Problem of plenty leads Shinde, Fadnavis to Delhi
Renni Abraham
Mumbai: Chief Minis-
ter Eknath Shinde,
while spoilt for choice,
is under pressure from
the rebel Shiv Sena
ranks, who are itching
for a seat among his
council of ministers.
Now, his problem of
plenty is only set to get
worse, with at least 12
Shiv Sena Members of
Parliament set to enter
his fold.
So, CM Shinde, and
his deputy, Devendra
Fadnavis, on Monday
left for New Delhi to
meet Prime Minister
Narendra Modi over the
triple points of Yojanas
(public schemes), de-
ferred cabinet expan-
sion and prospect of a
split in the Shiv Sena’s
parliamentary party
.
Fadnavis--whose par-
ty faces far fewer dis-
ruptions over Maha-
rashtra’s ministerial
appointments given the
organizational disci-
pline enforced in the
Bharatiya Janata Party
(BJP)--has donned the
role of mentor to his
leader in the state gov-
ernment.
“The Shinde-Fad-
navis duo has deferred
the cabinet expansion
in Maharashtra until
after July 20, when the
Supreme Court will
hear the twin matters
of disqualification of 16
rebel Sena MLAs and
the no-confidence mo-
tion moved by these
MLAs against Deputy
Speaker of the State
Legislative Council,
Narhari Zirwal. The an-
nouncement of the July
20 hearing, to be led by
Chief Justice NV Ra-
mana, took even the
BJP by surprise. Now,
efforts are on to prepare
for the court date that
has become top priori-
ty,” a senior BJP leader
revealed.

on the SC hearing, and

cast their vote to elect
India’s 15th president

Bharatiya Janata

the National Democrat-

padi Murmu will get
“record-breaking”
votes from Maharash-

Voting started at 10
am in the Vidhan

the city and continued
till 5 pm.
Leader of Opposition
in the Maharashtra As-
sembly Ajit Pawar of
the Nationalist Con-

Congress’s Balasaheb
Thorat were among
early voters.
The opposition has
nominated former Un-

Sinha against Murmu.
MLAs and MPs form
the electoral college to
elect the President of
India.
The BJP has 106
MLAs in the 288-mem-
ber Maharashtra As-
sembly along with 40
legislators belonging to
the Eknath Shinde fac-
tion of the Shiv Sena,
besides 10 independ-
ents who support the
BJP.
The Uddhav Thacker-
ay-led Shiv Sena with 15
MLAs has announced
support for Murmu.
The NCP and Con-
gress have 53 and 44
MLAs, respectively
.
One seat in the House
is lying vacant due to
the death of a Shiv Sena
MLA.
“She will get votes
across the party lines.
You will see a huge turn-
out in this election. So,

New Delhi: MLAs of
the Uddhav Thacker-
ay faction of Shiv
Sena have filed a
fresh plea in the Su-
preme Court chal-
lenging the disquali-
fication proceedings
initiated against
them under the con-
stitutional scheme
and on Monday. They
sought its hearing
with other pending
pleas on July 20.
A bench headed by
Chief Justice NV Ra-

ing in the case along-
side the other five
pending pleas.
The bench, also com-
prising Justice Krishna
Murari and Justice
Hima Kohli is already
scheduled to hear as
many as five pending
pleas about the recent
political crisis in Maha-
rashtra, on Wednesday
.
The turmoil that be-
gan with a rebellion in
the Shiv Sena followed
the collapse of the
Maha Vikas Aghadi
(MVA) government and
resignation of CM Ud-
dhav Thackeray on
June 29.
A day later, rebel
Sena leader Eknath
Shinde took oath as
chief minister with the
Bharatiya Janata Party
(BJP) supporting his
faction.
The fresh sixth plea
was mentioned before
the bench by senior ad-
vocate Devdatt Kamat.
Maharashtra mat-
ters are listed on
Wednesday. I request
for tagging the same
along with them, Ka-
mat said.
The CJI-led bench,
on July 11, had granted
interim relief to the
Uddhav Thackeray fac-
tion MLAs by asking
Maharashtra Assem-
bly Speaker Rahul Nar-
wekar not to proceed
with the plea seeking
their disqualification
as sought by the Shinde
group on the ground of
defying the party whip
during the trust vote
and the election of the
speaker.
The top court seized
five petitions and the
first one was filed by
the Shinde faction dur-
ing the summer vaca-
tion when some rebel
Sena MLAs moved be-
fore it challenging the
disqualification pro-
ceedings initiated by
the deputy speaker.
Rest four pleas, now
the fifth one, have been
filed by the Thackeray
faction.

