POLICING:
Remained posted in different Police Sub Divisions as SDPO (Police Sub-
Divisional Officer) on the dates mentioned therein, which included the following
areas of my responsibilities ;

As Sub-Divisional Police Officer I was deriving my legal authority from
the relevant sections of criminal procedure code, which included Sec 551 Cr.P.C-1898,
Sec 173(2) Cr.P.C-1898, Sec 158 Cr.P.C-1898 as well as from Police Rules 27-1(2 & 3)
throughout the local area to which I was appointed. For accomplishment of my tasks, I
was strictly abiding the relevant provision of law/procedure by closely administering and
supervising the working of both the two police stations falling within the area of my
jurisdiction. That included beside other duties the working of Investigating Officers
responsible to follow all required proceedings during the course of investigation under
the law in the interest of efficient investigation of crime, which is vital to the
administration of criminal justice system to:-
 ascertain the truth and information
 collect facts and data for the conclusion of case;
 provide the means by which judicial evidence is prepared , so
as to determine the guilt or innocence of accused.
 maintain the integrity of Investigation throughout the process
Also Maintained complete record and data as required under the police rules,
which included:
a. Crime Register two parts (a and b) according to the type of
crime.
b. Daily Diary File Permanent Note Book( In this register
made detailed entry of particular crimes being committed
in my area,on the basis of which proposed preventive
actions to combat such crime)
c. Record concerning the entries of Bad Characters for the
opening of history sheet and took effective steps against
the concerned gang .
d. Record regarding supervision of heinous cases of each
police from Investigation till decision by the court.
e. Record relating to the direction of energetic action against
absconders and proclaimed offenders.
f. Record regarding scrutiny of all final charge sheet

g. Record regarding grounds for establishing additional
police posts, its control etc.
h. Record of Inquiry reports into complaints of corruption,
high-handedness and other malpractice subordinate staff

In addition to the above also maintained and submitted my monthly
performance reports to the senior management on the following tasks :-

e. Findings of departmental Inquiries.

P/Stations
B. INVESTIGATION OF FINANCIAL CRIME CASES:
From August , 1983 to June,1986 worked as Circle Inspecter (Investigation) in
the Anti-corruption Establishment, Baloutchistan Quetta Investigated high profile
criminal cases registered against Corrupt Government Officials and their accomplices,
who were involved in the Financial Crime and mis-appropriation of Government funds as
well as in Bribery cases. Conducted raids for the apprehension of wanted accused persons
and by submitting final reports against them in the court of special judge anti-corruption
for their trials. Though several cases were investigated, but the most prominent were
case against Additional Commissioner, Afghan Refugees Organization Major ( R) Asif
Naqvi, and Col Amir of NLC, Cases against Chief Engineer Rashid Achakzai and XEN
Muhammad Khan and their accomplices. Beside many others, record of which are
available with the Anti-Corruption Establishment, Baluchistan.
C. PROFESSIONAL SKILLS IN THE FIELD OF TRAINING:
1. From October 25, 2010 to April 05, 2012 posted as AIG/Training in
Provincial Police HQ, Baluchistan at Quetta. During posting I performed the
following duties:-
i. Coordinated, arranged and monitor pre-service, in-service and
capacity building training programs with Training Institutions.

