What is Higher Vocational Education – Yh?

• A form of education established in 2001
Programmes at post-secondary level
• Meets the labour market’s demand for qualified
vocational skills
• Workplace training known as LIA – Learning in a
work environment, forms an integral part of most
programmes offered
• Two types of qualifications:
o Up to two years
o Two years and more

What are the prospects of the graduates?
The latest annual follow-up covers 2009 AVET graduates
• Less than one out of ten are unemployed after graduating
• More than seven out of ten are employed within a month
after graduating
• More than eight out of ten are employed within six months
of graduation – wholly or partly within the same vocational
field as the original educational aim of the programme

Higher vocational
education may be
provided by:
• public universities and
university colleges
• local authorities
• private companies

Why HVE?
• HVE is intended to serve the needs of employers where competence
and labor are in demand.
• Companies and the business sector are partners in the design and
construction of the courses right from the very start.
• Content is jointly determined.
• Course instructors and mentors have accumulated knowledge and
expertise gained from many years of working in their respective
areas. No formal demands on pedagogical education.
• HVE provide opportunities for learners to gain firsthand experience
and contacts in working life and get an insight into their chosen
professions early in their training.
• Working life becomes familiar with the competence and skills of their
future co-workers

How does a HVE-programme come into existance?
• The education provider submits an application for
their programme to be included as higher vocational
education (with or without public funding)
• The agency assesses the application on the basis of
a number of quality criteria
• The criteria of most importance are that the
competence generated needs to be in demand in the
labour market, along with the enabling of employers
to influence the educational content/ having the
support of the employers

The role of the employers during a programme
• Supply places for work place training
• Participate as teachers, lecturers, etc
• Supply essential equipment (not mandatory)
• Participate in governing and in decision making
process in the Governing Board

The Agency’s mission
• Decide which programmes are to be provided as higher
vocational education (HVE)
• Allocate public funding to education providers
• Conduct a quality assurance program, aiming to preserve
and maintain high educational standards
• Analyse the demand for qualified workforce in relation to the
current development in the labour market
