name is Meena, have not
been given the benefit.
It was after this that
Gehlot took to twitter on
Wednesdayandsaid,“in-
dividuals in Rajasthan
with Mina and Meena
surnames have been is-
sued ST certificates for a
long time. Several writ
applications have been
filed in the High Court
wherein Chief Secre-
tary of Rajasthan Gov-
ernment has filed an af-
fidavit and clarified that
Meena and Mina are the
same tribe and the dif-
ference is only in spell-
ing,” Gehlot said.

Udaipur against the
farm laws enacted by
the centre. Sitting on
more than 50 tractors,
the Youth Congress
members reached the
district collectorate and
held a demonstration.

Modi as anti-farmer
and said the laws which
have been enacted by
the central government
are not in the interest
of the farmers. He said
that the Punjab govern-

Jaipur: The BJP is in a
quandary as nomina-
tions of three-party
candidates for the
Jaipur municipal elec-
tions have been rejected
and in one ward two
party nominees are con-
testing.
The nominations of
Poonam Kanwar from
ward 45, Mahendra Ya-
dav from ward 58, Rag-
hunath Naredi from
Ward 134 were rejected
due to technical rea-
sons. Further, the party
candidates could not
file nominations on
time in ward 6 and 7.
After discussions, the
party leaders have de-
cided to support the in-
dependentcandidatesin
these wards so as to
mitigate the victory
chances of the Congress
candidates. “The party
will support independ-
ent candidates who
share the BJP’s ideolo-
gy,” said a senior leader.
The situation is more
confusing in JMC Herit-
age’s ward 74 where the
party had given a ticket
to Munni Devi but at the
last moment the par-
ty replaced her with Ku-
sum Yadav but before
that Munni Devi had al-
ready filed her nomina-
tion. The symbol sub-
mitted by Yadav was not
accepted as she reached
after the 3 pm deadline
of nomination on the
last day of nomination.

Gupta faces a dilemma
of sorts whether to sup-
port the candidate con-

persuade Munni Devi to
withdraw her nomina-
tion so that way if paved
for Yadav.
“I am a loyal party

bel. But Yadav will not

tions are scheduled in
six municipal corpora-

pur, and Kota on Octo-
ber 29 and November 1.

tained masks printed
with Congress sym-

ated with the state gov-

material was distributed
in the civic elections by
the Pradesh Congress
Committee as earlier the
candidates used to ar-
range material of their

its campaign with Cov-
id-19 awareness.

to the people to vote
for Congress through
the material.

In a meeting held in

its own as the working

joining BJP or Con-

ty has allocated 50 per-
cent tickets to fe-
male candidates in the
Civil Lines assembly
constituency. The party
has fielded women can-
didates in 12 out of 24
wards of the area, said
transport minister and
area MLA Pratap Singh
Khachariyawas on
Wednesday.
Khachariyawas said
there was a provision of
33 percent reservation
for women candidates
but the party had given
a chance to 50 percent
women from his constit-
uency. Women candi-
dates have been given
opportunities even from
the open category
seats. He said the people
would encourage the
women candidates.
On average, the party
has fielded 39 percent of
women candidates for
the elections of Jaipur
municipalcorporations.
Interestingly, this
time the Mayoral posts
of both Jaipur munici-
pal corporation Herit-
age and Greater are
reserved for women
candidates. The may-
ors would be elected
from among the elected
councilors.
On the issue of re-
bels, Khachariyawas
said that the anger of
the workers, who
have not got tick-
ets, was justified and it
was the responsibili-
ty of the party and sen-
ior leaders to honour
those workers also.

the Corona crisis. The

nicipal elections have

candidates on the basis
of winnability and
their dedication for the
party. We are sure of
victory on both the cor-
porations,” said Vaib-
hav. He said in the last
about two years, the
Congress government
had done a lot of work
despite the coronavi-
rus crisis and the pub-
lic knew this.
“Now the public is
eager to connect the
dots f of the civic bod-
ies with the state gov-
ernment for rapid de-
velopment,” he said.

