BSI NDF says,

The fact, forest never keeps Farmer’s tree plantation
details, very few here & there
My proactive suggestion, but no use
• 2012 IFGTB NDF, 7th recommendation was to
conduct comprehensive survey of Red Sanders
– Why they did not do?
• I know these surveys are not done properly due
to fund resource constraints
• I understood, NBA has fund (30 cr reserve) for
various activites on Red Sanders
• So represented in 2017, slide 32 reproduced…….

• 2007 : 4500 nos Delisted from

Conservation or Recovery ?
• But BSI, with no plans of recovery, says a
species with population of >10 million in wild
& naturalized forest, should not have been
down-listed to Near Threatened, kept in
Endangered
• Tiger conservation is in action (ZSI), but not of
any plant species (BSI) !!!

The issue for BSI may be
• I represented to IUCN directly
• Since, MoEFCC / BSI / WL div / SU Div / IFGTB
did not act / respond for my representation
to down list Red Sanders , from the day when
I came to know Snow Leopard was down
listed.
• IUCN assessed in Feb 18 &down-listed on 5th
July 2018, 5 PM, a memorable day
• The fact, there is official dialogue between
IUCN & GOI, as available for CITES ( MA & SA)
that’s all
Down-listing
Advantages only, no disadvantage to India
• The fact, down-listing will not prevent them from doing
any conservation actions
• Down-listing will not change any legal status in India, as
there is no specific law for endangered species as in US,
ESA 1972.
• Be happy and claim that India has conserved an
endangered species with forest policy 1988, Forest
meant for Conservation not for Production
• Planted Red sanders , naturalized and made to become
Near Threatened, positive direction
• Removing from CITES Appendix II will remove many
procedural hurdles for FARMERS Red Sanders wood, will
GREEN dry land of INDIA
IUCN objective, my understanding
• To conserve the species from extinction
• Happy if any species is recouped with
conservation measure, increasing species
population in wild / reserve / protected forest
Conservation solution for Trees
• Plant in many protected forest areas, many
places (area distribution), for many years (age
distribution), protect it, naturalize it and bring
it out of risk, interact with IUCN, down list it.
If it is removed from redlist of IUCN, Conserved
BSI replied

parks / collector offices…..

• There is no guidelines prepared by MoEFCC /
BSI / ZSI wrt what to do when these species
are found in project area / alignment
• In NH 66 court case, MoEFCC has not replied
for 3 years as this endangered Red sanders is
found in alignment, NHAI does not what to
do?
• BSI NDF report also says quarry activities are
damaging this endangered species, pg 35 :NDF

for endangered species in project area
• Projects are also essential for development
• Normally compensatory plantation suggested is
in the ratio 1:3 ( shall be before fell / toll)
• For red listed species, it shall be
– Avoid else 1: 100 critically endangered species
– 1:20 for Endangered species
– 1: 15 Vulnerable species
– 1: 10 Near Threatened
– 1: 5 Least concern
Conservation or Recovery ?
Endangered species
• BSI / MoEFCC do not have any idea, plant how
to conserve or recover threatened species
• 50000 crores in CAMPA ??
• Could have suggested to plant our native
threatened species in afforestation projects
• All the species could have been recovered
with 20 – 30, if protected and naturalized
My solutions for recovery of
Endangered species
• Create Endangered species act
• India should abolish reserved trees / scheduled
timber list created by British
• Create road way for Recovery of Endangered
species, trees / shrubs / etc
• Create guidelines for compensatory actions when
endangered species are removed for a project
No confusing Jargons for Farmers who grow it,
It is also part of conservation / recovery
Actually, they should be paid for it

• Sorry, now understood that they are Taxonomist,

• Sustainable harvest – SU (Survey & Utilization
Div) but they…..they did not do it
• This div may not be required, as per Forest Policy
1988, Forest is meant for Conservation not for
Production

