10. NATIONAL DISASTER MANAGEMENT STRATEGY
• National Disaster Management Strategy will be prepared in a
two years time with an integrated approach. It will cover all
the phases and all the actors of the disaster management and
identify the policies and actions that can be implemented
over the long term to reduce risk and future losses. It will
concentrate on the prevention and mitigation and will be the
guideline to manage disaster and support sustainable
development. It will target to build disaster resilient
community.

14. TURKEY NATIONAL DISASTER RESPONSE PLAN
To define the roles and responsibilities of the service groups and
coordination units that take part in disaster and emergency response
situations and to determine the basic principles of response plan in three
phases: before, during and after the disaster.
TAMP includes the personnel of the ministries, the public instutions and
non-governmental organizations in the wake of a local/national level
disaster of all types and scales.

5902 Kanun; afet ve acil durumlar ile sivil savunmaya ilişkin
hizmetlerin ülke düzeyinde etkin bir şekilde gerçekleştirilmesi için gerekli önlemlerin
alınması ve olayların meydana gelmeden önce hazırlık ve zarar azaltma, olay sırasında
yapılacak müdahale ve olay sonrasında gerçekleştirilecek iyileştirme çalışmalarını yürüten
kurum ve kuruluşlar arasında koordinasyonun sağlanması ve bu konularda politikaların
üretilmesi ve uygulanması hususlarını kapsar. Bu kapsamda kurulan
AFAD’ın vizyon ve misyonuna paralel amaçlarını şöyle sıralayabiliriz:
• Sürekli gelişen ve öğrenen kurum olmak,
• Risk odaklı bütünleşik afet yönetimi sistemi kurmak,
• Afet yönetimi standartlarını yaygınlaştırmak,
• Afetlere hazırlık için eğitim seferberliği başlatmak,
• Uluslararası alanda öncü kuruluş olmak.

In Turkey, the mechanism on Disaster management is still underway.
In central government level, some plans and regulation are still missing.
However, no Disaster Risk Reduction Plans in local government level are not yet prepared at all.
Deprem riskini azaltmada ve depremlerle baş edebilmede hazırlıklı ve dirençli bir toplum yaratılması, bu amaca yönelik kurumsal alt yapının oluşturulması ve konuyla ilgili AR-GE faaliyetlerinin önceliklerinin belirlenmesini hedefleyen "Ulusal Deprem Stratejisi ve Eylem Planı"nın ana amacı, "depremlerin neden olabilecekleri fiziksel, ekonomik, sosyal, çevresel ve politik zarar ve kayıpları önlemek veya etkilerini azaltmak ve depreme dirençli, güvenli, hazırlıklı ve sürdürülebilir yeni yaşam çevreleri oluşturmaktır.“
UDSEP’ de yer verilen hedef, strateji ve eylemler üç ana eksende gruplandırılmıştır. Depremleri öğrenmek, 2) Deprem Güvenli yerleşme ve yapılaşma, 3) Depremlerin etkileriyle baş edebilmek.