Jaipur. The state re-
ported a reduced num-
ber of new corona cases
on the fourth day in a
row.
In the past 24 hours
1,810 new cases of Co-
rona were reported
from across the state
along with 14 deaths.
Two deaths each were
reported from Barmer,
Jaipur & Jodhpur while
one death each was re-
ported from Ajmer, Bi-
kaner, Dholpur, Karau-
li, Nagaur, Pali, Sikar
and Udaipur.
Jaipur reported max-
imum 349 new cases of
corona followed by 303
from Jodhpur, 178 from
Alwar, 119 from Ajmer,
93 from Sikar, 78 from
Nagaur, 71 from Kota, 64
from Pali, 65 from
Udaipur, 64 from Gan-
ganagar and 62 from
Bhilwara.
The death toll in the
state has reached 1,788
while the number of to-
tal infected so far stands
at 1,78,933.
Wednesday added
2865 recovered patients
to the total 1,57,960 re-
coveries so far.
On Wednesday even-
ing there were 19.185 ac-
tive cases of corona in
the state.

Jaipur: A godown in
Kukas Industrial Area
on Jaipur-Delhi High-
way, registered in the
name of Eicher Motors,
caught fire around noon
on Wednesday. The go-
down had many Eicher
vehicles along with
Royal Enfield bikes
parked in its compound
along with the big paint
house in which a large
amount of chemical
was stored.
According to the eye
witness the fire erupted
from the paint house
and before the security
guard there could un-
derstand anything, the
blaze engulfed a large
part of the campus. The
fire department, civil
defence and police team
reached the spot, on in-
formation.
Since there was a pet-
rol pump in the vicinity
more than 20 fire extin-
guishers along with
more than 2 dozen fire
and civil defence team
membersweredeployed
to control the blaze.
The teams were able
to restrict the fire with-
in the compound but
was struggling to extin-
guish it completely till
evening. Fire Officer
Ghanshyam and Assis-
tant Fire Officer Deven-
dra said the roof of the
godown and hall in the
factory were coated
with thermocol and
rubber coat which
helped the fire to spread
rapidly which had pre-
sumably started due to
short circuit.

Services officer Pankaj
Goyal was caught red
handed accepting Rs1
lakh bribe at the region-
al office of UIDAI in
Delhi on Tuesday.
Goyal had demanded
the bribe in lieu of al-
lotting franchise ki-
osks of UIDAI author-
ised to make the Aad-
har cards of general

said that ACB is also
interrogating Goyal re-
garding the 100 odd
files parked on his of-

Bharatpur: In a shock-
ing incident, a man al-
legedly murdered his
wife and later hanged
himself to death in
Bharatpur district.
The incident oc-
curred in Alipur village
under Bhusawar police
station where 35-year
old Balbeer Singh Ra-
jput hit his wife Anita
with an object leaving
her dead.
After this, he killed
himself by hanging,
SHO Jairaj Krishna
said. When no one from
their room came out till
late and there was no
reply to repeated calls,
the family members
broke open the gate and
found the bodies.
A team of FSL
reached the spot and
collected evidences.
Anita had returned
from her parents’ house
a few days back, the
SHO said, adding that
the reasons are not
clear why the man
killed his wife.
“The family mem-
bers said that there was
no dispute between the
husband and wife and
they are shocked at the
incident,” the SHO said,
adding, that the matter
was being investigated

the demands of employ-
ees along with the de-
mand of overtime for
excess hours. The 108
staff had been agitating
for the past few months.

the charge Dr Shukla
said that every devel-

hospital would be on
his priority.