remained absent dur-
ing Shinde govern-

National Democratic
Alliance’s presiden-

Droupadi Murmu.
Speaking to reporters
at Vidhan Bhavan

Patil said the Congress
cannot even guard its
own MLAs.
“I am sure that some
Congress MLAs who re-
mained absent during
the vote of confidence
will apply their con-
science this time as
well,” he quipped.
The NDA has fielded
Droupadi Murmu for
the country’s top consti-

opposition has nominat-

BJP MLA and former
Maharashtra minister
Ashish Shelar said,
“The opposition parties

There were concerns
among the opposition
parties over the possi-

The Nationalist Con-

at least three districts
of Maharashtra
where rivers are in
spate due to heavy
rains, while the over-

June 01 rose to 105,
the state government
said on Monday.
Although most parts
of Maharashtra contin-

rains, Ratnagiri, Gad-

flood-like situations due
to swollen rivers, the
state disaster manage-

in a report.
The 105 fatalities, re-
corded between June 01

due to floods, lightning
strikes, landslides, fall-
ing of trees and the col-
lapse of structures.
One person died in
the last 24 hours in the
Solapur district due to
the collapse of a struc-
ture.
In most parts of Ma-
harashtra, moderate
rain continued and a
few districts like Ratna-
giri in the Konkan re-
gion, and Gadchiroli
and Wardha in east Ma-
harashtra witnessed
flood-like situations due

Gadchiroli: The Regional Meteorological Centre
in Mumbai on Monday issued an Orange alert
for Gadchiroli and Gondia districts, predicting a
thunderstorm and lightning with heavy to very
heavy rain at isolated places. Other districts of
the state are on Yellow alert. As the flood situ-
ation continues to prevail in Sironcha town of
Gadchiroli district, the lives of people have been
badly impacted as the large swathes of land
remain inundated in water. Earlier on Sunday,
the National Disaster Response Force (NDRF)
personnel carried out relief work in flood-affected
areas in Gadchiroli and distributed various es-
sential items among the people.

WHO IS TO BLAME
FOR MOUNTING
PILE OF PENDING
CASES IN COURTS
hose fault is it when
there is a huge pen-
dency of cases in dif-
ferent courts of the
country? Law Minis-
ter Kiren Rijiju blames it on
judges. The Chief Justice of In-
dia NV Ramana disagrees. Riji-
ju stated a few days ago that
nearly five crore cases were
pending in courts. The law min-
ister said, “The pendency of
cases when I took over as law
minister was slightly less than
four crore. Today, it is close to
five crore. It is a matter of great
worry for all of us.” Responding
to Rijiju’s statement the CJI
said, “You all know the reasons
for pendency. I need not elabo-
rate on it.”
Indeed, the time taken by the
Union law ministry in clearing
names for judgeship is, in some
cases, inordinately long. The file
keeps moving back and forth be-
tween the ministry and the Col-
legium over a few names, delay-
ing appointments. Judiciary
taking a stand on appointments
can’t be faulted in the interest of
its independence.
W
he Union govern-
ment has slapped
a Goods and Ser-
vices Tax (GST)
on a whole range
of new commodities, some of
them being new additions.
The GST Council has im-
posed a 5 percent tax on
packed food items like curd,
packaged buttermilk, paneer,
puffed rice, packed fish,
meat, jaggery, honey and
wheat flour, among others.
What prompted the GST
Council to bring these items
under the 5 percent tax re-
gime must have been its in-
nate desire to raise revenue
and add to the financial bur-
den of middle class and the
poor. How even this nominal
tax hurt the consumer and
traders can only be imagined
as prices of these commodi-
ties in their unpacked form
are also likely to go up with
the corner halwai shop decid-
ing to match the prices and
inflation is still hovering
around 7 percent.
Rice and wheat can still be
purchased loose like puffed
rice but none can guarantee
the quality of loose wheat
flour. What can also be not as-
sured is that the government
will not find a way to slap
GST on these edibles in their
loose form. Traders are al-
ready up in arms to protest
against the tax which, they
say, will cause a huge loss in
business.
Political leaders too have
criticised the decision. Varun
Gandhi, the BJP MP and
Shashi Tharoor of the Con-
gress have both spoken
against the decision. The BJP
MP said that the GST on pack-
aged food items will hurt peo-
ple already struggling with
“record-breaking unemploy-
ment”. Shashi Tharoor said
the “Aam Aadmi will bear the
brunt”. The government may
not agree with him.