ii. Performed as focal person with International Organizations, NGOs
and other stack-holders to produce well-behaved, dedicated,
professionally and competent police officers for democratic policing
as per aspiration of the community.
iii. Worked in designing the format and presented the final draft of Police
Training College Manual to the senior management in series of
meetings held in Central Police Office for deliberation, discussion
and final approval by the Inspector General of Police, Baluchistan
after evolving consensus amongst the participants.
2. From October 07, 2006 to October 31, 2008 remained posted as Deputy
Commandant in Police Training College, Baluchistan at Quetta and
performed the following duties to the satisfaction of my superiors:-
i. .Strictly observed Rules/instructions and orders issued for college
management.
ii. Maintained discipline of the College.
iii. Inspected college record and premises including Hostels, Class
Rooms, Quarter Guard, etc.
iv. Supervised the tutorial work of all the Training Wings. Also
introduced the concept of day to day work in training college
v. Conducted the monthly, surprised and other relevant tests of the
trainees officers to assess their capabilities and to enhance their
competencies for their future
vi. Supervised the Administration of all wings of the Police Training
College.
vii. Designed and conducted capacity building courses for various ranks,
which included from constables to sub- inspectors. Also designed
specialized investigation course for 4 months for newly recruited
inspectors.
viii.Held final academic, physical and firing examinations ofpre-
service and in-service courses.
3, From June, 2000 to Sept,2006: Served as Assistant Director Training in the
National Police Academy, /Islamabad and performed the following assigned
tasks:
i. Was involved in the delivery of topics on International Human Rights
Law & Police Standards and Criminal Justice System as per UN
charter

ii. As qualified Trainer/Instructor designed, coordinated and conducted
various professional police courses, which included Manual of
Foreigners Law/ Rules and Human Trafficking Courses
iii. Designed courses for the First and second batches of Senior Afghan
Police Officers in the light of International requirements for their
training in the Academy.
iv. Also delivered assigned topics to the Assistant Superintendents of
Police Class as well as Senior Afghan Police Officers,
v. Conducted policing modules and delivered lectures on police rules,
local and special laws to the trainee officers of the rank of Assistant
Superintendent of Police in training wing.
vi. Assisted as Assistant Coordinator in running of the short courses meant for
the police
officers of in-service cadres of various law enforcement agencies.
vii. Also carried out misc; administrative duties assigned to me by the
commandant from time to time.
viii. Prepared related Courses Schedule for ASsP(UT) of 26th

ix. Coordinated and arranged guest speakers for the delivery of
assigned topics on legal contents to the trainee officers.
x. Conducted Modules, which included Policing By Objectives,
Supervisions of Police Stations and Public Dealing & General
Inquiries to the Assistant Superintendents of Police
(Under Training).
xi. As Assisting Director Training I assisted the Course Commander
( Afghan Class) in the training of Two Batches of Senior Afghan
Police Officers. Tasks performed included:-
 Prepared Course out-line
 Delivered assigned topics on Human Trafficking,
Human Rights,
 Contents on Control of Narcotics as International
standards.
 VVIP Security Techniques.
 Principles of Investigation and concept of Community
 Policing.
 Also facilitated the guest speakers in their topics.
D. UNITED NATIONS EXPEREINCE:
a. From November 28, 2008 to May 15, 2010 Served United Nations African
Union Mission in Darfur as Office Incharge Reforms and Restructuring Unit, Sector
North Police HQ, El-Fashar, Sudan. During my stay in the Mission performed the

following mandated tasks:
i. Liaised with the local Sudanese Police authorities to ensure their
cooperation for the Implementation of all Reforms &Restructuring
activities.
ii. Supervised Quack Impact Projects within my AOR through
respective unit In-charges by ensuring that QIP’s were executed
according to the plan and MoU, and maintain all relevant documents,
under the overall guidance of the UNAMID Sector Commander
North based in El-Fashar.
iii. Coordinated all activities at the team sites pertaining to Reforms &
Restructuring by advising the focal points accordingly.
iv. Arranged and conducted workshops, symposiums on the mandate of
R & R for the stake- holders including mission colleagues.
v. Identified and designed Training courses on Human Trafficking and
Control of Narcotics for the Government of Sudan Police.
vi. Ensured preparation and timely submission of all required reports,
returns, information and documents to MHQ R&R office.
b. From May,1994 to Dec:1994 Served United Nations Mission in Mozambique as
Regional Operation Officer, Central Region Beira in Mozambique and performed
the following mandated activities: :
 preparation of Situation Reports,
 Issuance of flesh reports of important events,
 Circulated United Nations SOPs to respective Provincial
Civilian Police Commanders and Operation Officers for
information and implementations.
 Also prepared withdrawal plan of Civilian Police Officers
on successfulcompletion of United Nations Mission in
Mozambique.
E. PROFESSIONAL SKILLS IN THE FIELD OF
SECURITY:
a. TASKS PERFORMED IN SAVE THE CHILDREN:
During my stay with Save the Children International as Security
Coordinator for the working Districts of volatile Province Baluchistan I effectively
coordinated with the LEA including with the Special Branch, Intelligence Bureau,
Military Intelligence and ISI (Interior Services Intelligence) ensured:-
 In setting up workplace violence programs to prevent workplace violence
in Save the Children International presence 15 working Districts.
 Held regular meetings with the local police authorities to establish a plan
relating to law enforcement response in the event of potential violence or.
hostile incidents.

