Victoria Gowri sworn in as Madras
High Court judge; SC dismisses plea
First India Bureau
New Delhi: As lawyer
Victoria L Gowri was
being sworn in as a
judge of the Madras
High Court on Tuesday,
the Supreme Court dis-
missedpetitionsagainst
her appointment. A
bench of justices Sanjiv
Khanna and BR Gavai
said the court can only
decide the question of
Gowri’s eligibility to an
additional judge and not
her suitability
.
Senior lawyer Raju
Ramachandran, peti-
tionerappealingagainst
Gowri’s appt, said a per-
son taking oath as a
judge should bear true
faith to the Constitu-
tion. “This person has
been rendered unfit to
take the oath due to her
public utterances,” he
said. Manan Kumar
Mishra, the chairman
of BCI said, we have
checked and “there has
been absolutely no com-
plaints of misconduct
against the person.”
Madras High Court Acting Chief Justice T Raja with the newly sworn-in Madras High Court Additional
Judge Justice Lekshmana Chandra Victoria Gowri during the ceremony, in Chennai on Tuesday.
 The Supreme Court on
Tuesday denied bail to
Christian Michel James,
an alleged middlemen in
AgustaWestland chopper
scam cases, who is
being probed by both the
CBI and the Enforcement
Directorate. The alleged
3,600-crore scam re-
lates to the purchase of
12 VVIP helicopters from
AgustaWestland.
 Supreme Court on
Tuesday dismissed the
plea of journalist Rana
Ayyub challenging the
summons issued to her
by a special PMLA court
in Ghaziabad in a money
laundering case lodged
against her by the ED.
 Delhi Police has
moved to the HC against
the discharge granted to
Sharjeel Imam and other
accused in the Jamia
violence case. Delhi’s
Saket court on Feb 4 dis-
charged Sharjeel Imam,
Asif Iqbal Tanha, Safoora
Zargar and eight other
accused in the Jamia
Millia Islamia University
violence case registered
in 2019.
There is a difference between eligibility and
suitability. On eligibility, there could be a
challenge. But suitability? Courts should not
get into suitability; whole process will become haywire.
—Justice Sanjiv Khanna, Supreme Court Judge
I also have a
political back-
ground, I have
been a judge for many
years and my political
background has not come
in the way.
—Justice Gavai said,
Supreme Court Judge
It is hate speech.
Hate speech
which is anti-
thetical to the Constitution.
That makes her unfit to
take the oath. It will only be
a paper oath.
—Raju Ramachandran,
Senior Lawyer
It is a huge responsibility on behalf
of the MPs to talk about the budget
to their constituency and tell peo-
ple what is in the budget for them and how
this budget comes in at a time in the world
is going through a major economic crisis.
—Narendra Modi, Prime Minister
ABOUT GOWRI’S
APPOINTMENT
Collegium recommended
Gowri’s elevation to
the Madras HC on Jan 17,
prompting a discussion in
legal fraternity on her alleged
affiliation to BJP. Soon after,
her remarks against Islam
and Christianity, in a 2018
interview surfaced online.
“Like Islam is green terror,
Christianity is white terror,”
Gowri can apparently be
heard saying in the interview.
Later, 3 lawyers from Madras
HC filed petitions against her.