the state govt had ap-

hether we are
heading for a
future of coop-
eration or of
increasing con-
frontation in the Arctic re-
mains to be seen. But it is
already clear that the re-
gion will command far
more attention than it has
in the past.
The main reason is of
course climate change,
which is accelerating the
rate of ice melt and caus-
ing arctic temperatures to
rise twice as fast as the
global average. Owing to
their pace and scale, these
changes have obvious geo-
graphic, economic, and
strategic implications. As
the vast ice sheet that
spans the region has melt-
ed, new fossil-fuel reserves
and shipping routes have
opened up, including the
Northern Sea Route (NSR)
along Russia’s Siberian
coast and the Northwest
Passage through Canada’s
northern archipelago.
However, the same trend
has also fueled the loss of
permafrost, threatening
billions of dollars’ worth
of infrastructure that may
soon be standing in mud
instead of on firm ground.
Moreover, indigenous
communities that have
lived in the Arctic for mil-
lennia are increasingly
voicing concerns about the
growing threat to their live-
lihoods. Nearly half of the
Arctic’s land area is in Rus-
sia, as are around 70% of
the four million people who
live in the region. Most live
in the Kola Peninsula area
near Norway and Finland,
which is also home to Rus-
sia’s Northern Fleet and
most of its sea-based nu-
clear deterrent. But other
parts of the region are no
less important, strategi-
cally and demographically.
Approximately two-thirds
of the inhabitants of Cana-
da’s arctic areas are indig-
enous people, as are the
vast majority of the 56,000
people living on Greenland
(which itself is the size of
a small continent).
This summer, a century-
old sailing ship, the Sedov,
traversed the NSR without
seeing any ice at all. Such
journeys still are possible
only during the warmest
months, whereas transit
throughout the rest of the
year requires special ships,
often escorted by powerful
icebreakers. Nonetheless,
the sea traffic has been
steadily increasing, driven
so far by the large energy
projects that Russia is de-
veloping in Siberia. Chi-
neseandFrenchcompanies
each have a 20% stake in
liquid natural gas extrac-
tion from the Russian-con-
trolled Yamal gas fields,
and South Korean-built
tankers are shipping this
LNG to Europe – and soon
will be supplying East Asia.
Needless to say, many more
projects are in the works.
Since 1996, the eight arc-
tic countries – Russia, Nor-
way, Finland, Sweden, Den-
mark (Greenland), Iceland,
Canada, and the United
States – have cooperated
through the Arctic Coun-
cil, mostly to address envi-
ronmental issues. But now
that the Arctic is becoming
an increasingly important
global theater, other coun-
tries are taking an interest.
In 2013, China, India, Sin-
gapore, South Korea, and
Japan were granted observ-
er status within the Coun-
cil, in recognition of their
scientific research commit-
ments and interest in fu-
ture shipping opportuni-
ties. The potential for trade
could be massive: the arctic
sea route from Yokohama,
Japan, to Hamburg, Ger-
many, is 40% shorter than
the current one that runs
through the Suez Canal.

BONUS FOR GOVT. STAFF,
FILLIP FOR ECONOMY
he Central government has opened its
purse strings for 30.67 lakh of its em-
ployees. To bring smiles on their faces it
has announced the payment of bonus to
them. The government has decided to
disburse Rs 3,737 crore in bonus to its employees
expecting them to go on a spending spree during
the festival season and boost consumer demand.
The amount includes productivity linked and non-
productivity linked bonus and will be disbursed in
a week’s time, ahead of Dussehra and Diwali fes-
tivals. The employees form a part of the great In-
dian middle class and through bonus distribution,
the government expects them to do the festival
shopping with precautions but also after putting
the Covid blues behind them.
Consumer demand is an important market senti-
mentforpushingthewheelsof theeconomy.During
months’longlockdownsmarketsremainedshutand
consumers were forced to remain indoors for fear
of the pandemic. Consumer demand nosedived and
with it, production too came to a halt. The vicious
cyclehittheeconomy hard withtheGrossDomestic
Product falling by a record 23 percent. The gradual
lifting of lockdowns marginally improved the situ-
ationbuttheturnaroundhas not beengoodenough.
Thegovernmentwouldliketheemployeestoplough
their bonus earnings back into the economy while
hoping that the demand boost will get reflected
across all sectors, including real estate.
Economists had been urging the government to
pump in more liquidity into the system for an
early and sustained economic revival. After loans
to MSMEs and street vendors, employees’ bonus is
a step in that direction.

020 is the year of Corona. The
pandemic has spread across
the globe and its fear psychosis
has dwarfed all other medical
problems, at present. Mostly,
the Corona fatalities are higher
in patients with some other co-
morbidity. Yet other ailments
are relegated in priority, on the
fear of Corona. Corona and
Cancer, which appear to be
deadly twins, with great simi-
larities need a special mention.
Both have larger than life im-
age and draw a larger fear fac-
tor than their actual potential.
Our generation is witnessing
the onslaught of these two em-
perors of maladies. I am God’s
selected one to try out both and
conquer them. My personal ex-
periences bring out some un-
canny similarities between
these two maladies.
BREAKING NEWS
Arrival of Cancer and Corona
both make breaking news in
life. Both create an impression
of near fatality in the minds, at
the very first diagnosis. It’s
taken as the beginning of the
end. The breaking news of my
first cancer diagnosis was dis-
closed to me by my oncologist,
Brig A K Dhar in 2008. As I
walked out of his office, the
world looked different. Driving
back home, the echo of ‘I have
cancer’ got louder and louder.
Allotherproblemsof lifewhich
were major concerns till an
hour ago now appeared too
mundane. Cancer had dwarfed
them all. Similarly, in 2020 I
found that corona is also re-
ceived with some shock and
awe as cancer. The fear of the
unknown, lack of confirmed
medication, and nonavailabili-
ty of vaccines to date have add-
ed to the aura of this disease.
SOCIAL DISTANCING
AND ISOLATION
Social distancing and isolation
are again common threads be-
tween Corona and Cancer. In
both cases, the patient is treat-
ed with such a stigma that peo-
ple avoid him in the name of
social distancing. These are
testing times for patients and
families. Initially, Corona pa-
tients were also dumped by so-
ciety as ‘untouchables’. The
isolation during prolonged
chemotherapy seasons is simi-
lar to the lockdown experienc-
es of Corona. Both the diseases
and more so Corona has torn
the fragile social fabric and un-
fortunately, it’s going to be the
new norm.
DON’T DIE BEFORE
THE DEATH COMES
Life and death are two certain
events that God has kept with
him. Since it’s not in our hands,
why should we worry about it?
The moment patient is diag-
nosed with Cancer or Corona,
the whole family goes into
mourning and the patient
starts counting backward.
Let’s not live in the fear of
death and live life king size till
the destined date of meeting
with death. I am fully in agree-
ment to be careful and take all
precautions to check the
spread, but my request to all
humans is not rpt NOT to stop
living. “Let’s not die before
death comes.”

