minister Yogi Adityanath on
Tuesday said the newly opened
Purvanchal expressway will give
momentum to development in
the state of Uttar Pradesh.
Addressing the inaugural
event of the 341-km expressway,

ago, the foundation of the ex-
pressway was laid. Despite the
coronavirus disease (Covid-19),
the expressway is ready for in-
auguration on schedule.”
The Uttar Pradesh Chief Min-
ister said that this is the ex-
pressway for the people of Uttar
Pradesh and it is not only a me-
dium for transportation, but it
would also pave the way for de-
veloping the state’s eastern re-
gion which remained neglected
since the country’s Independ-
ence.
“We are laying the foundation
of new India. Purvanchal will
become the lifeline for develop-
ment in eastern UP
,” he said.

The health workers
have been paying door-

patients with viral fe-
ver, vector-borne dis-
eases and with other
symptoms. The author-
ities are also working to
create awareness on
preventative measures
to curb Zika with the
help of posters.
Apart from ensuring
proper arrangements
for treatment of pa-
tients infected with
Zika virus at govern-
ment hospitals, CM
Yogi Adityanath has
also made it compulso-
ry for private hospitals
to provide treatment to
patients infected with
Zika virus and the cases
of fever are being mon-
itored via the integrat-
ed command centre to
ensure there is no panic
for Zika and dengue.
It is noteworthy that
since the confirmation
of the state’s first case
of ZikavirusonOctober
22, the UP government
is carrying out strict
testing of samples at a
largescaletoremovethe
risk of any further
spread at KGMU.
As a result of the effi-
cient screening, testing
and containment mea-
sures implemented by
the state government,
the Zika test positivity
rate in places like Kan-
pur and Kannauj is re-
cording a consistent
and steady decline.
In pursuance of the
directives issued by CM
Yogi, over 73,000 sur-
veillance committees
and the ASHA workers
have also been visiting
households for screen-
ing, tracing patients
showing viral symp-
toms, fever and influen-
za-like illness (ILI).

Meanwhile, coronavi-
rus cases have fallen
sharply in UP since the
devastating months at
the start of the year.
The Active Caseload
has reduced to 99 push-
ing the Recovery Rate
up to a remarkable 98.8
per cent.
The fresh and active
cases in 45 districts of
the state have declined
to zero. The most popu-
lous state has conduct-
ed over 1,21,074 tests in
last 24 hours out of
which merely 9 samples
tested positive. Eight

How BSF’s stretched footprint is
politically significant for Bengal
The state government
decided to bring a
resolution in the Assembly
against the extension of
the BSF’s jurisdiction on
November 16, taking a cue
from the Congress
government in Punjab.
TMC’s apprehensions
stem from the fact that the
directive will bring nearly
one-third of West Bengal,
which shares
global  borderlines with
Bangladesh, Bhutan and
Nepal, under the direct
jurisdiction of the BSF
he major amendment in the
statute of the BSF extending
the force’s area of jurisdic-
tion to 50 km from the inter-
national borders with Paki-
stan and Bangladesh in Pun-
jab, Rajasthan, West Bengal
and Assam has created po-
litical heartburn in the
states especially ruled by
non-BJP parties.
The new rule gives BSF an
ambit increase of 35 km from
the existing limit of 15 km in-
side the border and will effec-
tively ensure that almost one-
third of West Bengal, espe-
cially crucial areas in north
Bengal, will come under the
searchlights of the force.
West Bengal has the long-
est and reportedly the most
“porous” global borders. The
state also shares a 2216-km-
long border with Bangladesh
and a 100-km border with Ne-
pal and a 183-long km border
with Bhutan.
This will also have a huge
impact in strategic towns
like Siliguri (in the north)
which is one of the most im-
portant cities after Kolkata
in West Bengal as Siliguri is
also considered to be the
gateway to the entire north-
eastern part of the country
and also Bhutan and Nepal.
Opposition parties have
been watching this develop-
ment closely and haven’t
taken this new law at face
value.
“The expansion of
#BSF area of jurisdic-
tion up to 50 km from
the border of some
states amounts to bra-
zen infringement upon the
territory of states. @HMOIn-
dia, you should not indulge
any ‘Chherkhani’ else will
face the consequences,”
tweeted Adhir Ranjan
Chowdhury, leader of the
Congress party in the Lok
Sabha.
“This is simply infringing
upon the sovereign rights of
the state. There are allega-
tions of links between BSF
and smugglers. To let them
increase their area of opera-
tion would be suicidal. The
state should oppose this,”
said Saugata Roy, TMC MP.
Most of North Bengal com-
ing under BSF’s purview is
also seen as a politically sen-
sitive development, as the
region is becoming an in-
tense political hotbed with
the BJP focussing closely on
the region as it is doing rela-
tively better in the area than
rest of Bengal which was wit-
nessed especially in the re-
cently held crucial Assembly
elections earlier this year.
Apart from several BJP
leaders giving a clarion call
for a separate statehood of
north Bengal, this region
also got a shot in the arm fol-
lowing the Centre’s during
the reshuffle in June.
FourMPsfromthestategot
a ministerial berth with two
of them from north Bengal.
The party recently also chose
an MP from north Bengal, Su-
kanta Majumdar, as its state
unit president! Thus giving
more impetus to the region.
In his bid to defend the de-
cision on BSF’s jurisdiction,
minister Nisith Pramanik
had said, “All of us know that
north Bengal is located in
chicken’s neck (the area
where the width of the Indian
sub-continent is the thinnest
and perched between Nepal
and Bangladesh). We have
four international borders
here and this decision (of ex-
tending BSF’s jurisdiction)
can help in bolstering secu-
rity of the region.”
Even as the Union minister
of state tried to pass on a mes-
sage that people living in the
concerned area will not face
any problems following the
jurisdiction order, local peo-
ple continue to live in appre-
hension that their trade
might get affected if the
force imposes fresh re-
strictions across the
new area of jurisdic-
tion. Hundreds of
trucksandgoodscar-
riagevehiclesmeant
for Bangladesh are parked in
this area and innumerable
small traders, who depend on
the border trade, run their
units along the stretches
which run up to the border. It
isstillnotknownif suchfresh
rules on jurisdiction might af-
fect them also.
Meanwhile, the TMC has
decided to raise strong objec-
tions over the new BSF juris-
diction rule in the Winter ses-
sionof Parliamentastheissue
has become a new flashpoint
between the West Bengal gov-
ernment and the Centre.
The TMC sees a political
motivebehindthemovewhich
will allow the BSF to conduct
searchandarrestsdeepinside
the state’s territory with the
purpose of protecting India’s
international borders from il-
legal encroachments and
cross-border crimes.
“It interferes with the po-
lice’s responsibility of main-
taining law and order in the
state and also violates the
federal structure of our
country,” TMC Lok Sabha
leader Sudip Bandyopadhyay
said, adding that the party,
according to instructions
from chief Mamata Baner-
jee, would raise the issue in
both houses of Parliament in
the Winter session starting
from November 29.
The state government de-
cided to bring a resolution in
the Assembly against the ex-
tension of the BSF’s jurisdic-
tion on November 16, taking
a cue from the Congress gov-
ernment in Punjab.
TMC’sapprehensionsstem
from the fact that the direc-
tive will bring nearly one-
third of West Bengal, which
shares global  borderlines

