EXECUTIVE SUMMARY
Stakeholder Management is an important issue to realize integrated water resource management since
stakeholders have a (direct or indirect) interest in the project / program, or who affects or is affected
positively or negatively by the implementation and outcome of it. Over lapping mandates between
stakeholders; loose coordination, integration and capacity gap are the major challenges that hinder
stakeholders’ participation. Integrated river basin management plan depends on partnership and net
working with all stakeholders and institutions involved. Hence AWBA prepared the strategic stakeholder
management plan.
This Strategic Stakeholders management plan is prepared with a goal of “to bring integrated
participation and empowerment of multi-stakeholders for sustainable River Basin Management”.
The plan sets two main objectives which are enhancing interconnectivity and participation of stakeholders
for efficient, equitable and sustainable RBM and empowering stakeholders in decision making process and
enhance their contribution to sustainable RBM. The objective of stakeholder management plan is that to
identify, analyze, and state clear interaction between actors as a road map to empower stakeholder in
decision making process.
The plan covers the whole Basin with 8 years strategic and 3 years detail action plans. In the detail action
plan measures, major activities, sub-activities, time schedules and action owners are identified per planning
area level.

1. BACKGROUND
1.1 Introduction
Awash River Basin is one of the 12 major basins of Ethiopia, which is the fourth and seventh largest
catchment in terms of area and water resources Potential respectively. The river originates near Ginchi in
the central highlands of Ethiopia, and flows into Lake Abbe near Djibouti boarder, traveling a distance of
about 1280km. The total catchment area of the basin is about 114,123 square kilometers.
The river basin is laid in five regional states and two administrative cities. The administrative regions and
cities that fall within the River Basin are Oromia, Amhara, South Nations and Nationalities People’s, Afar,
and Somalia Regional States and Addis Abeba and Dire Dawa Cities administrative. The population of
the Basin is currently estimated to be 18.6 million.
Water resources competition among these regions and water users in the basin is increasing. However; the
integration, cooperation and participation of the stakeholders is not adequate to address the emerging water
resources competitions and maintain sustainable development. An entry point for the involvement of
stakeholders is to establish a joint vision for the basin and an ethic of willingness to cooperate, coordinate
and jointly manage water resources.
Stakeholders are all people, groups and organizations that could affect or be affected by the project or
activities. These include Federal, Regional and Local governments, civil society organizations, water users
and the general public. In the past, planning and implementation of water resources have been undertaken
without adequate involvement of the stakeholders.
Stakeholder Management is a process which identifies the stakeholders, analyzes their expectations and
impacts, and develops appropriate strategies for effective engagement in the water resources management.
The Stakeholder Management Plan helps to ensure that effective involvement of the stakeholders in water
resources management throughout the basin .i.e. in planning, implementation as well as evaluation and
monitoring, to gain support for anticipate resistance, conflict, or competing objectives among the
stakeholders.
Integrated river basin management is possible through partnership and networking with all stakeholders and
institutions involved. Therefore, the identification and management of stakeholders are a key skill for all

institutions and managers. In order to bring integrated river basin management plan into effect vibrant
institutional arrangements are needed to enable the functioning of platform for stakeholders involved in
decision making.
The planning approach for stakeholder management will be shared along with the processes and tools that
will create positive relationships with stakeholder by setting objectives and managing their expectations.
Therefore, establishing stakeholder’s management plan is fundamental means to improve participation,
cooperation, coordination and sharing responsibility.
1.2 Objective of this plan
The objective of stakeholder management plan is that to identify, analyze, and show clearly the interaction
between stakeholders, and also to prepare the roadmap for effective involvement of stakeholder in decision
and execution to ensure integrated water resource management.
1.3 Vision
To see a highly satisfied, skilled and effectively role played stakeholders.
1.4 Scope of this Plan
This plan is prepared based on the framework of Ethiopian water resource management policy, at a
strategic level and detail action plan. The plan includes identification, analyses and categorization of
stakeholders with their interest, impact and influence. It focuses on the empowerment and participation of
all stakeholders in decision and implementation to put valuable contribution positively. Listing the whole
stakeholders is difficult and complex task, so that stakeholders are classified in to three categories based on
five issues (Water allocation, Watershed management, drought and Flood management, Water quality, and
information & communication).
The plan covers the entire awash basin with a division of six planning area (Awash Upstream Koka, Awash
Awash, Awash Halidebi, Awash Adaitu, Awash Terminal and Eastern Catchment) at a strategic level and
detail action plan with the time horizon of 8 and 3 years respectively.

