As the ship’s Fire Control Officer, I serve: the Combat Systems Officer (CSO) and the Combat Systems

Combat Direction Center Officer (CDCO) for all matters tactical in the day to day operations in Air
Warfare/Surface Warfare/Self Defense, and the Ordnance Handling Officer (OHO) for all matters related
to storing and handling all heavy explosives, ordnance used for Ship’s Self Defense.
As the CS7 Division Officer, my division consists of 35-40 Fire Controlmen (FC), managing the division
with my middle leadership team of a Master Chief Petty Officer/E9 or Senior Chief Petty Officer/E8, and
two Chief Petty Officers/E7. My duties are to oversee every complex overhaul and system upgrade as a
Systems Test Officer (STO), this process includes working with the Puget Sound Naval Shipyard and
Intermediate Maintenance Facility (PSNS/IMF) executing Regional Maintenance & Modernization
Coordination Office (RMMCO) procedures for every Ship Alteration (SHIPALT), Ship Change Document
(SCD) executed during Planned Incremental Availabilities (PIA). Part of the process is assisting the
Alteration Install Team (AIT) perform a comprehensive Pre-Installation Check-Out (PICO) on the front end
of the availability and assisting the install team do a System Operability Verification Test (SOVT) to certify
the new install as ready for action.
Part of managing this large division is ensuring that all self-defense weapon systems and tactical
networks internal interoperability have flawless integration with the Carrier Strike Group (CSG) consisting
of Guided Missile Cruiser’s (CG), Guided Missile Destroyers (DDG), Nuclear Fast Attack Submarines
(SSN), Carrier Air Wing (CVW)- organic air assets: F/A-18’s (C/E/F/G), E-2C/D, MH-60R, MH-60S, C-2A,
F-35, inorganic air assets: UAV’s, Global Hawk, Predator, Broad Area Maritime Surveillance (BAMS) P-3,
EP-3, and P-8 and theater shore sites. This complex interoperability coordination is extensively tested
during multiple Fleet Synthetic Training (FST) events that as a System Test Officer for the tactical
network, I am the technical manager for coordinating and managing the process to ensure success for the
Flag Ship.

2. Day to day operations include managing the Navy Maintenance and Materiel Management (3M) System
for preventive maintenance (PMS) and emergent troubleshooting and corrective repair of ship RADARs,
gun systems, Missile systems, Anti-torpedo systems, tactical networks, decision & display systems, and
large screen displays. CS7 Division serves a large customer base beyond ships company, including the
Destroyer Squadron (DESRON), Carrier Strike Group (CSG), and Carrier Air Wing (CVW). As Ship’s Fire
Control Officer, I have to conduct Power Point briefs for all coordinated FST, Detect to Engage (DTE)
Events, Live Fire, and System Test Evolutions to the Strike Group Commander (CCSG), the
Commanding Officer (CO) and all of the Heads of Department (HOD’s/DH) which are all Senior Officers
(O5-O10).

NUWC Division Keyport C/44 Fleet Liaison Officer worked with IWS-5 Project Office, multiple Navy
Warfare Centers, and fleet units and all In-Service Engineering as Assistant Project Lead for CV-TSC
(Aircraft Carrier Tactical Support Center) for AN/SQQ-34A(V)5, AN/SQQ-34B, and AN/SQQ-34C(V)2
systems and AN/UYQ-100 Undersea Warfare-Decision Support System (USW-DSS).
As NUWC Division Keyport C/44 Fleet Liaison Officer and CV-TSC (Carrier Tactical Support Center)
ISEA assistant project lead, I was responsible for total lifecycle support for multiple variants of CV-TSC to
include Fleet Support, Logistics, SSA, Training, and Systems Engineering. I was responsible to IWS-5E
for cost, schedule, and performance of a $2 million budget via project plan and project performance
reviews. I worked directly with a team comprised of the Project Lead, ILS Manager, Training Specialists,
OSR’s (1670 Equipment Specialists), SSA (computer specialist), and contractor support. I assisted de-
conflicting schedules and resource issues with Technical Project Manager (TPM), Branch Heads, and
Project Leads within a matrixed organization to ensure that Fleet customer needs are expeditiously met
with the proper resource skillset. Oversaw most production efforts (system installation and testing,
maintenance, system evaluation, repair via CASREP), on board all U.S. Navy Aircraft Carriers. As Fleet
Liaison, I reported fleet status weekly to IWS-5E program office via report and teleconference.
I assisted the Project Lead ensuring all ISEA functions were accomplished via direct tasking, planning,
and de-conflicting of priorities as necessary.
Logistics support:
Life cycle, and fleet support for fielded systems. Ensured ILS deliverables (SOM, Spares, Equipment/
System validation/Verification, COP data, DMSMS plan, ILS certs, ILSP) were completed and accurate
through direct tasking and review of ILSM efforts. Provided technical review and input for Technical
Manual Deficiency Reports (TMDR's), Technical Feedback Reports (TFBR's). Review Interactive
Electronics Technical Manual (IETM), MIP’s and MRC’s for accuracy and effectiveness and provided

include in future Force Revisions.
Fleet Support:

