3 Top SMART Cities of Asia 
1.Tokyo 
Reasons- 
 Focus on electricity/energy 
Many smart city projects in Japan are focused on renewing social infrastructures 
through ICT. Amongst infrastructures, introduction of smart grids is the priority. 
When the Great East Japan Earthquake (GEJE) occurred on 11 March 2011; 
however, the concept of smart city went through a paradigm shift. Due to the 
shortage of electricity which followed right after the Fukushima nuclear accident, 
smart city has become clear and present necessity. The feed-in tariff (FIT) system 
is introduced form July 2012 to expand renewable energy generations . 
Demonstration phase for smart city is almost over. Smart technologies are there. 
Within five years’ time, 80% of households are expected to have smart meters 
 Tokyo has created a SMART City model in which houses, buildings and communities 
control their own energy. This Model makes the amount of energy used by office 
buildings and houses more visible to the users and popularize energy Management 
systems that makes it possible to efficiently control Energy.

 100% Completion of Seismic Retrofitting- 
The Tokyo is well prepared against collapse of facilities and infrastructure in the event of 
major earthquake which will accelerate initiatives for seismic resistance through the 
creation of a system unique to Tokyo in which buildings display a mark signifying their 
quake resistance. 
 Raise crisis awareness among residents by using local hazard maps and holding 
information sessions featuring disaster-management experts and others. 
 To cite an example of smart meter, Tokyo Electric Power Company (TEPCO) plans 
to install 17 million units of smart meter for homes by 2018 and bidding will start 
by October 2012. Where the market is under construction, there is a chance for 
market entry. 
 The capacity of child daycare services will be enhanced to accommodate 70,000 more 
children. This will include the establishment of centers inside train stations, and will 
resolve the issue of large numbers of children placed on the waiting list for entry.

 Support municipalities in their efforts to resolve the issue of children on the waiting list 
for daycare, focusing on the age group from 0 to 2 years old. Secure staff to work in 
childcare by encouraging people who hold qualifications as childcare workers to return 
to work. 
2.Hong Kong 
Reasons- 
 Hong Kong leads in Mass Transit, Public HealthCare, Public Security and Technology. It 
uses Technology to enable the integration of key resources for its citizens. 
 Hong kong which is world-class in ICT infrastructure, which supports one of the highest 
global broadband Penetration levels, plus countless examples of Smart Technology from 
its Smart Card i.e Octopus Card, Smart ID and soon it is going to have Health Card also 
 Business Media Group placed Hong Kong at 9th Smart City of the World in the year 2013 
and 2nd in Asia after Tokyo. Hong Kong is known as Smart City just because for its Risk 
and Suitability of Location-as data Centers are seen as a key pillar for any Smart City. 
 Hong Kong’s Latest technology blueprint, government Digital 21 Strategyis Underpinned 
by its “Smarter Hong Kong, Smarter Living” Agenda. Hong Kong is planning to spend a 
lot on its budget with doubling the Number of WI-FI hotspots with complete on-time 
limited- free access to 20000 by the end of 2014, with the wider use of IT Technologies 
and big Data Analytics. 
 Other key goals: further digitizing government and actively implementing paperless 
solutions; a digital identity for all citizens to eable things like e-health records, and 
making all government information released fot public consumption machine-readable 
in digital formats in 2015. 
 Rapid IT development means swift access to worldwide information. Capacity in 
information processing and analysis has become a key component of the competitive 
edge of modern large enterprises. Small and medium enterprises (SMEs) in all sectors 
also stand to benefit from making use of IT for greater efficiency. Hong Kong's IT 
infrastructure is well developed. Today, 97 per cent of households are able to access 
broadband services, and 83 per cent make use of these services. With 10 000 Wi-Fi 
hotspots offered by Government and commercial sector, Hong Kong has one of highest 
concentrations of hotspots in the world. We also have a high mobile phone penetration 
rate of 237 per cent. 