2. SITUATION ANALYSIS
2.1 Legal and Institutional framework
2.1.1 Legal framework
The Ethiopian Water Resources Management policy considers stakeholders involvement as cross cutting
issue to achieve its goal and objectives with create conducive situations, effective networking, coordination
and smoothly functioning of stakeholder’s. The policy was clearly stated the overall principles and
directions to be followed regarding stakeholder engagement as listed below.
 Ensure the identification of the relevant stakeholders from the outset in any water resources
undertakings and create conducive situations for their involvement in the different water resources
management activities.
 Create forum for discussions and consultations amongst the various stakeholders.
 Develop a framework for Community-Government-Private sector-External Support Agencies
Partnership.
 Promote private sector participation in technology development, construction, and in operation and
maintenance of utilities
 Support community self-initiatives and direct involvement in water resources management.
 Provide a venue for the provision of information, guidelines and directions for External Support
Agencies and Non-Governmental Organizations and establish reliable framework for coordinating and
monitoring their activities.
 Promote the full involvement of women in the planning, implementation, decision making and training
as well as empower them to play a leading role in self-reliance initiatives.
The River Basin Councils and Authorities Proclamation initiates the stakeholders of a river basin shall to
act in a coordinated manner in spite of their differences of approaches, interests and perceptions of the
effects of their decisions, plans and activities on the hydrological cycle and on other users.
The proclamation has give the power and duties for Basin Council to provide policy guidance and planning
oversight to ensure high level of coordination among, stakeholders for the implementation of integrated
water resources management in the basin. In addition, it gives power and duties to Basin Authorities to set
up a forum for effective networking among stakeholders.

In general the legal framework is highly supports and give due emphasis about the stakeholders
engagement to enhance and promote all efforts towards the efficient, equitable and optimum utilization of
the available Water Resources for significant socioeconomic development on sustainable basis.
2.1.2 Institutional setup
Existence of stable institutions is indispensable to enhancement of linkages and partnership among
stakeholders for the realization of efficient, sustainable and equitable water resources management. Several
federal and regional institutions have been established to implement integrated water resources management.
These institutions are responsible to foster the participation of user communities in water resources
management. Thus the institutional framework expanded to the lowest administrative structure.
Basin High Council (BHC) is responsible to make water related decision with the participation of its
members. Awash Basin Authority (AwBA) is also responsible to organize and participate the stakeholders
in different water resources management activities for effective development and utilizations of the
resources on the basis of sustainability. Other federal and regional institutions are also participate
stakeholders in planning, implementation and monitoring & evolution of different water resources
management activities. However, the institutions structure lacks appropriate linkage mechanisms for the
coordination of stakeholders and be lacking institutional stability and flexibility to increase participation of
stakeholders.
2.2 significant pressures
2.2.1 Social Pressures
Due to lack of water resources extension services awareness and participations of the stakeholders is
insufficient on water resources management. As a result, the stakeholder has less ownership on the water
resources development. Traditional beliefs such as “water as a gift of nature”, poor culture and trend of
water use are among the challenges that block the stakeholder to collaborate and participate on water
resources management activities.
All water users from householders to institutions utilizing the water resources inefficiently. For instance,
the upstream users abstract the water and dispose untreated effluents to the river system without taking into
account the downstream users. Hence conflict of interest, lack of trust and motivations developing among
stakeholders.

