2. Competence Centres
Each one of the five Ac on Fields of the Network IQ
is supported and progressively developed by one
Competence Centre:

The Competence Centres provide professional advice and assistance to the
Regional Networks. At the same me, they gather theore cal and prac cal
knowledge pertaining to their Ac on Field. Lastly, the Competence Centres are
responsible for giving expert advice to decision-makers in poli cs, business, as
well as public administra on.
The structure of the IQ Funding Programme
In 2011, 16 Regional Networks started out and began to network with other ins tu ons in the field of integra on at the
local level. They put tools, recommenda ons and concepts for a be er labour market integra on of migrants into prac ce.
Five Competence Centres gather and develop exper se in the five IQ Ac on Fields. Their ac vi es include the development
of quality standards, the design of training modules and the dissemina on of professional knowledge.
The Coordina on Project (CP IQ) is responsible for coordina ng the Funding Programme IQ at the na onal level. CP IQ also
facilitates the exchange and the transfer of good prac ce among the Regional Networks. Furthermore, the Coordina on
Project ensures – together with the Competence Centres – that the results and findings of the network are available to the
Federal Ministries, to the Federal Employment Agency and to the public. Working hand-in-hand with CP IQ is the external
evalua on team of the Funding Programme IQ, which is in charge of devising a monitoring system for recording results and
provides support at all levels in the network.
The Funding Programme IQ is directly commi ed to the objec ves and measures of the Na onal Ac on Plan on Integra on.
At the federal level, CP IQ and the Competence Centres interface with all relevant poli cal bodies. At the local level, the
Regional Networks cooperate closely with their partners in designing and implemen ng ini a ves towards the common
goal of improving the labour market situa on of migrants.

Regional Networks
Labour market integra on occurs at the local level. Its success depends to a
large extent on a smooth interconnec on of all labour market actors and of
their services. For this reason, the Regional Networks cooperate closely with
ins tu ons such as employment agencies, chambers of commerce, counseling
centres and many more. The main tasks of the Regional Networks are as
follows: dovetailing all relevant regional services into a seamless integra on
path, iden fying and closing gaps and loopholes, and making this path
more easily accessible for migrants.
The Regional Networks support the implementa on of the Federal
Recogni on Act („Act to improve the assessment and recogni on of
foreign professional qualifica ons“) by ensuring the na onwide
provision of ini al informa on to advice seekers as well as by
coaching and bringing together all ins tu ons ac ve in this field.
Moreover, they act as service providers for standard labour
market ins tu ons by offering them training courses and
advice on how to cater to the specific concerns of migrants.
The current focus is on the improvement of intercultural
competence.