 Making all government information released for public consumption machine-readable 
in digital formats from next year onwards to provide more opportunities for the 
business sector. Currently, Public Sector Information available for free access covers

real-time data such as road traffic information, geo-referenced public facility data, 
property market statistics, population census statistics, etc. 
 Realization of sustainable society is the driving force behind us to participate in the 
water and sewage projects in Hong Kong where we are on the Government List of 
Approved Suppliers of Materials & Specialist Contractors for Public Works for water 
treatment, sewage treatment, and pumping station. Furthermore, we are exploring the 
business opportunities of other clean technology like solar power in an effort to reduce 
the greenhouse gas emission in addition to what we have been doing for Clean 
Development Mechanism. 
 Due to global warming issue, we have been implementing the business of Smart 
Community in Hong Kong by providing advanced green technologies, equipment, and 
control systems to transports and buildings in order to turn Hong Kong into a green city. 
 A Smart Community with low carbon emissions with Wi-Fi hotspots and efficient 
Communication Line with Proper Infrastructure and Proper System of Administration. 
3. Seoul 
 Seoul has been successful in using broadband internet since late 1990s. Seoul has 
topped in the UN-supported Rutgers Global E-Governance Survey since 2003. It can be 
proudly said that Seoul has the highest internet competitiveness in terms of broadband 
internet penetration, mobile service usage, level of online services, and other 
categories. 
 By 2015, Seoul will become a city that best applies Smart technologies, through which 
we will make reality our slogan, ‘Seoul, a city of happy citizens and a city beloved by the 
world!’

 in a policy perspective, one of the most important strategic goals of Seoul is to become 
top 5 competitive city in the world. Smart Seoul 2015 is a new IT strategy designed to 
support Seoul’s effort to enhance its competitiveness. 
 WiFi at public places, or administrative WiFi, is provided to citizens for free as it will be 
installed by Seoul using its own communication networks and budget as opposed to 
commercial WiFi installed by private mobile network operators. It will enable citizens to 
have easy access to public services, life information, leisure activities, and on-site work 
using public services and other leisure activities using smart phones and tablet PCs. 
 In 2012, however, the city's 25,000 taxis introduced a touchcard payment system using 
GPS technology, effectively giving Seoul the real-time traffic information it had long 
craved at a fraction of the cost. "A smart city can now use smart technology and solve 
problems without changing the city infrastructure". 
IMPORTANCE OF SMART CITIES FOR INDIA 
 GIFT 
 GIFT City will have a command centre with information and communication 
technology (ICT) infrastructure spread across the city which will manage 
everyday chores like traffic movement. 
 A 50:50 joint venture between a state government undertaking 
and Infrastructure leasing and Financial Services (ILFS) Limited, GIFT city was 
planned as a global financial and IT services hub spread over 886 acres 
near Ahmedabad airport and is expected to create a million direct and 
indirect jobs. The first phase of the project is functioning with one of the two 
centres already up and running while the second is under construction.

 Dholera 
 The SIR is the node in Gujarat for the proposed Dedicated Freight Corridor (DFC) 
between Delhi and Mumbai covering a total length of 1,483 km and passing 
through six states. DSIR is being developed by Delhi Mumbai Industrial Corridor 
Development Corporation Limited (DMICDC) with Gujarat Infrastructure 
Development Board (GIDB) as the nodal agency. It falls within limits of the 
Ahmedabad district and comprises of an area of 920 sq km spread across 22 
villages. 
 DSIR was notified in 2009 as a special investment region (SIR) under the Gujarat 
Special Investment Region Act. This was the first SIR of its kind in India which is 
proposed to be developed with an objective to provide for establishment, 
operation, regulation and management of large size investment regions and 
industrial areas in Gujarat and to specially enable their development as global

hubs of economic activity supported by world class infrastructure, premium civic 
amenities, centers of excellence and proactive policy framework. 
 DSIR will include clusters of electronics, high tech and emerging technologies, 
pharmaceuticals and biotechnology, heavy engineering, automobile and auto 
ancillary industries, general manufacturing, metals and metallurgical products, 
agro and food processing, IT/ITES along with tourism and education sectors. 