threshold of becoming one
of the states with excellent
road connectivity. Other ex-
pressways—Bundelkhand,
Ganga and Eastern Periph-
eral Expressways—which
are in the making will pro-
vide further impetus to
growth and reduce regional
imbalances. Like the Agra
and Yamuna expressways,
Purvanchal has also been
constructed keeping in mind
future defence needs and is
built to specifications to fa-
cilitate take-off and landing
of IAF’s aircraft.
Irrespective of Samajwadi
Party claiming credit for ini-
tiating Purvanchal E-way,
the project will always be
known for government
which completed it. The pos-
itive takeaway is that devel-
opment projects conceived
of by any Opposition-ruled
government are not junked.
Besides catalyzing the
state’s development, the
event, which comes a few
months before elections, will
also push issues like infla-
tion and other inconvenienc-
es into the background. Bet-
ter road connectivity and the
hope for a better future
should outweigh the impact
of other issues. Thanks to
PM Modi and CM Yogi, UP is
able to dream of a developed
state tag. The Central and
state governments, being of
the same party, have perfect
understanding and that is
what makes them a “double
engine ki sarkar”. This was
not the case earlier when the
Centre and state were ruled
by political parties pulling in
different directions. That ef-
fectively stalled the state’s
progress pushing it into the
BIMARU category where it
languished for a long time.

The “Manikarnika”
actor, still in the eye of

shared an old news clip-
ping headlined “Gan-

The report claimed
that Gandhi, along with
Nehru and Jinnah,
came to an agreement
with a British judge
that they would hand
Bose over if he were to

.
“Either you are a Gan-

Ranaut, whose Twitter

news clipping.
In another post,
Ranaut, who has court-

with her incendiary
and provocative state-

“Those who fought for
the freedom were ‘hand-
ed over’ to their masters
by those who had no
courage burning/ boil-
ing hot blood to fight
their oppressors but
they were power hun-
gry and cunning.”
She then went on to
target Gandhi, even
claiming that there was
evidence suggesting he
wanted Bhagat Singh to
be hanged.
“Those are the ones
who taught us, ‘If some-

how you will get Aazadi.