chances of survival were only
20%, yet I was not so scared as
much as I find general public,

rona alike. After all, winning
and losing is all in the minds.

TREATING CANCER
IN CORONA TIMES
The world was taken by sur-
prise when it was hit by the
corona monster. Not knowing
how to tackle it, the countries
went into lockdown hurriedly.
Most of the hospitals also shut
themselves, fearing the COV-
ID19 spread and delayed treat-
ment of routine patients. Slow-
ly after six months, it has now
dawned on everyone that coro-
na is going to stay for long. De-
lays in cancer diagnosis and
treatment due to corona lock-
downs may turn out to be fatal.
Cancer hospitals and caregiv-
ers have to find ways and
means to treat cancer patients
in Corona times. Neglecting
one for the sake of another may
prove to be fatal for the same
person, whom you are trying to
save from one disease.
I am certain humanity will
survive but corona should not
adversely affect our lives. I am
more worried about those who
will survive the Corona but
succumb to other diseases like
cancer because diagnosis and
treatment were delayed due to
Corona’s panic. Methodologies
have to be devised for the safety
of caregivers and fellow pa-
tients while continuing the
functioning of hospitals. The
medical fraternity is waking
up to this new reality and
Let’s all join hands to fight it
together, because…. it’s SAB-
KI LADAI.

OVER FARM BILLS
ith Punjab Assembly clearing the state’s
own farm laws, overriding the Central
laws promulgated last month, a Centre
versus state scenario is in the making.
The row was started by the Centre which
passed three Bills on agriculture marketing re-
forms despite agriculture being a state subject. The
Central laws were seen as an assault on the federal
structure. The state list in the seventh schedule of
the Constitution of India mentions agriculture as
a state subject. Centre’s move also drew flak for its
alleged intent of leaving farmers at the mercy of
corporate houses. The Central legislation, there-
fore, did not go down well with farmers in Punjab
who are up in arms. Sensing the mood of agricul-
turists, the Amarinder Singh government passed
its own laws barring the sale and purchase of
wheat and paddy below the MSP. Legislators of all
the political parties, barring the BJP’s two mem-
bers, voted in favour of the state’s four legislations.
The passing of four amendment bills on Tues-
day has set the stage for a confrontation between
the Centre and Punjab. The bills have to clear the
hurdle of Presidential assent. If the President does
not give his nod to the Bills passed unanimously
by the House, the state government will take the
legal recourse and the issue will get entangled in
court battles for some years. Farmers may not be
the gainers in the Centre-state showdown but the
BJP will certainly end up earning antipathy in
Punjab. To avoid losing whatever goodwill it has,
the Centre has agreed to review the bills and take
suitable action.

New Delhi: Delhi HC will hear on November 9 a
petition challenging decision of appointment of
Special Public Prosecutors, including Solicitor
General Tushar Mehta, in cases pertaining to the
violence in northeast Delhi in February this year.
A bench of Justice Navin Chawla on Wednesday
adjourned the matter for November 9. HC was
hearing a petition filed by Delhi Prosecutors
Welfare Association seeking to quash Delhi govt’s
June 24 notification appointing 11 special public
prosecutors in the northeast Delhi violence cases.

on Wednesday said that
farmers across UP are
forced to sell their pad-
dy crops at prices less
than the Minimum Sup-
port Price (MSP).
The Congress leader,
taking to Twitter, ac-
cused, “The BJP gov-
ernment is holding a
government Khat Sam-
melan on the bills,
which are against the
interest of the farmers,
but is not listening to
the pain of the farmers.
In almost all places in
UP, farmers are forced
to sell their paddy at Rs
1,000 to 1,100 per quintal
Rs 800 less than the Rs
1,868 per quintal MSP.”

