people were killed and
323 people sustained in-
juries at a football sta-
dium in Indonesia after
fans invaded the pitch,
causing a stampede,
forcing cops to respond
with tear gas in East
Java province. A clash
broke out between sup-
porters of Javanese
clubs Arema and Perse-
baya Surabaya after the
former were defeated at
the match in Malang
Regency, East Java.

over `14 crores, from

ganagar district. “BSF

man was allegedly
strangulated to death
by his relative over a
money dispute in
Jaipur’s Jagatpura area
on Friday. Police in-
formed the deceased
has been identified as
Rajulal Meena (34), a
resident of Pratap Na-
gar. “Rajulal Meena and
his brother-in-law,
Dinesh Meena, were
into property business.
On Friday afternoon,
the victim and accused
exchanged heated argu-
ments over a dispute of
Rs 1 lakh. “The argu-
ments led to a scuffle
between the two, follow-
ing which, Dinesh Mee-
na allegedly killed Ra-
julal Meena,” said po-
lice. “Accused Dinesh
Meena has been arrest-
ed and is being interro-
gated,” police added.

Department is ineffec-
tive in checking issuing
of fitness certificates to
vehicles without the ve-
hicles arriving at the
fitness centers. Despite
all the complaints, the
department is mute
spectator as far as tak-
ing action against such
centres is concerned.
Every month a large
number of people are
losing their lives in
road accidents in the
state and most the acci-
dents are happening
due to big vehicles. In
many accidents it has
come to the fore that the
accident occurred due
to non-completion of
fitness of the vehicle.
From Jaipur to Ja-
lore and from Pali to
Bharatpur, fitness cent-
ers are openly flouting
the rules.
Most of the fitness
centres operated in the
state are either of peo-
ple belonging to politi-
cians or people of high
status, and negligence
has been found.

policy for PG degree in

(JARD), the residents
of SMS Medical College

cally tying a black band
on Sunday. Residents
worked wearing black
bands at SMS OPD and
protested against the
policies of administra-

Jaipur: The Rajasthan
govt has come on the
back foot amid the
growing agitation over
OBC reservation dis-
crepancies. On Sunday,
CM Gehlot gave in-prin-
ciple approval to re-
move the discrepancies.
PCC president Go-
vind Singh Dotasara
said that the youth of
the state had been agi-
tating for a long time
regarding reservation
discrepancies.
“We talked to the of-
ficials on this whole
matter on Friday and
took the matter to the
CM. Today in-principle
approval has been given
to remove the discrep-
ancies,” he said.
Now after the issu-
ance of written order,
OBC candidates will be
able to get the benefit of
reservation in OBC
quota. Former minister
Harish Chaudhary sat
on a dharna in Jaipur
on Friday against his
own govt over OBC res-
ervation discrepancy.
During this, along with
Harish Chaudhary, In-
dependent MLA Baljit
Yadav and Jat Mahasa-
bha state president Ra-
jaram Meel warned of
an agitation if discrep-
ancy was not resolved.
After this, a 5- mem-
ber delegation led by
Congress State Presi-
dent Govind Singh Do-
tasara went to the Chief
Minister’s Office to get
the matter resolved.
Within 48 hours of this
entire incident, the M

mands.

case of bribery has
proved costly to an ACB
officer. Manish Beni-
wal, chief engineer
-PHED, was caught by
the ACB on Sept 26
while taking a bribe of
Rs 10.40 lakh
A case for the abuse
of office was also regis-
tered against Beniwal
in the year 2016 but In-
vestigating Officer
Shravan Kumar was not
taking action in the
case. Even the opinion
of experts was ignored.
With this fact coming to
the fore, DG ACB has
ordered to relieve Shra-
van Kumar from ACB.
After Beniwal was ar-
rested on Sept 26, the
FIR registered against
him in the year 2016 also
came to the notice of
the officers. This FIR
was registered regard-
ingpaymentinonecase.
It was alleged that
500% more amount was
paid than the amount
fixed in tender whereas
for this, a separate ten-
der was to be issued.

overall marks as com-
pared to Madhya
Pradesh. The overall
marks of Madhya
Pradesh are 4470 while
that of Rajasthan is
only 2150. That is why
many cities of Madhya
Pradesh have been in-
cluded in the list of the
cleanest city in the
country. Indore has
been ranked as the
cleanest city for the
sixth time in a row. It is
followed by Surat in Gu-
jarat and Navi Mumbai
in Maharashtra.

