Vineet Joshi, Additional Secretary in Education Minis-
try, was appointed as CBSE Chairman on Monday. The
development comes following relinquishing of charge
by Manoj Ahuja after he was appointed as the OSD in
Department of Agriculture and Farmers Welfare.
The Tata Group has appointed Ilker Ayci — for-
mer Turkish Airlines Chairman — as Air India’s
Managing Director and CEO effective on or be-
fore April 1. The development is in line with the
Tata Group’s plans to appoint an expatriate chief.

full time Chairman of the
Rajasthan Public Service
Commission has been
appointed after nearly
two and a half
months of wait,
since former
DGP Bhupendra

his term. 2013
batch promotee
IPS Sanjay
Kumar Shrotriya,
currently serving
as IG Jaipur range, has
been appointed as the new
chairman of Rajasthan
Public Service Commis-
sion, regarding which
Governor Kalraj Mishra
has issued orders. In fact
the appointment is being
considered, in relevant
circles, as an ‘award’ of
merit and performance to
Shotriya. After two and
a half months, full time
chairman has been ap-
pointed in RPSC.
Earlier, Bhu-

post and retired
on 1 December
2021. Since then
only the acting

working. The

Bharatpur: In a horrific
incident, a 13-year-old girl
was allegedly gangraped
by 16 men for 2 days. The
accused kept taking turns
on the victim for two days
in captivity in a forest. The
father of the victim filed a
complaint at Khoh police
naming all the culprits on
Sunday and a case was
filed. According to police
sources, five persons
kidnapped the victim at
gunpoint when she had
gone to the jungle to
graze goats and collect
firewood on Friday. Upon
her return the next day,
the girl described her or-
deal to her family. Most of
the culprits are from the
same village while others
are from nearby villages.

54 Chinese mobile apps
that pose a threat to the
country’s security
.
The apps against
whom the adverse secu-
rity inputs were gener-
ated include Sweet Self-
ie HD, Beauty Camera,
Music Player, Music
Plus, Volume Booster,
Video Players Media all
formats, Viva Video
Editor, Nice Video
Baidu, AppLock and As-
tracraft, among others.
A formal notification
banning these apps will
be issued by the Minis-
try of Electronics and
Information Technolo-
gy (MeitY).

CM TO REPLY ON GUV’S ADDRESS TODAY
Chief Minister Ashok Gehlot will reply to the debate
on the Governor’s address on Tuesday at 5 pm. In
his reply, CM will also answer the issue raised by BJP
regarding REET exam paper leak. The government
has categorically refused to conduct a CBI inquiry
into the matter. So far, no BJP MLA has participated
in the debate on the Governor’s address. The BJP has

The voter turnout re-
ported at 8 pm was 78.94
per cent in Goa and
59.51 per cent in Uttar
Pradesh, the poll panel
said, while Uttara-
khand till 8 pm reported
62.50 per cent. Voting
was held peacefully in
all the three states, of-
ficials said.
While, assembly polls

gle phase, for Uttar
Pradesh, it was the sec-
ond of a seven-phase

hear the police plea against a probe by the Central
Bureau of Investigation in the suicide of a 17-year-
old school girl in Tamil
Nadu. But the court said
that the central agency
can continue probe
in the case where the
student was allegedly
coerced to convert to
Christianity. The teen
had died by suicide after consuming poison at her
home in Thanjavur on January 9 and died 10 days
later. In a video, the girl alleged that the hostel
warden had forced her to clean the hostel and do
maintenance work. The hostel warden has been
arrested under the Juvenile Act apart from charges
of abetting suicide.

New delhi: The Indian Space Research Organ-
isation (Isro) successfully launched its earth
observation satellite EOS-4 and two co-passenger
technology demonstrator and scientific satellites
at 5:59 am Monday from the first launch pad at
the country’s only spaceport in Sriharikota, Andhra
Pradesh. “After a flight of about 17 minutes 34
seconds three satellites namely EOS-04, INSPIRE-
sat-1 and INST-2TD were injected successfully.

of the Maldives to further bolster bilateral defence
and security cooperation amid concerns over

Patna: A case was filed against BJP MLA Vinay
Bihari in Patna for allegedly kidnapping a 25-year-
old woman, police said. The case was registered
at the Agam Kuan police station of the city based
on a complaint filed by the woman’s mother, they
said. “An FIR has been registered against the MLA
from Lauriya in West Champaran and two others
in connection with the kidnapping of a 25-year-old