TURKEY’S BUILDINGS FALL LIKE PANCAKES
pair of huge
ear thquakes
have struck in
Turkey, leaving
more than 3,000
people dead and unknown
numbers injured or dis-
placed. The first quake,
near Gaziantep close to the
Syrian border, measured
7.8 in magnitude and was
felt as far away as the UK.
The second occurred nine
hours later, on what ap-
pears to be an intersecting
fault, registering a magni-
tude of 7.5.
Adding to the devasta-
tion, some 3,450 buildings
havecollapsed,accordingto
the Turkish government.
Many of the modern build-
ings have failed in a “pan-
cake mode” of structural
collapse. Why did this hap-
pen?Wasitsimplytheenor-
mous magnitude and vio-
lence of the quake, or is the
problemwiththebuildings?
THOUSANDS OF YRS
OF EARTHQUAKES
Earthquakes are common
in Turkey, which sits in a
very seismically active re-
gion where three tectonic
plates constantly grind
against one another be-
neath Earth’s surface.
CONSTRUCTION IS A
KNOWN PROBLEM
Many of the collapsed
buildings appear to have
been built from concrete
without adequate seismic
reinforcement. Seismic
building codes in this re-
gion suggest these build-
ings should be able to sus-
tain strong earthquakes
(where the ground accel-
erates by 30 percent to 40
percent of the normal
gravity) without incur-
ring this type of complete
failure.
RECONSTRUCTION
Even though Turkish au-
thorities know many
buildings are unsafe in
earthquakes, it is still a
difficult problem to solve.
Many of the buildings are
already built, and seismic
retrofitting may be expen-
sive or not considered a
priority compared to oth-
er socio-economic chal-
lenges.
In addition to substan-
tive loss of life and infra-
structure damage, both
earthquakes are likely to
have caused a myriad of
environmental effects,
such as ruptured ground
surfaces, liquified soil, and
landslides. These effects
may render many areas
unsafe to rebuild on – so
reconstruction efforts
should also include plan-
ning decisions about what
can be built where, to low-
er future risks.

is remembered every day,
every moment and it will
remain so... FOREVER…
However, after so many
years, currently the re-
ported “ownership” of the
great freedom fighter’s
legacy is being claimed by
one and all parties and
this is so very evident on
January 23rd each year on
his birth anniversary
.
Bengal or in that matter,
India, will remember Ne-
taji forever but the clam-
our for “Whose Netaji he
is?” Crosses all limits of
decibel especially on this
day
.Andthisyear,itwasno
different… On the contra-
ry, this year the clamour
had created quite a din.
We look at all the argu-
ments and counter-argu-
ments that took place be-
fore, during and after the
birth anniversary pro-
grammes. It may be re-
called that days before the
RSS had planned to cele-
brate Netaji Subhas Chan-
dra Bose’s birth anniver-
sary in Kolkata, his
daughterAnitaBose-Pfaff
had said that the organi-
sation’s ideology and the
nationalist leader’s ideas
of secularism and inclu-
siveness were “poles apart
and do not coincide”.
She agreed that the fan-
fare over the celebration
of her father’s birth anni-
versary is to “partially
serve their (BJP
, RSS) own
interests”. As far as ideol-
ogy is concerned, the Con-
gress has a lot more in
common with Netaji than
any other party in the
country, she said.
BJP and RSS do not re-
flect the idea of respecting
all religions as preached
by Netaji, who was a de-
vout Hindu but believed
in respecting other faiths.
He was in favour of pro-
ductive cooperation be-
tween members of differ-
ent religions, Bose-Pfaff
said. “The RSS and BJP do
not necessarily reflect
this attitude ...If you want
to put a simple label, they
are rightists and Netaji
was a leftist,” she had told
PTI in an interview over
phone from Germany
.
“FromwhatIhearabout
the RSS ideology, I would
agree that it and Netaji’s
ideology are poles apart.
The two value systems do
not coincide. It will cer-
tainly be good if the RSS
felt it wanted to embrace
Netaji’s ideals and ideas.
Many different groups
want to celebrate Netaji’s
birthday in different ways
and a number of them nec-
essarily agree with his
ideas,” Bose-Pfaff said.
LAUDS BJP
Speaking on the recent
pomp and fanfare over Ne-
taji’s birth anniversary
celebrations, she lauded
the BJP-led government
at the Centre for taking a
“lot of initiatives” to hon-
our him.
“This has two aspects.
After Independence, the
official Congress stand
on Netaji was reserved
and not shared by all
Congressmen. It wanted
to keep the narrative that
it was only the civil diso-
bedience movement that
led to the country’s free-
dom. But after Netaji
files were declassified,
we came to know that the
Indian National Army
(INA) played a very key
role in it,” she said.
“The BJP has made a
lot of effort to honour Ne-
taji. With any politician,
you have first to allow
them to look at his/her in-
terest. If Netaji was alive
today and held a different
view from that of the gov-
ernment, then the BJP
would not have honoured
him. So (in this case) it is
their interest that is
served,” she said.
POLITICAL
‘POW-WOW’
It may be recalled that the
Trinamool Congress and
BJP had locked horns to
appropriateNetaji’slegacy
on his 125th birth anniver-
saryaheadof theassembly
polls in 2021. In 2015, the
West Bengal government
released 64 files on the
leader held by the home
department.Thenextyear,
the Narendra Modi gov-
ernment at the Centre re-
leased 100 files on him.
COMMISSION AFTER
COMMISSION
After Independence, the
Centre had formed three
inquiry commissions to
unravel the mystery of
Netaji’s disappearance.
Two of them -- the Shah
Nawaz Commission and
Khosla Commission were
formed by the Congress
governments and con-
cluded that Bose died in
an air crash on August 18,
1945, soon after taking off
from Taihoku airport in
Taiwan. The third one --
the Mukherjee Commis-
sion formed by the BJP-
led NDA government said
he did not.