 Dholera is all set to become one of the first smart cities of India. The city, out of 
which, 540 sq km area will see a huge development and townships are expected 
to be ready by end of this decade, is to be developed in six phases – the first 
phase of which is about 150 sq km and the construction work could potentially 
start within a year. As a smart city, like those in the western countries, real time 
control and governance of Dholera city over a period of time too will be possible 
from a command or control room. 
 SMART Cities has a very much relevance for any country. A country likes India who is 
on a developing stage from the last 3 decades and whose GDP Growth Rate is 
stagnant or declining from the last decade needs to have some of the SMART Cities 
in their Country. SMART City must have a industry hub where there is everything 
from Special Economic Zones to Export Processing Units where there is a Single

Window Clearance is given to the companies who needs to get a license without 
any red tapism and bureaucracy. There must be 100 or atleast 51% FDI is allowed 
through automatic Routes to expand the countries wide reach by allowing other 
countries to participate in our country. SMART Cities needs to have Smart Buildings 
by protecting environment and protecting it from hazards. 
 SMART Cities must use solar lights in their panel as these LEDs and CFLs pollute our 
environment. There must be Public Buses available 24*7 hours so that people 
doesn’t use their own vehicles for travelling for any shorter route. 
Relevance of project 
 This project has very much relevance for me as being a part of country like India 
who growth has become stagnant and by seeing other countries getting 
developed by having such a spontaneous Infrastructure and going to moom and 
trying to find that is their life or we can set our own habitat and we are still 
struggling. This project has given me a platform to raise my point as living in a 
Democratic Country to express my points that Why Having SMART City in a 
country is that Much important. We have seen our ASIAN Members like Japan, 
South Kore, Hong Kong, Dubai and many others are already having or trying to 
develop SMART Cities by the end of 2015. Why not WE? 
 We are having everything form the stable government to proper Infrastructure 
to Cultivated as well as barren land lying idle of no Use. We have to make it 
useable in an efficient manner. We are having well staked Doctors, enginners, 
Chartereds but still we not global and able to develop ourselves. There is a need 
of rigid rules and strict action against corrupted people. This Project has let me 
know and do research a lot about how economics play a major Role in making a 
country Developed. 
 SMART Cities needs to have everything to act and look like a SMART City. From the 
infrastructure point of view, Cheap labor, usage of Land in an Efficient Manner having 
proper conveyance facility. Well developed Hospitals in Every SMART City according to 
SMART Cities Page 9
Population and most importantly Proper Sanitation facility along with SMART Schools to 
make new generation SMART from the beginning. So that our future of a country will be 
in bright hands and they will it to such a big height that we will be again renowned with 
the name of “ SONE KI CHIDIA”. 
SMART EDUCATION 
 Samsung Smart School

CONCLUSION 
 Today in the 21st Century it is the IT phase going on and with the advancement of 
technologies and Rapid Sophistication of People in Urban Areas there is a need to make 
cities SMART to conserve Energy and resources for a long period of time. So one 
initiative in which San Carlos Calif has taken an initiative that with the help of Mobile 
Apps along with Sensors to implement Smart Parking Solutions they can keep a track of 
Parking Space nearby the Place or Shop where they want to track their Vehicle. 
 Another way is that our cities are connecting hospitals to expand medical services via 
TELEMEDICINE this program help the patients to avoid long journeys and wait time and 
with the help of internet Doctor can diagnose Patients Problem. 
 SMART Countries of Asia has been using Renewable Resources as in India there is a 
scarcity of resources and it will be exhausted at some point of time. So India has to use 
renewable sources of energy as for Cooking purpose we have to use Solar cookers and 
Solar heaters which reduces our Consumption of Liquefied Petroleum Gas (LPG) and 
increases our dependence on Solar Power Plants to generate Electricity. This Reduction 
in usage of LPG will reduce our dependence on foreign countries and improve our 
balance of payment position and shift it in favorable direction and making it profitable 
for the country. 