CHANNELS CROP UP DURING PROBE
Mumbai: The names of
two more TV channels
havesurfacedduringthe
investigation of alleged
fake Television Rating
Points (TRP) scam, po-
lice said on Wednesday.
While one is a news
channel, the other one is
an entertainment chan-
nel, the official said.
“During the investiga-
tion, it came to light that
these two channels were
also involved in fixing
the TRP by paying mon-
ey to households for
watching them,” he said.
“While investigating
the fake TRP racket, the
police have added fresh
sectionsof IPC,including
174, 179, 201, 204,” he said.
According to the offi-
cial, the police had ear-
lierregisteredanoffence
undersection409(crimi-
nal breach of trust), 420
(cheating), 120(B), 34 of
IPC in the case, he said
addingthecrimebranch
submitted the letter to
the court about adding
new sections.

from the party. It
also includes vet-
eran Congress
leader Ahmed Pa-
tel, who may be
seen campaigning
in the state for the
upcoming state leg-
islative assembly
by-elections.
Senior leaders

campaigning in the
constituencies where
the election is slated
to be held on Novem-
ber 3.
Owing to the COV-
ID-19 pandemic, can-

The bypoll cam-

Tribunal (RAT) is being
carried out at a great
pace. After the work
completely stopped
from March to July, now
regular court is being
organised since August
and in the past two-and-
a-half months, around
1,000 cases have been
disposed off and the
pendency has reduced
from 8,000 to 7,000.
A 1985 batch IAS and
currently RAT Chair-
man Ravi Shankar Sriv-
astava, who is well
known for his grasp on
law and legal matters,
has been holding rou-
tine hearings on his
bench. He has repre-
sented himself in long
legal battles in High
Court and CAT and
therefore he knows and
understands the dis-
putes for which civil
servants approach
courts. In service mat-
ters, RAT is akin to High
Court and therefore
Srivastava is trying
hard to take the system
and working of RAT to
the level of HC and is
taking special interest
in the tribunal’s work.
Now a days, merely
dates are no being given
on cases, rather an at-
tempt is being made to
dispose them. System
has now been rational-
ized in grant of arbi-
trary stay. Now, stay is
granted only for limited
period of 2 or 4 weeks so
practice of misuse of
stay by not serving the
respondents has disap-
peared. Now, govern-
ment is to be made a
necessary party and not
just the head of the de-
partment.
All decisions and
cause list is to be up-
loaded daily while the
system of listing as fol-
lowedintheHighCourt,
is being followed in
RAT. The Officer In-
charge (OIC) and Advo-
cates representing the
government are being
asked to refrain from
the habit of taking a fu-
ture date for hearing.
Srivastava is of clear
thought that applicants
should get justice soon
in cases related to pen-
sion, gratuity and pro-
motion. Notably, most
of the cases pertain to
lower category of em-
ployee from police, edu-
cation, revenue and ru-
ral development depart-
ments and these cause
the biggest troubles.
Although a minimum
strength of 1 chairman
and 2 members are re-
quired for RAT, howev-
er, since the beginning 1
chairman and 4 mem-
bers have been posted
here. As of now, 2 posts
of members is lying va-
cant wherein 1 member
each from judiciary and
administration is to be
appointed. Srivastava
wants that not only va-
cant posts be filled soon
but even number of
members be increased
from 4 to 6 so that pen-
dency from 2005 can be
ended. As of now Jas-
saram (Administrative)
& Shubha Mehta (Judi-
cial) are RAT members.

immense power to bring
about a revolutionary change
in their constituency.
But this also means
that they have this
‘revolutionary’ power to
bring about a change to their
own lives as well! Take for
example this legislator from
Bharatpur division who
literally has his hands
in all the ‘activities’ in
the district. Such is the
situation that illegal sand mining
is occuring under the MLA’s
‘blessings’. Several individuals
close to the MLA are involved in
this game and there have been
times when the MLA himself, in
his scorpio car, is seen taking
stock of the ‘business’ right from
the site. Even he has a huge
hand in the tenders of Nagar
Parishad and an extremely close
contractor of the legislator is
getting almost all the tenders.
Moreover, a government PTI
is handling all these ‘hidden’
activities for the MLA and such is
the infamy of this group that even
district level officials are troubled
with them. Now it remains to be
seen if the ‘watch dogs’ of the
state government take stock of
stiuation of these developments
in the ‘jungle district’.