Pant-Pandya Heroics seal ODI Series
but Problems Persist for Team India!
rom Rishi Sunak as a front-
runner for PM to soaring tem-
peratures and Rishabh Pant’s
breath-taking brilliance, it’s
been quite an Indian summer
in England this year. While
Sunak’s future still remains
unsure, Pant’s magnificent
century sure took India to a
thrilling five-wicket win over
England in the final match of
the ODI series. The south-
paw’s maiden ODI ton and his
terrific partnership with
Hardik Pandya guided Team
India to an amazing victory
after a shaky start when In-
dia’s Top 3 – Rohit Sharma,
Shikhar Dhawan and Virat
Kohli- fell cheaply
.
PANT-PANDYA HEROICS
The Pant-Pandya heroics in
the ODI grand finale should
not, however, make us over-
look the reality that the trip
to England was not an undi-
luted triumph. While the
tour highlighted several
gains, it also underlined seri-
ous areas of concern that
need urgent corrective atten-
tion. With red and white ball
cricket both being played, we
need to take stock of the ma-
jor gains and grey areas in all
formats of the game as Rohit
Sharma and his team gear up
for the all-important T20
World Cup in Australia in Oc-
tober and the ODI World Cup
in India early next year.
INDIA’S BOWLING
India’s bowling deserves a
special mention as it has
been a big success all through
the tour. Except for their fail-
ure to bowl out England in
the second innings of the
Test Match, the bowlers put
up a stand out show to take
all 10 England Wickets rather
cheaply in all 3 ODIs and
T20s. Both Jasprit Bumrah
and Mohammad Shami fared
excellently and added to their
tag of the most feared pace
combo in world cricket today
.
INDIA’S POSITIVES
One of India’s biggest posi-
tives was the return of Bhu-
vneshwar Kumar in T20
matches. His standout swing
bowling earned him the Man
of The Series award. With
Hardik also back to peak fit-
ness, India’s fast bowling fire
power has added sting to it.

Aswin still remains World’s
leading spinner.
While bowling resources
seem rich and well-stocked,
it’s the batting that seems to
be of grave concern. Though
everyone pointed out bowl-
ers’ inability to take 10 wick-
ets in the final innings of the
test match, it was the poor
batting by top order that actu-
ally cost India the game. With
Rahul unfit, Rohit shaky and
Virat going through a horror
patch, India was saved by
strong middle order. Emer-
gence of Surya Kumar Yadav
gives hope of a bright future
after Rohit-Virat exit. But at
the moment, India needs to
take a hard look at who will
be the Top 4 batters for T20
and ODI World Cups. There is
an urgent need to bolster bat-
ting resources and batting all-
rounders like Venkatesh Iyer
should be given more chanc-
es. He is a good back up to
Hardik as well but was ig-
nored during the entire trip.
KOHLI’S SILENT BAT
Most importantly
, Kohli’s si-
lent bat needs to start talking
again. The sooner he regains
his run-scoring touch, the bet-
ter becomes Team India’s
chancesattheWorldCups.But
beyondKohli’sform,it’stough
torunawayfromthebasicfact
that India is still scuttling to
find their best eleven ahead of
the ICC T20 World Cup later
this year. The fact that India
won both T20 and ODI series
despite largely flop shows by
top order reflects the fighting
spirit of this unit.
INDIA’S WEAKNESSES
One of India’s biggest weak-
nesses have been over experi-
mentingandgivingchancesto
toomanyplayers.Theselected
few need to have many games
under their belt before they
playtheWorldCups.Sincethe
last T20 World Cup in 2021, In-
dia has tried 27 players in 16
T20s and 21 each in 6 ODIs and
8 Tests. Even the Captaincy is
being rotated regularly and

all the talent and money in
the world but if they keep re-
peating their mistakes from
the previous World Cups,
then it would be a missed op-
portunity once again this Oc-
tober come the T20 World
Cup. They would do well to
not rotate and change too
much. Over resting of players
was a folly that was commit-
ted in Kohli-Shatri era too.
The team could do big favour
to themselves if they stick to
a small pool of players and

SC HEARING
ON JULY 21

New Delhi: Almost all
the words in the Hindi
or English dictionary
used for attacking the
governments or to hold
them accountable, have
been declared unparlia-
mentary
. Then the ques-
tion is with what words
the opposition is now
going to attack the gov-
ernment. If the govern-
ment is to be accused of
corruption, how will
the opposition accuse it
because the word 'cor-
rupt' has become un-
parliamentary?
How will the opposi-
tion level allegations of
spying on Pegasus or
whatever, when the
word 'snoopgate' has be-
come unparliamentary?
The Leader of the Oppo-
sition will not be able to
call the Prime Minister
'Jumlajeevi' as the word
has now become unpar-
liamentary
. The opposi-
tion will also have to
find new words to call
the government a fail-
ure as the word 'incom-
petent' has been made
unparliamentary
.
In the Diary of Parlia-
ment's 2021 unparlia-
mentary words, both the
words 'dictator' and 'dic-
tatorship' have been
made unparliamentary
.
In common parlance,
the name of Jaichand is
used to accuse someone
as a sly and a deceiver,
but 'Shakuni' of Indian
mythology and 'Jai-
chand' of medieval his-
tory have been made
unparliamentary
.
The opposition par-
ties will no longer be
able to call the govern-
ment as Bahri Sarkar,
nor will they be able to
call it a useless govern-
ment because both the
words 'bahri sarkar' and
'non-parliamentary' are
now unparliamentary.
Words like 'beating
drums', 'double charac-
ter', 'nautanki' have also
become unparliamen-
tary. The word Khal-
istani will also not be
used in Parliament. The
words 'embarrassment',
'torture', 'cheating', 'dra-
ma', 'hippocracy' etc.
have also become un-
parliamentary
.
But amidst this, there
is a blessing in disguise
for the Congress since
the BJP leaders, who
used to call former Con-
gress President Rahul
Gandhi as 'Bal Buddhi',
will not be able to say it
because the word 'Bal
Buddhi' has become un-
parliamentary
.
How will the Opposition
attack the government?

