senior management position and in the capacity of Director for ex-TACIS countries contributed to overall project management,
implementation and business development, strategy formulation, Human Resource Management and training delivery as well as
monitoring administrative reform CEECand Russia. He managedandleda team of more than 70 local and international experts, working
in CIS countries. He was responsible for policydevelopment andstrategic planning and ensuringall-inclusive dialogues including internal
as wellas external stakeholders to foster commitment and support. He liaised anddeveloping of effective professional partnership with
beneficiary countries and Contracting Authorities and advised central governments, its agencies and other stakeholders in sensitive

Project: Municipal AdministrationModernisation Project (EU-funded), Budget:EUR20,5 Mill, Syria, Team Leader, Feb.2007 – Jul. 2008
 Managed the budget of EUR 20.5 Mill and ensuredthe efficient andeffective use ofthe project funds ensuredeffective collaboration
and synergies between the project components as well as with other donors, projects and stakeholders.
 Promoted sustainable regional andmunicipal development (regional development component was 75% of the total project budget
in spite of the project name), modernisation of civil service, regional capacity building in project management, service delivery,
project preparation and implementations, communication with general public on regional development in 6 provinces, assisted in
regional and local policy formulation and coordination between central, regional and local authorities.
 Managed the team of more than 50 international and local consultants in 17 Municipal Development Action Plans and organized
several study tours to learn from the EU best practices in regional development.
 Helped to create Centre for Sustainable Regional Development, curriculum development, knowledge management and skills
transfer and prepared the Regional Centre policy documents, including set up of the regional training department.
 Worked closely with Ministry of Regional Development the project beneficiary on new Law on Regional development.
 Designed and implemented 10 training programmes to the central government administration, including senior management at
the Ministry of Regional Development and other relevant ministries (Finance, Economy, Industry, Tourism, etc.)
 Defined project performance indicators, milestones and established a project monitoring system, worked closely with the EU
evaluating team and drafted the ToR for Non-Key experts, scheduled their inputs and monitored their performance;
 Successfully managed a large grant programme of EUR 7 Mill from launch to grants implementation and evaluation.
