administrative resources; provide systematic support service of top-level, all round, all weather at low cost; optimize entrepreneurial and innovative environment; lower the cost of industrial chains; lift talents’ worries of their personal lives as well as comprehensively improve the survival rate and success rate of incubation. Currently, Tzu-chin special zone of science and technology has 54 professional and technical support platforms, 23 strategic innovation centers of emerging industries, 40 collaborative innovation centers of provincial level, 8 bank branches of science and technology, 5 service platforms for technology and finance and 112 integrated public service platforms. Taking 20 special zones of science and technology as main carrier, by the year of 2015, the incubators, accelerators and intermediate experiment facilities built and used will cover an area of 6 million sqm; 1000 apartments for experts, 9000 apartments for talents, 50,000 apartments for young entrepreneurs will be built; 20 university science parks and 60 strategic innovation centers for emerging industries will