New Delhi: There is a
lot of discussion about
shortcut politics these
days. Prime Minister
Narendra Modi men-
tioned this in the BJP’s
national executive and
then in Deoghar,
Jharkhand. He said that
some people engage in
shortcut politics, due to
which there is a danger
of short circuit and the
country may be ruined.
His clear gesture was
towards ‘lucrative poli-
cies’ announced by par-
ties to entice voters. He
also said that today peo-
ple doing politics by
making lucrative an-
nouncements are not
aware of its danger. Ac-
tually this has a deep
meaning. Prime Minis-
ter Modi is trying to
make people under-
stand that he is doing
long term politics, due
to which people may
face some difficulties
now but tomorrow will
be good for them and
golden for the country
as India will become
Vishwa Guru. It means
diverting people’s atten-
tion from their prob-
lems.
But the opposition
leaders linked the word
of their shortcut poli-
tics to politics. When
the Prime Minister crit-
icized the shortcut poli-
tics in Deoghar, the
JMM and Congress
leaders were happy. A
leader took this to mean
that now the BJP will
not form the govern-
ment in the state by
shortcut. Keep in mind
that the BJP had lost the
last election, but since
its defeat, there is talk
that it will form its gov-
ernment by toppling the
JMM-Congress govern-
ment. Similarly
, a leader
from Bihar took a jibe at
the Prime Minister’s
speech and said that the
BJP was defeated in the
2015 elections but it
formed the government
in the middle by joining
JD(U) with itself in a
shortcut way. Now in
Maharashtra and be-
fore that in the states of
Madhya Pradesh, Kar-
nataka, Goa, Manipur
etc. BJP formed the gov-
ernment through short-
cut politics.
HAS MODI HINTED AT ENDING ‘SHORTCUT POLITICS’?

BUSINESS BRIEFS
RBI WANTS GOVT TO PROHIBIT
CRYPTOCURRENCIES:FM
New Delhi (PTI): Fi-
nance Minister Nirma-
la Sitharaman on Mon-
day said the RBI has
expressed concerns
over cryptocurrencies
saying that they should
be prohibited as they
can have destabilising
effect on the monetary
and fiscal stability
.
“In view of the con-
cerns expressed by the
RBI on the destabilis-
ing effect of cryptocur-
rencies on the mone-
tary and fiscal stability
of a country, the RBI
has recommended for
framing of legislation
on this sector. The RBI
is of the view that cryp-
tocurrencies should be
prohibited,” she said in
a written reply to the
Lok Sabha.
She said the RBI had
registered its concern
over the adverse effect
of cryptocurrencies on
the Indian economy
.
The RBI mentioned
that cryptocurrencies
are not a currency be-
cause every modern
currency needs to be
issued by the central
bank or the govern-
ment, she said. Fur-
ther, she said, the value
of fiat currencies is
anchored by monetary
policy and their status
as legal tender, howev-
er the value of crypto-
currencies rests solely
on the speculations and
expectations of high
returns that are not
well anchored, so it will
have a destabilising ef-
fect on the monetary
and fiscal stability of a
country
.
Cryptocurrencies
are by definition bor-
derless and require in-
ternational collabora-
tion to prevent regula-
tory arbitrage.
Therefore, she said,
any legislation for reg-
ulation or for banning
such currencies can be
effective only after sig-
nificant international
collaboration.
A few states seek

New Delhi (PTI): Fi-

la Sitharaman on Mon-
day informed the Lok
Sabha that a few states
including Telangana
have sought a five-year
extension for the com-
pensation paid to them
for revenue shortfall
due to GST implementa-
tion. As per section 18
of the Constitution
(One Hundred and First
Amendment) Act, 2016,
Parliament shall, by
law, on the recommen-
dation of the Goods and
Services Tax (GST)
Council, provide for
compensation to the
states for loss of reve-
nue arising on account
of implementation of
the goods and services
tax for a period of five
years. When a nation-
wide GST subsumed 17
central and state levies
from July 1, 2017, it was
decided that states will
be compensated for any
loss of revenue from the
new tax for five years.
That timeframe has
ended on June 30 this
year.GST Council, in its
42nd meeting.