 Shared security alerts, advisories and took timely precautionary measures
for the protection of staff members during their visit, stay etc.
 Arranged in house meetings/orientation training workshops for the
organization colleagues and acquainted them on the contents of SOPs for
its implementation.
 Conducted Security Assessment of District Gwadar, Lasbela and Ziarat
by ensur0ng MOSS compliance for the safety and security of staff
members as well as for the visiting dignitaries/experts.
 Appropriately handled matters relating to obtaining of NOCs from the
Provincial Government and District Authorities as per policy and
ensured required security arrangements in consultation with the
concerned security agencies for the protection of visiting dignitaries and
experts on need basis.
 Prepared and issued Daily, Weekly, Monthly Security Reports and
Weekly Database reports of important events.
 Prepared Security Analytical Report covering Save the Children
International working Districts of Baluchistan. In the report six months
( January to August, 2013) incidents of bomb blasts, rockets attacks,
targeted killings, sectarian violence, militant activities, suicide attacks,
attacks on Government installations, attacks on LEA and landmine
explosions were analyzed and submitted to the SCI Country Office.
 Prepared security context report on the eve of national elections, 2013.
 Conducted SRA for 25 districts of Baluchistan as per required standard.
b. SECURITY DUTIES PERFORMED IN SPECIAL BRANCH:
While posted in the Special Branch, Baluchistan performed following
duties as DSP/Incharge Security on the dates mentioned against each to the
satisfaction of my superiors in accordance with mandated tasks:
i. Verification of antecedents of newly Government Employees,
vetting of in-service employees and issuance of security orders for
the protection of President and Prime Minister of Pakistan on the
eve of their visit to the Province of Baluchistan.
( April 1998-September, 1999).
ii. During this period I as DSP/Security and Incharge Foreigners
Registration Sections, performed my duties by making security
arrangements on the eve of ECO conference,VVIP protection,
National and Provincial Election. Also gathered valuable
information in the interest of security and passed it own to the
quarter concerned. Also supervised Security and surveillance
sections as acting superintendent of police special branch in the

absence of head of the office. In addition to the above regulated the
visit. stay and movement of Foreigners as per Manual of Foreigner
Laws/Rules. Carried out departmental Inquiries against the
officials. ( December 1994-August 1997)
iii. Remained posted as DSP,Security and Incharge Special Branch,
Quetta. Performed security mandated tasks which included
conducting of required survey of the VVIP visiting areas,issuance
of security passes,arranged security meetings, prepared of security
plan for the protection of VVIPs on their visit to Baluchistan.
Also Regulated the visit, stay and movement of Foreigners as per
Manual of Foreigner Laws/Rules. ( September, 1990-May, 1994)
iv. Performed security duties as Personal Security Officer to Governor,
Baluchistan. The job included to coordinate with all the concerned
government agencies, administrations to ensure appropriate
security to Governor at places of stay, routes, visits and functions/
ceremonies etc. Also involved regulating the entry of visitors to
Governor House either for the purpose of meetings or other
officials matters. ( June,1986-May, 1987)
v. Remained posted as Inspector Security in the Office of SSP ,
Quetta. Worked under the over all supervision of Senior
Superintendent of Police for the preparation of District Security
Plan for the protection of President of Pakistan. Supervised the
working of subordinate staffs deputed for monitoring and
surveillance as well as for the verification of antecedents of
applicants, who were considered for their employment in
government departments. (November 1981-August 1983)

