Public sector refers to the state bodies and the administrations of self‑governing local communities, public agencies, public funds, public institutions and public commercial institutions, as well as other entities of public law that indirectly use state or local government budget funds. The central public administration refers to core ministries, their bodies and inspectorates, government offices and administrative units, but not agencies. Government offices Secretariat-General of the Government of the Republic of Slovenia , Government Office for Slovenes Abroad , Government Communication Office , Protocol of the Republic of Slovenia Institute of Macroeconomic Analysis and Development , Statistical Office of the Republic of Slovenia , Government Office for Legislation , Office for the Protection of Classified Information , Slovene Intelligence and Security Agency A dministrative units (of which there are 58) are bodies of the state administration and established in order to perform those tasks of the public administration which require territorial organisation and operationalisation (they are an extension of the central public administration into the territories and are hubs delivering services on behalf of ministries in the central public administration, such as driving licence renewals, building permits, passports, etc.). Administrative units are not defined as bodies within ministries.
Slovenia has a well-established legislative and policy framework for open and accountable policy - making . Standards and guidelines for open and inclusive policy making have been established at the central government level (accessibility, openness, timeliness, responsiveness, transparency, equality, traceability, non-discrimination). The provision and disclosure of public sector information to the public is regulated by the Access to Public Information Act which states that everyone has the right to access information of a public nature held by state bodies, local government agencies, public agencies, public contractors and other entities of public law. There are exemptions for certain types of data, such as criminal prosecutions, classified data, tax procedures, etc. Slovenia has also implemented the principle of active dissemination of public information (i.e. information directly available to the public) particularly through electronic means, in order to increase transparency and reduce transaction costs for citizens. Most of the information that the government must disclose is available electronically and can be accessed through the government portal e-Uprava or on the websites of individual public bodies . In addition, each public sector body is obliged to publish a catalogue of its public information . A central online catalogue which aggregates this information is maintained and published by the Ministry of Public Administration. With regard to the public disclosure and the review of draft documents and laws, Slovenia has developed a series of mechanisms to allow the interested public to actively engage in policy-making .One example is the ability of citizens to access the Work Programme of the Republic of Slovenia online and to provide feedback and submit proposals electronically. Slovenia is also in the process of creating an e-Democracy portal where all legislative proposals will be published. Multiple important actors are associated with ensuring open and accountable government: The Information Commissioner ( an independent body appointed by the National Assembly which is charged with supervising the implementation of the laws and regulations regarding access to public information, and the protection and processing of personal data ). The Ministry of Public Administration is broadly responsible for ensuring the openness and transparency of public administration. Within their areas of competence, individual ministries and government offices must ensure that government documents include a statement confirming that required inter-ministerial co-ordination and consultation with representatives of civil society has been undertaken. The Human Rights Ombudsman is also competent in the matter of protecting the access to public information.