KCVENUGOPAL:THE‘GENERAL’OF
CONGRESSGENERALSECRETARIES!
Anita Hada
New Delhi: Several
questions were raised
about former Congress
President Rahul Gan-
dhi’s decision to give a
‘major’ promotion to,
Kerala resident & RS MP
from Rajasthan, KC
Venugopal and appoint-
ed him as organisation’s
general secretary in
place of Ashok Gehlot.
Till that time all mem-
bers of AICC did not
even know KC. He him-
self was not familiar
with people and office
bearers associated with
party organisation
across the country. His
scope was also very lim-
ited & there was no spe-
cial recognition about
himeveninDelhimedia.
So, from time of his ap-
pointment, this decision
was under question.
After this appoint-
ment, Venugopal did not
even contest the 2019
Lok Sabha elections, in
which Congress lost for
the second time in a row.
Although it is true
that the Congress per-
formed very well in his
home state of Kerala
and Rahul himself
reached Lok Sabha from
there. Despite this, peo-
ple’s perception about
Venugopal did not
change. But in last two
years, he has gradually
consolidated his posi-
tion and has taken hold
of party organisation.
This happened since he
may have been appoint-
ed by Rahul, but he also
managed to win trust of
Sonia and Priyanka.
Continued support of
the trio made him an ac-
ceptable face among
Congress leaders.
Recently, Venugopal
played an active role in
handling the crisis in
two Congress-ruled
states - Rajasthan and
Chhattisgarh - and re-
mained active even dur-
ing the Punjab crisis. So,
it can be said that in the
last one year, he has
played an important role
in resolving the crisis in
the Congress ruled
states. He continued to
act as a bridge for state
governments&organisa-
tion on behalf of Sonia,
Rahul & Priyanka which
hasfurtherstrengthened
his position.
Now he is being called
the ‘General Secretary
of the General Secretar-
ies’ within the party.
Earlier this system used
to work in Congress that
the General Secretary
of the party was in di-
rect contact with the
party President. The
general secretary in
charge of the states also
gave their report to the
president and their feed-
back was most impor-
tant in the politics of the
states. KC Venugopal,
who came to be known
as KCV in the last two
years, is now link be-
tween General Secretar-
ies and President and
former President. That
is, if any general secre-
tary has to meet Sonia
or Rahul, then it is hap-
pening through KCV &
he is also present in
every such meetings. In
fact, Congress leaders
say that he has not be-
come Ahmed Patel and
may not be able to be-
come one, but his posi-
tion in the organisation
is not weaker than that
of Patel.
PARTY’S CRISIS
MANAGER
Recently, Venugopal
played an active role in
handling the crisis in two
Congress-ruled states of
Rajasthan & Chhattisgarh
and remained active even
during Punjab crisis. So,
it can be said that in the
last 1 year, he played an
important role in resolving
crisis in Cong-ruled states.

WB Assembly passes resolution against
Centre’s move to expand BSF jurisdiction
Kolkata: The West
Bengal Assembly on
Tuesday passed a reso-
lution against the Cen-
tre’s decision to extend
BSF’s jurisdiction,
amid opposition by BJP
legislators.
Bengal became the
second state after Pun-
jab where such a resolu-
tion has been tabled and
passed.
The resolution was
moved by state parlia-
mentaryaffairsminister
Partha Chatterjee under
Rule 169 of the Proce-
dures of Conduct of
Business of the House.
“We demand that this
decision be withdrawn
immediately as enhanc-
ing the area of jurisdic-
tion of the BSF is a di-
rect attack on the coun-
try’s federal structure,”
he said.
Unruly scenes were
witnessed in the House
during the day after
TMC MLA Udayan

that raised eyebrows.
“A child living in a

“BSF JAWANS
TOUCH WOMEN
INAPPROPRIATELY
DURING CHECKS”
New Delhi: Chaos erupted at the West
Bengal assembly after Trinamool Con-
gress legislator Udayan Guha accused
personnel of the Border Security Force
(BSF) of inappropriately touching women
while searching them during border
movement. The Dinhata MLA further said
that no matter how much the personnel
chanted ‘Bharat Mata ki Jai’, they were
not patriotic. Guha made the statement
during a discussion on the Centre’s deci-
sion to extend the BSF’s jurisdiction up to
50km inside the international border.

You can criticise the
decision. You can say
the duty of the police
will be hampered and
if it is true, we will

but what some lead-

a force that relentless-

fortunate and people

what opinion the

the forces.

CONG’SMISERIES,CHALLENGESHOPEINBUNDELKHAND
Gyanendra Kumar Shukla
Lucknow: Till the
nineties, Congress
dominated in Bun-
delkhand, later SP and
BSP occupied this area.
But in the last assem-
bly elections, all the
seats here were cap-
tured by BJP. Now un-
der the leadership of
Priyanka Gandhi, the
Congress is trying hard
to regain its old politi-
cal stronghold.
According to the pro-
gram set earlier by the
Congress Party, Priyan-
ka Gandhi had to blow
the bugle of the Con-
gress party’s election
victory from Chitra-
koot, the holy land of
Lord Ram. Since Con-
gress strategists be-
lieve that Priyanka
Gandhi’s announce-
ment of giving 40 per
cent election tickets,
women have started
feeling a special con-
nection with her party
.
Therefore, prepara-
tions have been made
for the dialogue of the
Congress General Sec-
retary with a large
gathering of women at
Ramghat here. At the
same time, a plan has
also been prepared to
register the presence
of Priyanka Gandhi at
places of religious im-
portance to compete
with BJP’s religious
card. However, due to
health reasons, there
is a possibility of
some changes in the
schedule of this tour
of Priyanka.
Notably, in the year
2017, BJP had won all
the 19 assembly seats
in Bundelkhand re-
gion. In order to make
its inroads among the
voters of the land of
Bundela warriors, the
Congress has drawn up
several strategies.
Congress is focusing
especially on those
seats in this area where
the party’s position is
strong in its analysis;
these include Jhansi
Sadar, Garautha, Lalit-
pur Sadar seat, Orai,
Kalpi, Hamirpur, Ma-
hoba, Banda and Chi-
trakoot Sadar seat.
However, it is very
difficult to realize the
plan of Congress to get
success in Bun-
delkhand. According
to political analyst
Smiratmaj Mishra,
during the Mandal and
Mandir era of the nine-
ties, the SP-BSP and
BJP’s hold on Bun-
delkhand became
stronger, as a result of
which the traditional
voters of the Congress
shifted to these parties.
Now bringing them
back in its camp is the
biggest challenge of
the Congress. At the
same time, preventing
veteran regional lead-
ers from being separat-
ed from the party is
also no less than a
tough test for the Con-
gress, he added.