NETAJI’S LEGACY: THERE’S
A SCRAMBLE FOR IT?
N
BJP’s state spokesman
Samik Bhattacharya,
however, said that
the opposition parties
are unnecessarily
politicising the event.
“First of all, RSS is not a
political outfit, whose
aim is to strengthen
Indian society. RSS
is above all politics.
Secondly, praying in
tribute to Netaji cannot
be the monopoly of
any particular political
party since Netaji
remains in the hearts of
the Indians. There is
no need for such
unnecessary politics
over the matter,” he said.

WHAT BJP

WHAT NETAJI’S GRAND NEPHEW SAID
WHAT MOHAN BHAGWAT SAID
WHAT CPI (M)
MEMBER SAID
On 126th birth anniv of freedom
fighter Subhas Chandra Bose,
his grandnephew Chandra Kumar
Bose had said, Netaji was the only
leader to date who was inclusive
and secular. “RSS Chief Mohan
Bhagwat must be clear about
what he wants, you can’t follow
Savarkar Netaji together, they
can’t be on the same page,” Chan-
dra Kumar Bose added. Bhagwat
had praised Netaji’s contribution
to India’s struggle for independ-
ence and urged everyone to
adopt Bose’s traits and principles
and work toward making India a
“vishwa guru”. “We remember
Netaji not only because we are
grateful to him for his valuable
contributions towards the freedom
struggle but also to ensure that we
imbibe his qualities. “Netaji Loho
Pronam” at Shahid Minar Ground
in Kolkata, Bhagwat stated that
even though circumstances and
paths may diverge, destination
remains the same.
“Subhas babu (Netaji) was
first associated with the
Congress and followed its path
of ‘satygraha’, and ‘andolon’, but
when he realised that this was
not enough and there was a need
for freedom struggle, he worked
towards it. Paths differ, but the
goals are the same,” he said. The
RSS chief also said, “We have
Subhasbabu’s ideals in front of
us to follow. The goals he had
are our goals too... Netaji had
said India is a smaller version of
the world and the country has
to provide relief to the world.
We all have to work towards it,”
he said, “there can be different
paths, and these are described as
‘isms’ (ideologies), which might
differ but what is important is
the goal.” He noted that “Netaji’s
legacy has remained alive” in the
hearts of millions of Indians even
though “no substantial efforts
were made to keep it alive” after
the independence.
According to the CPI-M
central committee member
Sujan Chakraborty, “this is
part of a bigger ploy of pro-
jecting Netaji as a Hindu rather
than a believer in inclusive
politics’’.
“They are
organis-
ing the
pro-
gramme
just
keep-
ing in
mind the
panchayat elections in the
state this year and the Lok
Sabha elections in 2024. Even
Netaji’s daughter has endorsed
there is no common element
of connection between RSS’
divisive politics and Netaji’s
inclusive ideology irrespec-
tive of caste, language and
religion,” he said.

He said the budget

Prime Minister also
asked BJP MPs to con-

various activities, in-
cluding contests and

border district areas.
“Even if the BJP has

New Delhi: Delhi’s Education Ministry under Manish Sisodia
had proposed to scrap 244 posts of school principals and
these were “deemed abolished” as they could not filled for
five years, the Lt Governor’s office said on Tuesday, days
after Sisodia alleged the LG was withholding appointment on
these posts. LG office also said contrary to the claims made
by Sisodia, it did not agree with the proposal, and instead ad-
vised the government to get a study conducted on the aboli-

levelled against Saxena by Sisodia, terming them patently
false, bereft of facts, wrong deliberately misleading.