2.2.2 Economic Pressures
One of the main economic pressures in relation to stakeholder participation is absence of sufficient budget
for stakeholder involvement. Communication infrastructure like express high way, rail way and air lines
and communication channels video conference, internet and eddo is limited in the basin. Mainly they are
concentrated around bigger towns and cities. In addition to low accesses, little trained of utilization of
technologies is another challenge of stakeholder’s involvement. All these challenges limit effective
stakeholder’s involvement on water resources management in the basin.
2.2.3 Environmental Pressures
The basin water resources pollution had been growing from time to time through dumping of domestic
wastes from urban centers and untreated effluent by the industries. Due to degradation of the aquatic
ecosystem, through high and dynamic urbanization, industrial and agricultural expansions, loss of
indigenous plants and wild life is happening in the basin. Some of the results of pollution have an effect on
human health and other lives that may create dalliance in performance of regular activities.
Continuous use of agro-industrial chemicals might lead to the contamination of the water body and
consequently might result in serious Agro-ecologic Vulnerability. Climate variability is manifested both in
seasonal variations in rainfall over the basin and year-to-year variability in rainfall and extremes. Extreme
events those drought and flood are recurrent in many parts of the basin with major impacts on lives,
livelihoods, wellbeing and the productivity. Thus, high environmental and socio-economic damage occurs
during drought and flooding.
The basin is situated in the Great Rift Valley systems, in which a very active earthquake and volcanic
manifestations observed. Diversity of climatic conditions, geographical setup variations and wideness of
the basin make interest disparity among the basin community. Generally, these phenomenon’s exert
environmental pressure in the stakeholders’ involvement of the basin.

3. SCENARIO ANALYSIS
3.1 Current Scenario
Stakeholder involvement on watershed management differs between planning areas. In the upstream of
Koka and Awash Awash planning areas most stakeholders have good awareness and participation but
not coordinated. From Awash Halidebi to Awash Terminal awareness is well in the western highland
part but less in the Eastern part of the planning area on range land management. In the Eastern
catchment awareness and participation is better in the upstream than downstream.
As the occurrence of stakeholder differ between planning areas the interest of stakeholders to manage
flood are different between planning area as well as between stakeholders. In the Upstream of Koka and
Awash Awsh all stakeholders have medium interest and participation. In the Awash Halidebi, Awash
Adaitu and Awash Terminal communities and private investors have low interest to participate and
coordinate and there is lack of awareness, but regulators have high interest and commitment to
coordinate and cooperate. In the Eastern catchment all stakeholders have high interest and participation.
The degree of stakeholder involvement on water allocation differs between the users’ side and regulators
and slight difference between planning areas in relation to permit. In the upstream of Koka, Awash
Awash and Awash Halidebi their participation on water permit, efficient utilization and considering
other users are less but the Federal and Regional Government has an interest to allocate water equitably
but not yet practical. In the Awash Adaitu, Awash Terminal and Eastern Catchment there is no water
utilization permit and the users’ side participation is low but the Federal and Regional Government has
an interest to allocate water equitably but not yet practical.
The cause of water quality is different between planning area. But the participation of stakeholders to
improve water quality is very low and their contribution to pollute the water quality is high. In all
planning areas interest, participation, honesty, commitment, and accountability of stakeholders to
dispose treated waste, to use organic fertilizers and chemicals, to implement enforcement law are low. In
addition to this in all part of the basin there is lack of awareness, technology and capital to participate in
the treatment of deteriorated and declined water quality due to saline hot springs, Lake Beseka, and
Tikur wuha swamp which as well are saline.