New Delhi: Driven by rising prices certain food items,
retail inflation soared to a seven-month high of 6.01
per cent in January, breaching
the upper tolerance level of the
Reserve Bank. According to the
Consumer Price Index (CPI) data
released by the government, the
retail inflation in ‘oils and fats’
category stood at 18.7 per cent
Several other segments, including fuel and light,
clothing and footwear and transport and communica-
tion witnessed over 9 per cent price rise.

killed in the dastardly Pulwama terror
attack on this day three years ago. Singh
said that the Centre is ready to talk with the
militant outfits of the Northeastern region
to resolve their problems as the govern-
ment always wants to end the violence per-
manently. Defence Minister Rajnath Singh
also had lunch at the residence of Kargil
War martyr Yumnam Kalleshor Kom, in
Imphal. Addressing an election meeting at
Langthabal Mandal in Imphal West district
of Manipur, the Defence Minister said
that the government is always prepared
to talk with the extremist outfits for a
lasting solution of the insurgency prob-
lem and to stop violence in Manipur and

Jaipur: Three persons including a Patwari and an of-
fice assistant were arrested for taking bribes in sepa-
rate cases in Rajasthan. The ACB caught a middleman
with Rs 10,000 at the passport office in Jaipur. The
accused Ikram Khan had demanded the bribe from
the complainant for correction in his passport. After
verification, the ACB trapped the accused. In Bikaner,
the ACB arrested Ravindra Kumar, office assistant-
agriculture officer while taking a bribe of Rs 20,000 in
lieu of issuing a licence for a shop. After verification
of the complaint, a trap was laid and the accused
was held while taking the bribe amount. In Tonk, Mal-
pura Patwari Rajesh Gothwal was trapped by a team
of the ACB while taking Rs 30,000 as a bribe. He had
demanded the bribe for a land-related work.

ervation to transgen-
ders in state employ-
ment in accordance
with the Supreme
Court verdict on the is-
sue.

jasthan government
dismissing its conten-
tion that it is the state’s
prerogative to decide
whether to give reser-
vation in jobs and to
what extent.
The Jodhpur bench
ordered the govern-
ment to fix quota for
transgenders in state
jobs and determine
other modalities relat-
ing to it within four
months.
The high court gave
its ruling on a plea by a
member of the
transgender commu-
nity aspiring to become
a police sub-inspector
and having participat-
ed in the recruitment
process for it.
Petitioner Ganga Ku-
mari had approached
the court seeking its
directions to the gov-
ernment to provide
proper and effective
reservation to
transgenders in terms
of the mandate of the
Supreme Court ver-
dict.
Arguing for her case,
her counsel Rituraj
Singh Rathore submit-
ted to the court that the
apex court has given
detailed directions on
the issue but the Ra-
jasthan government
has not implemented
them till now.
He pointed out to the
court that the Supreme

Uncle held for attempting to

old minor and her bru-
tal murder has come to
light in Nosra police
station area. SP Harsh-

that a 12-year-old girl
had gone to her mater-
nal grandmother’s

Chaudhary took her to
a deserted place with
an intention to rape
her, but couldn’t do so

turn home, her family

Jaipur: While jobs and
businesses have been
affected by the Corona
pandemic, the graph of
real estate shows rapid
progress. A lot of hous-
es as well as properties
were bought and sold
off during the lock-
down. The government
and the real estate busi-
nessmen both earned
quite well. It’s not just
words,the figures of the
Department of Regis-
tration and Stamp Duty
do the talking. If we
look at the earning fig-
ures of the department
till January of the fi-
nancial year 2021-22, it
shows the highest-earn-
ing figures in the last 5
years. There are still 2
months left for the cur-
rent financial year.
In the financial year
2021-22, the Department
of Registration and
Stamp Duty reported
revenue of 5142.21
crores from registry
and stamp fees for the
last 10 months (April
2021 to January 2022).
Whereas in the year
2020-21, during these 10
months, this revenue
was Rs 4118.62. An in-
teresting aspect is that
during the current fi-
nancial year 2021-22,
there was the second
wave of Corona and
lockdown in place as
well. Despite this, the
revenue figures show
the property boom.
The government
keeps a target of reve-
nue from registry and
stamp duty every year.
But in the last 5 years,
the government’s tar-
get has never been ful-
filled. During the Co-
rona period, 95.45 per-
cent of the total target
revenue was raised in
the year 2020-21, which
is the record for the
highest revenue in the
last 5 years.