New Delhi (PTI): Re-
tail businesses across
India witnessed 13%
sales growth in June
compared to the pre-
pandemic levels of the
same month in 2019, Re-
tailers Association of
India said on Monday
.
Although sales last
month were higher
than the pre-pandemic
levels, the second half
of June was not very
encouraging, and the
impact of inflation on
consumer spending is
still a worry, which may
affect the upcoming fes-
tive sales, Retailers As-
sociation of India (RAI)
said in a statement. As
per RAI’s latest busi-
ness survey, retail busi-
nesses in the eastern
region posted the high-
est growth last month.
“While June 2022 has
witnessed growth as
compared to the same
period before the pan-
demic, the rate of
growth has definitely
slowed down. Many re-
tailers have indicated
that the second half of
June was not very en-
couraging as there

Former Maha min Kadam
resigns as Shiv Sena leader
First India Bureau
Mumbai: In a setback
to the Uddhav Thack-
eray-led Shiv Sena, its
senior leader and ex-
Maharashtra minis-
ter Ramdas Kadam
resigned on Monday
claiming he was con-
sistently “insulted”
while Thackeray al-
ways remained busy
when he was the chief
minister.
Kadam wrote a letter
to Thackeray, who
heads Shiv Sena, ten-
dering his resignation
as “Shiv Sena leader”.
In his letter, Kadam
expressed his anguish
over the 2019 post-poll
alliance between Shiv
Sena, Nationalist Con-
gress Party (NCP), and
Congress, which he said
was a betrayal of Sena
founder the late Bal
Thackeray’s vision.
Kadam, from Ratna-
giri district, became a
Member of the Legisla-
tive Assembly (MLA)
for the first time in 1990
and went on to win
three more terms.
He had served as the
state environment min-
ister in the Devendra
Fadnavis-led Bharatiya
Janata Party-Sena gov-
ernment in 2014-19.
Kadam has been sulk-
ing as he was not given
any ministerial post
when the Thackeray-led
Maha Vikas Aghadi
(MVA) remained in
power.
“My MLA son Yogesh
and I were consistently
insulted and you were
always busy after be-
coming the chief minis-
ter. I was appointed as
Shiv Sena leader by the
late Balasaheb Thack-
eray. However, I real-
ized that there is no
meaning to the post af-
ter his death,” stated
Ramdas Kadam.
“When you were
forming a government
with the NCP and Con-
gress, I requested you
with folded hands not to
do so. You did not listen
to me that time. It hurts
me today as well. Had
Shiv Sena supremo
been around, I would
have not faced this day
in my life,” he added.

saying it was taking
arbitrary decisions
despite being trapped
in a “constitutional
dilemma” without a
cabinet in place.
Shinde and Fadnavis
had taken oath as chief
minister and deputy
chief minister (CM) on
June 30, but there has
been no cabinet expan-

taking decisions on the

upcoming Navi Mum-

ers.
Earlier, the Uddhav
Thackeray faction of
Shiv Sena had also
asked the governor not
to administer oaths to
any minister as a dis-
qualification plea was
yet to be decided by the
apex court.
Dubbing Shinde and
Fadnavis as Vasu and

ters of the blockbuster
film ‘Ek Duje Ke Like’ ,
the party, ‘Saamana’ on
Monday said the two-

Due to the Supreme
Court resorting to a
forced vasectomy, they
have to face this situa-
tion, the editorial said.