In all planning areas there is flood early warning and meteorological data information sharing system
through media, but awareness and technological access to communicate through website is very low.
There is good communication through Dagu (traditional way of communication) among pastoralist
(Afar). In general communication in all issues between stakeholders is weak. The current status
/condition of stakeholder involvement on each issue per six planning area are described as participation
of stakeholders with issues by sub basin matrix table in the appendix.
3.2 Future Scenario
[
Increasing demand in water resources, land degradation, water pollution and flood related challenges
will be addressed through effective stakeholder’s management. At the moment the federal & regional
institutions and communities mobilization and commitment in watershed management, in the highlands
of the basin is better. As a result increase the vegetation covers, improved ground water recharge,
reduced sedimentation loads and increased productivity of lands. All these benefits will develop trust
and encourage participation of the stakeholders on the watershed management in the future. In the lower
part of the basin awareness, mobilization and involvement of stakeholders is low. The Positive impact of
participation benefits gained from highland will be expected to motivate the downstream users to scale
up on their areas in the future. However, the existing better trained in mobilization and participation on
watershed management in highlands of the basin face weak coordination and integration gaps remain
challenge in the future.
The interest of regulators is high on water allocation, water quality and flood & drought management
but their commitment towards concrete action is inconsistent and seasonal. The interest and involvement
of users is very weak due to ambitious expectation from government. In general this weak commitment
of the regulators and weak participation of users remain challenge in the future.

4 GOAL, OBJECTIVES, MEASURES AND LOGICAL FRAMEWORE

The goal of stakeholder management plan is that to bring integrated participation and empowerment of
multi-stakeholders for sustainable RBM.

6. PLANNING ASSUMPTIONS
6.1 Enabling Environment
The existing potential opportunities in the basin have been considered as enabling environments for
smooth implementation of the plan. These enabling environments are listed as follows.
 Existence of high basin council and working to ensuring IWRM in the country.
 Political support from decision makers/ Executives bodies
 A continuous ongoing infrastructure development in urban and rural areas (road, electricity, etc.)
 Industries - universities linkage help as an input in capacity building/ technical support, experience
sharing, knowledge transfer/ on basin plan implementation
 Adequate understanding of the tradition, culture and farming system of the local people within the
basin (Accommodate Diversity)will be taken as an opportunity to develop the plan , address local context,
sub basin planning approach
6.2 Expected Challenges
 Lack of appropriate Institution on stakeholder involvement
 Lack of inter- sartorial coordination among the water related sectors federal and regional level
 Institutional and manpower capacity gap
 Unrealistic expectation of stake holders from basin authority (Flood management)
 Lack of trust on stakeholders participation and miss interpretation
 Insufficient budget allocation for stake holders’ engagement
 Lack of communication access and knowledge
6.3 Possible Solutions
 Setting appropriate communication strategy to enhance participation, coordination and
cooperation among stake holders
 Conducting continuous awareness creation for stakeholder at all level, build trust
 Capacity building internal and external partners based on identified gaps

 Setting stake holders engagement platform on each strategic issue to attain their role ,
responsibility and accountability
 Searching alternative budget support from stake holders on their concern to enhance their
engagement
 Encourage key stake holders to assign focal person responsible for stake holders relation , enhance
interconnectivity among each other’s
 Experience sharing and net working with internal and external basin authorities
 Establish stake holders technical advisory committee responsible to advice on key basin issues for
decision makers, regulators and developers

7. MONITORING AND EVALUATION MECHANISMS
The main objective of monitoring and evaluation system is to ensure implementation stakeholders’
management plan. The monitoring and evaluation system provides a tool to follow progress in
achievement of planned targets, maintain the coherence and integration of the overall activities.
Monitoring is a continuous process which provides information to the stakeholders and about the progress
and it ensures that the implementation process is maintained according to the plan. Stakeholder’s
management plan evaluations a systematic process that reviews effectiveness, impact and outcome
through collection and analysis of data on the performance of implementation. This can be realized with
detail and pre-agreed indicators, criteria, actors, calendars and budget.
Self and jointly monitoring will be conducted quarterly and annually respectively. Self monitoring will be
done by action owner itself, while joint monitoring will be conducted by relevant stakeholders.
Monitoring feedback will be forwarded at the end of joint monitoring once a year.
Evaluation will be conducted by executive’s bodies, action owners, and users. It will be done at the mid
and end of the strategic plan year. In this regards Awash Basin Authority will hold the leading actor for
initiating and implementing the monitoring and evaluation of the plan.
Action owners prepare and submit annual progress or implementation assessment reports, to Awash Basin
Authority, which serves as a basis for the reports prepared by Awash Basin Authority. Finally, all
essential information will be provided to the BHC annually.