change sides and is trying to
woo the senior polity in power

The latest report of
the July-September
quarter by leading prop-
erty tracker, Magic-
bricks, says property
searches during this
period, as compared to
the previous 3 months,
grew by an astronomi-
cal144%inAhmedabad.
The agency’s PropIn-
dex report adds that the
average prices in the
city moved up by 0.6%
driven by demand in the
affordable localities. In
an evidence of how peo-
ple’s finances have been
hit, the report reveals
that the “2 BHK configu-
ration and price below
Rs 4,000 per sqft domi-
nated the property
search criterion.”
Simultaneously, the 3
BHK configurations
had a share of 36% in
the demand pie, which
increased from 31%
during the April-June
quarter. But even in
this, a greater traction
has been observed in
the affordable housing.
“It is interesting to
note that while lower
priced properties wit-
nessed price increase,
properties costlier than
Rs 5,000 per sq ft ob-
served a price decline,”
the report states.
Both, demand and
supply had maximum
concentration towards
northern and western
areas, especially across
areas such as Chand-
kheda, Vaishnodevi,
Gota, SG Highway, Sat-
ellite, South Bopal and
Thaltej, given that they
are connected via SG
Highway and Sardar Pa-
tel Ring Road.
Sudhir Pai, CEO,
Magicbricks, said, “To-
day, the shift is towards
affordability as home
buyers have reduced
their budget but they
haven’t changed their
preference in terms of
BHK or size.”
He claims the Gujarat
Government’s nod to

Council) Jamini Oberoi,
in connection with the
Green Building Concept

He explained the bene-
fits of green building,
that building the con-
cept will help prevent
climate change and con-
sumers will get afforda-
ble housing at a lower
cost. Along with this,
due to energy and water
conservation, the ex-
penditure on water and
electricity will also be
reduced in future. After

Green Building Manual

to be built on the green
building concept.