PM effected transformation in
Tripura, northeast, claims BJP
NewDelhi(PTI): Tripu-
ra and the entire north-
east have witnessed a
“transformation” with
PM Narendra Modi at
power in the Centre, the
BJP said on Tuesday,
expressing confidence
that it will retain power
in the poll-bound state.
“The ‘Look East’ poli-
cy of the Congress was
so hollow that it never
touched the ground re-
alities. It was PM Modi

transformation by re-
placing that policy with
an action-oriented ‘Act

. His model

The term “HIRA” is
used by the BJP to refer
to the government’s
thrust on highways, in-
ternet, roads and air-
ports. Not only nation-
ally, but Tripura has
now earned fame inter-
nationally too as its ex-
ports and strong infra-
structure have put it on

Tripura, Sonowal al-
leged that terrorism,
drugs and corruption
had affected the north-
eastern state under
their four decades of
collective rule as they
had neither policies nor
any intention to develop
the region.

the vulnerable from price
volatilities is essential be-
fore moving to clean and
green energy
.
India has committed to
net zero carbon emission
by 2070 and has repeatedly
emphasised that ‘dirty’ fu-
els like oil and coal, on
which the economy is two-
thirds dependent, will have
to continue to be in use in
the foreseeable future.
An immediate shift from
low-priced coal and oil to
expensive fuels of the fu-
ture such as hydrogen will
entail huge costs in a nation
with low per capita income.
“Unless we survive the
present, we will not be able
to go into the world of clean
and green energy
,” Oil Min-
ister Hardeep Puri said.
“While affordable tradi-
tional energy resources are
essential for meeting the
base load requirements,
new sources of energy
which are cleaner, sustain-
able, and innovative, are
critical for combating the
menaceof climatechange.”
Geopolitical situations
last year led to a spike in
prices of crude oil - raw
material for petrol and die-
sel. “We have to make sure
our transition entails sur-
viving the present and
cushioning vulnerable
from volatility,” he said,
adding the transition has
to be affordable and sus-
tainable particularly for
vulnerable sections.
New Delhi (PTI): India, the world’s third-largest energy con-
sumer, will buy oil from wherever it can get on a predictable
and sound basis, Oil Minister Hardeep Singh Puri said em-
phasising the country will play its market card. India shunned
western pressures to raise imports from Russia in last year.
Russia, whose oil is available at discount due to some west-
ern nations slapping sanctions, is now India’s top oil supplier.
“I will be very frank, we will play the market card,” he said.
“We will import from wherever it is available on a predictable
and sound basis.”

Coal import cannot be
zero, says Power Min
New Delhi (PTI): Coal im-
ports cannot be reduced to
zero as several thermal
power projects in India are
designed to utilise the im-
ported dry fuel for its high
calorific value and blend-
ing it with domestic coal is
also needed to maintain
fuel stocks, Parliament was
informed on Tuesday
.
“The power plants de-
signed for utilizing high
Gross Calorific Value
(GCV) non-coking coal, and
cement, sponge iron, alu-
minum customers are uti-
lizing high-ranked low ash
coal. The coal requirement
for such category of con-
sumers cannot be substi-
tuted by domestic coal.
Thus, import of coal can-
not be reduced to zero,”
Power Minister R K Singh
said in a written reply to
the Rajya Sabha.
During 2022-23 (till Janu-
ary 2023), Coal India Ltd
despatched 485.99 million
tonne (provisional) coal to
the power sector as com-
pared to 440.05 MT during
the same period a year ago,
registering a growth of
about 10%. However, he
stated that with the rise in
electricity demand, the in-
crease in supply of coal to
power plants is not com-
mensurate with the domes-
tic coal requirement.

AI to be a game
changer in govt
audit space: CAG
Lucknow (PTI): Artificial
Intelligence (AI) is going to
be a game changer in the
public audit space as it will
help in quicker and more
detailed analysis during
both planning and execu-
tion stages, CAG G C Mur-
mu said on Tuesday
.
“Our intent is to use AI
not as a one-time solution
for a specific audit, but to
build an evolving AI model
that will allow for quicker
and more detailed analysis
during both the planning
and execution stages
through risk assessment
straddling multiple param-
eters and a far more com-
prehensive evaluation than
afforded through sam-
pling,” he said.