PROFESSIONAL SKILL IN THE FIELD OF OPERATIONAL POLICING: Remained posted in different Police Sub Divisions as SDPO (Police Sub- Divisional Officer) on the dates mentioned therein, which included the following areas of my responsibilities ; i. For accomplishment of my tasks, I was strictly abiding the relevant provision of law/procedure by closely administering and supervising the working of both the two police stations falling within the area of my jurisdiction. That included beside other duties the working of Investigating Officers responsible to follow all required proceedings during the course of investigation under the law in the interest of efficient investigation of crime, which is vital to the administration of criminal justice system to:-  ascertain the truth and information  collect facts and data for the conclusion of case;  provide the means by which judicial evidence is prepared , so as to determine the guilt or innocence of accused.  maintain the integrity of Investigation throughout the process Also Maintained complete record and data as required under the police rules, which included: a. Crime Register two parts (a and b) according to the type of crime. b. Daily Diary File Permanent Note Book( In this register made detailed entry of particular crimes being committed in my area,on the basis of which proposed preventive actions to combat such crime) c. Record concerning the entries of Bad Characters for the opening of history sheet and took effective steps against the concerned gang . d. Record regarding supervision of heinous cases of each police from Investigation till decision by the court. e. Record relating to the direction of energetic action against absconders and proclaimed offenders. f. Record regarding scrutiny of all final charge sheet

In addition to the above also maintained and submitted my monthly performance reports to the senior management on the following tasks :- a. Supervision of Special report cases b. Number of Block raids conducted. c. Legal action taken on the cases pertaining to Local & Special laws d. Formal /Informal Inspections of Police Stations. e. Findings of departmental Inquiries. f. detail of meetings held with Station House Officer of P/Stations B. INVESTIGATION OF FINANCIAL CRIME CASES: From August , 1983 to June,1986 worked as Circle Inspecter (Investigation) in the Anti-corruption Establishment, Baloutchistan Quetta Investigated high profile criminal cases registered against Corrupt Government Officials and their accomplices, who were involved in the Financial Crime and mis-appropriation of Government funds as well as in Bribery cases. Conducted raids for the apprehension of wanted accused persons and by submitting final reports against them in the court of special judge anti-corruption for their trials. Though several cases were investigated, but the most prominent were case against Additional Commissioner, Afghan Refugees Organization Major ( R) Asif Naqvi, and Col Amir of NLC, Cases against Chief Engineer Rashid Achakzai and XEN Muhammad Khan and their accomplices. Beside many others, record of which are available with the Anti-Corruption Establishment, Baluchistan. C. PROFESSIONAL SKILLS IN THE FIELD OF TRAINING: 1. From October 25, 2010 to April 05, 2012 posted as AIG/Training in Provincial Police HQ, Baluchistan at Quetta. During posting I performed the following duties:- i. Coordinated, arranged and monitor pre-service, in-service and capacity building training programs with Training Institutions.