 SMART Education which is the signal of Development and growth prospects in the 
country by using ICT Methods as India has to use Smart Technology Methods as Said By 
SAMSUNG to take an Initiative from the Secondary Schools so that their Brain get 
sharped from the very first day to compete and survive in this competitive world and for 
getting admission in reputed universities. 
 SMART Cities must have Public Transport facility available at short distances in the form 
of Buses and Metros or even rapid metros so that People avoid using their own vehicles 
to go for any domestic work and even office work as it reduces our dependence on 
personal vehicles which reduces our consumption and dependence on foreign country 
for Petrol and diesel and most importantly it protect our environment from destruction 
and does not lead to Deforestation. 
 Big Industrialists must set up their plants in rural areas where there is Barren Land to 
provide employment to people living nearby that plant in the form of skilled and 
unskilled jobs and even whatever be the polluted waste get extracted it must be 
destroyed there. Not like as in Jamshedpur which is the hub of Steel Plants due to the 
destructive gases which get out from these plants has damaged the whole environment 
and polluted the whole Air of that area and as atleast 30% of people living there are 
suffering from cancer i.e a deadly disease which is even incurable at most point of time.

Project Report on Indian Smart Cities & Smart Education

  • 2. 3 Top SMART Cities of Asia 1.Tokyo Reasons-  Focus on electricity/energy Many smart city projects in Japan are focused on renewing social infrastructures through ICT. Amongst infrastructures, introduction of smart grids is the priority. When the Great East Japan Earthquake (GEJE) occurred on 11 March 2011; however, the concept of smart city went through a paradigm shift. Due to the shortage of electricity which followed right after the Fukushima nuclear accident, smart city has become clear and present necessity. The feed-in tariff (FIT) system is introduced form July 2012 to expand renewable energy generations . Demonstration phase for smart city is almost over. Smart technologies are there. Within five years’ time, 80% of households are expected to have smart meters  Tokyo has created a SMART City model in which houses, buildings and communities control their own energy. This Model makes the amount of energy used by office buildings and houses more visible to the users and popularize energy Management systems that makes it possible to efficiently control Energy.   • 3.  100% Completion of Seismic Retrofitting- The Tokyo is well prepared against collapse of facilities and infrastructure in the event of major earthquake which will accelerate initiatives for seismic resistance through the creation of a system unique to Tokyo in which buildings display a mark signifying their quake resistance.  Raise crisis awareness among residents by using local hazard maps and holding information sessions featuring disaster-management experts and others.  To cite an example of smart meter, Tokyo Electric Power Company (TEPCO) plans to install 17 million units of smart meter for homes by 2018 and bidding will start by October 2012. Where the market is under construction, there is a chance for market entry.  The capacity of child daycare services will be enhanced to accommodate 70,000 more children. This will include the establishment of centers inside train stations, and will resolve the issue of large numbers of children placed on the waiting list for entry. SMART Cities Page 3
  • 4.  Support municipalities in their efforts to resolve the issue of children on the waiting list for daycare, focusing on the age group from 0 to 2 years old. Secure staff to work in childcare by encouraging people who hold qualifications as childcare workers to return to work. 2.Hong Kong Reasons-  Hong Kong leads in Mass Transit, Public HealthCare, Public Security and Technology. It uses Technology to enable the integration of key resources for its citizens.  Hong kong which is world-class in ICT infrastructure, which supports one of the highest global broadband Penetration levels, plus countless examples of Smart Technology from its Smart Card i.e Octopus Card, Smart ID and soon it is going to have Health Card also  Business Media Group placed Hong Kong at 9th Smart City of the World in the year 2013 and 2nd in Asia after Tokyo. Hong Kong is known as Smart City just because for its Risk and Suitability of Location-as data Centers are seen as a key pillar for any Smart City.  Hong Kong’s Latest technology blueprint, government Digital 21 Strategyis Underpinned by its “Smarter Hong Kong, Smarter Living” Agenda. Hong Kong is planning to spend a lot on its budget with doubling the Number of WI-FI hotspots with complete on-time limited- free access to 20000 by the end of 2014, with the wider use of IT Technologies and big Data Analytics.  