Through the Administrative Order #5: DSWD guideline in Gender and Development mainstreaming and Department’s Gender and Development mainstreaming framework to Pantawid Pamilyang Pilipino Program; to facilitate integration of GAD in the systems, structures, policies, processes and procedures of the Department a process flow was done in order to facilitate the capturing of gender related issues or gaps through the assistance of Grievance Redress System (GRS). In this process flow, it assists the Regional Program Management Office (RPMO), Provincial Operations Office (POO) and Municipal Operations Office (MOO) in handling gender related issues and how they will respond immediately and appropriately into the gender related cases of their Pantawid Beneficiaries.

At the end of World War II, all but three African nations (Ethiopia, Liberia and South Africa) were ruled by some European State. Then the independence movement began: first in North Africa with Libya (1951), and over the next five years, Egypt, the Sudan. Tunisia and Morocco. The Sub-Saharan States soon followed, beginning with Ghana (1957) and, by 1990, 42 other countries. Being newly independent and largely poor, the thinking was that if a country could come up with a national plan for generating and investing a sufficient amount of funds in a manner consistent with macro stability, then that country would have met the pre-conditions for development. It would be a “State” (central government) — led process whereby “the flexibility to implement policies by technocrats was accorded price-of-place and accountability through checks and balances was regarded as an encumbrance” (World Bank, WDR, 1997). It was not an unreasonable strategy: national governments populated by good advisers and with external technical and financial assistance would put the country on the sure path to growth and development

The Constitutional Transitions Clinic ‘back office’ has, from 2011 to 2014, prepared a series of thematic, comparative research reports on issues in constitutional design that have arisen in the Middle East and North Africa. Zaid Al-Ali, Senior Adviser on Constitution Building at International IDEA, acted as an adviser on these reports and oversaw International IDEA’s participation in the report-drafting process. The United Nations Development Programme’s Regional Center provided both material and substantive support in relation to the last three of the six reports. The first three of these reports are jointly published by Constitutional Transitions and International IDEA. The second three are jointly published by Constitutional Transitions, International IDEA and the United Nations Development Programme. The reports are intended to be used as an engagement tools in support of constitution-building activities in the region. As part of the poverty reduction strategies and human developments, various levels of governments across the third world countries including Nigeria are now collaborating international organisations through some organs of the United Nations (UN) that focuses on social programmes such as United Nation Development Programme (UNDP).To determine the awareness and the extent at which these programmes have impacted on the people in Nigeria particularly Ekiti state, the study adopted survey research method where questionnaire were administered among the actors involved and the beneficiaries of the programmes from Ekiti state. The study found that, the impact of UNDP programmes on the people were not effectively felt because both the policies and projects of UNDP are not well articulated in the study area.

This Kit focuses on development and indigenous peoples, with emphasis on their full and effective participation in all development processes and the need for a genuine partnership in and ownership with them of these processes. More specifically, it is designed to provide UNCTs (United Nations Country Teams) with guidance as to how to engage indigenous peoples and include their perspectives in development processes, including monitoring and reporting processes related to the CCA/UNDAF, Poverty Reduction Strategy Papers (PRSP), UNDP’s Human Development Reports and Millennium Development Goals (MDGs). Background The Resource Kit should be seen as one of many contributions to the wide-ranging reform programme initiated in 1997 by Secretary-General Kofi Annan and aimed at making the United Nations a more effective institution in terms of facing the challenges of the twenty-first century. This reform programme, which included the UN system’s development agenda in general and the MDG and PRSP processes in particular, stressed the need to strengthen the inter-linkages between peace and security, poverty reduction and sustainable human development and promotion of and respect for human rights. In response to the Secretary- General’s call to articulate a coherent vision and strategy for united approaches towards internationally agreed development goals and the Millennium Development Goals at the national level, the United Nations Development Group (UNDG) was formed in 1997 and the CCA (Country Common Assessment) and UNDAF (United Nations Development Assistance Framework) framework was adopted as a strategy planning tool for the UN system. Together, these initiatives were designed to enhance the United Nations’ collective analysis and programming in sup-port of national goals and priorities in various development processes. At the same time, a growing awareness and recognition among Governments, the UN system and other development actors of the importance of engaging indigenous peoples in a human rights–based approach to development led to a resolution by the Economic and Social Council in 2000 to establish the United Nations Permanent Forum on Indigenous Issues (UNPFII).4 The mandate of the UNPFII includes, inter alia, “discuss[ing] indigenous issues within the ECOSOC’s mandate, including economic and social development, culture, environment, education, health and human rights; [and providing] expert advice and recommendations to the Council and to programmes, funds and agencies of the UN”. In 2002, an inter-agency mechanism the IASG (Inter-Agency Support Group)5 was established to support and promote the mandate of the UN Permanent Forum on Indigenous Issues within the United Nations system. 4 ECOSOC resolution 2000/22 on the establishment of a Permanent Forum on Indigenous Issues. 5 The IASG is composed of 32 UN entities and other institutions including the Inter- American Development Bank, the European Commission, the