Jaipur: Six more peo-
ple succumbed to coro-
navirus in Rajasthan,
while 1,102 fresh infec-
tions surfaced in the
state, according to an
official report released
on Monday
.
The new cases in-
clude 336 from Jaipur,
106 from Rajsamand, 85
from Jodhpur and 70
from Banswara.
The fatalities com-
prised two in Kota, one
each in Ajmer, Dausa,
Jhunjhunu and Tonk,
the report said. A total
of 12,66,885 people in
state have so far tested
positive and 9,469 of
them have died, while
12,38,434 recovered.

he India Justice Re-
port 2020 has stated
that the number of
pending cases in dis-
trict courts is an area
of major concern. Quoting the
National Judicial Data Grid
numbers, the report said that
there were 35.34 million cases
pending in district courts across
the country. Another 4.74 mil-
lion cases were pending in the
high courts. The pandemic was
one of the contributing factors
in the large pendency
.
Overcrowding of prisons is
another area of concern with
undertrials constituting three-
fourths of those in prisons.
Compared to 2019, there was
also a steep fall of 2.6 lakh in the
number of undertrials released
on bail adding to the number of
undertrials languishing in jail.
Bihar, UP, Jharkhand, Odisha,
Jammu  Kashmir and Ladakh
saw an increase in their prison
population in 2020.
This has a direct link with the
pendency of cases and the ten-
dency of courts to deny bail for
minor offences.

money have been
a controversial is-
sue in the country

Several states have declared
online gaming a vice and
banned them. Dubbed gam-
bling because of real money
involved, it was banned in the
states of Kerala, Tamil Nadu,
Karnataka, Telangana,
Andhra Pradesh, Assam and
Odisha. It was costly push-
back for the burgeoning gam-
ing industry, which includes
gaming platforms like Dream
11, owned by Dream Sports
and Virat Kohli-owned Mo-
bile Premier League. Both the
gaming platforms are valued
at billions of dollars and the
ban came as a shocker.
Karnataka amended its Po-
lice Act to ban all forms of
betting and made online gam-
ing to include “any act of
risking money, or otherwise
on the unknown result of an
event including on a game of
skill”. Online gaming was
made a non-bailable offense
and the police were allowed to
arrest without warrant. The
law was challenged by the All-
India Gaming Federation.
The Karnataka High
Court’s order striking down
provisions of the Karnataka
Police (Amendment) Act
which proscribe and “crimi-
nalise betting on and playing
games of skill, including on-
line games”. While striking
down “only the offending”
provisions, the court allowed
the government to bring in a
new law which is in conform-
ity with the constitutional
provisions against gambling.
Similar amendments
passed by Tamil Nadu and
Kerala to ban online gaming
platforms were quashed by
the respective high courts of
the two states. Last year the
Supreme Court had ruled
that the Dream11 fantasy
sports format was a game of
skill. Gambling being a state
subject, governments ought
to take a broad-minded view
on the subject.