Mumbai (PTI): The rupee appreciated 6 paise to close at 82.70

OIL MIN SAYS, ENERGY TRANSITION
Rajendra Chhabra
Jaipur: A unprecedent-
ed event, which will
write the bureaucratic
history of the state, is
going to happen on
Wednesday
, February 8,
as Rajasthan Assembly
SpeakerDrCPJoshihas
summonedallAddition-
al Chief Secretaries,
Principal Secretaries
and Secretaries of the
state govt to the State
Assembly at 3 PM. The
reason of these ‘sum-
mons’ is to find out the
reasonfornotproviding
timelyreplytotheatten-
tion motions, special
mention proposal and
notice of assurance
from the various ses-
sions of the 14th and
15th Raj Assembly
. The
officers have been given
notices to bring with
them a list of officials
that were the cause for
delay
. The officials have
been told to be present
in person, with all fac-
tual details that has
been asked, and given
this issue the highest
priority
.
The meeting notice
has clearly mentioned
that even after a long
time has passed and the
required information
has not been provided,
thus the Speaker and
Questions committee
has considered the con-
cerned officials and em-
ployees to be indifferent
towards state work.
It has happened for
the first time that top of-
ficials of various de-
partments have been
summoned to appear
before the Speaker in
person. Although the of-
ficialshavebeenappear-
ing before various com-
mittees in their individ-
ual capacity
, but it will
be for the first time that
all the top officials will
appearbeforetheSpeak-
er representing the
state’s bureuacracy
.
Word is that Speaker
Joshiisahardtaskmas-
ter who does not like ir-
responsible, indisci-
plinedandlackadaisical
attitude. He even ‘runs’
the House with utmost
discipline and thus
when the bureaucratic
officials showed indif-
ference, he had to take
strong action and call
the officials to appear in
person. The State bu-
reaucracy is shocked
and officials are wor-
ried as to what wil hap-
pen in the meeting?
However,on the other
hand, experts in Parlia-
mentary Affairs and
state work claim that
Speaker’s step is wrong
and unconstitutional.
According to Justice PC
Jain, “Speaker has no
business and no power
to call officers directly
.
The Constitution and
rules of business do not
allow him to take such
action.Anyenquiryand
information can be
sought from concerned
ministers and not from
Secretariesof thegovt.”
Professor Ramesh
Aroraisalsoof theview
that “Speaker has vio-
lated his jurisdiction.
The duties and powers
of Speaker are defined.
Calling officers directly
and chairing a meeting
is not part of duty”.
Retired IAS Ravis-
hankar Srivastava goes
several notches up and
says, “Officers are only
answerable to their re-
spective ministers and
even ministers are not
answerable towards
Speakerbuttowardsthe
Assembly
. If the Speak-
er over-rules the minis-
ter and communicates
directly with officers
then the entire system
will get affected and the
‘existence’ of ministers
will come in question.
The officers sit in the
‘Officers Gallary’ in the
House only to aid the
ministers and they can
not take part in House
proceedings.
As such, Speaker can
only communicate with
ministers as officers
have no role in House
proceedings. Senior
journalist Rajendra
Bora is also of the view
that “Speaker’s action is
unparliamentary and
not in accordance with
set traditions. This will
create a direct confron-
tation between legisla-
tive and executive.
Speaker can direct the
ministers or speak to
CM. Speaker calling of-
ficials to Assembly is
wrong and will set an
unconstitutional prece-
dent,” So now it appears
that Speaker’s meeting
withofficialsonWednes-
day could give rise to a
new controversy!