  • 4. iv EXECUTIVE SUMMARY Stakeholder Management is an important issue to realize integrated water resource management since stakeholders have a (direct or indirect) interest in the project / program, or who affects or is affected positively or negatively by the implementation and outcome of it. Over lapping mandates between stakeholders; loose coordination, integration and capacity gap are the major challenges that hinder stakeholders’ participation. Integrated river basin management plan depends on partnership and net working with all stakeholders and institutions involved. Hence AWBA prepared the strategic stakeholder management plan. This Strategic Stakeholders management plan is prepared with a goal of “to bring integrated participation and empowerment of multi-stakeholders for sustainable River Basin Management”. The plan sets two main objectives which are enhancing interconnectivity and participation of stakeholders for efficient, equitable and sustainable RBM and empowering stakeholders in decision making process and enhance their contribution to sustainable RBM. The objective of stakeholder management plan is that to identify, analyze, and state clear interaction between actors as a road map to empower stakeholder in decision making process. The plan covers the whole Basin with 8 years strategic and 3 years detail action plans. In the detail action plan measures, major activities, sub-activities, time schedules and action owners are identified per planning area level.

BACKGROUND 1.1 Introduction Awash River Basin is one of the 12 major basins of Ethiopia, which is the fourth and seventh largest catchment in terms of area and water resources Potential respectively. The river originates near Ginchi in the central highlands of Ethiopia, and flows into Lake Abbe near Djibouti boarder, traveling a distance of about 1280km. The total catchment area of the basin is about 114,123 square kilometers. The river basin is laid in five regional states and two administrative cities. The administrative regions and cities that fall within the River Basin are Oromia, Amhara, South Nations and Nationalities People’s, Afar, and Somalia Regional States and Addis Abeba and Dire Dawa Cities administrative. The population of the Basin is currently estimated to be 18.6 million. Water resources competition among these regions and water users in the basin is increasing. However; the integration, cooperation and participation of the stakeholders is not adequate to address the emerging water resources competitions and maintain sustainable development. An entry point for the involvement of stakeholders is to establish a joint vision for the basin and an ethic of willingness to cooperate, coordinate and jointly manage water resources. Stakeholders are all people, groups and organizations that could affect or be affected by the project or activities. These include Federal, Regional and Local governments, civil society organizations, water users and the general public. In the past, planning and implementation of water resources have been undertaken without adequate involvement of the stakeholders. Stakeholder Management is a process which identifies the stakeholders, analyzes their expectations and impacts, and develops appropriate strategies for effective engagement in the water resources management. The Stakeholder Management Plan helps to ensure that effective involvement of the stakeholders in water resources management throughout the basin .i.e. in planning, implementation as well as evaluation and monitoring, to gain support for anticipate resistance, conflict, or competing objectives among the stakeholders. Integrated river basin management is possible through partnership and networking with all stakeholders and institutions involved. Therefore, the identification and management of stakeholders are a key skill for all

In order to bring integrated river basin management plan into effect vibrant institutional arrangements are needed to enable the functioning of platform for stakeholders involved in decision making. The planning approach for stakeholder management will be shared along with the processes and tools that will create positive relationships with stakeholder by setting objectives and managing their expectations. Therefore, establishing stakeholder’s management plan is fundamental means to improve participation, cooperation, coordination and sharing responsibility. 1.2 Objective of this plan The objective of stakeholder management plan is that to identify, analyze, and show clearly the interaction between stakeholders, and also to prepare the roadmap for effective involvement of stakeholder in decision and execution to ensure integrated water resource management. 1.3 Vision To see a highly satisfied, skilled and effectively role played stakeholders. 1.4 Scope of this Plan This plan is prepared based on the framework of Ethiopian water resource management policy, at a strategic level and detail action plan. The plan includes identification, analyses and categorization of stakeholders with their interest, impact and influence. It focuses on the empowerment and participation of all stakeholders in decision and implementation to put valuable contribution positively. Listing the whole stakeholders is difficult and complex task, so that stakeholders are classified in to three categories based on five issues (Water allocation, Watershed management, drought and Flood management, Water quality, and information & communication). The plan covers the entire awash basin with a division of six planning area (Awash Upstream Koka, Awash Awash, Awash Halidebi, Awash Adaitu, Awash Terminal and Eastern Catchment) at a strategic level and detail action plan with the time horizon of 8 and 3 years respectively.