came back to Mumbai,
only two (Shinde and

Bharatiya Janata Party (BJP) MLA Ash- ish Shelar claimed that the National Democrat- ic Alliance’s (NDA) presidential poll Drou- padi Murmu will get “record-breaking” votes from Maharash- tra. Voting started at 10 am in the Vidhan Bhavan’s central hall in the city and continued till 5 pm. Leader of Opposition in the Maharashtra As- sembly Ajit Pawar of the Nationalist Con- gress Party (NCP) and Congress’s Balasaheb Thorat were among early voters. The opposition has nominated former Un- ion Minister Yashwant Sinha against Murmu. MLAs and MPs form the electoral college to elect the President of India. The BJP has 106 MLAs in the 288-mem- ber Maharashtra As- sembly along with 40 legislators belonging to the Eknath Shinde fac- tion of the Shiv Sena, besides 10 independ- ents who support the BJP. The Uddhav Thacker- ay-led Shiv Sena with 15 MLAs has announced support for Murmu. The NCP and Con- gress have 53 and 44 MLAs, respectively . One seat in the House is lying vacant due to the death of a Shiv Sena MLA. “She will get votes across the party lines. You will see a huge turn- out in this election. So, the lead that you see from Maharashtra will create a political history inthepresidentialpolls,” claimed Shelar, while talking to reporters. Taking a dig at the Maha Vikas Aghadi, a coalition of the Shiv Sena, NCP and Con- gress, Shelar said it did not seem to have coordination. First India Bureau New Delhi: MLAs of the Uddhav Thacker- ay faction of Shiv Sena have filed a fresh plea in the Su- preme Court chal- lenging the disquali- fication proceedings initiated against them under the con- stitutional scheme and on Monday. They sought its hearing with other pending pleas on July 20. A bench headed by Chief Justice NV Ra- mana agreed for a hear- ing in the case along- side the other five pending pleas. The bench, also com- prising Justice Krishna Murari and Justice Hima Kohli is already scheduled to hear as many as five pending pleas about the recent political crisis in Maha- rashtra, on Wednesday . The turmoil that be- gan with a rebellion in the Shiv Sena followed the collapse of the Maha Vikas Aghadi (MVA) government and resignation of CM Ud- dhav Thackeray on June 29. A day later, rebel Sena leader Eknath Shinde took oath as chief minister with the Bharatiya Janata Party (BJP) supporting his faction. The fresh sixth plea was mentioned before the bench by senior ad- vocate Devdatt Kamat. Maharashtra mat- ters are listed on Wednesday. I request for tagging the same along with them, Ka- mat said. The CJI-led bench, on July 11, had granted interim relief to the Uddhav Thackeray fac- tion MLAs by asking Maharashtra Assem- bly Speaker Rahul Nar- wekar not to proceed with the plea seeking their disqualification as sought by the Shinde group on the ground of defying the party whip during the trust vote and the election of the speaker. The top court seized five petitions and the first one was filed by the Shinde faction dur- ing the summer vaca- tion when some rebel Sena MLAs moved be- fore it challenging the disqualification pro- ceedings initiated by the deputy speaker. Rest four pleas, now the fifth one, have been filed by the Thackeray faction. The directive came on Mon- day evening, hours be- fore Chief Minister Shinde and Deputy Chief Minister Deven- dra Fadnavis were scheduled to fly to New Delhi on their second visit to the capital. DPDCs are constitut- ed in every district and the minister in charge of the district is the chairman of this com- mittee and the district collector is the member secretary. TOP TWEETS WHO IS TO BLAME FOR MOUNTING PILE OF PENDING CASES IN COURTS hose fault is it when there is a huge pen- dency of cases in dif- ferent courts of the country? Law Minis- ter Kiren Rijiju blames it on judges. The Chief Justice of In- dia NV Ramana disagrees. Riji- ju stated a few days ago that nearly five crore cases were pending in courts. The law min- ister said, “The pendency of cases when I took over as law minister was slightly less than four crore. Today, it is close to five crore. It is a matter of great worry for all of us.” Responding to Rijiju’s statement the CJI said, “You all know the reasons for pendency. I need not elabo- rate on it.” Indeed, the time taken by the Union law ministry in clearing names for judgeship is, in some cases, inordinately long. The file keeps moving back and forth be- tween the ministry and the Col- legium over a few names, delay- ing appointments. Judiciary taking a stand on appointments can’t be faulted in the interest of its independence. W he Union govern- ment has slapped a Goods and Ser- vices Tax (GST) on a whole range of new commodities, some of them being new additions. The GST Council has im- posed a 5 percent tax on packed food items like curd, packaged buttermilk, paneer, puffed rice, packed fish, meat, jaggery, honey and wheat flour, among others. What prompted the GST Council to bring these items under the 5 percent tax re- gime must have been its in- nate desire to raise revenue and add to the financial bur- den of middle class and the poor. How even this nominal tax hurt the consumer and traders can only be imagined as prices of these commodi- ties in their unpacked form are also likely to go up with the corner halwai shop decid- ing to match the prices and inflation is still hovering around 7 percent. Rice and wheat can still be purchased loose like puffed rice but none can guarantee the quality of loose wheat flour. What