The PICRIT Project aims to develop a shared cross-border risk assessment approach between Italy and France. It focuses on strengthening cooperation between local emergency response centers. The project will create a database of over 2,500 cross-border infrastructures, analyze threats and impacts, and assess vulnerabilities of key infrastructures. It seeks to enhance procedures for cross-border emergency management through tools and guidelines for responding to catastrophic events.

2. The context
“Cross-border strategic infrastructures” are terms used to describe assets located near
two or more Countries’ boundaries, whose failure can result in major damage for all
Countries involved with direct effects on the population.
Examples of these infrastructures are:
Electricity transmission and distribution networks;
Distributed power plants based upon Renewable Energy Sources RES): photovoltaic,
hydroelectric, geo-thermic, etc., seen as Virtual Power Plants (VPP).
Gas&oil production, transport and distribution;
Cross-border transport facilities (roads, railways, etc.).
These infrastructures are becoming more and more vulnerable to a series of man-made and
natural threats, that are capable of causing major short-term and medium-term catastrophic
effects.

3. PICRIT Project
Objectives
PICRIT project aims at developing a shared approach between Italy and France, concerning both risk
prevention and mitigation, oriented to foster the cooperation between local emergency response and
command control centres.
An innovative approach for risk assessment of cross-border infrastructures was developed, simulating
a complex infrastructural system in North Western Italy across the boundary between Italy and France.

Protection Control Centres, also through the creation of operational
guidelines and decision-support tools for emergency and first-response
phases after catastrophic events (including simulations and trials aimed at
tuning innovative cross-border emergency procedures).
Innovative risk analysis methodologies (with particular focus on
catastrophic event consequences and chain-impacts) able to be applied in
other European cross-border contexts.
Enhanced European knowledge&awareness on cross-border infrastrures
and civil protection systems, fostering the diffusion of best practices .
