Project: Tehran West 11.2 Km Sanitary Sewer Transmission Line

The configuration of this project is very similar to that of the Ottawa CSST
tunnel. With a finished inside diameter of 3.00m, it extends for 11.2 Kms to
the proposed Sewerage plant in the south end of the capital city. My project
involvement started in the initial stages; beginning with preparation and
signing of the Joint Venture Agreement with J.V. partners (design consultant
and two contractors) and continued with the preparation of pre-qualification
documents, bidding, and following a successful bid, mobilization and start-
up. Procurement of Tunnel Boring Machine (TBM) from China, purchase
of four locomotives (as part of TBM backup system) from Germany and
purchase of Combi-Segment Lining Panels and Concrete Segment Forms
from Germany followed mobilization. The tunneling is progressing to this
date.

My involvement in this project was quite extensive. It ranged from lengthy
contract negotiations with Client and Consultant to project management.
Contract negotiations resulted in securing this job without going through
2. the tendering process. This process entailed addressing technical issues,
reviewing the general conditions of contract (based on FIDIC), special
provisions, the bill of quantities and agreeing on each item’s price. A
workable time schedule was also mutually agreed upon. After award and
signing of the Contract, I took the role of the project manager; mobilizing
the site, procuring required equipment and personnel and started the job.
Later on, as the regional director, I appointed a new project manager and
both projects and site managers reported to me. My full support was always
extended to the project manager in contract administration and I resolved
contractual issues with Consultant and Client when required.

After securing a road construction project in Pakistan, this and the
following project (Gillay to Tunnel Road) were our first projects in the
United Arab Emirates (U.A.E.). We had bid on both projects
simultaneously and we were awarded the two projects at the same time. I
was involved with both projects through to completion and handover to
Client.