New Delhi: BJP MP
from Chittorgarh CP
Joshi lashed out at the
Gehlot govt in Parlia-
ment on Tuesday. Ac-
cusing the Gehlot govt
of appeasement, he
said that the govt or-
ders electricity for 24
hours during rozas,
but does not worry
about Navratri. Giving
credit to the Modi gov-
ernment for the Ram
temple being built in
Ayodhya, the MP said
that the Gehlot govern-
ment is getting tem-
ples demolished.
Taking a jibe at the
tussle between CM
Ashok Gehlot and

ed Rahul Gandhi’s
Bharat Jodo Yatra and
said that first join

cused Rani Padmavati
of erasing her sym-

bers of the Opposition

pressed objection and
started creating ruck-
us. They accused the
MP of supporting the
practice of Sati. The
proceedings of the

poned for some time
amidst the uproar
from both sides.

RAPING LIVE-IN
PARTNER’s MINOR
DAUGHTER
During the debate on the President’s address in Parlia-
ment, CP Joshi on Tuesday called President Droupadi
Murmu as Shabari and PM Modi as Ram, which might trig-
ger a political controversy. “The PM takes pride in consider-
ing himself as a chief servant, not a ruler. One Narendra was
the one who said, don’t stop till the goal is achieved. There
is a Narendra who has set out for the service of country by
adopting the principle of keep going. Mother Shabri was ea-
ger to welcome Shri Ram in Treta Yug. When the President
was entering the Parliament today, it seemed as if Shabari
was welcoming Shri Ram in Tretayug,” he said.
Baran: A 48-year-old man was arrested in Baran district for allegedly
repeatedly raping the 13-year-old daughter of his live-in partner, re-
sulting in her pregnancy, police said. The accused, identified as Kedar
Singh, was arrested on Sunday. Singh, an alcoholic, had allegedly
been raping and sexually exploiting the girl for around eight to nine
months, Chabra police station SHO Rajesh Meena said.