The SHOs of various

rest all those criminals

Lucknow: The Shamli

has decided to under-
take survey of “exodus”
of people in 2014 from

tration has planned to
enumerate the people
who had left the town
and then later get it

The district magistrate

that the administration
would conduct survey
from the beginning
whether there was any
migration from Kaira-
na in 2014 or not.
More than a week af-

who were allegedly
forced out of Kairana in
Shamli district between
2014 and 2016, and prom-
ised them compensa-
tion and “security”, the
District Magistrate has
said that they have
started an exercise to
prepare a list of people
“who had left Kairana
because of the law and
order problem and have
now returned”.
In 2016, former BJP
MP Hukum Singh had
claimed that close to 350
Hindus had left under
threats from criminals
from Kairana, one of
the towns hit by the 2013
riots. Following this,
the Shamli district ad-
ministration had then
conducted a survey and
said that only three
families had left their
homes following al-
leged extortion threats.
On Sunday, Shamli
DM Jasjit Kaur said
that they would go
through the list of Hu-
kum Singh and the in-
quiry report prepared
by the district adminis-
tration then. “The cur-
rent survey will look

With the arrival of a
‘proactive’ state BJP
chief CR Patil there is a
new sense of enthusi-
asm among the party
workers and CR’s excel-
lent coordination with
thenewCMPatelmakes
a perfect team to take
on the opposition in
2022. However, there is a
growing ‘sense and con-
cern’ of a day-to-day
interference of the par-
ty chief CR’s in the mat-
ters of governance
though a top bureau-
crat still holds that
there is no interference
of the party chief in the
decision making pro-
cess of CMO and the
postings of IAS and IPS
officers which are being
entirely done by the
Chief Minister, in con-
sultation with his prin-
cipal aide Kailashna-
than and the Chief Sec-
retary Pankaj Kumar.
There is also a specu-
lation at Gandhinagar
Secretariat about the
arrival of a new Chief
Secretary on or before
May 2022, when the pre-
sent incumbent retires.
According to a reliable
input, the name of Raj
Kumar who has been
recently repatriated
back to his parent cad-
re, Gujarat from the
coveted post of Secre-
tary, Defence (Produc-
tion) in the Union gov-
ernment, is being seri-
ously considered for the
new Chief Secretary.
However, till the retire-
ment of the present CS,
Raj Kumar may be ap-
pointed as ACS Home,
which at present is as
additional charge with
Rajiv Gupta, ACS In-
dustries and Mining.
In this way, a well-co-
ordinated bureaucratic
team of KK and the new
CS will carry forward
new CM Patel’s agenda
in the state.
According to sources,
one of the main tasks
before the Chief Minis-
ter is to restore the cred-
ibility and image of the
chief minister’s office,
which has been tar-
nished a bit during Vi-
jay Rupani’s tenure and
fingers were raised
about the ‘proximity’ of
the former CM with the
real estate lobby and
also some complaints
about an alleged ‘re-
mote control influence’
of his wife Anjali in the
matters of state. One of
the reasons for the
change of leadership in
Gujarat was a feedback
to the central leader-
ship about a growing
anti-incumbency factor
related to the style and
functioning of Vijay
Rupani. However, after
his exit from 6, Minister
Enclave, a high profile
Rupani has suddenly
gone low profile.
After interacting
with a couple of rele-
vant persons in Gandhi-
nagar and Ahmedabad
on Monday, I also no-
ticed a new sense of
confidence and enthusi-
asm in the higher bu-
reaucracy
, which enjoys
a complete functional
free hand under the
leadership of a silent
performer and the new
CM Patel.
Gujarat is now curi-
ously looking up to Oc-
tober-November 2022
assembly polls but still
there is a talk in
Ahmedabad and New
Delhi about a likely ear-
ly assembly polls in
March-April along with
other 5 states, including
UttarPradesh.Butkeep-
ing in mind a top secret
style of functioning of
Narendra Modi and
Amit Shah, no one in
Gandhinagar Secretari-
at has any clue about it.
However, looking to
the mood of the voters
in the recent Gandhina-
gar municipal corpora-
tion polls, BJP is all set
to dominate the show in
2022 polls.