The decision to give productivity-linked bo- nus and non-productiv- ity-linked bonus for 2019-2020 was taken at the meeting of the Un- ion Cabinet Addressing a press conference, Minister of Information and Broad- casting Prakash Ja- vadekar said the bonus would be given in a sin- gle installment through direct benefit transfer before Vijayadashami. The alleged scam came to light when BARC filed a complaint with the police, alleging that certain channels were rigging TRP num- bers to lure advertisers. Jaipur reported max- imum 349 new cases of corona followed by 303 from Jodhpur, 178 from Alwar, 119 from Ajmer, 93 from Sikar, 78 from Nagaur, 71 from Kota, 64 from Pali, 65 from Udaipur, 64 from Gan- ganagar and 62 from Bhilwara. The death toll in the state has reached 1,788 while the number of to- tal infected so far stands at 1,78,933. Wednesday added 2865 recovered patients to the total 1,57,960 re- coveries so far. On Wednesday even- ing there were 19.185 ac- tive cases of corona in the state. First India Bureau Jaipur: A godown in Kukas Industrial Area on Jaipur-Delhi High- way, registered in the name of Eicher Motors, caught fire around noon on Wednesday. The go- down had many Eicher vehicles along with Royal Enfield bikes parked in its compound along with the big paint house in which a large amount of chemical was stored. According to the eye witness the fire erupted from the paint house and before the security guard there could un- derstand anything, the blaze engulfed a large part of the campus. The fire department, civil defence and police team reached the spot, on in- formation. Since there was a pet- rol pump in the vicinity more than 20 fire extin- guishers along with more than 2 dozen fire and civil defence team membersweredeployed to control the blaze. The teams were able to restrict the fire with- in the compound but was struggling to extin- guish it completely till evening. First India Bureau Kota: City ACB team brought the UIDAI ADG Pankaj Goyal to its Nay- apura office and started interrogation. It is note- worthy that the 1998 batch Indian Telecom Services officer Pankaj Goyal was caught red handed accepting Rs1 lakh bribe at the region- al office of UIDAI in Delhi on Tuesday. Deepak Lavania Bharatpur: In a shock- ing incident, a man al- legedly murdered his wife and later hanged himself to death in Bharatpur district. The incident oc- curred in Alipur village under Bhusawar police station where 35-year old Balbeer Singh Ra- jput hit his wife Anita with an object leaving her dead. After this, he killed himself by hanging, SHO Jairaj Krishna said. When no one from their room came out till late and there was no reply to repeated calls, the family members broke open the gate and found the bodies. A team of FSL reached the spot and collected evidences. Anita had returned from her parents’ house a few days back, the SHO said, adding that the reasons are not clear why the man killed his wife. “The family mem- bers said that there was no dispute between the husband and wife and they are shocked at the incident,” the SHO said, adding, that the matter was being investigated First India Bureau Ajmer: A motorcycle was set ablaze and a tractor was damaged over a land related dis- pute in Sunaria village in Sarwad area. Owing to their pace and scale, these changes have obvious geo- graphic, economic, and strategic implications. As the vast ice sheet that spans the region has melt- ed, new fossil-fuel reserves and shipping routes have opened up, including the Northern Sea Route (NSR) along Russia’s Siberian coast and the Northwest Passage through Canada’s northern archipelago. However, the same trend has also fueled the loss of permafrost, threatening billions of dollars’ worth of infrastructure that may soon be standing in mud instead of on firm ground. Moreover, indigenous communities that have lived in the Arctic for mil- lennia are increasingly voicing concerns about the growing threat to their live- lihoods. Nearly half of the Arctic’s land area is in Rus- sia, as are around 70% of the four million people who live in the region. Most live in the Kola Peninsula area near Norway and Finland, which is also home to Rus- sia’s Northern Fleet and most of its sea-based nu- clear deterrent. But other parts of the region are no less important, strategi- cally and demographically. Approximately two-thirds of the inhabitants of Cana- da’s arctic areas are indig- enous people, as are the vast majority of the 56,000 people living on Greenland (which itself is the size of a small continent). This summer, a century- old sailing ship, the Sedov, traversed the NSR without seeing any ice at all. Slow- ly after six months, it has now dawned on everyone that coro- na is going to stay for long. De- lays in cancer diagnosis and treatment due to corona lock- downs may turn out to be fatal. Cancer hospitals and caregiv- ers have to find ways and means to treat cancer patients in Corona times. Neglecting one for the sake of another may prove to be fatal for the same person, whom you are trying to save from one disease. I am certain humanity will survive but corona should not adversely affect our lives. I am more worried about those who will survive the Corona but succumb to other diseases like cancer because diagnosis and treatment were delayed due to Corona’s panic. Methodologies have to be devised for the safety of caregivers and fellow pa- tients while continuing the functioning of hospitals. The row was started by the Centre which passed three Bills on agriculture marketing re- forms despite agriculture being a state subject. The Central laws were seen as an assault on the federal structure. The state list in the seventh schedule of the Constitution of India mentions agriculture as a state subject. Centre’s move also drew flak for its alleged intent of leaving farmers at the mercy of corporate houses. The Central legislation, there- fore, did not go down well with farmers in Punjab who are up in arms. Sensing the mood of agricul- turists, the Amarinder Singh government passed its own laws barring the sale and purchase of wheat and paddy below the MSP. Legislators of all the political parties, barring the BJP’s two mem- bers, voted in favour of the state’s four legislations. The passing of four amendment bills on Tues- day has set the stage for a confrontation between the Centre and