In the third meeting
of the Board of Invest-
ment at the Chief Min-
ister’s residence here,
Gehlot said the state
government is commit-
ted to removing hurdles
in investment.
Proposals approved
in the meeting were
mainly related to com-
panies in the renewable
energy sector, plastic,
glass manufacturing,
manufacturing of elec-
tric vehicles, textiles
and mines. Projects per-
taining to minerals,
food and beverage, hos-
pitality, cement, auto
and auto components,
agriculture and agro-
processing were also
approved by the board,
the release said.
“The State Govern-
ment is determined to
set up units and in-
crease employment op-
portunities in the pri-
vate sector,” said Gehlot
while directing the de-
partment for the prepa-
rations for the Invest
Rajasthan Summit.
“This summit will play
an important role in the
industrial development
of the state,” he said.

red-tapism seems to be
bulldozing the investors’
interest in the state. Ra-
jasthan had inked MoUs
with different firms for
1,680 projects aimed at
netting in investments
worth Rs 1.93 lakh to the
desert state. However, of
these, only investments
worth just Rs 6,314
crore could be realised
in 520 projects. The
projects which ini-
tially aimed at providing
employment to 2.1 lakh
individuals could in the
end generate a meagre
34,000 jobs. Barely over
40% realisation of the
projected investments is
blamed because of red-
tapism. The state needs
to create an investor-
friendly environment.

of MoU/LoI by investing
in the state are Sangam
India Limited, Daikin Air
Condition Private Lim-
ited, ARL Infratech and

well as tourists and visitors who
partake in the inclusive festivity
that is Durga Puja”.
The Intangible Heritage List
also includes, among others, Ve-
dic chants, Ramlila, Yoga,
Chhau dance and Garhwal’s re-
ligious festival Ramman and
Kalbelia of Rajasthan.

tial election may
seem farcical but
it gives the Gan-
dhi family a
much-needed reprieve from
dissidence. As per an assur-
ance Sonia and Rahul Gan-
dhi gave to the Congress
Working Committee none
from the family is contesting
this poll despite demands
from some of their loyalists
that the scion should lead the
party. That has not stopped
people from calling this elec-
tion a fixed match.
Yet, the Gandhis’ control
over the party will not weak-
en given that the two candi-
dates in fray so far- Mallikar-
jun Kharge and Shashi Tha-
roor - are old loyalists of the
Gandhis besides being vet-
eran Congressmen. Tharoor,
though, is also a member of
the G23 and asserted that
“he is a candidate for
change”. Ashok Gehlot and
Digvijay Singh, on the other
hand, may have pursued a
line independent of that pre-
ferred by Sonia or Rahul
Gandhi. Manish Tiwari,
who is a member of the dis-
sident camp, who considered
filing his nomination but did
not, would have fallen in the
latter category.
By giving up their claim on
the party president’s post,
Sonia and Rahul Gandhi
have technically addressed
the dissidents’ main demand
that no Gandhi should lead
the party
. That also frees the
party from the charge of be-
ing run by members of the
Gandhi family
. At 80, Kharge
has seen the party’s high and
lows and survived several
party presidents.
He is too old to be a rub-
ber stamp president for ei-
ther Sonia Gandhi or her
son Rahul. Kharge has said
that “there is no G23 camp
now”. Perhaps, it is too ear-
ly to say that.

he 1865 Indian Forest Act rep-
resented the first attempt of
the colonial state to bring
about a comprehensive legis-
lation on the subject. Its pri-
mary aim was to assert the
monopoly of the British over
the Indian forest land. It em-
powered the government to
declare any land covered
with trees, or brushwood or
jungle as a government for-
est and make rules to man-
age it. As mentioned in the
first article in the series, the
task was to secure teak wood
for railway sleepers by creat-
ing a government monopoly
over teak. However, as the
forest department had still
not been organized, the de-
termination of whether the
land in question was under
forest or not, was determined
by the Revenue officials.
Over the next two dec-
ades, the Forest depart-
ment became more or-
ganized, and forest offi-
cials pointed out the la-
cunae in the 1865 Act
(from the point of view
of the Forest depart-
ment). Thus, the Indian
Forest Act was revised in
1878, and the principal
fallout was that it trun-
cated the centuries-old
traditional use by commu-
nities of their forests. The
provision of this Act es-
tablished a virtual State
monopoly over the for-
ests in a legal sense on one
hand, and on the other, as-
serted that the customary
use of the forests by the vil-
lagers was not a ‘right’, but a
‘privilege’ that could be with-
drawn at will. This was, in
effect the disenfranchise-
ment of the forest dwellers
over their traditional rights
over access and livelihoods.
The 1878 Act divided for-
ests into three categories- re-
served, protected and village
forests. The Reserved forests
were called the ‘best forests
and the villagers could not
take anything from these for-
ests, even for their own use.
For house building or fuel,
they could take wood from
protected or village forests,
but in effect they were at the
mercy of the forest officials.
By one stroke of the pen, the
organic relationship between
the forest dweller and the for-
est was extinguished.
This was followed by the
first formal Forest Policy in
1894 in which the exception
clauses took precedence over
the stated objectives. There-
fore, we shall talk of the ex-
ceptions before the general
policy. The three exceptions
were that permanent cultiva-
tion should come before for-
estry and that the of satisfac-
tion of local needs at non-
competitive rates would
take precedence over reve-
nue: but it was left to the
Forest department to de-
fine what the local need
was, and, and what exactly
was ‘non- competitive’.
Last but not the least was
the realization of ‘maxi-
mum revenue’.
The general policy was
the normative statement
regarding the of adequate
forest cover for preserva-
tion of physical and cli-
matic conditions and ful-
filment of the needs of the
people – observed more
in breach than in practise.
This was followed by the
Indian Forest Act, 1927 which
is still on the statute book,
though it has been amended
many times and supplement-
ed with state legislation as
well. It created the fourth cat-
egory of Non-government
Forest, besides introducing
regulatory measures were in-
troduced to prohibit/control
quarrying of stones, burning
of limeorcharcoal,thecollec-
tion of any manufacturing
process,orremovalof anyfor-
est produce in any such forest
and the breaking up or clear-
ing for cultivation, for build-
ing and for herding cattle.