Priyanka to hold women’s meet in Chitrakoot today
First India Bureau
Lucknow: AICC gen-
eral secretary Priyan-
ka Gandhi will hold a
conference of women
in Chitrakoot on
Wednesday which
would be held at
Ramghat.
Priyanka Gandhi has
been carrying on spe-
cial women centric
campaign to mobilise
them in the state.
The spokesman of
UPCC Dr Umashankar
Pandey said Priyanka
Gandhi, who has
emerged as a symbol of
fighter for the cause of
women, has been at-
tracting this section of
the society who are
looking towards her
with hope and
aspiration.
Pandey said that Pri-
yanka Gandhi’s slogan
“ I am girl, I can fight”
has attracted the wom-
en to a large extent and
has become symbol of
women empowerment.
He said she will be
holding dialogue with
women in Chitrakoot.
Pandey said the way
the BJP had turned the
state in to a “crime
state” the worst affect-
ed section was women
and Priyanka Gandhi
has given call to them
to join her campaign.
He said the Congress
has already promised
40 per cent reservation
to women in ticket dis-
tribution and girl stu-
dents of intermediate
and graduation would
be given smartphone
and scooty.
Similarly women
would be allowed free
travel in the govern-
ment buses. He said
aganwadi workers had
been promised Rs
10,000 remuneration
and three gas cylinders
would be provided free
to women in a year. He
said the Congress had
been making hectic ef-
forts to mobilise the peo-
ple in the 2022 election.
First India Bureau
Lucknow: Ten mem-
bers of the Uttar
Pradesh legislative
council, belonging to
the Samajwadi Party
and Bahujan Samaj
Party, will be joining
the BJP soon. All these
leaders wield consider-
able influence in their
respective areas and
with support from the
BJP
, they will manage a
comfortable re-election
next year.
In the list that has
been cleared for induc-
tion into the BJP, the
most prominent name
is that of Ravi Shankar
Singh Pappu who is
presently in the Sama-
jwadi Party. He is the
nephew of former
Prime Minister late
Chandra Shekhar.
It may be recalled
that late Chandra Shek-
har’s son Neeraj Shek-
har has already joined
the BJP.
Former Minister
Markanday Chand’s
son, CP Chand is also
joining the BJP.
Akshay Pratap Sin-
gh, a cousin of former
minister Raghuraj
Pratap Singh alias Raja
Bhaiyya, is also quit-
ting the Samajwadi
Party to join the BJP.
BSP MLC from Jaun-
pur Brijesh Singh
‘Princu’ is also chang-
ing loyalties to join the
BJP.
He is considered
close to former BSP MP
Dhananjay Singh. In-
terestingly, most of the
leaders joining the BJP
belong to the Thakur
community.
Their joining the
BJP is expected to give
a major boost to the rul-
ing party which had
faced reverses in the
panchayat elections
held earlier this year.
First India Bureau

any major education-
al institution or uni-
versity of the city
.

held from 15 to 30 No-
vember.
Under the Yuva Ut-
than programme, it is
the effort of the BJP
that the issues of the
youth should be ad-
dressed through
these big icons, so
that the vote bank of
a large youth will be
placed directly in the
program related to
the Bharatiya Janata
Party, especially the
celebrity faces, which
are the youth. What
doesitneed,howdoes
the youth of UP see

making every effort
to woo the youth. In
this episode, now the
Party is going to
launch its youth bri-
gade in UP. So that

Prayagraj: The Alla-
habad High Court has
slammed the Central
Bureau of Investigation
(CBI) for its failure to
properly investigate the
alleged custodial death
of a 24-year-old man
from Jaunpur.
The court said that
the affidavit filed by the
probing agency is to-
tally unsatisfactory as
it indicated that no con-
crete effort had been
made by it to arrest the
accused persons, who
are the policemen.
Hearing a writ peti-
tion filed by one Ajay
Kumar Yadav of Jaun-
pur district, a division
bench comprising Jus-
tice Surya Prakash Kes-
arwani and Justice Pi-
yush Agrawal observed,
“The averment made by
the CBI that efforts are
being made, appears to
be merely an eyewash in
view of the stand taken
on the last date of hear-
ing as recorded in the
order October 27, 2021
that the CBI arrests ac-
cused only after comple-
tion of investigation.”
Initsaffidavit,theCBI
gave the details of police
officers, suspects and ac-
cused persons and also
stated that efforts are be-
ing made by conducting
raids/ searches at their
known addresses, exam-
ining their CDRs/ IP-
DRs, and deploying
sources to get their pre-
sent locations for the ex-
ecution of non-bailable

Janhvi is the first child
in the country who
stepped out in the Coro-
naAwarenessCampaign
of the Government of
Rajasthan during the
lockdown of March -
April 2020. On learning
of the plight faced by
her ‘locked down’
friends, Janhvi the logo
of this new kids’ world
in her notebook and did
everything from her
home.
The Future Society
heard the children’s call
and turned this into a
national initiative by
formally launching the
Digital Baal Mela on No-
vember 14, 2020, Chil-
dren’s Day. Rajasthan
Education Minister Go-
vind Singh Dotasara re-
leased a video of the
Baal Mela and appealed
to the children to par-
ticipate in large num-
bers. Dr BD Kalla, Minis-
ter of Arts and Culture,
Government of Ra-
jasthan, described it as a
platform for children.
Children from across
the country participated
in 10 kinds of competi-
tions of Digital Baal
Mela. Not only chil-
dren, but their
parents also showed
huge enthusiasm.
As a result, in one
month, children
from all over the
country appeared
at this Baal Mela.
While one
thousandchildren
became active mem-
bers of Digital Baal
Mela, about fifteen lakhs
also reached social me-
dia platforms. DBM 2021
was designed to take
the voice of children
to the political func-
tionaries so that they
also become stake-
holders in the politi-
cal process even
though they don’t
vote. Starting on June
15, DBM, 2021 has al-
ready been able to con-
nect more than 15 lac
children and their fami-
lies.
Children have been
selected to experience
for themselves how the
state Assembly func-
tions. These children
were allowed inside the
Rajasthan Vidhan Sab-
ha and got the opportu-
nity to run the House.