Other key goals: further digitizing government and actively implementing paperless solutions; a digital identity for all citizens to eable things like e-health records, and making all government information released fot public consumption machine-readable in digital formats in 2015.  Rapid IT development means swift access to worldwide information. Capacity in information processing and analysis has become a key component of the competitive edge of modern large enterprises. Small and medium enterprises (SMEs) in all sectors also stand to benefit from making use of IT for greater efficiency. Hong Kong's IT infrastructure is well developed. Today, 97 per cent of households are able to access broadband services, and 83 per cent make use of these services. With 10 000 Wi-Fi hotspots offered by Government and commercial sector, Hong Kong has one of highest concentrations of hotspots in the world. We also have a high mobile phone penetration rate of 237 per cent.  Making all government information released for public consumption machine-readable in digital formats from next year onwards to provide more opportunities for the business sector.   • 5. real-time data such as road traffic information, geo-referenced public facility data, property market statistics, population census statistics, etc.  Realization of sustainable society is the driving force behind us to participate in the water and sewage projects in Hong Kong where we are on the Government List of Approved Suppliers of Materials & Specialist Contractors for Public Works for water treatment, sewage treatment, and pumping station. Furthermore, we are exploring the business opportunities of other clean technology like solar power in an effort to reduce the greenhouse gas emission in addition to what we have been doing for Clean Development Mechanism.  Due to global warming issue, we have been implementing the business of Smart Community in Hong Kong by providing advanced green technologies, equipment, and control systems to transports and buildings in order to turn Hong Kong into a green city.  A Smart Community with low carbon emissions with Wi-Fi hotspots and efficient Communication Line with Proper Infrastructure and Proper System of Administration. 3. Seoul  Seoul has been successful in using broadband internet since late 1990s. Seoul has topped in the UN-supported Rutgers Global E-Governance Survey since 2003. It can be proudly said that Seoul has the highest internet competitiveness in terms of broadband internet penetration, mobile service usage, level of online services, and other categories.  By 2015, Seoul will become a city that best applies Smart technologies, through which we will make reality our slogan, ‘Seoul, a city of happy citizens and a city beloved by the world!’ SMART Cities Page 5
  • 6.  in a policy perspective, one of the most important strategic goals of Seoul is to become top 5 competitive city in the world. Smart Seoul 2015 is a new IT strategy designed to support Seoul’s effort to enhance its competitiveness.  WiFi at public places, or administrative WiFi, is provided to citizens for free as it will be installed by Seoul using its own communication networks and budget as opposed to commercial WiFi installed by private mobile network operators. It will enable citizens to have easy access to public services, life information, leisure activities, and on-site work using public services and other leisure activities using smart phones and tablet PCs.  In 2012, however, the city's 25,000 taxis introduced a touchcard payment system using GPS technology, effectively giving Seoul the real-time traffic information it had long craved at a fraction of the cost. "A smart city can now use smart technology and solve problems without changing the city infrastructure". IMPORTANCE OF SMART CITIES FOR INDIA  GIFT  GIFT City will have a command centre with information and communication technology (ICT) infrastructure spread across the city which will manage everyday chores like traffic movement.  A 50:50 joint venture between a state government undertaking and Infrastructure leasing and Financial Services (ILFS) Limited, GIFT city was planned as a global financial and IT services hub spread over 886 acres near Ahmedabad airport and is expected to create a million direct and indirect jobs. The first phase of the project is functioning with one of the two centres already up and running while the second is under construction. SMART Cities Page 6
  • 7.  Dholera  The SIR is the node in Gujarat for the proposed Dedicated Freight Corridor (DFC) between Delhi and Mumbai covering a total length of 1,483 km and passing through six states. DSIR is being developed by Delhi Mumbai Industrial Corridor Development Corporation Limited (DMICDC) with Gujarat Infrastructure Development Board (GIDB) as the nodal agency. It falls within limits of the Ahmedabad district and comprises of an area of 920 sq km spread across 22 villages.  DSIR was notified in 2009 as a special investment region (SIR) under the Gujarat Special Investment Region Act. This was the first SIR of its kind in India which is proposed to be developed with an objective to provide for establishment, operation, regulation and management of large size investment regions and industrial areas in Gujarat and to specially enable their development as global SMART Cities Page 7