and they were more than will-
ing to help.
Ukrainians, like an es-
tranged relative, feel their
sovereignty is threatened by
Russia’s claims of a shared
identity. The popular senti-
ment is that Russia is using
emotional appeal to misap-
propriate the heritage of
Ukraine. They have not for-
given Russia for the annexa-
tion of Crimea by force. The
present generation dislikes
Russia and now they have
found an ally in NATO.
The US, EU and key mem-
bers of NATO view Ukraine
as a buffer between Russia
and the western world. They
fear that if Moscow gets the
upper hand in Ukraine, it
will expand its hold over the
rest of Eastern Europe.
EMERGING
WORLD ORDER
US won the Cold War and be-
came the only superpower in
the world. In the last decade,
the dynamic world order has
changed, making China the
principal challenger to
American supremacy, rather
than Russia. Russia has been
essentially trying to project
itself as a regional power in
the new international order.
The existing NATO members
are keen on making inroads
intoEastEuropeandUkraine
is falling into the plan. Po-
tential Russian military ac-
tion against Ukraine and
western backlash would
mean that Moscow will need
Beijing’s diplomatic and mil-
itary support, even more.
Washington and Moscow
recognize that India is now an
indispensable global ally
. In-
dia will officially become the
world’s fifth-largest economy
this year, overtaking Britain.
India will also become an $8.4
trillioneconomyby2030,com-
ing close to China. Mean-
while, India’s rapid develop-
ment of military might with
battle-hardened fourth-larg-
est Army, blue water Navy,
strategic airpower, hyperson-
ic missiles and strong nuclear
deterrence make the country
relatively immune to extra-
territorial threats. This will
enable India to play a pivotal
role in world diplomacy
. India
and Russia will inevitably
emerge as the new powers in
the emerging multipolar
world, rubbing shoulders
with USA and China.
INDIA’S
DHARAM-SANKAT
Indian Govt had maintained
strong ties with USSR. After
collapse of the USSR, Indo-
Russian relations also wit-
nessed a new era of warmth.
It’s a mutually beneficial re-
lationship. However, India is
a traditional defender of na-
tional sovereignty. Russian
military action in Ukraine
would go against respect for
territorial integrity and sov-
ereignty that Delhi frequent-
ly advocates.
Incidentally, India’s rela-
tions with USA and Europe
started witnessing a rapid
improvement during the
post-cold war period. A Rus-
sia-Ukraine crisis could also
impede India’s move to deep-
en security and economic
ties with European partners.
A crisis next door could re-
duce NATO’s increased focus
on Asia and decide to im-
prove relations with China,
rather than act against its
hegemonic actions.
Moscow also slowly culti-
vated closer ties with China,
post-cold war era. Russia will
notbeabletofacethemightof
NATO including USA alone
and may naturally lean to-
wards China for diplomatic
and military support. Beyond
the strategic challenge that a
close Sino-Russian partner-
shipposesforIndia,aMoscow
that is more beholden to Bei-
jing would be particularly
problematic for India. If Bei-
jing will support Russia in the
Ukraine standoff/conflict
againsttheWest,itwillexpect
Russia for reciprocal favour
when it has a conflict with In-
dia which indebted Russia
will not be able to refuse.
CONCLUSION
India should play an active

first party, which,

system of India, for the
first time started con-
testing elections by de-
claring candidates for
the post of Prime Min-
ister and Chief Minis-

started declaring con-
tenders. But this time
BJP is fighting in the
assembly elections of
five states without de-
claring any face. In Ut-
tar Pradesh, of course,
the face of Yogi Adity-
anath is being shown
and votes are being
sought on the function-
ing of his government,
but what will happen
after the elections,

Pradesh, the BJP has

been declared. In Ma-
nipur, N Biren Singh is

ed to make him the

old school girl in Tamil
Nadu. But the court said

had died by suicide after consuming poison at her
home in Thanjavur on January 9 and died 10 days
later. In a video, the girl alleged that the hostel

arrested under the Juvenile Act apart from charges
of abetting suicide.

sentenced a youth to 20 years of rigorous impris-
onment (RI) for raping a minor
girl. The culprit, who is himself
a minor, had abducted the vic-
tim and raped her in Hansmahal
Bagula village in October 2018,
the police said. Judge Vikash
Khandelwal also imposed a
penalty of Rs 1.1 lakh on the convict. The accused
had kidnapped the victim who went out of the house
for a short time to answer nature’s call.

New Delhi: The En-
forcement Directorate
(ED) has attached im-
movable and movable
properties valued at
56.81 crore belonging to
Rajasthan’s Udaipur-
based Chartered Ac-
countant Bharat Bomb
and their other associ-
ates in Syndicate Bank
fraud case amounting
to Rs 1,267.79 crore, the
agency said on Monday.
The attached proper-
ties are in the form of
agricultural land,
plots, shops, offices,
flats, fixed deposits
and bank accounts.
These properties
were attached under
the Prevention of Mon-
ey Laundering Act
(PMLA), 2002. These as-
sets belong to Bharat
Bomb, one Shankar Lal
Khandelwal and others
, said an official.
ED has provisionally
attached immovable
and movable proper-
ties valued at Rs 56.81
crore belonging to
fraudster Bharat
Bomb, Shankar Lal
Khandelwal and their
other associates under
PMLA, 2002 in Syndi-

