– Revision has focused on stability and specification rigor
• New EPUB Accessibility Profile has been created
• EPUB for Education Profile stabilized
– Major global publishers have endorsed

– EPUBTest launched Feb 2014

– Accessibility baseline inc. certification

– EPUB 3.0 became ISO/IEC TS 30135 in Dec 2014

7. 2. Portable Web Publications Vision

8. EPUB and Online Web Content
• EPUB is layered on the Open Web Platform (OWP) but not
truly a part of it
– Browsers don’t yet natively support EPUB or key building blocks
(e.g. Media Overlays)
• Converting from website to EPUB is possible but a
somewhat heavy process
– Browser-based EPUB viewers (e.g. Readium Cloud) are large &
complex
– Converting arbitrary Web content to EPUB not always well-defined
• So currently, content publishers must use different tools
and approaches for EPUB and for Web pages/sites
• Wouldn’t it be great if we had a fully converged platform…?

9. PWP: Two Key Goals
• Seamless transition between online and offline (for
content creators and users)
• Seamless transition between packaged and distributed
content (for content creators and users)
• Achieving these two goals would enable architectural
convergence of EPUB and the Open Web Platform and
deliver benefits for Web content in general
• More things would be required for full feature-level
convergence and first-class portable documents in OWP
– Reliable navigation
– Pagination support
– A11Y support (e.g. Media Overlays)
– PDF features not yet in EPUB (e.g digital signatures)

10. PWP Background
• Originally motivated by “EPUB+Web” white paper co-
published by W3C and IDPF in late 2014
• Became key focus for W3C Digital Publishing Interest Group
(DPUB IG)
• Not a format specification at this stage but a vision for
convergence with some proof-of-concept prototyping

• Mission: foster global adoption of an
open, accessible, interoperable digital
publishing ecosystem that enables
innovation
• Strategy: develop (collaboratively) and
promote EPUB as the universal accessible
interchange and delivery ecosystem for
digital publications advancing the Open
Web platform

13. Not Part of Current IDPF Strategy
• General promotion of eBooks & digital publishing
– eBooks now an accepted medium
– Other organizations can promote on a regional basis
• General education about digital publishing (including
conferences)
– Numerous digital publishing conferences around the world, IDPF
doesn’t add unique value
• Business forum / club for digital publishing stakeholders
– Business issues tend to be regional in nature
– Antitrust considerations
– For many, p- and e- not separate businesses
– There’s a hashtag for that…

14. Why EPUB Being “Universal” Matters
1. Digital content distribution is global not
local
2. Accessibility plank of our mission is
applicable to all publications and
documents
3. If we aren’t universal we will end up a
niche solution and ultimately a dead-end
– PDF will be “replaced” by something accessible,
mobile-ready and Web Standards-based: it will either
be the evolution of EPUB or something else
– Horizontal platforms win over vertical platforms

15. Needs to Execute on Our Strategy
1. Increase in scale to get the work done and
be credible
2. Broaden our community to be inclusive of
all digital publishing stakeholders
3. Ensure that EPUB succeeds as the
universal solution

16. EPUB Stakeholders Growing
• EDU publishing adopting EPUB 3
– EDUPUB Alliance catalyzed by Pearson has led to EPUB for
Education profile
– HMH adopting EPUB 3 for all content, running for IDPF Board
• Japanese publishing industry widely using EPUB 3 for e-
manga as well as trade eBooks
– Print-on-demand solutions for EPUB starting to emerge
• IDPF gaining members from enterprise/organization
publishing
– IBM, Cisco, European Union Publications Office, etc.
• Accessibility mandates aligning with EPUB 3
• Google Docs exports EPUB 3

17. W3C Alignment –
Status Quo Has Become Problematic
• W3C Digital Publishing IG working towards a vision of
“Portable Web Publications”(PWP, originally EPUB+Web)
• PWP work is creating confusion with IDPF EPUB roadmap
– Intersecting sets of participants
– Not clear if PWP is future version of EPUB or new spec(s)
• Accessibility imperative makes W3C alignment more critical
– EPUB already based on W3C HTML5, CSS3, and SVG
– Now we add W3C WCAG 2 as another key building block

18. Benefits to Combining IDPF and W3C
• Broaden community with increased visibility, credibility
• Significantly increase scale
– W3C: 70 staff, 4 hosts (US, France, Japan, China), 20 offices
• Promote a universal solution for Web-native portable
documents that validates and builds on EPUB
• Support critical dependency we already have on OWP
– EPUB won’t succeed unless W3C succeeds
– Improving browser support for publishing features (e.g. CSS) will
help EPUB and other publishing workflows
• Gets us to Royalty Free IP policy

19. W3C Combination Proposal Summary
• W3C validates EPUB 3.x, assumes ongoing development of EPUB,
and integrates EPUB community via an expanded Publishing
Activity & WG
• IDPF members in good standing grandfathered to Interim
Industry Member status for 2 years @ current IDPF rates
– Full WG participation and AC powers wrt Digital Publishing Activity and
related WGs
• After 2 years IIMs can
– Continue to participate in Publishing Business Group at BG fees
(comparable to IDPF member fees)
– Become full W3C members
• IDPF Board members seed Publishing Steering Committee
– Ultimately to be elected by DPBG
• IDPF ED becomes lead for Activity as member of W3C
management team

20. Risks/Concerns
• W3C Efficacy
– Issues with process, control
– W3C backstop includes TBL as benevolent dictator
– No guarantees that we will get a timely EPUB 4
– W3C != Open Web Platform (browsers really control it)
• Publishing getting lost in the shuffle as one industry vertical
among many
• Losing egalitarian community of IDPF due to costs of W3C
• Continued coordination, timing concerns between EPUB 3.1 and
EPUB4/PWP even under one “roof”
• Transition disruption esp. to people and processes
• Are we getting the best deal possible for IDPF members?

21. Combination Process
• Currently communicating with members, gathering
feedback and refining proposal
• IDPF Board elections recently completed: 8 of 14
members just elected
• New IDPF Board considering if and when to call for a
vote to approve a combination
• Any vote will be a clear process according to our
bylaws, etc.
– More details of proposed combination will be shared
– Integrated roadmap being developed
• W3C due diligence & approval process will proceed in
parallel in coordinated manner
• IDPF members invited to W3C TPAC Lisbon (Sep 19-22)

22. Feedback to Date
• Ensure EPUB 3 adoption is not undermined
• Where will issues around implementation, adoption, best
practices, business issues reside?
• Make sure publishing doesn’t get dissolved inside W3C
• Need to clarify scope and authority of Publishing Business
Group as in effect the “Publishing Division of W3C”
• Need more details of W3C process
– E.g. spec approval criteria