NDF study team (CITES SA / MA) should have
• IFS officers – Admin / direction setting /
standardization / decision authority
• Wood Scientist, to identify if wood is in
harvested condition
• Survey experts
• Sustainable harvest / conservationist
• Wood identification experts are IWST scientist
IWST promoted SANDAL in FARM Lands very well
We should be able to say it is conserved by 2030
Misleading 1, Rotation cycle ?
• What is maturity age for Red Sanders? Rotation
cycle
• This report in some place says 80-100 years
• But while calculating so called sustainable
harvest, BSI took it as 50 years
• IWST, Bangalore book says, 25 years
• FRI replied, they do not have details ( see last)
• Can MoEFCC do a life cycle study for tree, using
some sample trees. SAD
DGFT created separate policy for Farmers,
Good, but BSI…
• BSI did not distinguish cultivated wood
(propagated source as per CITES) of Farmers
and Forest.
• BSI could have given a separate
recommendation, saying “Allow Red Sanders
wood of Farmers export without any quantity
restrictions” to remove the confusions and
improve the confidence
Are Farmer’s & Forest’s wood same?
• There are some issues with international
definitions
• Starts from “Forest definition”, FAO had a
committee, yet to know….
• CITES allows propagated source, correct
• But it may be right for countries having Green
cover >33%
• As per Forest policy 1988, forest is only for
conservation, not as production forestry
• And felling <2.2% harvestable stock from
naturalized planted forest is not appropriate

• It said cultivated wood quality is comparable
– Note: it constituted a separate sub committee to
study this aspect
• BIOTRIM, Tirupathi shall act as nodal institute ---

My view:
IFGTB, Tree Breeding Institute should have given
responsibility to develop quality plantation,
cultivation brochure, as IWST doing it for SADAL
Wood exporting Malaysia
• In Malaysia, MTIB is the Scientific Authority of
CITES for Timber species
– MTIB, Malaysia Timber Industry Board
• Similarly India need a Timber Development
Board under MoAFW, else
– Greening 40 % India ( 20% in farm + 20% forest)
– Doubling Farmers Income, Indian wood valuable
– Meeting INDC commitment @Paris climate meet
ARE NOT POSSIBLE, for SURE …

• Permission to fell for 30 days, why? again to get..
• Range officer wanted to know volume, why?
– but does not know the calculation
• 2018 TN forest dept given clarifying circular to
allow felling of farmers Red sanders, Good
• But referring age old British laws
TN 2018 Forest policy says
Outdated procedures should be removed

• Population / industrialization …
• Farmers continue water consuming crops as tree
growing is harassed –Gr water touched 1500 ft

  • 4. Is it so bad? Yes Agroforestry policy of MoEFCC in 2014 Good realization. Any improvement : ZERO • 2.3 clause says “obtaining permission permits for harvesting and transportation are cumbersome, costly & frustrating and hence, discourages farmers from undertaking tree planting on farm lands. It is also time consuming, mental agony, felt so much harassment for doing good thing”

Not complete, Not clear & Misleading • Better than 2012 IFGTB NDF report • Better than 2018 BSI Rosewood NDF report – More of photos, not objective • Attempted to understand CITES provisions • Attempted to follow CITES NDF format • Awareness on IUCN classification of threatened species has come – Due to many of my grievance / RTIs…. Now, BSI’s 2017-19 NDF report - my view
  • 11. BSI NDF says, Private plantation details as per Forest dept records The fact, forest never keeps Farmer’s tree plantation details, very few here & there