How BSF’s stretched footprint is politically significant for Bengal The state government decided to bring a resolution in the Assembly against the extension of the BSF’s jurisdiction on November 16, taking a cue from the Congress government in Punjab. TMC’s apprehensions stem from the fact that the directive will bring nearly one-third of West Bengal, which shares global  borderlines with Bangladesh, Bhutan and Nepal, under the direct jurisdiction of the BSF he major amendment in the statute of the BSF extending the force’s area of jurisdic- tion to 50 km from the inter- national borders with Paki- stan and Bangladesh in Pun- jab, Rajasthan, West Bengal and Assam has created po- litical heartburn in the states especially ruled by non-BJP parties. The new rule gives BSF an ambit increase of 35 km from the existing limit of 15 km in- side the border and will effec- tively ensure that almost one- third of West Bengal, espe- cially crucial areas in north Bengal, will come under the searchlights of the force. West Bengal has the long- est and reportedly the most “porous” global borders. The state also shares a 2216-km- long border with Bangladesh and a 100-km border with Ne- pal and a 183-long km border with Bhutan. This will also have a huge impact in strategic towns like Siliguri (in the north) which is one of the most im- portant cities after Kolkata in West Bengal as Siliguri is also considered to be the gateway to the entire north- eastern part of the country and also Bhutan and Nepal. Opposition parties have been watching this develop- ment closely and haven’t taken this new law at face value. “The expansion of #BSF area of jurisdic- tion up to 50 km from the border of some states amounts to bra- zen infringement upon the territory of states. @HMOIn- dia, you should not indulge any ‘Chherkhani’ else will face the consequences,” tweeted Adhir Ranjan Chowdhury, leader of the Congress party in the Lok Sabha. “This is simply infringing upon the sovereign rights of the state. There are allega- tions of links between BSF and smugglers. To let them increase their area of opera- tion would be suicidal. The state should oppose this,” said Saugata Roy, TMC MP. Most of North Bengal com- ing under BSF’s purview is also seen as a politically sen- sitive development, as the region is becoming an in- tense political hotbed with the BJP focussing closely on the region as it is doing rela- tively better in the area than rest of Bengal which was wit- nessed especially in the re- cently held crucial Assembly elections earlier this year. Apart from several BJP leaders giving a clarion call for a separate statehood of north Bengal, this region also got a shot in the arm fol- lowing the Centre’s during the reshuffle in June. FourMPsfromthestategot a ministerial berth with two of them from north Bengal. The party recently also chose an MP from north Bengal, Su- kanta Majumdar, as its state unit president! Thus giving more impetus to the region. In his bid to defend the de- cision on BSF’s jurisdiction, minister Nisith Pramanik had said, “All of us know that north Bengal is located in chicken’s neck (the area where the width of the Indian sub-continent is the thinnest and perched between Nepal and Bangladesh). We have four international borders here and this decision (of ex- tending BSF’s jurisdiction) can help in bolstering secu- rity of the region.” Even as the Union minister of state tried to pass on a mes- sage that people living in the concerned area will not face any problems following the jurisdiction order, local peo- ple continue to live in appre- hension that their trade might get affected if the force imposes fresh re- strictions across the new area of jurisdic- tion. Hundreds of trucksandgoodscar- riagevehiclesmeant for Bangladesh are parked in this area and innumerable small traders, who depend on the border trade, run their units along the stretches which run up to the border. It isstillnotknownif suchfresh rules on jurisdiction might af- fect them also. Meanwhile, the TMC has decided to raise strong objec- tions over the new BSF juris- diction rule in the Winter ses- sionof Parliamentastheissue has become a new flashpoint between the West Bengal gov- ernment and the Centre. The TMC sees a political motivebehindthemovewhich will allow the BSF to conduct searchandarrestsdeepinside the state’s territory with the purpose of protecting India’s international borders from il- legal encroachments and cross-border crimes. “It interferes with the po- lice’s responsibility of main- taining law and order in the state and also violates the federal structure of our country,” TMC Lok Sabha leader Sudip Bandyopadhyay said, adding that the party, according to instructions from chief Mamata Baner- jee, would raise the issue in both houses of Parliament in the Winter session starting from November 29. The state government de- cided to bring a resolution in the Assembly against the ex- tension of the BSF’s jurisdic- tion on November 16, taking a cue from the Congress gov- ernment in Punjab. TMC’sapprehensionsstem from the fact that the direc- tive will bring nearly one- third of West Bengal, which shares global  borderlines with Bangladesh, Bhutan and Nepal, under the direct jurisdiction of the BSF. