This document discusses forest certification in Vietnam. It notes that Vietnam exports a large amount of wood products, projected to reach $8 billion by 2020, but lacks sufficient domestic wood. It also discusses the current state of forest certification, with over 1,200 wood processing plants but only 1 forest certified. It identifies high costs and lack of awareness as challenges but opportunities in partnerships and Vietnam developing its own forest certification standard in 2009. Vietnam is one of the fastest growing wood produc export country
Only in the last four year export product has almos triple from 1 billion in 2004 to 3 billion in 2008 and expected to come to 5.5 by 2010 and 7 billion by 2020
however while the export is promissing, the source of material is limited. More than 70% wood material have to be imported and not all of this are certified wood
while the 30% remaining from domestic market are under poor managment – or at least not yet meet the international standard that lead to difficulty in international traiding and competition.
A recent report by EIA (Environmental Investigation Agency and Indonesia’s Telepak claimed that Vietnam to use illegal wood from Lao and Cambodia
Another example is the US anti-dumping case which are undered reviewed: claimed that Vietnam’s furniture indusry using illigle wood and are geting supported from Gov.
While the accuracy of the both case are under debate (with the first case tracing back to influence from Inonesian’s competitors), the message is clear: Vietnam need to quickly adapt to International standard or the forest & wood industry will be hurt.
157 Vietnam-based companies hold FSC Chain of Custody (CoC) certificates, allowing them to import, process and sell FSC-certified timber produced elsewhere.
Only 1 company had obtained FSC certification for timber production in Vietnam (Quy Nhon Forest Plantation Ltd.)
So there are a big gap to be filled
GFTN (Global forest trade network) is a network of buyer and seller coordinate by WWF GFTN, they do not provide certification, but using FSC as part of their framework. GFTN member still need FSC
VIFA is working on FSC policy and strategy formulation advice for MARD. GreenField have good relation with them. Dr. Ty is on VIFA board member

First mention the FLEGT and UN-REED to show a well understadning of system and situation in Vietnam and international
FLEGT: UE initiate for “Forest Law Enforcement, Governance and Trade”: aming at promotion of legal wood product trading to EU. In 2008 Vietnam in the process of joining FLGEGT as a voluntray members. There will be support and incentive both from government and international to promote FSC standard adoption
UN-REED (Reduced Emissions from Deforestation and Forest Degradation) program. New UN program aming at reduce emission and deforestation, with strong link to FSC propmotion
Vietnam is under process of adoting FSC standard and will relase Vietnam version of FSC in 2009, that will facilitate the awarenes and promote the use of FSC
SFE level: key to execution
Provincial level: key to make decision and planning (because SFE are under provincial authority)
VIFA and MARD: key to access market information, influence and approach international donors/ aid
Expertise: mention GFD profile with 2 prof, several doctors, very good connection with Forest Science Instiute, Forest Inventory and Planning Insitute, University of Forestry ability to form strong Evaluation team. GFD also have 1 international associate who is FSC auditor.