The accused kept taking turns on the victim for two days in captivity in a forest. The father of the victim filed a complaint at Khoh police naming all the culprits on Sunday and a case was filed. According to police sources, five persons kidnapped the victim at gunpoint when she had gone to the jungle to graze goats and collect firewood on Friday. Upon her return the next day, the girl described her or- deal to her family. Most of the culprits are from the same village while others are from nearby villages. The teen had died by suicide after consuming poison at her home in Thanjavur on January 9 and died 10 days later. In a video, the girl alleged that the hostel warden had forced her to clean the hostel and do maintenance work. The government is likely to issue guide- lines for all schools and colleges after some students came to attend classes to- day wearing hijab de- spite the court order. Some students were asked to remove hijab by school au- thorities standing outside the school gate. To prevent such situations, the gov- ernment is likely to come up with a new set of guidelines. Chief Minister Ba- savaraj Bommai will meet Education Min- ister BC Nagesh, edu- cation department officials and home department officials to decide upon such guidelines based on the high court pro- posal. The govt is likely to intro- duce SOP on the usage of hijab based on the high court proposal. A bench of justices Madan Gopal Vyas and Manindra Mohan Shrivastava gave the direction to the Ra- jasthan government dismissing its conten- tion that it is the state’s prerogative to decide whether to give reser- vation in jobs and to what extent. The Jodhpur bench ordered the govern- ment to fix quota for transgenders in state jobs and determine other modalities relat- ing to it within four months. The high court gave its ruling on a plea by a member of the transgender commu- nity aspiring to become a police sub-inspector and having participat- ed in the recruitment process for it. Petitioner Ganga Ku- mari had approached the court seeking its directions to the gov- ernment to provide proper and effective reservation to transgenders in terms of the mandate of the Supreme Court ver- dict. Arguing for her case, her counsel Rituraj Singh Rathore submit- ted to the court that the apex court has given detailed directions on the issue but the Ra- jasthan government has not implemented them till now. SP Harsh- vardhan Agarwal said that a 12-year-old girl had gone to her mater- nal grandmother’s house on Feb 12, where, her uncle Ramesh Chaudhary took her to a deserted place with an intention to rape her, but couldn’t do so as she started crying. So, he killed her and threw the body in a well. When she didn’t re- turn home, her family lodged a missing com- plaint with police. On Sunday evening, they were informed that girl’s body was found in a well. Cops reached the spot and took out body, which was kept at govt hospital’s mor- tuary. A lot of hous- es as well as properties were bought and sold off during the lock- down. The government and the real estate busi- nessmen both earned quite well. It’s not just words,the figures of the Department of Regis- tration and Stamp Duty do the talking. If we look at the earning fig- ures of the department till January of the fi- nancial year 2021-22, it shows the highest-earn- ing figures in the last 5 years. There are still 2 months left for the cur- rent financial year. In the financial year 2021-22, the Department of Registration and Stamp Duty reported revenue of 5142.21 crores from registry and stamp fees for the last 10 months (April 2021 to January 2022). Whereas in the year 2020-21, during these 10 months, this revenue was Rs 4118.62. An in- teresting aspect is that during the current fi- nancial year 2021-22, there was the second wave of Corona and lockdown in place as well. Despite this, the revenue figures show the property boom. The government keeps a target of reve- nue from registry and stamp duty every year. But in the last 5 years, the government’s tar- get has never been ful- filled. During the Co- rona period, 95.45 per- cent of the total target revenue was raised in the year 2020-21, which is the record for the highest revenue in the last 5 years. Revenue of Rs 5142.21 crore has been received till January . First India Bureau Jaipur: Six more peo- ple succumbed to coro- navirus in Rajasthan, while 1,102 fresh infec- tions surfaced in the state, according to an official report released on Monday . The new cases in- clude 336 from Jaipur, 106 from Rajsamand, 85 from Jodhpur and 70 from Banswara. The fatalities com- prised two in Kota, one each in Ajmer, Dausa, Jhunjhunu and Tonk, the report said. Quoting the National Judicial Data Grid numbers, the report said that there were 35.34 million cases pending in district courts across the country. Another 4.74 mil- lion cases were pending in the high courts. The pandemic was one of the contributing factors in the large