SITUATION ANALYSIS 2.1 Legal and Institutional framework 2.1.1 Legal framework The Ethiopian Water Resources Management policy considers stakeholders involvement as cross cutting issue to achieve its goal and objectives with create conducive situations, effective networking, coordination and smoothly functioning of stakeholder’s. The policy was clearly stated the overall principles and directions to be followed regarding stakeholder engagement as listed below.  Ensure the identification of the relevant stakeholders from the outset in any water resources undertakings and create conducive situations for their involvement in the different water resources management activities.  Create forum for discussions and consultations amongst the various stakeholders.  Develop a framework for Community-Government-Private sector-External Support Agencies Partnership.  Promote private sector participation in technology development, construction, and in operation and maintenance of utilities  Support community self-initiatives and direct involvement in water resources management.  Provide a venue for the provision of information, guidelines and directions for External Support Agencies and Non-Governmental Organizations and establish reliable framework for coordinating and monitoring their activities.  Promote the full involvement of women in the planning, implementation, decision making and training as well as empower them to play a leading role in self-reliance initiatives. The River Basin Councils and Authorities Proclamation initiates the stakeholders of a river basin shall to act in a coordinated manner in spite of their differences of approaches, interests and perceptions of the effects of their decisions, plans and activities on the hydrological cycle and on other users. The proclamation has give the power and duties for Basin Council to provide policy guidance and planning oversight to ensure high level of coordination among, stakeholders for the implementation of integrated water resources management in the basin. In addition, it gives power and duties to Basin Authorities to set up a forum for effective networking among stakeholders.
  • 8. 4 In general the legal framework is highly supports and give due emphasis about the stakeholders engagement to enhance and promote all efforts towards the efficient, equitable and optimum utilization of the available Water Resources for significant socioeconomic development on sustainable basis. 2.1.2 Institutional setup Existence of stable institutions is indispensable to enhancement of linkages and partnership among stakeholders for the realization of efficient, sustainable and equitable water resources management. Several federal and regional institutions have been established to implement integrated water resources management. These institutions are responsible to foster the participation of user communities in water resources management. Thus the institutional framework expanded to the lowest administrative structure. Basin High Council (BHC) is responsible to make water related decision with the participation of its members. Awash Basin Authority (AwBA) is also responsible to organize and participate the stakeholders in different water resources management activities for effective development and utilizations of the resources on the basis of sustainability. Other federal and regional institutions are also participate stakeholders in planning, implementation and monitoring & evolution of different water resources management activities. However, the institutions structure lacks appropriate linkage mechanisms for the coordination of stakeholders and be lacking institutional stability and flexibility to increase participation of stakeholders. 2.2 significant pressures 2.2.1 Social Pressures Due to lack of water resources extension services awareness and participations of the stakeholders is insufficient on water resources management. As a result, the stakeholder has less ownership on the water resources development. Traditional beliefs such as “water as a gift of nature”, poor culture and trend of water use are among the challenges that block the stakeholder to collaborate and participate on water resources management activities. All water users from householders to institutions utilizing the water resources inefficiently. For instance, the upstream users abstract the water and dispose untreated effluents to the river system without taking into account the downstream users. Hence conflict of interest, lack of trust and motivations developing among stakeholders.