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL T The new rule gives BSF an ambit increase of 35 km from the existing limit of 15 km inside the border and will effectively ensure that almost one-third of West Bengal, especially crucial areas in north Bengal, will come under the searchlights of the force ROBIN ROY The writer is Senior Associate Editor, Free Press Journal, Mumbai and former Managing Editor, First India SPIRITUAL SPEAK Anyone who is steady in his determination for the advanced stage of spiritual realization and can equally tolerate the onslaughts of distress and happiness is certainly a person eligible for liberation. —Bhagavad Gita IN-DEPTH Vice President of India @VPSecretariat Hearty congratulations to all the friends associated with the media on the occasion of National Press Day. Other ex- pressways—Bundelkhand, Ganga and Eastern Periph- eral Expressways—which are in the making will pro- vide further impetus to growth and reduce regional imbalances. Like the Agra and Yamuna expressways, Purvanchal has also been constructed keeping in mind future defence needs and is built to specifications to fa- cilitate take-off and landing of IAF’s aircraft. Irrespective of Samajwadi Party claiming credit for ini- tiating Purvanchal E-way, the project will always be known for government which completed it. Till that time all mem- bers of AICC did not even know KC. He him- self was not familiar with people and office bearers associated with party organisation across the country. His scope was also very lim- ited & there was no spe- cial recognition about himeveninDelhimedia. So, from time of his ap- pointment, this decision was under question. After this appoint- ment, Venugopal did not even contest the 2019 Lok Sabha elections, in which Congress lost for the second time in a row. Although it is true that the Congress per- formed very well in his home state of Kerala and Rahul himself reached Lok Sabha from there. Despite this, peo- ple’s perception about Venugopal did not change. But in last two years, he has gradually consolidated his posi- tion and has taken hold of party organisation. This happened since he may have been appoint- ed by Rahul, but he also managed to win trust of Sonia and Priyanka. Continued support of the trio made him an ac- ceptable face among Congress leaders. Recently, Venugopal played an active role in handling the crisis in two Congress-ruled states - Rajasthan and Chhattisgarh - and re- mained active even dur- ing the Punjab crisis. So, it can be said that in the last one year, he has played an important role in resolving the crisis in the Congress ruled states. He continued to act as a bridge for state governments&organisa- tion on behalf of Sonia, Rahul & Priyanka which hasfurtherstrengthened his position. Now he is being called the ‘General Secretary of the General Secretar- ies’ within the party. Earlier this system used to work in Congress that the General Secretary of the party was in di- rect contact with the party President. KC Venugopal, who came to be known as KCV in the last two years, is now link be- tween General Secretar- ies and President and former President. That is, if any general secre- tary has to meet Sonia or Rahul, then it is hap- pening through KCV & he is also present in every such meetings. But in the last assem- bly elections, all the seats here were cap- tured by BJP. Now un- der the leadership of Priyanka Gandhi, the Congress is trying hard to regain its old politi- cal stronghold. According to the pro- gram set earlier by the Congress Party, Priyan- ka Gandhi had to blow the bugle of the Con- gress party’s election victory from Chitra- koot, the holy land of Lord Ram. Since Con- gress strategists be- lieve that Priyanka Gandhi’s announce- ment of giving 40 per cent election tickets, women have started feeling a special con- nection with her party . Therefore, prepara- tions have been made for the dialogue of the Congress General Sec- retary with a large gathering of women at Ramghat here. At the same time, a plan has also been prepared to register the presence of Priyanka Gandhi at places of religious im- portance to compete with BJP’s religious card. However, due to health reasons, there is a possibility of some changes in the schedule of this tour of Priyanka. Notably, in the year 2017, BJP had won all the 19 assembly seats in Bundelkhand re- gion. In order to make its inroads among the voters of the land of Bundela warriors, the Congress has drawn up several strategies. Congress is focusing especially on those seats in this area where the party’s position is strong in its analysis; these include Jhansi Sadar, Garautha, Lalit- pur Sadar seat, Orai, Kalpi, Hamirpur, Ma- hoba, Banda and Chi- trakoot Sadar seat. However, it is very difficult to realize the plan of Congress to get success in Bun- delkhand. According to political analyst Smiratmaj Mishra, during the Mandal and Mandir era of the nine- ties, the SP-BSP and BJP’s hold on Bun- delkhand became stronger, as a result of which the traditional voters of the Congress shifted to these parties. Surveybeginstoidentifykin whohavereturnedtoKairana First India Bureau Lucknow: The Shamli district administration has decided to under- take survey of “exodus” of people in 2014 from Kairana on law and or- der issue. The adminis- tration has planned to enumerate the people who had left the town and then later get it verified by the police. The district magistrate Shamli Jasjit Kaur said that the administration would conduct survey from the beginning whether there was any migration from Kaira- na in 2014 or not. More than a week af- ter Uttar Pradesh Chief Minister Yogi Adity- anath visited families who were allegedly forced out of Kairana in Shamli district between 2014 and 2016, and prom- ised them compensa- tion and “security”, the District Magistrate has said that they have started an exercise to prepare a list of people “who had left Kairana because of the law and order problem and have now returned”. In 2016, former BJP MP Hukum Singh had claimed that close to 350 Hindus had left under threats from criminals from Kairana, one of the towns hit by the 2013 riots. Following this, the Shamli district ad- ministration had then conducted a survey and said that only three families had left their homes following al- leged extortion threats. On Sunday, Shamli DM Jasjit Kaur said that they would go through the list of Hu- kum Singh and the in- quiry report prepared by the district adminis- tration then. “The cur- rent survey will look beyond the list pre- pared by Hukum Sin- gh,” said Kaur. Jagdeesh Chandra Gandhinagar: In just 61 days of his taking over the charge of the ‘powerful’ post of the Chief Minister of Guja- rat, a Narendra