My proactive suggestion, but no use • 2012 IFGTB NDF, 7th recommendation was to conduct comprehensive survey of Red Sanders – Why they did not do? • I know these surveys are not done properly due to fund resource constraints • I understood, NBA has fund (30 cr reserve) for various activites on Red Sanders • So represented in 2017, slide 32 reproduced……. https://www.slideshare.net/GanesanRP/red- sanders-action-required-by-govt-of-india-and- progress
  • 13. 4 – In - 1 NBA shall Advertise (1) To promote RDS cultivation in farm lands (1/4) (Also ask them to register Red Sanders of 10 years old & above, to get export permission) (Refer slide 6) That data shall be used for IUCN report (2/4) NDF report (3/4) Paris Climate Change INDC commitment (4/4)
  • 14. NBA of MoEFCC has got accrual, from Red Sanders export fee, which is also meant for such studies Could have been used for comprehensive survey
  • 15. Lapse should not affect farmers What we, FARMERS want Allow FARMERS Red Sanders wood Export without any quantity restrictions • You can regulate confiscated wood export according to supply vs demand • As per CITES cultivated / planted source (propagated source “A”) are not distinguished. • India shall distinguish Farmer’s & Forest RS wood, as forest is no more for production, Forest Policy1988
  • 16. Feb 2018 BSI initially said only random survey will be done for NDF
  • 17. July 2018 Represented, So, BSI replied that it will do comprehensive survey but did not do
  • 18. CITES Treaty Objective is • Restrict endangered species international trade, a conservation measure Facilitate cultivated source supply to meet the demand and reduce smuggling from WILD Note: International trade is allowed for even critically endangered species, included in Appendix I (critically endangered) of CITES
  • 19. Jan 2019 BSI replied delisting from Appendix II of CITES will be done at appropriate forum NO mention in their NDF report
  • 20. BSI is not Clear • BSI is not happy with IUCN down-listing Red Sanders two level From Endangered – vulnerable to Near Threatened • NDF study is more focused on finding flaw with IUCN assessment than conservation / clear recommendation taking other country models
  • 21. US recovered an endangered species courtesy : IUCN / Atree.org • 1967 : 450 nos • 2007 : 4500 nos Delisted from Endangered • 2016 – become Least Concern
  • 22. Snow leopard NUMBER OF MATURE INDIVIDUALS 2,710-3,386 2016, down listed from Endangered to Vulnerable
  • 23. Conservation or Recovery ? • But BSI, with no plans of recovery, says a species with population of >10 million in wild & naturalized forest, should not have been down-listed to Near Threatened, kept in Endangered • Tiger conservation is in action (ZSI), but not of any plant species (BSI) !!! The issue for BSI may be • I represented to IUCN directly • Since, MoEFCC / BSI / WL div / SU Div / IFGTB did not act / respond for my representation to down list Red Sanders , from the day when I came to know Snow Leopard was down listed. • IUCN assessed in Feb 18 &down-listed on 5th July 2018, 5 PM, a memorable day • The fact, there is official dialogue between IUCN & GOI, as available for CITES ( MA & SA) that’s all
  • 25. Down-listing Advantages only, no disadvantage to India • The fact, down-listing will not prevent them from doing any conservation actions • Down-listing will not change any legal status in India, as there is no specific law for endangered species as in US, ESA 1972. • Be happy and claim that India has conserved an endangered species with forest policy 1988, Forest meant for Conservation not for Production • Planted Red sanders , naturalized and made to become Near Threatened, positive direction • Removing from CITES Appendix II will remove many procedural hurdles for FARMERS Red Sanders wood, will GREEN dry land of INDIA

IUCN objective, my understanding • To conserve the species from extinction • Happy if any species is recouped with conservation measure, increasing species population in wild / reserve / protected forest Conservation solution for Trees • Plant in many protected forest areas, many places (area distribution), for many years (age distribution), protect it, naturalize it and bring it out of risk, interact with IUCN, down list it. If it is removed from redlist of IUCN, Conserved
  • 27. BSI replied updating in IUCN is not their mandate Sep 2017
  • 28. July 2018 Then replied BSI that it is authorized to interact with IUCN
  • 29. 30 % of export revenue in “I” source • NDF report says, 30 % revenue from RSW export should be plugged back for conservation. • Good, seems not implemented • I also would suggest that balance 70% also shall be plugged for conservation of other tree species • Promote conservation of it in public places like parks / collector offices…..
  • 30. Jan 2017 BSI replied Red Sanders is designated at wild sanctuaries of national park !!! ??? 2019 BSI NDF report does not say any population there
  • 31. Endangered species in project area ? • There is no guidelines prepared by MoEFCC / BSI / ZSI wrt what to do when these species are found in project area / alignment • In NH 66 court case, MoEFCC has not replied for 3 years as this endangered Red sanders is found in alignment, NHAI does not what to do? • BSI NDF report also says quarry activities are damaging this endangered species, pg 35 :NDF How MoEFCC gave Environmental clearance?
  • 32. Jan 2019 NHAI reply confirms that there is no guideline available to deal with endangered species in alignment I understood that in 2015
  • 33. My suggestion for endangered species in project area • Projects are also essential for development • Normally compensatory plantation suggested is in the ratio 1:3 ( shall be before fell / toll) • For red listed species, it shall be – Avoid else 1: 100 critically endangered species – 1:20 for Endangered species – 1: 15 Vulnerable species – 1: 10 Near Threatened – 1: 5 Least concern
  • 34. Conservation or Recovery ? Endangered species • BSI / MoEFCC do not have any idea, plant how to conserve or recover threatened species • 50000 crores in CAMPA ?? • Could have suggested to plant our native threatened species in afforestation projects • All the species could have been recovered with 20 – 30, if protected and naturalized
  • 35. My solutions for recovery of Endangered species • Create Endangered species act • India should abolish reserved trees / scheduled timber list created by British • Create road way for Recovery of Endangered species, trees / shrubs / etc • Create guidelines for compensatory actions when endangered species are removed for a project No confusing Jargons for Farmers who grow it, It is also part of conservation / recovery Actually, they should be paid for it
  • 36. Dec 2019 – BSI Kuwait is member in CITES plants committee, not biodiversity rich India BSI does not have population details of any tree species… Many lapses due to not understanding of CITES
  • 37. Sep 2018 Since BSI did not interact with CITES much, they missed to apply for CITES Tree species program I being solution finder (engineer) tried to understand why BSI is not doing?
  • 38. Jan 2019 BSI did not know that they need to apply 150 days in advance to attend a CITES meet in May 2019 BSI did not request for nomination in advance…
  • 39. Jan 2020 (mentioned 2019 wrong) WL Div confirms that they never applied to become CITES Plants committee member And they restrict Farmers Red Sanders wood export with some jargons

