The Green and Blue Agendas in the UK
Green agenda (sustainability)
“Stimulating economic growth
and tackling the deficit,
maximising wellbeing and
protecting our environment,
without negatively impacting
on the ability of future
generations to do the same.”
(DEFRA, 2011)
Blue agenda (resilience)
“The ability of the community,
services, and of infrastructure
to detect, prevent, and, if
necessary to withstand, handle
and recover from disruptive
challenges”
(Cabinet Office, 2012).

Tensions between Green and Blue
• Achievement vs. capacities
• Incremental performance
vs. Trial and error
performance
• Efficiency vs. redundancy
• Mid-term equilibrium vs.
long-term equilibrium
• Emphasis on standards vs.
Emphasis on potentials
5. The increasing complexity of a turquoise agenda
• When transferred into practice, many crucial elements of both

agendas are often lost in translation.
• The sustainable and resilience policy documents in the UK do
not cover the same issues.
• Multiple levels of decision-making and policy-making range
from the national level to the regional, municipal and local
levels.
• Implementing these agendas requires accepting several trade-offs.

Disaster Risk Reduction
• How did your work support the implementation of the Hyogo Framework
for Action:
– The built environment projects will increasingly reveal elements of green, blue and
turquoise
– Understanding synergies can lead to stronger agendas; whereas understanding
differences can lead to complementary interventions and objectives
• From your perspective what are the main gaps, needs and further steps to
be addressed in the Post 2015 Framework for Disaster Risk Reduction in
– Research: lack of knowledge on how stakeholders navigate the simultaneous
implementation of resilience and sustainability
– Education & Training: stakeholders with responsibility for blue and green agendas
lack awareness (training) of the other agenda
– Implementation & Practice: lack of simultaneous enforcement of both agendas
– Policy: lack of clear guidance on the definitions of resilience and sustainability