Modi- Amit Shah choice, Bhu- pendra Patel creates a new hope to bring back the saffron party to power in 2022 assembly polls. According to po- litical observers, with his grassroot personal- ity, a clear image, integ- rity and a straight for- ward approach, a low profile and media shy Patel virtually gives a new life to the political and bureaucratic cir- cles of Gujarat. In fact, now has proved to be a welcome change at Gan- dhinagar. In his new ‘scheme of things and governance model’, Patel has care- fully chosen to give a complete free hand in the running of CMO to a Narendra Modi trust- ed K. Kailashnathan to choose his working team which includes a dynamic face Pankaj Joshi, ACS CM and a lady IAS Secretary to the Chief Minister Avantika Singh Aulakh, a smiling face to handle Gujarat’s troubled me- dia. This has brought a newlooktoPatel’sCMO. The main job of the team is to ‘assist’ the Chief Minister to work out a suitable strategy to convert the civil ad- ministration into a re- sult- oriented machin- ery to bring back yet another 5-year tenure for the ruling BJP in Gujarat. With the arrival of a ‘proactive’ state BJP chief CR Patil there is a new sense of enthusi- asm among the party workers and CR’s excel- lent coordination with thenewCMPatelmakes a perfect team to take on the opposition in 2022. However, there is a growing ‘sense and con- cern’ of a day-to-day interference of the par- ty chief CR’s in the mat- ters of governance though a top bureau- crat still holds that there is no interference of the party chief in the decision making pro- cess of CMO and the postings of IAS and IPS officers which are being entirely done by the Chief Minister, in con- sultation with his prin- cipal aide Kailashna- than and the Chief Sec- retary Pankaj Kumar. There is also a specu- lation at Gandhinagar Secretariat about the arrival of a new Chief Secretary on or before May 2022, when the pre- sent incumbent retires. According to a reliable input, the name of Raj Kumar who has been recently repatriated back to his parent cad- re, Gujarat from the coveted post of Secre- tary, Defence (Produc- tion) in the Union gov- ernment, is being seri- ously considered for the new Chief Secretary. However, till the retire- ment of the present CS, Raj Kumar may be ap- pointed as ACS Home, which at present is as additional charge with Rajiv Gupta, ACS In- dustries and Mining. In this way, a well-co- ordinated bureaucratic team of KK and the new CS will carry forward new CM Patel’s agenda in the state. According to sources, one of the main tasks before the Chief Minis- ter is to restore the cred- ibility and image of the chief minister’s office, which has been tar- nished a bit during Vi- jay Rupani’s tenure and fingers were raised about the ‘proximity’ of the former CM with the real estate lobby and also some complaints about an alleged ‘re- mote control influence’ of his wife Anjali in the matters of state. One of the reasons for the change of leadership in Gujarat was a feedback to the central leader- ship about a growing anti-incumbency factor related to the style and functioning of Vijay Rupani. However, after his exit from 6, Minister Enclave, a high profile Rupani has suddenly gone low profile. After interacting with a couple of rele- vant persons in Gandhi- nagar and Ahmedabad on Monday, I also no- ticed a new sense of confidence and enthusi- asm in the higher bu- reaucracy , which enjoys a complete functional free hand under the leadership of a silent performer and the new CM Patel. Gujarat is now curi- ously looking up to Oc- tober-November 2022 assembly polls but still there is a talk in Ahmedabad and New Delhi about a likely ear- ly assembly polls in March-April along with other 5 states, including UttarPradesh.Butkeep- ing in mind a top secret style of functioning of Narendra Modi and Amit Shah, no one in Gandhinagar Secretari- at has any clue about it. However, looking to the mood of the voters in the recent Gandhina- gar municipal corpora- tion polls, BJP is all set to dominate the show in 2022 polls. CMPATEL:AFRESHRAYOF‘HOPE’INGUJFOR2022! He said she will be holding dialogue with women in Chitrakoot. Pandey said the way the BJP had turned the state in to a “crime state” the worst affect- ed section was women and Priyanka Gandhi has given call to them to join her campaign. He said the Congress has already promised 40 per cent reservation to women in ticket dis- tribution and girl stu- dents of intermediate and graduation would be given smartphone and scooty. Similarly women would be allowed free travel in the govern- ment buses. In this episode, now the Party is going to launch its youth bri- gade in UP. So that this youth brigade goes among the youth and talks about their issues and directly connects with BJP for the 2022 elections. First India Bureau Prayagraj: The Alla- habad High Court has slammed the Central Bureau of Investigation (CBI) for its failure to properly investigate the alleged custodial death of a 24-year-old man from Jaunpur. The court said that the affidavit filed by the probing agency is to- tally unsatisfactory as it indicated that no con- crete effort had been made by it to arrest the accused persons, who are the policemen. Hearing a writ peti- tion filed by one Ajay Kumar Yadav of Jaun- pur district, a division bench comprising Jus- tice Surya Prakash Kes- arwani and Justice Pi- yush Agrawal observed, “The averment made by the CBI that efforts are being made, appears to be merely an eyewash in view of the stand taken on the last date of hear- ing as recorded in the order October 27, 2021 that the CBI arrests ac- cused only after comple- tion of investigation.” Initsaffidavit, theCBI gave the details of police officers, suspects and ac- cused persons and also stated that efforts are be- ing made by conducting raids/ searches at their known addresses, exam- ining their CDRs/ IP- DRs, and deploying sources to get their pre- sent locations for the ex- ecution of non-bailable warrants (NBWs).