TURKEY’S BUILDINGS FALL LIKE PANCAKES pair of huge ear thquakes have struck in Turkey, leaving more than 3,000 people dead and unknown numbers injured or dis- placed. The first quake, near Gaziantep close to the Syrian border, measured 7.8 in magnitude and was felt as far away as the UK. The second occurred nine hours later, on what ap- pears to be an intersecting fault, registering a magni- tude of 7.5. Adding to the devasta- tion, some 3,450 buildings havecollapsed, accordingto the Turkish government. Many of the modern build- ings have failed in a “pan- cake mode” of structural collapse. Why did this hap- pen?Wasitsimplytheenor- mous magnitude and vio- lence of the quake, or is the problemwiththebuildings? THOUSANDS OF YRS OF EARTHQUAKES Earthquakes are common in Turkey, which sits in a very seismically active re- gion where three tectonic plates constantly grind against one another be- neath Earth’s surface. CONSTRUCTION IS A KNOWN PROBLEM Many of the collapsed buildings appear to have been built from concrete without adequate seismic reinforcement. Seismic building codes in this re- gion suggest these build- ings should be able to sus- tain strong earthquakes (where the ground accel- erates by 30 percent to 40 percent of the normal gravity) without incur- ring this type of complete failure. RECONSTRUCTION Even though Turkish au- thorities know many buildings are unsafe in earthquakes, it is still a difficult problem to solve. Many of the buildings are already built, and seismic retrofitting may be expen- sive or not considered a priority compared to oth- er socio-economic chal- lenges. In addition to substan- tive loss of life and infra- structure damage, both earthquakes are likely to have caused a myriad of environmental effects, such as ruptured ground surfaces, liquified soil, and landslides. These effects may render many areas unsafe to rebuild on – so reconstruction efforts should also include plan- ning decisions about what can be built where, to low- er future risks. Editor-In-Chief: Dr Jagdeesh Chandra, Editor: Anita Hada Sangwan responsible for selection of news under the PRB Act etajiSubhasChandraBose is remembered every day, every moment and it will remain so... FOREVER… However, after so many years, currently the re- ported “ownership” of the great freedom fighter’s legacy is being claimed by one and all parties and this is so very evident on January 23rd each year on his birth anniversary . Bengal or in that matter, India, will remember Ne- taji forever but the clam- our for “Whose Netaji he is?” Crosses all limits of decibel especially on this day .Andthisyear, itwasno different… On the contra- ry, this year the clamour had created quite a din. We look at all the argu- ments and counter-argu- ments that took place be- fore, during and after the birth anniversary pro- grammes. It may be re- called that days before the RSS had planned to cele- brate Netaji Subhas Chan- dra Bose’s birth anniver- sary in Kolkata, his daughterAnitaBose-Pfaff had said that the organi- sation’s ideology and the nationalist leader’s ideas of secularism and inclu- siveness were “poles apart and do not coincide”. She agreed that the fan- fare over the celebration of her father’s birth anni- versary is to “partially serve their (BJP , RSS) own interests”. As far as ideol- ogy is concerned, the Con- gress has a lot more in common with Netaji than any other party in the country, she said. BJP and RSS do not re- flect the idea of respecting all religions as preached by Netaji, who was a de- vout Hindu but believed in respecting other faiths. He was in favour of pro- ductive cooperation be- tween members of differ- ent religions, Bose-Pfaff said. “The RSS and BJP do not necessarily reflect this attitude ...If you want to put a simple label, they are rightists and Netaji was a leftist,” she had told PTI in an interview over phone from Germany . “FromwhatIhearabout the RSS ideology, I would agree that it and Netaji’s ideology are poles apart. The two value systems do not coincide. It will cer- tainly be good if the RSS felt it wanted to embrace Netaji’s ideals and ideas. Many different groups want to celebrate Netaji’s birthday in different ways and a number of them nec- essarily agree with his ideas,” Bose-Pfaff said. LAUDS BJP Speaking on the recent pomp and fanfare over Ne- taji’s birth anniversary celebrations, she lauded the BJP-led government at the Centre for taking a “lot of initiatives” to hon- our him. “This has two aspects. After Independence, the official Congress stand on Netaji was reserved and not shared by all Congressmen. It wanted to keep the narrative that it was only the civil diso- bedience movement that led to the country’s free- dom. But after Netaji files were declassified, we came to know that the Indian National Army (INA) played a very key role in it,” she said. “The BJP has made a lot of effort to honour Ne- taji. With any politician, you have first to allow them to look at his/her in- terest. If Netaji was alive today and held a different view from that of the gov- ernment, then the BJP would not have honoured him. So (in this case) it is their interest that is served,” she said. POLITICAL ‘POW-WOW’ It may be recalled that the Trinamool Congress and BJP had locked horns to appropriateNetaji’slegacy on his 125th birth anniver- saryaheadof theassembly polls in 2021. In 2015, the West Bengal government released 64 files on the leader held by the home department.Thenextyear, the Narendra Modi gov- ernment at the Centre re- leased 100 files on him. COMMISSION AFTER COMMISSION After Independence, the Centre had formed three inquiry commissions to unravel the mystery of Netaji’s disappearance. Two of them -- the Shah Nawaz Commission and Khosla Commission were formed by the Congress governments and con- cluded that Bose died in an air crash on August 18, 1945, soon after taking off from Taihoku airport in Taiwan. The third one -- the Mukherjee Commis- sion formed by the BJP- led NDA government said he did not. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL NETAJI’S LEGACY: THERE’S A SCRAMBLE FOR IT? N BJP’s state spokesman Samik Bhattacharya, however, said that the opposition parties are unnecessarily politicising the event. “First of all, RSS is not a political outfit, whose aim is to strengthen Indian society. RSS is above all politics. Secondly, praying in tribute to Netaji cannot be the monopoly of any particular political party since Netaji remains in the hearts of the Indians. There is no need for such unnecessary politics over the matter,” he said. ROBIN ROY The writer is Senior Journalist and former Managing Editor, First India WHAT BJP STATE UNIT SAID WHAT NETAJI’S GRAND NEPHEW SAID WHAT MOHAN BHAGWAT SAID WHAT CPI (M) MEMBER SAID On 126th birth anniv of freedom fighter Subhas Chandra Bose, his grandnephew Chandra Kumar Bose had said, Netaji was the only leader to date who was inclusive and secular. “RSS Chief Mohan Bhagwat must be clear about what he wants, you can’t follow Savarkar Netaji together, they can’t be on the same page,” Chan- dra Kumar Bose added. Bhagwat had praised Netaji’s contribution to India’s struggle for independ- ence and urged everyone to adopt Bose’s traits and principles and work toward making India a “vishwa guru”. “We remember Netaji not only because we are grateful to him for his valuable contributions towards the freedom struggle but also to ensure that we imbibe his qualities. “Netaji Loho Pronam” at Shahid Minar Ground in Kolkata, Bhagwat stated that even though circumstances and paths may diverge, destination remains the same. “Subhas babu (Netaji) was first associated with the Congress and followed its path of ‘satygraha’, and ‘andolon’, but when he realised that this was not enough and there was a need for freedom struggle, he worked towards it. Paths differ, but the goals are the same,” he said. The RSS chief also said, “We have Subhasbabu’s ideals in front of us to follow. The goals he had are our goals too... Netaji had said India is a smaller version of the world and the country has to provide relief to the world. We all have to work towards it,” he said, “there can be different paths, and these are described as ‘isms’ (ideologies), which might differ but what is important is the goal.” He noted that “Netaji’s legacy has remained alive” in the hearts of millions of Indians even though “no substantial efforts were made to keep it alive” after the independence. According to the CPI-M central committee member Sujan Chakraborty, “this is part of a bigger ploy of pro- jecting Netaji as a Hindu rather than a believer in inclusive politics’’. “They are organis- ing the pro- gramme just keep- ing in mind the panchayat elections in the state this year and the Lok Sabha elections in 2024. Even Netaji’s daughter has endorsed there is no common element of connection between RSS’ divisive politics and Netaji’s inclusive ideology irrespec- tive of caste, language and religion,” he said.