Punjab. The bills have to clear the hurdle of Presidential assent. If the President does not give his nod to the Bills passed unanimously by the House, the state government will take the legal recourse and the issue will get entangled in court battles for some years. Farmers may not be the gainers in the Centre-state showdown but the BJP will certainly end up earning antipathy in Punjab. FROM PG 1 UP farmers forced to sell crops at less than MSP even now: PriyankaNew Delhi: In her lat- est swipe at the Central government over the recently enacted farm laws, Congress leader Priyanka Gandhi Vadra on Wednesday said that farmers across UP are forced to sell their pad- dy crops at prices less than the Minimum Sup- port Price (MSP). The Congress leader, taking to Twitter, ac- cused, “The BJP gov- ernment is holding a government Khat Sam- melan on the bills, which are against the interest of the farmers, but is not listening to the pain of the farmers. In almost all places in UP, farmers are forced to sell their paddy at Rs 1,000 to 1,100 per quintal Rs 800 less than the Rs 1,868 per quintal MSP.” Inthefollowingtweet, she said, “This is when the MSP is guaranteed. Imagine what will hap- pen when the MSP guar- antee is removed.” This comes amid the protests against the re- cently enacted farm laws by opposition par- ties and farmers’ organ- isations at several plac- es across the country. While one is a news channel, the other one is an entertainment chan- nel, the official said. “During the investiga- tion, it came to light that these two channels were also involved in fixing the TRP by paying mon- ey to households for watching them,” he said. “While investigating the fake TRP racket, the police have added fresh sectionsof IPC,including 174, 179, 201, 204,” he said. After the work completely stopped from March to July, now regular court is being organised since August and in the past two-and- a-half months, around 1,000 cases have been disposed off and the pendency has reduced from 8,000 to 7,000. A 1985 batch IAS and currently RAT Chair- man Ravi Shankar Sriv- astava, who is well known for his grasp on law and legal matters, has been holding rou- tine hearings on his bench. He has repre- sented himself in long legal battles in High Court and CAT and therefore he knows and understands the dis- putes for which civil servants approach courts. In service mat- ters, RAT is akin to High Court and therefore Srivastava is trying hard to take the system and working of RAT to the level of HC and is taking special interest in the tribunal’s work. Now a days, merely dates are no being given on cases, rather an at- tempt is being made to dispose them. System has now been rational- ized in grant of arbi- trary stay. Now, stay is granted only for limited period of 2 or 4 weeks so practice of misuse of stay by not serving the respondents has disap- peared. Srivastava is of clear thought that applicants should get justice soon in cases related to pen- sion, gratuity and pro- motion. Notably, most of the cases pertain to lower category of em- ployee from police, edu- cation, revenue and ru- ral development depart- ments and these cause the biggest troubles. Although a minimum strength of 1 chairman and 2 members are re- quired for RAT, howev- er, since the beginning 1 chairman and 4 mem- bers have been posted here. As of now, 2 posts of members is lying va- cant wherein 1 member each from judiciary and administration is to be appointed. Srivastava wants that not only va- cant posts be filled soon but even number of members be increased from 4 to 6 so that pen- dency from 2005 can be ended. As of now Jas- saram (Administrative) & Shubha Mehta (Judi- cial) are RAT members. POWER NOT FOR PUBLIC, BUT FOR SELF! They say a legislator has immense power to bring about a revolutionary change in their constituency. But this also means that they have this ‘revolutionary’ power to bring about a change to their own lives as well! Take for example this legislator from Bharatpur division who literally has his hands in all the ‘activities’ in the district. Such is the situation that illegal sand mining is occuring under the MLA’s ‘blessings’. Several individuals close to the MLA are involved in this game and there have been times when the MLA himself, in his scorpio car, is seen taking stock of the ‘business’ right from the site. Even he has a huge hand in the tenders of Nagar Parishad and an extremely close contractor of the legislator is getting almost all the tenders. Moreover, a government PTI is handling all these ‘hidden’ activities for the MLA and such is the infamy of this group that even district level officials are troubled with them. Dotasra’s appoint- ment came as a surprise to all and though over three months have passed since he took over the reins of the PCC, little is known still about his team. Removal of PCC Chief was a shocker to everyone and it was the first of its kind development in the state. The AICC, then had to take major steps to save the gov- ernment and therefore, Dotasra was made the PCC Chief and in these past 100 days, Dotasra has been vocal on sev- eral issues but more importantly on farmer related issues viz the farm bills by the cen- tral government. It was not merely his ‘pro-farmer Jat leader’ image that worked for him rather the fact that he was extremely de- voted to the party, with experience of running the organization and never being part pf any group, that made him the favourable choice for the party’s state chief. Tip – Kapha predominant hours are the best time to exercise (6am-10am and 6pm to 10pm) 4 When it comes to food – Indulge! Vata is cool, dry, rough and light so it must be balanced by food that is warm, oily and nourishing. Is it just a coincidence that Vata is ag- gravated at a time when every Indian household is brimming with fresh, rich, warm and nourishing Navratri food? Probably not. This is the time you need to eat dry fruits, nuts, yoghurt, buttermilk, tu- bers, millets and ghee. Pro- cessed and frozen foods, leftovers and raw salads are best avoided. Tip – Including millets in your diet will provide a wider nutri- tional profile and improved gut health. 5 Moments of mindful- ness. Be mindful of your wellness jour- ney by avoiding stimulants like caffeine, nicotine and hard liquor. While you eat, offer your complete atten- tion to being nourished.