  • 9. 5 2.2.2 Economic Pressures One of the main economic pressures in relation to stakeholder participation is absence of sufficient budget for stakeholder involvement. Communication infrastructure like express high way, rail way and air lines and communication channels video conference, internet and eddo is limited in the basin. Mainly they are concentrated around bigger towns and cities. In addition to low accesses, little trained of utilization of technologies is another challenge of stakeholder’s involvement. All these challenges limit effective stakeholder’s involvement on water resources management in the basin. 2.2.3 Environmental Pressures The basin water resources pollution had been growing from time to time through dumping of domestic wastes from urban centers and untreated effluent by the industries. Due to degradation of the aquatic ecosystem, through high and dynamic urbanization, industrial and agricultural expansions, loss of indigenous plants and wild life is happening in the basin. Some of the results of pollution have an effect on human health and other lives that may create dalliance in performance of regular activities. Continuous use of agro-industrial chemicals might lead to the contamination of the water body and consequently might result in serious Agro-ecologic Vulnerability. Climate variability is manifested both in seasonal variations in rainfall over the basin and year-to-year variability in rainfall and extremes. Extreme events those drought and flood are recurrent in many parts of the basin with major impacts on lives, livelihoods, wellbeing and the productivity. Thus, high environmental and socio-economic damage occurs during drought and flooding. The basin is situated in the Great Rift Valley systems, in which a very active earthquake and volcanic manifestations observed. Diversity of climatic conditions, geographical setup variations and wideness of the basin make interest disparity among the basin community. Generally, these phenomenon’s exert environmental pressure in the stakeholders’ involvement of the basin.
  • 10. 6 3. SCENARIO ANALYSIS 3.1 Current Scenario Stakeholder involvement on watershed management differs between planning areas. In the upstream of Koka and Awash Awash planning areas most stakeholders have good awareness and participation but not coordinated. From Awash Halidebi to Awash Terminal awareness is well in the western highland part but less in the Eastern part of the planning area on range land management. In the Eastern catchment awareness and participation is better in the upstream than downstream. As the occurrence of stakeholder differ between planning areas the interest of stakeholders to manage flood are different between planning area as well as between stakeholders. In the Upstream of Koka and Awash Awsh all stakeholders have medium interest and participation. In the Awash Halidebi, Awash Adaitu and Awash Terminal communities and private investors have low interest to participate and coordinate and there is lack of awareness, but regulators have high interest and commitment to coordinate and cooperate. In the Eastern catchment all stakeholders have high interest and participation. The degree of stakeholder involvement on water allocation differs between the users’ side and regulators and slight difference between planning areas in relation to permit. In the upstream of Koka, Awash Awash and Awash Halidebi their participation on water permit, efficient utilization and considering other users are less but the Federal and Regional Government has an interest to allocate water equitably but not yet practical. In the Awash Adaitu, Awash Terminal and Eastern Catchment there is no water utilization permit and the users’ side participation is low but the Federal and Regional Government has an interest to allocate water equitably but not yet practical. The cause of water quality is different between planning area. But the participation of stakeholders to improve water quality is very low and their contribution to pollute the water quality is high. In all planning areas interest, participation, honesty, commitment, and accountability of stakeholders to dispose treated waste, to use organic fertilizers and chemicals, to implement enforcement law are low. In addition to this in all part of the basin there is lack of awareness, technology and capital to participate in the treatment of deteriorated and declined water quality due to saline hot springs, Lake Beseka, and Tikur wuha swamp which as well are saline.
  • 11. 7 In all planning areas there is flood early warning and meteorological data information sharing system through media, but awareness and technological access to communicate through website is very low. There is good communication through Dagu (traditional way of communication) among pastoralist (Afar). In general communication in all issues between stakeholders is weak. The current status /condition of stakeholder involvement on each issue per six planning area are described as participation of stakeholders with issues by sub basin matrix table in the appendix. 