Performed as focal person with International Organizations, NGOs and other stack-holders to produce well-behaved, dedicated, professionally and competent police officers for democratic policing as per aspiration of the community. iii. Worked in designing the format and presented the final draft of Police Training College Manual to the senior management in series of meetings held in Central Police Office for deliberation, discussion and final approval by the Inspector General of Police, Baluchistan after evolving consensus amongst the participants. 2. From October 07, 2006 to October 31, 2008 remained posted as Deputy Commandant in Police Training College, Baluchistan at Quetta and performed the following duties to the satisfaction of my superiors:- i. .Strictly observed Rules/instructions and orders issued for college management. ii. Maintained discipline of the College. iii. Inspected college record and premises including Hostels, Class Rooms, Quarter Guard, etc. iv. Supervised the tutorial work of all the Training Wings. Also introduced the concept of day to day work in training college v. Conducted the monthly, surprised and other relevant tests of the trainees officers to assess their capabilities and to enhance their competencies for their future vi. Supervised the Administration of all wings of the Police Training College. vii. Designed and conducted capacity building courses for various ranks, which included from constables to sub- inspectors. Also designed specialized investigation course for 4 months for newly recruited inspectors. viii.Held final academic, physical and firing examinations ofpre- service and in-service courses. 3, From June, 2000 to Sept,2006: Served as Assistant Director Training in the National Police Academy, /Islamabad and performed the following assigned tasks: i. Was involved in the delivery of topics on International Human Rights Law & Police Standards and Criminal Justice System as per UN charter

As qualified Trainer/Instructor designed, coordinated and conducted various professional police courses, which included Manual of Foreigners Law/ Rules and Human Trafficking Courses iii. Designed courses for the First and second batches of Senior Afghan Police Officers in the light of International requirements for their training in the Academy. iv. Also delivered assigned topics to the Assistant Superintendents of Police Class as well as Senior Afghan Police Officers, v. Conducted policing modules and delivered lectures on police rules, local and special laws to the trainee officers of the rank of Assistant Superintendent of Police in training wing. vi. Assisted as Assistant Coordinator in running of the short courses meant for the police officers of in-service cadres of various law enforcement agencies. vii. Also carried out misc; administrative duties assigned to me by the commandant from time to time. viii. Prepared related Courses Schedule for ASsP(UT) of 26th , 27th , 28th and 29th CTP ix. Coordinated and arranged guest speakers for the delivery of assigned topics on legal contents to the trainee officers. x. Conducted Modules, which included Policing By Objectives, Supervisions of Police Stations and Public Dealing & General Inquiries to the Assistant Superintendents of Police (Under Training). xi. As Assisting Director Training I assisted the Course Commander ( Afghan Class) in the training of Two Batches of Senior Afghan Police Officers. Tasks performed included:-  Prepared Course out-line  Delivered assigned topics on Human Trafficking, Human Rights,  Contents on Control of Narcotics as International standards.  VVIP Security Techniques.  Principles of Investigation and concept of Community  Policing.  Also facilitated the guest speakers in their topics. D. UNITED NATIONS EXPEREINCE: a. From November 28, 2008 to May 15, 2010 Served United Nations African Union Mission in Darfur as Office Incharge Reforms and Restructuring Unit, Sector North Police HQ, El-Fashar, Sudan. During my stay in the Mission performed the

Liaised with the local Sudanese Police authorities to ensure their cooperation for the Implementation of all Reforms &Restructuring activities. ii. Supervised Quack Impact Projects within my AOR through respective unit In-charges by ensuring that QIP’s were executed according to the plan and MoU, and maintain all relevant documents, under the overall guidance of the UNAMID Sector Commander North based in El-Fashar. iii. Coordinated all activities at the team sites pertaining to Reforms & Restructuring by advising the focal points accordingly. iv. Arranged and conducted workshops, symposiums on the mandate of R & R for the stake- holders including mission colleagues. v. Identified and designed Training courses on Human Trafficking and Control of Narcotics for the Government of Sudan Police. vi. Ensured preparation and timely submission of all required reports, returns, information and documents to MHQ R&R office. b. From May,1994 to Dec:1994 Served United Nations Mission in Mozambique as Regional Operation Officer, Central Region Beira in Mozambique and performed the following mandated activities: :  preparation of Situation Reports,  Issuance of flesh reports of important events,  Circulated United Nations SOPs to respective Provincial Civilian Police Commanders and Operation Officers for information and implementations.  Also prepared withdrawal plan of Civilian Police Officers on successfulcompletion of United Nations Mission in Mozambique. E. PROFESSIONAL SKILLS IN THE FIELD OF SECURITY: a. TASKS PERFORMED IN SAVE THE CHILDREN: During my stay with Save the Children International as Security Coordinator for the working Districts of volatile Province Baluchistan I effectively coordinated with the LEA including with the Special Branch, Intelligence Bureau, Military Intelligence and ISI (Interior Services Intelligence) ensured:-  In setting up workplace violence programs to prevent workplace violence in Save the Children International presence 15 working Districts.  Held regular meetings with the local police authorities to establish a plan relating to law enforcement response in the event of potential violence or. hostile incidents.

