Civil Engineer graduated with over 25 years of experience in the Maquiladora Industry with vast knowledge in all
fields regarding any and all activities related with the establishment and administration of a Maquiladora
Operation in Mexico, between some other activities: Project management consisting in the establishment of a

Business Profile: Local Company (Shelter operations), leader in providing Production Administrative Support
Services which helped diversified clients to establish and operate production facilities for over 40 years. This
allowed for cooperation with companies that were administrated directly with over 600 employees by the shelter
company.
Operations Manager / April, 1992 – June, 2015
• Assisted to the sales department by providing information related to any and all available facilities in the
City of Tijuana for potential clients, as well as conduct tours of these facilities for those potential clients to
establish their operation.
• Responsible of execute the lease agreement for the building, contract of the utility services, project
management for the execution of the leasehold improvements, including the contractor for the civil work,
electrical and electromechanical installation (A/A, fire and compressed air), as well as the coordination
and supervision of the project until completion.
• Assisted in the hiring for the installation test and calibration of machinery and equipment.
• Assisted with contracting companies to provide utilities.
• Developed, implemented and managed an environmental, health and safety program, including policies
that meet all company needs and all applicable legal requirements.
• Prepared the required paperwork to submit and obtain the corresponding Federal, State and Municipal
Licenses and Permits.
• Promoted and conducted internal audits to detect anything out of compliance and implemented
corrective actions to ensure the compliance with environmental, health and safety regulations.
• Prepared the required paperwork to submit and obtain the Maquiladora Program ID number, as well as
the benefits such as: 1) Sectorial Program ID number and 2) Rule 8th,
resulting in a reduction in one year in
the payment of duties for foreign components in about $300K.
• Coordinated and followed-up the day to day southbound and northbound shipments.
• Reviewed the BOM’s, NAFTA certificates and Tariff Classification for the raw material, capital equipment
and finished goods before being input into the import/export system.
• Responsible to keep updated the control of inventory system for the raw material, finished good and
capital equipment (Annex 24).
• Responsible to implement and keep updated the control of inventory system for the payment of Added
Value Tax for the importation into Mexico of the raw material and capital equipment, as well as the
discharge in the system as result of the exportation into U.S. of the finished good (Annex 31).
• Attended Corporate Foreign Trade audits and submitted reports accordingly to corporate management.
• Attended Mexican Customs audits and submitted reports accordingly to corporate management.
Facilities Engineer / August, 1987 – March, 1992
• Hired, coordinated and supervise contractors on the execution of client’s facility expansions and
leasehold improvements.
• Management implemented and control of the annual preventative maintenance program.
• Prepared, implemented and controlled the procedure and log to keep updated the payment of the client’s
utilities bills.
• Organized and coordinated the purchasing department for local purchases for all clients.
• Submitted weekly and monthly reports to my boss the Operations Manager.
