To whom it may concern,
This is a letter of tefcrcnce for Frank Garcia. I contracted Mr. Garcia to develop a custom
presentation that discusses effective diversity recruitment and retention strategies for Latino
employees while also reviewing our past strategies. The targeted audience was fifteen senior level
federal managers from Oregon and Washington.
Frank’s hour-long presentation hit the mark. Not oniy was he able to succinctly describe successful
strategies for recruitment and retention, he was able to highlight some of our ineffective practices.
His presentation style was entertaining yet firm. No one felt insulted when faced with our
ineffective practices. The result was a renewed commitment to outreach before and during job
recruitment. Managers talked about the presentation for weeks and some contacted Frank for
specific help at their offices.
I highly recommend frank Garcia for similar type of work. He is well connected to the Latino
communities across Oregon. His insightful questions automatically lead yoti to realize mistakes in
your practices. He can help diversify your organization.
