Mr. Rhines has over 29 years experience in missile defense operations, analysis, and problem-
solving. During his last sixteen years of employment, he has worked on the interoperability,
architecture, and operational issues for missile defense, primarily for the MDA and USNORTHCOM.
In the 11 years prior to that, he served in the U.S. Navy and was familiar with tactical missile systems,
radar systems, communications, and operational requirements. He adapted his military and computer
experience in various ways, including operating and maintaining a database tracking system for
monitoring multinational warships and commercial shipping traffic during Operation Desert
Shield/Storm where his attention to detail was often praised. Mr. Rhines has demonstrated
leadership and initiative in various positions, including training and supervising Naval, Marine and Air
Force personnel. He is a team player and supported personnel at Cheyenne Mountain Air Station,
where he managed crews and trained personnel, including commanders, in the operation of
computerized equipment. He is familiar with the needs of the military from the highest battle
management levels in to the tactical systems aboard Navy ships.

16 years of Systems Engineering experience in the development and support of MDA systems
and programs.
Supported BMDS Wargame 2015, 2015 Interactive Wargame, Keen Edge 09, Future Epoch
Wargame (FEWG) and the European Capability Operator-In-The-Loop Wargame (EC OITL)
working on I-SIM and DE SIM.
While supporting the EC OITL Mr. Rhines served as a Missile Officer (MO) (2nd highest position
for this exercise, an active-duty Colonel served as the highest position). He worked directly with
the senior staff to include multiple Flag and General officers providing flawless support during the
exercise. He also provided training to an active duty Major who had no experience with Missile
Defense so she could serve as the MO for the final run of the exercise.
Developed various databases one which were used to keep track of modeling and simulation tools
being used throughout the DoD, and another for capturing interoperability information determined
to have interoperability implications across Missile Defense Systems.
2. Developed a database of over 90 Modeling and Simulation tools with definition of what each
model does to include inputs, outputs and how each model could be integrated with other M&S
tools.
Worked as the Configuration Manager and Database Administrator for the USNORTHCOM
Architecture Team. His responsibilities included data entry, maintaining configuration control of all
architecture products and ensuring that the architecture database (using Popkin System Architect)
was properly maintained.
Designed the wiring diagrams for Core and Primary models, which shows the interoperability of
these models. This wiring diagram allows easy reference for analysis and permits program leads
to understand how different models inter-relate.
Supported multiple proposals in all aspects from reviewing the PWS to writing proposal to
supporting color team reviews.
U.S. Navy Operations SpecialistFirstClass 1986-1997
Served as Missile Warning Center Crew Chief operating and testing the Cheyenne Mountain
Command and Control Processing Display System (Replacement) (CCPDS&R) and all related
equipment located within the Missile Warning Center.
Was a key member participating in system testing for all equipment within the Missile Warning
Center. He was relied upon to provide operational testing and evaluation to ensure all upgrades
and modifications to systems were accurate, beneficial and met all test objectives according to the
test plans.
As a certified trainer he trained over 20 individuals (to include Crew Commanders, Deputy Crew
Commanders, Crew Chiefs, and Warning Systems Operators) in the proper and safe operation of
all equipment located within the Missile Warning Center.
Also responsible to assist, train, and brief Command Center personnel (including General
Officers) as needed on topics such as implementation of new software and hardware, exercises,
configuration changes, and intelligence matters.
Served onboard four ships while serving in the U.S. Navy, where his primary job was to operate
and test the Tomahawk weapons system along with working with radar systems, communications
systems, navigation, gunfire support, and intelligence support. Served as a Combat Information
Watch Supervisor and Watch Officer during his tenure in the Navy.