BSI is of Taxonomy Scientist not conservationist (Sustainable Harvest) • I thought Botanical survey of India will keep the population and conservation details • Sorry, now understood that they are Taxonomist, not conservationist • Sustainable harvest – SU (Survey & Utilization Div) but they…..they did not do it • This div may not be required, as per Forest Policy 1988, Forest is meant for Conservation not for Production

  • 43. NDF study team (CITES SA / MA) should have • IFS officers – Admin / direction setting / standardization / decision authority • Wood Scientist, to identify if wood is in harvested condition • Survey experts • Sustainable harvest / conservationist • Wood identification experts are IWST scientist IWST promoted SANDAL in FARM Lands very well We should be able to say it is conserved by 2030
  • 44. Misleading 1, Rotation cycle ? • What is maturity age for Red Sanders? Rotation cycle • This report in some place says 80-100 years • But while calculating so called sustainable harvest, BSI took it as 50 years • IWST, Bangalore book says, 25 years • FRI replied, they do not have details ( see last) • Can MoEFCC do a life cycle study for tree, using some sample trees. SAD
  • 45. DGFT created separate policy for Farmers, Good, but BSI… • BSI did not distinguish cultivated wood (propagated source as per CITES) of Farmers and Forest. • BSI could have given a separate recommendation, saying “Allow Red Sanders wood of Farmers export without any quantity restrictions” to remove the confusions and improve the confidence
  • 46. Are Farmer’s & Forest’s wood same? • There are some issues with international definitions • Starts from “Forest definition”, FAO had a committee, yet to know…. • CITES allows propagated source, correct • But it may be right for countries having Green cover >33% • As per Forest policy 1988, forest is only for conservation, not as production forestry • And felling <2.2% harvestable stock from naturalized planted forest is not appropriate
  • 47. 2017, NBA Expert committee recommendations & status • Recommended for separate policy for Farm land Red Sanders wood Export – THANKS • It said cultivated wood quality is comparable – Note: it constituted a separate sub committee to study this aspect • BIOTRIM, Tirupathi shall act as nodal institute --- NO consideration / action My view: IFGTB, Tree Breeding Institute should have given responsibility to develop quality plantation, cultivation brochure, as IWST doing it for SADAL
  • 48. Wood exporting Malaysia • In Malaysia, MTIB is the Scientific Authority of CITES for Timber species – MTIB, Malaysia Timber Industry Board • Similarly India need a Timber Development Board under MoAFW, else – Greening 40 % India ( 20% in farm + 20% forest) – Doubling Farmers Income, Indian wood valuable – Meeting INDC commitment @Paris climate meet ARE NOT POSSIBLE, for SURE …
  • 49. State forest laws / procedures to Fell, Possess, Transit… • Permission to fell for 30 days, why? again to get.. • Range officer wanted to know volume, why? – but does not know the calculation • 2018 TN forest dept given clarifying circular to allow felling of farmers Red sanders, Good • But referring age old British laws TN 2018 Forest policy says Outdated procedures should be removed Good. Who ? When ? I will write to them, March 2020
  • 50.
