Balancing Innovation with
Architecture Standardization
Ravi Tirumalai
Enterprise Architect, ADB
12 June 2019
Asian Development Bank (ADB) is a multilateral development
finance institution which provides:
▪ loans
▪ technical assistance
▪ grants
Our clients are our 68 member governments, who are also our
shareholders. In addition, we provide direct assistance to private
enterprises of developing member countries through equity
investments and loans.
Operational Priorities
To achieve our vision, we focus on seven operational priority
areas. Our support in these areas are delivered through both
public and private sector operations, advisory services, and
knowledge support.
• addressing remaining poverty and reducing inequality
• accelerating progress in gender equality
• tackling climate change, building climate and disaster
resilience, and enhancing environmental sustainability
• making cities more livable
• promoting rural development and food security
• strengthening governance and institutional capacity
• fostering regional cooperation and integration

EA Process as it Exists
1. PROJECTS – project teams have different EA processes. Some
are vendor-driven. Some go through the EAG esp. those that
are complex and has unclear solutions.
2. SPECIALIZED TOOLS – OIRS coordinates with different SMEs for
clearance e.g. Infosec for websites, OIID for other non-
standard tools
3. IT EQUIPMENT – OIID reviews and clears request for hardware
equipment.
4. Demand Management team often solicits technology and
architecture advise from OIST teams through Yammer.
5. Review of ICT4D requests has recently been transferred to
SDCC – Digital Technology for Development Unit. However,
they still ask OIST for review of some request like IT
equipment, websites, etc.

ADB’s Innovation through Digital Sandbox
* A digital replica of an actual infrastructure project before it is built.
** APIs (application programming interfaces) are sets of functions and procedures that help build applications to access the features or data of a particular system. An API platform helps expose and manage these
APIs.

SPECIALIZED TOOLS – OIRS coordinates with different SMEs for clearance e.g. Infosec for websites, OIID for other non- standard tools 3. IT EQUIPMENT – OIID reviews and clears request for hardware equipment. 4. Demand Management team often solicits technology and architecture advise from OIST teams through Yammer. 5. Review of ICT4D requests has recently been transferred to SDCC – Digital Technology for Development Unit. However, they still ask OIST for review of some request like IT equipment, websites, etc.