  • 10. Rajendra Chhabra Jaipur: A unprecedent- ed event, which will write the bureaucratic history of the state, is going to happen on Wednesday , February 8, as Rajasthan Assembly SpeakerDrCPJoshihas summonedallAddition- al Chief Secretaries, Principal Secretaries and Secretaries of the state govt to the State Assembly at 3 PM. The reason of these ‘sum- mons’ is to find out the reasonfornotproviding timelyreplytotheatten- tion motions, special mention proposal and notice of assurance from the various ses- sions of the 14th and 15th Raj Assembly . The officers have been given notices to bring with them a list of officials that were the cause for delay . The officials have been told to be present in person, with all fac- tual details that has been asked, and given this issue the highest priority . The meeting notice has clearly mentioned that even after a long time has passed and the required information has not been provided, thus the Speaker and Questions committee has considered the con- cerned officials and em- ployees to be indifferent towards state work. It has happened for the first time that top of- ficials of various de- partments have been summoned to appear before the Speaker in person. Although the of- ficialshavebeenappear- ing before various com- mittees in their individ- ual capacity , but it will be for the first time that all the top officials will appearbeforetheSpeak- er representing the state’s bureuacracy . Word is that Speaker Joshiisahardtaskmas- ter who does not like ir- responsible, indisci- plinedandlackadaisical attitude. He even ‘runs’ the House with utmost discipline and thus when the bureaucratic officials showed indif- ference, he had to take strong action and call the officials to appear in person. The State bu- reaucracy is shocked and officials are wor- ried as to what wil hap- pen in the meeting? However,on the other hand, experts in Parlia- mentary Affairs and state work claim that Speaker’s step is wrong and unconstitutional. According to Justice PC Jain, “Speaker has no business and no power to call officers directly . The Constitution and rules of business do not allow him to take such action.Anyenquiryand information can be sought from concerned ministers and not from Secretariesof thegovt.” Professor Ramesh Aroraisalsoof theview that “Speaker has vio- lated his jurisdiction. The duties and powers of Speaker are defined. Calling officers directly and chairing a meeting is not part of duty”. Retired IAS Ravis- hankar Srivastava goes several notches up and says, “Officers are only answerable to their re- spective ministers and even ministers are not answerable towards Speakerbuttowardsthe Assembly . If the Speak- er over-rules the minis- ter and communicates directly with officers then the entire system will get affected and the ‘existence’ of ministers will come in question. The officers sit in the ‘Officers Gallary’ in the House only to aid the ministers and they can not take part in House proceedings. As such, Speaker can only communicate with ministers as officers have no role in House proceedings. Senior journalist Rajendra Bora is also of the view that “Speaker’s action is unparliamentary and not in accordance with set traditions.