Technical Support:
Evaluated system reliability metrics; reviewed and analyzed failure trends, logistics and supply support,
obsolescence, maintenance concepts and procedures and provide feedback and recommendations to
Branch Head, Technical Project Manager, IWS-5E, TYCOM, NAVSEALOGCEN, NAVSUP.
Provided technical input to SPAWAR and PMA-299 to provide the System of Systems (CV-TSC, MH-60R,
CDLS) support for end-to-end testing, troubleshooting, procedures, and system reliability metrics.
Wrote, reviewed, analyzed system requirement in support of Stage 3, Stage 4, Stage 5 and System
Operation Verification testing for Ship and Shore. Insured technical accuracy and adequate objective
quality evidence is properly documented in the performance of these tests shipboard.
Training support:
Provided system operation and maintenance training to the fleet by overseeing efforts of 2 Training
Specialists in Dam Neck VA at Center for Surface Combat Systems (CSCS). Evaluated effectiveness and
quality of training provided and provide recommendations to Branch Head, Technical Project Manager,
Program Officer, and TYCOM. Together with the Project Lead, meet with fleet representatives to solicit
feedback to ensure fleet training objectives are being effectively met, Naval Training System Plan (NTSP)
was accurate and updated, and CONOPS and TACMEMO’s were drafted timely and routed for formal
approval. Monitored and tracked progress of the Training System Installation Plan (TSIP) with CSCS.
Coordinated the efforts between Fleet, TYCOM, and Mobile Training Team (MTT Jacksonville) to provide
underway training support. Evaluated the need and reviewed requests to a provide a Subject Matter
Expert (SME) for specific training requested by Ship or TYCOM that cannot be fulfilled by MTT due to
scheduling conflict or SME-specific background needed.
Software Support Agent:
Oversaw efforts of Software Support Agent (SSA) to ensure the following tasking is accomplished:
*Tested and ensured system software patches, IAVA’s, and software scans are up to date and
disseminated to the fleet.
*Ensured entries are reported in On-line Compliance Reporting System (OCRS).
*Ensured IAVA’s and patch updates are tested and promulgated to the fleet.
*Ensured software discrepancies and bugs are submitted to Systems Engineering team via Team
Foundation Server bug reporting.

4. Established a continuous Fleet Working Group (FLWG) supporting undersea systems CV-TSC and USW-
DSS. This was a joint venture between NUWC Division Keyport, IWS-5, and Adaptive Methods. I
personally chaired multiple meetings in fleet concentration areas and locally in Keyport to gather valuable
feedback from fleet operators on potential system improvements that could be gained between software
build sprints. This included bringing in fleet operators to conduct extensive longevity testing and brain-
storming sessions to meet the requirement of day-to-day shipboard and airborne operations. One of the
products delivered were a summarized fleet concern list and Integrated Prioritized Capability List (IPCL)
to be used for IWS-5 and the Navy’s Anti-Submarine Warfare Improvement Process (ASWIP). Many
positive gains for Manpower, Training, and interoperability between Air-Surface Units was achieved
during these FLWG events to include annual revision of the Navy Training Systems Plan (NTSP) and the
CV-TSC Tactical Memo (TACMEMO).
Drafted Stage 3 power, Stage 4 intra-system, and Stage 5 interface System Operational Verification Tests
for Shore Installation and reviewed for Shipboard Installation with the CV-TSC project lead in accordance
with Mil-Std-2106 and Total Ship Test Plan.
Conducted multiple Post-Deployment Lessons Learned from every returning Strike Group to determine
procedural and system optimization opportunities for NUWC Division Keyport to make meaningful
improvements to CV-TSC which a very complex system that provides the Warfare Commander with
immediate Situational Awareness. This helped in developing Tactics, Techniques, and Procedures (TTP)
to ensure future Strike Groups success.
Direct liaison with Commander Naval Air Forces (CNAF) N43, Force Combat Systems Officer (CSO), N7
Training Officer (TRAINO), conducted multiple high level briefs on the CVN/CV-TSC installation plan,
system groom/SOVT, and path ahead for manning and training of Sonar Technicians-Surface for
operating and maintaining CV-TSC. These duties also included briefing Commander Strike Group-Five
(CCSG-5) RADM Montgomery on the best path forward for system improvement after TALISMAN SABRE
exercise. These liaison duties included escorting IWS-5 (CAPT Harrison) on multiple carrier visits to
include underway aboard USS RONALD REAGAN (CVN 76) and conducting a successful submarine
tracking exercise using CV-TSC and the MH-60R helicopter.
Established a Shore CV-TSC training Site at CDS-15 Yokosuka Japan and Tactical Training Group
Pacific (TTGP). Headed negotiations with Tactical Training Group Atlantic (TTGL) to establish a similar
system like TTGP and CDS-15.
Performed SOVT testing on board CVN’s 70, 71, 73, 75, 76, TTGP, and CDS-15 Yokosuka.
Assisted with the installation, software, network configuration and testing of schoolhouse training system
at CSCS Dam Neck VA.
Coordinated and assisted drafting the CV-TSC NTSP, USW-DSS NTSP, AN/SQQ-C(V)2 CONOPS and
CV-TSC TACMEMO.