can also be not as- sured is that the government will not find a way to slap GST on these edibles in their loose form. Traders are al- ready up in arms to protest against the tax which, they say, will cause a huge loss in business. Political leaders too have criticised the decision. Varun Gandhi, the BJP MP and Shashi Tharoor of the Con- gress have both spoken against the decision. The BJP MP said that the GST on pack- aged food items will hurt peo- ple already struggling with “record-breaking unemploy- ment”. Shashi Tharoor said the “Aam Aadmi will bear the brunt”. The government may not agree with him. HOW NOT TO LET THE POOR EAT The Union government has slapped a GST on a whole range of new commodities, some of them being new additions. The GST Council has imposed a 5 percent tax on packed food items like curd, packaged buttermilk, paneer, puffed rice, packed fish, meat, jaggery, honey and wheat flour, among others T Pant-Pandya Heroics seal ODI Series but Problems Persist for Team India! rom Rishi Sunak as a front- runner for PM to soaring tem- peratures and Rishabh Pant’s breath-taking brilliance, it’s been quite an Indian summer in England this year. While Sunak’s future still remains unsure, Pant’s magnificent century sure took India to a thrilling five-wicket win over England in the final match of the ODI series. The south- paw’s maiden ODI ton and his terrific partnership with Hardik Pandya guided Team India to an amazing victory after a shaky start when In- dia’s Top 3 – Rohit Sharma, Shikhar Dhawan and Virat Kohli- fell cheaply . PANT-PANDYA HEROICS The Pant-Pandya heroics in the ODI grand finale should not, however, make us over- look the reality that the trip to England was not an undi- luted triumph. While the tour highlighted several gains, it also underlined seri- ous areas of concern that need urgent corrective atten- tion. With red and white ball cricket both being played, we need to take stock of the ma- jor gains and grey areas in all formats of the game as Rohit Sharma and his team gear up for the all-important T20 World Cup in Australia in Oc- tober and the ODI World Cup in India early next year. INDIA’S BOWLING India’s bowling deserves a special mention as it has been a big success all through the tour. Except for their fail- ure to bowl out England in the second innings of the Test Match, the bowlers put up a stand out show to take all 10 England Wickets rather cheaply in all 3 ODIs and T20s. Both Jasprit Bumrah and Mohammad Shami fared excellently and added to their tag of the most feared pace combo in world cricket today . INDIA’S POSITIVES One of India’s biggest posi- tives was the return of Bhu- vneshwar Kumar in T20 matches. His standout swing bowling earned him the Man of The Series award. With Hardik also back to peak fit- ness, India’s fast bowling fire power has added sting to it. Thereisstillsomeconundrum in the dressing room with re- gards to the selection of Ravi Ashwin in Tests abroad and dropping him from the final Test match cost India dearly . Hisroleneedstobeclarifiedas Aswin still remains World’s leading spinner. While bowling resources seem rich and well-stocked, it’s the batting that seems to be of grave concern. Though everyone pointed out bowl- ers’ inability to take 10 wick- ets in the final innings of the test match, it was the poor batting by top order that actu- ally cost India the game. With Rahul unfit, Rohit shaky and Virat going through a horror patch, India was saved by strong middle order. Emer- gence of Surya Kumar Yadav gives hope of a bright future after Rohit-Virat exit. But at the moment, India needs to take a hard look at who will be the Top 4 batters for T20 and ODI World Cups. There is an urgent need to bolster bat- ting resources and batting all- rounders like Venkatesh Iyer should be given more chanc- es. He is a good back up to Hardik as well but was ig- nored during the entire trip. KOHLI’S SILENT BAT Most importantly , Kohli’s si- lent bat needs to start talking again. The sooner he regains his run-scoring touch, the bet- ter becomes Team India’s chancesattheWorldCups. But beyondKohli’sform,it’stough torunawayfromthebasicfact that India is still scuttling to find their best eleven ahead of the ICC T20 World Cup later this year. The fact that India won both T20 and ODI series despite largely flop shows by top order reflects the fighting spirit of this unit. INDIA’S WEAKNESSES One of India’s biggest weak- nesses have been over experi- mentingandgivingchancesto toomanyplayers.Theselected few need to have many games under their belt before they playtheWorldCups.Sincethe last T20 World Cup in 2021, In- dia has tried 27 players in 16 T20s and 21 each in 6 ODIs and 8 Tests. Even the Captaincy is being rotated regularly and many experts felt that it was a wrong decision to hand Bum- rah Test Captaincy . It certain- ly wasn’t the best choice to saddletheyoungfastbowlerto lead the team so suddenly . INDIAN TALENT It’s only the lessons learnt fromhistorythatcantakeone to victory . Indian cricket has all the talent and money in the world but if they keep re- peating their mistakes from the previous World Cups, then it would be a missed op- portunity once again this Oc- tober come the T20 World Cup. They would do well to not rotate and change too much. Over resting of players was a folly that was commit- ted in Kohli-Shatri era too. The team could do big favour to themselves if they stick to a small pool of players and play to a template. If they do that, there