pendency . Overcrowding of prisons is another area of concern with undertrials constituting three- fourths of those in prisons. Compared to 2019, there was also a steep fall of 2.6 lakh in the number of undertrials released on bail adding to the number of undertrials languishing in jail. Bihar, UP, Jharkhand, Odisha, Jammu Kashmir and Ladakh saw an increase in their prison population in 2020. The Karnataka High Court’s order striking down provisions of the Karnataka Police (Amendment) Act which proscribe and “crimi- nalise betting on and playing games of skill, including on- line games”. While striking down “only the offending” provisions, the court allowed the government to bring in a new law which is in conform- ity with the constitutional provisions against gambling. Similar amendments passed by Tamil Nadu and Kerala to ban online gaming platforms were quashed by the respective high courts of the two states. Last year the Supreme Court had ruled that the Dream11 fantasy sports format was a game of skill. Gambling being a state subject, governments ought to take a broad-minded view on the subject. The present generation dislikes Russia and now they have found an ally in NATO. The US, EU and key mem- bers of NATO view Ukraine as a buffer between Russia and the western world. They fear that if Moscow gets the upper hand in Ukraine, it will expand its hold over the rest of Eastern Europe. EMERGING WORLD ORDER US won the Cold War and be- came the only superpower in the world. In the last decade, the dynamic world order has changed, making China the principal challenger to American supremacy, rather than Russia. Russia has been essentially trying to project itself as a regional power in the new international order. The existing NATO members are keen on making inroads intoEastEuropeandUkraine is falling into the plan. Po- tential Russian military ac- tion against Ukraine and western backlash would mean that Moscow will need Beijing’s diplomatic and mil- itary support, even more. Washington and Moscow recognize that India is now an indispensable global ally . In- dia will officially become the world’s fifth-largest economy this year, overtaking Britain. India will also become an $8.4 trillioneconomyby2030,com- ing close to China. Mean- while, India’s rapid develop- ment of military might with battle-hardened fourth-larg- est Army, blue water Navy, strategic airpower, hyperson- ic missiles and strong nuclear deterrence make the country relatively immune to extra- territorial threats. This will enable India to play a pivotal role in world diplomacy . India and Russia will inevitably emerge as the new powers in the emerging multipolar world, rubbing shoulders with USA and China. INDIA’S DHARAM-SANKAT Indian Govt had maintained strong ties with USSR. After collapse of the USSR, Indo- Russian relations also wit- nessed a new era of warmth. It’s a mutually beneficial re- lationship. However, India is a traditional defender of na- tional sovereignty. Russian military action in Ukraine would go against respect for territorial integrity and sov- ereignty that Delhi frequent- ly advocates. Incidentally, India’s rela- tions with USA and Europe started witnessing a rapid improvement during the post-cold war period. A Rus- sia-Ukraine crisis could also impede India’s move to deep- en security and economic ties with European partners. A crisis next door could re- duce NATO’s increased focus on Asia and decide to im- prove relations with China, rather than act against its hegemonic actions. Moscow also slowly culti- vated closer ties with China, post-cold war era. Russia will notbeabletofacethemightof NATO including USA alone and may naturally lean to- wards China for diplomatic and military support. Beyond the strategic challenge that a close Sino-Russian partner- shipposesforIndia,aMoscow that is more beholden to Bei- jing would be particularly problematic for India. If Bei- jing will support Russia in the Ukraine standoff/conflict againsttheWest,itwillexpect Russia for reciprocal favour when it has a conflict with In- dia which indebted Russia will not be able to refuse.   • 9. New Delhi: The Supreme Court has agreed to hear the police plea against a probe by the Central Bureau of Investigation in the suicide of a 17-year- old school girl in Tamil Nadu. But the court said that the central agency can continue probe in the case where the student was allegedly coerced to convert to Christianity. The teen had died by suicide after consuming poison at her home in Thanjavur on January 9 and died 10 days later. In a video, the girl alleged that the hostel warden had forced her to clean the hostel and do maintenance work. The hostel warden has been arrested under the Juvenile Act apart from charges of abetting suicide. Guwahati: Assam’s Cacher district police recovered 30,000 tablets of Yaba, a mix of methamphetamine and caffeine, and apprehended three persons from the Bagpur area under the Joypur police station.
