“For changes like this to be effective they
have to be much more than a rebranding
or restructuring, they have to represent a
fundamentally different approach to the
way we deliver services, conduct our
business and function as a University”

Goals and Objectives - Technical
• Replace the campus (Border routers, core switching, edge access layer in all locations
including wireless), wireless and datacentre networks with consistent reliable hardware
• Improve the student experience through the enhanced consistency and availability of
wireless infrastructure, covering both internal and external spaces
• Reduce the complexity in the network through revising the topology of the Campus,
Wireless and Datacentre environments
• Improve the performance of the desktop and mobile applications through use of faster
connections
• Improve the security posture of the University to mitigate the risk from unauthorised or
incompliant devices being connected to the network
• Remove single points of failure by having vendor standard configuration that can be
supported by vendor remotely or onsite

Goals and Objectives - Commercial
• Remove the requirement to invest significant amounts in capital refreshes every 5-6
years by changing to a monthly operational cost
• Remove the variation in costs of growth of network
• Operationalise the network to clearly define standard changes so they can be carried
out by non-specialist staff following the strategic direction of the IT restructuring
• Enter into a co-sourcing arrangement with the suppliers for the ongoing management
of the network to reduce the service and design risks

Critical Success Factors
Replace 20,000 switch ports & 1,100 WiFi Access Points
Increase the performance of wired network to > 500Mb/s.
Increase the coverage of wireless across Campus
Reduce calls logged regarding wireless access
Reduce the number of switches replaced each month
Equivalence between wired and wireless network in terms of capabilities

Pre Tender Engagement
• Met with majority of Vendors before RFQ published
• Cisco, Brocade, Dell, HP, etc.
Aims
• Ensure visibility in the market place to attract bids
• Ensure RFQ is not prejudicial
• Understand vendor capabilities
• Avoided majority of VAR at this stage - too many to deal with

RFQ Evaluation
Mixture of Mandatory and Descriptive Requirements
Intentionally very open to not limit vendor selection
Focus more on operational capability and business goals not technology
Bid writing is a skill – some groups are very good at it, others less so
Need to look beyond the polish and understand the underlying capability
Opportunity for clarification – key way to ensure clear understanding of requirements