is enough firepow- er in the team to bring back theWorldCuphomethistime. A bench headed by Chief Justice of India NV Ramana said the proceedings before Kar- nataka High Court are not linked to the ac- cused and stayed and directed the concerned High Court to consider the bail application of the accused persons without reference to these matters. The court remarked that the concerned HC judge, rather than con- sidering the bail appli- cation, focused on other things which may not be relevant. Hindu Minority status: SC seeks examples GYANVAPI PLEA: SC HEARING ON JULY 21 Mahesh Sharma New Delhi: Almost all the words in the Hindi or English dictionary used for attacking the governments or to hold them accountable, have been declared unparlia- mentary . Then the ques- tion is with what words the opposition is now going to attack the gov- ernment. If the govern- ment is to be accused of corruption, how will the opposition accuse it because the word 'cor- rupt' has become un- parliamentary? How will the opposi- tion level allegations of spying on Pegasus or whatever, when the word 'snoopgate' has be- come unparliamentary? The Leader of the Oppo- sition will not be able to call the Prime Minister 'Jumlajeevi' as the word has now become unpar- liamentary . The opposi- tion will also have to find new words to call the government a fail- ure as the word 'incom- petent' has been made unparliamentary . In the Diary of Parlia- ment's 2021 unparlia- mentary words, both the words 'dictator' and 'dic- tatorship' have been made unparliamentary . In common parlance, the name of Jaichand is used to accuse someone as a sly and a deceiver, but 'Shakuni' of Indian mythology and 'Jai- chand' of medieval his- tory have been made unparliamentary . The opposition par- ties will no longer be able to call the govern- ment as Bahri Sarkar, nor will they be able to call it a useless govern- ment because both the words 'bahri sarkar' and 'non-parliamentary' are now unparliamentary. Words like 'beating drums', 'double charac- ter', 'nautanki' have also become unparliamen- tary. The word Khal- istani will also not be used in Parliament. The words 'embarrassment', 'torture', 'cheating', 'dra- ma', 'hippocracy' etc. have also become un- parliamentary . But amidst this, there is a blessing in disguise for the Congress since the BJP leaders, who used to call former Con- gress President Rahul Gandhi as 'Bal Buddhi', will not be able to say it because the word 'Bal Buddhi' has become un- parliamentary . How will the Opposition attack the government? Prime Minister Narendra Modi men- tioned this in the BJP’s national executive and then in Deoghar, Jharkhand. He said that some people engage in shortcut politics, due to which there is a danger of short circuit and the country may be ruined. His clear gesture was towards ‘lucrative poli- cies’ announced by par- ties to entice voters. He also said that today peo- ple doing politics by making lucrative an- nouncements are not aware of its danger. Ac- tually this has a deep meaning. Prime Minis- ter Modi is trying to make people under- stand that he is doing long term politics, due to which people may face some difficulties now but tomorrow will be good for them and golden for the country as India will become Vishwa Guru. It means diverting people’s atten- tion from their prob- lems. But the opposition leaders linked the word of their shortcut poli- tics to politics. When the Prime Minister crit- icized the shortcut poli- tics in Deoghar, the JMM and Congress leaders were happy. A leader took this to mean that now the BJP will not form the govern- ment in the state by shortcut. Keep in mind that the BJP had lost the last election, but since its defeat, there is talk that it will form its gov- ernment by toppling the JMM-Congress govern- ment. Similarly , a leader from Bihar took a jibe at the Prime Minister’s speech and said that the BJP was defeated in the 2015 elections but it formed the government in the middle by joining JD(U) with itself in a shortcut way. Now in Maharashtra and be- fore that in the states of Madhya Pradesh, Kar- nataka, Goa, Manipur etc. BJP formed the gov- ernment through short- cut politics. HAS MODI HINTED AT ENDING ‘SHORTCUT POLITICS’? PM Narendra Modi Scindia tells Indian carriers to ramp us safety oversight New Delhi (PTI): Avia- tion Minister Jyotiradi- tya Scindia held one-on- one meetings with chiefsof Indiancarriers on Monday , asking them to ramp up safety over- sight, sources said. Scindia told each air- line to take all necessary steps that are needed to ramp up safety over- sight, the sources said. Scindia had on Sun- day held a meeting on safety issues with sen- ior officials of his min- istry and regulator Di- rectorate General of Civil Aviation (DGCA). During the meeting, he had taken a detailed report from officials about the incidents over last one month. The Court dismissed the petition after noting that the DGCA has already issued show cause notices to the concerned airlines. In his letter, Kadam expressed his anguish over the 2019 post-poll alliance between Shiv Sena, Nationalist Con- gress Party (NCP), and Congress, which he said was a betrayal of Sena founder the late Bal Thackeray’s vision. Kadam, from Ratna- giri district, became a Member of the Legisla- tive Assembly (MLA) for the first time in 1990 and went on to win three more terms. He had served as the state environment min- ister in the Devendra Fadnavis-led Bharatiya Janata Party-Sena gov- ernment in 2014-19.