3.2 Future Scenario [ Increasing demand in water resources, land degradation, water pollution and flood related challenges will be addressed through effective stakeholder’s management. At the moment the federal & regional institutions and communities mobilization and commitment in watershed management, in the highlands of the basin is better. As a result increase the vegetation covers, improved ground water recharge, reduced sedimentation loads and increased productivity of lands. All these benefits will develop trust and encourage participation of the stakeholders on the watershed management in the future. In the lower part of the basin awareness, mobilization and involvement of stakeholders is low. The Positive impact of participation benefits gained from highland will be expected to motivate the downstream users to scale up on their areas in the future. However, the existing better trained in mobilization and participation on watershed management in highlands of the basin face weak coordination and integration gaps remain challenge in the future. The interest of regulators is high on water allocation, water quality and flood & drought management but their commitment towards concrete action is inconsistent and seasonal. The interest and involvement of users is very weak due to ambitious expectation from government. In general this weak commitment of the regulators and weak participation of users remain challenge in the future.
  • 12. 8 4 GOAL, OBJECTIVES, MEASURES AND LOGICAL FRAMEWORE 4.1 Goal The goal of stakeholder management plan is that to bring integrated participation and empowerment of multi-stakeholders for sustainable RBM. 4.2 Objectives General Objectives 1. To enhance interconnectivity and participation of stakeholders for efficient, equitable and sustainable RBM 2. To empower stakeholders in decision making process and enhance their contribution to IRBM Specific Objectives 1. To strengthen stakeholders’ engagement that has significant impact on RBM 2.   • 35. 31 6. PLANNING ASSUMPTIONS 6.1 Enabling Environment The existing potential opportunities in the basin have been considered as enabling environments for smooth implementation of the plan. These enabling environments are listed as follows.  Existence of high basin council and working to ensuring IWRM in the country.  Political support from decision makers/ Executives bodies  A continuous ongoing infrastructure development in urban and rural areas (road, electricity, etc.)  Industries - universities linkage help as an input in capacity building/ technical support, experience sharing, knowledge transfer/ on basin plan implementation  Adequate understanding of the tradition, culture and farming system of the local people within the basin (Accommodate Diversity)will be taken as an opportunity to develop the plan , address local context, sub basin planning approach 6.2 Expected Challenges  Lack of appropriate Institution on stakeholder involvement  Lack of inter- sartorial coordination among the water related sectors federal and regional level  Institutional and manpower capacity gap  Unrealistic expectation of stake holders from basin authority (Flood management)  Lack of trust on stakeholders participation and miss interpretation  Insufficient budget allocation for stake holders’ engagement  Lack of communication access and knowledge 6.3 Possible Solutions  Setting appropriate communication strategy to enhance participation, coordination and cooperation among stake holders  Conducting continuous awareness creation for stakeholder at all level, build trust  Capacity building internal and external partners based on identified gaps

  • 37. 33 7. MONITORING AND EVALUATION MECHANISMS The main objective of monitoring and evaluation system is to ensure implementation stakeholders’ management plan. The monitoring and evaluation system provides a tool to follow progress in achievement of planned targets, maintain the coherence and integration of the overall activities. Monitoring is a continuous process which provides information to the stakeholders and about the progress and it ensures that the implementation process is maintained according to the plan. Stakeholder’s management plan evaluations a systematic process that reviews effectiveness, impact and outcome through collection and analysis of data on the performance of implementation. This can be realized with detail and pre-agreed indicators, criteria, actors, calendars and budget. Self and jointly monitoring will be conducted quarterly and annually respectively. Self monitoring will be done by action owner itself, while joint monitoring will be conducted by relevant stakeholders. Monitoring feedback will be forwarded at the end of joint monitoring once a year. Evaluation will be conducted by executive’s bodies, action owners, and users. It will be done at the mid and end of the strategic plan year. In this regards Awash Basin Authority will hold the leading actor for initiating and implementing the monitoring and evaluation of the plan. Action owners prepare and submit annual progress or implementation assessment reports, to Awash Basin Authority, which serves as a basis for the reports prepared by Awash Basin Authority. Finally, all essential information will be provided to the BHC annually.