  • 8. hubs of economic activity supported by world class infrastructure, premium civic amenities, centers of excellence and proactive policy framework.  DSIR will include clusters of electronics, high tech and emerging technologies, pharmaceuticals and biotechnology, heavy engineering, automobile and auto ancillary industries, general manufacturing, metals and metallurgical products, agro and food processing, IT/ITES along with tourism and education sectors.  Dholera is all set to become one of the first smart cities of India. The city, out of which, 540 sq km area will see a huge development and townships are expected to be ready by end of this decade, is to be developed in six phases – the first phase of which is about 150 sq km and the construction work could potentially start within a year. As a smart city, like those in the western countries, real time control and governance of Dholera city over a period of time too will be possible from a command or control room.  SMART Cities has a very much relevance for any country. A country likes India who is on a developing stage from the last 3 decades and whose GDP Growth Rate is stagnant or declining from the last decade needs to have some of the SMART Cities in their Country. SMART City must have a industry hub where there is everything from Special Economic Zones to Export Processing Units where there is a Single SMART Cities Page 8
  • 9. Window Clearance is given to the companies who needs to get a license without any red tapism and bureaucracy. There must be 100 or atleast 51% FDI is allowed through automatic Routes to expand the countries wide reach by allowing other countries to participate in our country. SMART Cities needs to have Smart Buildings by protecting environment and protecting it from hazards.  SMART Cities must use solar lights in their panel as these LEDs and CFLs pollute our environment. There must be Public Buses available 24*7 hours so that people doesn’t use their own vehicles for travelling for any shorter route. Relevance of project  This project has very much relevance for me as being a part of country like India who growth has become stagnant and by seeing other countries getting developed by having such a spontaneous Infrastructure and going to moom and trying to find that is their life or we can set our own habitat and we are still struggling. This project has given me a platform to raise my point as living in a Democratic Country to express my points that Why Having SMART City in a country is that Much important. We have seen our ASIAN Members like Japan, South Kore, Hong Kong, Dubai and many others are already having or trying to develop SMART Cities by the end of 2015. Why not WE?  We are having everything form the stable government to proper Infrastructure to Cultivated as well as barren land lying idle of no Use. We have to make it useable in an efficient manner. We are having well staked Doctors, enginners, Chartereds but still we not global and able to develop ourselves. There is a need of rigid rules and strict action against corrupted people. This Project has let me know and do research a lot about how economics play a major Role in making a country Developed.  SMART Cities needs to have everything to act and look like a SMART City. This Reduction in usage of LPG will reduce our dependence on foreign countries and improve our balance of payment position and shift it in favorable direction and making it profitable for the country.  SMART Education which is the signal of Development and growth prospects in the country by using ICT Methods as India has to use Smart Technology Methods as Said By SAMSUNG to take an Initiative from the Secondary Schools so that their Brain get sharped from the very first day to compete and survive in this competitive world and for getting admission in reputed universities.  SMART Cities must have Public Transport facility available at short distances in the form of Buses and Metros or even rapid metros so that People avoid using their own vehicles to go for any domestic work and even office work as it reduces our dependence on personal vehicles which reduces our consumption and dependence on foreign country for Petrol and diesel and most importantly it protect our environment from destruction and does not lead to Deforestation.  Big Industrialists must set up their plants in rural areas where there is Barren Land to provide employment to people living nearby that plant in the form of skilled and unskilled jobs and even whatever be the polluted waste get extracted it must be destroyed there. Not like as in Jamshedpur which is the hub of Steel Plants due to the destructive gases which get out from these plants has damaged the whole environment and polluted the whole Air of that area and as atleast 30% of people living there are suffering from cancer i.e a deadly disease which is even incurable at most point of time.
