アクセシビリティ・ベースラインはなぜ必要か？
Why Accessibility Baseline is required?
• EPUB3は他の電子書籍フォーマットと比べてアクセシビリティを考慮したフォーマットであるものの、自
由度があるために、アクセシブルでないEPUBも製作できてしまう。
• EPUB 3 by nature is more accessible than other e-publishing formats, but its flexibility also allows
creation of inaccessible EPUB.
• 出版社は、アクセシビリティの専門家ではないので、出版物のアクセシビリティを保証するための最低
限の基準を必要としている。
• Publishers are themselves are not accessibility experts, therefore they are asking for the minimum
accessibility criteria for making publications accessible.
• アクセシブルな読書は、出版社から読者までの供給プロセス全体のアクセシビリティが保証されて初
めて実現できる。
• Accessible reading can only be ensured if the complete supply chain from publishers to the readers
supports accessibility

Objective
業界全体で協力して、アクセシブルな出版物の「ベースライン」、または、「最低
限の基準」を規定し、読者に届けるまでの供給プロセス全体における実装を促
進するための、基盤を構築すること
To collaboratively create an industry wide specification that defines the baseline
or the minimum accessibility criteria for an accessible publication, and create
the infrastructure to facilitate its implementation in the supply chain, through to
the users.

EPUBアクセシビリティ 適合性と発見
EPUB Accessibility Conformance & Discovery
規格はインフラ開発のための基礎である。ウェブ・コンテンツ・アクセシビリティ・ガイドライン2.0を基盤として構築
されている
The specification is the base for developing the infrastructure. It is built on Web Content Accessibility Guidelines
2.0 due to the following reasons:
• W3CとIDPFの統合の可能性
• Potential combination of W3C & IDPF
• 予想： 次期EPUBはW3Cの規格となる
• Implication: Most probably EPUB-next will be a W3C specification
• W3Cには、HTMLのWCAGがあり、電子出版にも拡張できる
• W3C already have WCAG for HTML, which can be expanded to digital publishing
最適なアプローチ： ベースラインをWCAG2.0と一致させて電子出版の将来の進化を保証する
Best approach: Align the baseline specifications with WCAG 2.0 and ensure its future evolution with e-publishing
standards.

• メディアオーバーレイ（テキストと音声の同期した）再生（マルチメディアDAISYと同等のもの）
• Media Overlays playback (equivalent to DAISY full text full audio)
• 特化した出版物（音声や点字等の利用者に特化した出版物）
• Optimized Publications (publications that are optimized for a specific user group, for example,
audio and Braille books).

Accessibility Certification & Accessibility Checker
• DAISYコンソーシアムは、メンバー団体と共に、出版物のアクセシビリティを認証するための手順を開発し
ている。
• DAISY Consortium along with DAISY members is developing step by step process for certifying the
publications.
• アクセシビリティ・チェックツールも同時に開発しており、認証手順は、チェックツールを基盤にしたもので
ある。
• Accessibility checker tool is being developed in parallel, the certification process is based on the
accessibility checker tool.
• 認証手順とツールは、団体や出版社を認証するためのワークフローを考えてデザインされたものである。
• The certifying process and the tool is designed for deployment in workflow of certifying agencies as well as
the publishers.

認証戦略
Certification Strategy
下記の責任を追う、認証ができるパートナーを、国際的に構築するのが目的である
Objective is to develop the world wide network of certifying partners, with following division of
responsibilities
• DAISYコンソーシアムは、アクセシビリティの規格とガイドラインを開発する。
アクセシビリティの確認をするためのツールの開発、認証の手順の規定、そして認証手続きが
認定されたパートナーによって実施されることの保証をする。
• DAISY Consortium should develop the accessibility specifications & guidelines, tools for
accessibility testing, define the certification process, and Ensure that the certification process is
followed by certifying partners.
• DAISYコンソーシアムに認定されたパートナーは、出版物のアクセシビリティを評価して、適合し
た出版物にその認証としてDAISYのしるしを付ける。
• The certifying partners, approved by DAISY Consortium should evaluate accessibility of
publications and apply the DAISY badge to the conforming publications.

閲覧システムのアクセシビリティの確認
Reading Systems Accessibility Testing
BISGとIDPFの協力によって、 www.epubtest.org に公開されている。
Host it on www.epubtest.org in collaboration with BISG & IDPF.
• 閲覧システム、支援技術、OSや入力方法の組み合わせで、アクセシビリティを確認する。
• Test for the combination of the reading system, assistive technology, OS & input method
• 閲覧システムの開発者に、アクセシビリティ改善のための有意義なフィードバックを提供する。
• Provide meaningful feedback to reading system developers regarding accessibility
• プリント・ディスアビリティの利用者、大学、出版社等の関係者に、アクセシブルな閲覧システム
の情報を提供する。
• Inform print disabled users, universities, publishers and other stake holders about the accessible
reading systems.
• 閲覧システムが成熟するについて、基準を徐々に上げていく。
• Raise the bar as the reading systems become mature
• クラウド・ソースを活用して、閲覧システムを評価する。
• Evaluate the reading systems using the crowd source approach

Online Information Hub
目的： インクルーシブ出版と読書に関する情報を集約するための情報拠点を構築する。
Objective: develop an information hub that becomes the central place for all information about inclusive
publishing & reading.
• BISG、IDPF、ベネテックや、アクセシブル・ブック・コンソーシアムと協力して、 inclusivepublishing.orgを
強化する。
• Established collaborations with BISG, IDPF, Benetech, and Accessible Books Consortium for brand
reinforcement of inclusivepublishing.org
• ウェブサイトのデザインが開発され、プロトタイプが公開されている。 http://daisy.newsite-dev.com/
Design of the website has been developed, the prototype is available at http://daisy.newsite-dev.com/
• 2017年１月末に、 inclusivepublishing.org の最初のバージョンが公開される予定である。
• Launch of first version of inclusivepublishing.org is scheduled till end of Jan 2017.