C.V Muhammad Ismail Page 7  Shared security alerts, advisories and took timely precautionary measures for the protection of staff members during their visit, stay etc.  Arranged in house meetings/orientation training workshops for the organization colleagues and acquainted them on the contents of SOPs for its implementation.  Conducted Security Assessment of District Gwadar, Lasbela and Ziarat by ensur0ng MOSS compliance for the safety and security of staff members as well as for the visiting dignitaries/experts.  Appropriately handled matters relating to obtaining of NOCs from the Provincial Government and District Authorities as per policy and ensured required security arrangements in consultation with the concerned security agencies for the protection of visiting dignitaries and experts on need basis.  Prepared and issued Daily, Weekly, Monthly Security Reports and Weekly Database reports of important events.  Prepared Security Analytical Report covering Save the Children International working Districts of Baluchistan. In the report six months ( January to August, 2013) incidents of bomb blasts, rockets attacks, targeted killings, sectarian violence, militant activities, suicide attacks, attacks on Government installations, attacks on LEA and landmine explosions were analyzed and submitted to the SCI Country Office.  Prepared security context report on the eve of national elections, 2013.  Conducted SRA for 25 districts of Baluchistan as per required standard. b. SECURITY DUTIES PERFORMED IN SPECIAL BRANCH: While posted in the Special Branch, Baluchistan performed following duties as DSP/Incharge Security on the dates mentioned against each to the satisfaction of my superiors in accordance with mandated tasks: i. Verification of antecedents of newly Government Employees, vetting of in-service employees and issuance of security orders for the protection of President and Prime Minister of Pakistan on the eve of their visit to the Province of Baluchistan. ( April 1998-September, 1999). ii. During this period I as DSP/Security and Incharge Foreigners Registration Sections, performed my duties by making security arrangements on the eve of ECO conference,VVIP protection, National and Provincial Election. Also gathered valuable information in the interest of security and passed it own to the quarter concerned. Also supervised Security and surveillance sections as acting superintendent of police special branch in the
  • 8. C.V Muhammad Ismail Page 8 absence of head of the office. In addition to the above regulated the visit. stay and movement of Foreigners as per Manual of Foreigner Laws/Rules. Carried out departmental Inquiries against the officials. ( December 1994-August 1997) iii. Remained posted as DSP,Security and Incharge Special Branch, Quetta. Performed security mandated tasks which included conducting of required survey of the VVIP visiting areas,issuance of security passes,arranged security meetings, prepared of security plan for the protection of VVIPs on their visit to Baluchistan. Also Regulated the visit, stay and movement of Foreigners as per Manual of Foreigner Laws/Rules. ( September, 1990-May, 1994) iv. Performed security duties as Personal Security Officer to Governor, Baluchistan. The job included to coordinate with all the concerned government agencies, administrations to ensure appropriate security to Governor at places of stay, routes, visits and functions/ ceremonies etc. Also involved regulating the entry of visitors to Governor House either for the purpose of meetings or other officials matters. ( June,1986-May, 1987) v. Remained posted as Inspector Security in the Office of SSP , Quetta. Worked under the over all supervision of Senior Superintendent of Police for the preparation of District Security Plan for the protection of President of Pakistan. Supervised the working of subordinate staffs deputed for monitoring and surveillance as well as for the verification of antecedents of applicants, who were considered for their employment in government departments.
