The energy performance of buildings

The Energy Performance of Buildings Directive (EPBD)
requires businesses and public use buildings comply with
certain criteria to ensure that energy consumption and
carbon emissions are reduced.
èè Properties must have an Energy Performance
Certificate (EPC) when constructed, sold or let.
èè Larger buildings occupied by a public authority where
the building is frequently visited by the public must
display an energy certificate; in England and Wales
this is a Display Energy Certificate (DEC).
èè All air-conditioning systems over 12kW must be
regularly inspected by an energy assessor and given
an Air-Conditioning Inspections Report (ACIR).
The underlying principle of the Directive is to make the
energy efficiency of buildings transparent through the
provision of a certificate showing the energy rating of a
building and recommendations on how to improve its
efficiency that can be easily displayed.

These measures promote the improvement of the energy
performance of buildings and form part of the final
implementation in England and Wales of the European
Directive on the Energy Performance of Buildings.

2. Do you qualify for the Energy Savings
Opportunity Scheme (ESOS)?
èè The Energy Savings Opportunity Scheme
(ESOS) is a mandatory energy assessment and
energy saving identification scheme for large
undertakings (and their corporate groups). The
scheme applies throughout the UK.
èè An organisation is in scope if they have more
than 250 employees or a turnover exceeding
€50m. Three things are required:
1. Measure your total energy consumption
(for buildings, transport and process).
2. Conduct energy audits to identify
cost effective energy efficiency
recommendations.
3. Report compliance to the Environment
Agency (as the scheme administrator) by
5th December 2015 (Phase 1). Submission
to be signed by Board Level Director.
èè There are 4 routes to compliance (ISO50001,
ESOS Energy Audits, Display Energy Certificates
& Green Deal Assessments).

Performance Certificates (EPC)
èè An Energy Performance Certificate (EPC) sets
out the energy efficiency grade of a commercial
building. EPCs are required when a commercial
building over 50m2 is built, sold or rented.
èè EPCs are intended to inform potential buyers
or tenants about the energy performance of a
building, so they can consider energy efficiency
as part of their investment or business decision
to buy or occupy that building.
èè The energy rating is calculated on the
performance of the building and its building
services (such as heating, lighting, air
conditioning). Ratings are often used to
establish the feed in tariff for solar installations
(must be ‘D’ or better).
èè From 2018, Buildings with a ‘F’ or ‘G’ rating will
not be able to be sold or let.
èè EPCs are valid for 10 years.
When do I need an Air Conditioning
Inspection Report (TM44)?
èè The EPBD Regulations require the mandatory
inspection of all air conditioning systems with
rated outputs over 12kW of accumulated cooling
capacity at intervals not greater than 5 years.
èè TM44 inspection report looks at the air
conditioning systems in relation to the building
and the way in which it is operated. Sizing,
condition, maintenance, documentation and
user behaviour are all aspects covered by this
process.
èè The report aims to summarize all the aspects
that would improve the efficiency and
performance of HVAC equipment by reducing
energy costs.
MiCarbon Footprint (whole estate energy
benchmarking)
èè The MiCarbon Footprint Analysis Tool can
be used to identify whole estate energy
benchmarks (A to G Ratings) using approved
DEC methodology as a desk top exercise.
èè It is a cost effective solution that provides a DEC
style rating to a portfolio of buildings to assess
the overall energy efficiency.
èè It is an effective strategic tool that can enable
high level planning and resource allocation to be
placed where it is most needed.
Does your building require a Display
Energy Certificate (DEC)?
èè Display Energy Certificates (DECs) reflect how
efficiently energy is used in the building.
èè DECs are a mandatory requirement for Public
Buildings (Government / Council / Post Office
etc) over 500m2 in area and need to be
produced every year. They allow a portfolio of
buildings to be benchmarked and compared to
each other using a common baseline reporting
method (Kg/CO2/m2).
èè A DEC provides an energy rating of the building
from A to G, where A is very efficient and G is
the least efficient and is based on the actual
amount of metered energy used by the building
over the last 12 months within the validity period
of the certificate.
èè The driver for introducing energy certificates is
to raise corporate, staff and public awareness of
energy use within the organisation.