Alwar: One man has
been caught in connec-
tion with an alleged
gang-rape of a 17-year-
old girl by eight men,
who also extorted
money from her and
later circulated her
video online.
“One of the accused
identified as Akram has
been detained. He is be-
ing interrogated,” Cir-
cle Officer Kishangarh
Bas Atul Agre said.
The FIR was regis-
tered on September 29
against eight accused
who allegedly gang-
raped the minor thrice,
police said, adding
that different teams
are searching for the
other accused.
Shedding light on the
case, SHO of the police
station Amit Kumar
said the 17-year-old vic-
tim received a call from
one Sahil on December
31, 2021, who told her
that he had some objec-
tionable pictures of
her, asking her to meet
him. When she reached
there, other accused
from the same village
raped her.
He said the girl
was raped twice after
that on January 3 and
April 6.
“The father of the girl
alleged that the accused
filmed obscene videos
and extorted Rs 50,000
for not circulating it,”
he said. The family of
the girl alleged that the
accused had been de-
manding more money
and when they failed to
give, the accused circu-
lated the video.
The SHO said all the
accused are residents
of the same village.
They have been identi-
fied as Javed, Arbaz,
Talim, Mustakim, Sal-
man and two others
named Akram.

derabad. Police said

The girl was raped in

room on Sept 24. In this

mother lodged the case

tember 24, her daughter
went to get the cow
dung. In the meantime,
the accused identified as
Gopal Singh, who met
her daughter on the way,
suggested her that there
is cow dung available
outside the bathroom in

50-year-old man was
recovered from the
well of his farm with
his feet tied together
with a towel, police
said on Sunday.
The deceased was
identified as Hemraj
Lodha, son of Pannal-
al, a resident of Haipu-
ra village under Gha-
toli police station of
Jhalawar district.
According to family
members, Lodha had
gone out for a walk on
Saturday morning but
when he did not return
till evening, they start-
ed searching for him.
After spotting his to-
bacco box floating in
the well, the water was
drained out from the
water body and Lod-
ha’s body was found
deep in the well around
2 am. On information
of the incident, the po-
lice also rushed to the
spot at night and re-
covered the body,
whose feet were tied
with a towel, however,
there was no mark of
injury over his body,

grappling with the
shortage of IAS offic-
ers. On September 30,
when two IAS officers
Ravi Shankar Srivasta-
va and K B Pandey re-
tired, additional charge
of their posts had to be
given to another IAS of-
ficer. The total count of
officers holding addi-
tional charge has in-
creased to more than 15.
Thesituationof short-
ageof IASofficersisthat
in the 9 months of the
current year so far, 18 of-
ficers have retired while
byDecember3,moreIAS
officers will retire. The
problem of DoP is that it
is not in a position to re-
place the retiring offic-
ers, then the easy and
simple way is to give ad-
ditional charge.
This year, 4 IAS offic-
ers have gone abroad on
study leave. Finding an
alternative to these of-
ficers has also become a
problem for the DoP.
The fact is that the
strength of the sanc-
tioned cadre of IAS of
Rajasthan is basically
less. This, as on today
, is
313 and 248 officers are
working against this.

Principal Secretary DoP
HemantGeraraisedthis
issue in the meeting of
DoPsecretariesof allthe
States, called by the Cen-
tre in New Delhi.
Prior to this, Rajya
Sabha MP Kirori Lal
Meena also met Union
Personnel Minister Ji-
tendra Singh. He had
demanded that the cad-
re strength of IAS of
Rajasthan should be in-
creased from 313 to 365.
According to experts,
thedemandof Rajasthan
is justified. Rajasthan
has the lowest number
of IAS officers as com-
paredtoother5States.In
Haryana, 77 IAS officers
are approved per 1 crore
population. The cadre
strength of IAS is 77 in
Punjab, 49 in Tamil
Nadu, 60 in Chhattis-
garh and 52 in Madhya
Pradesh whereas in Ra-
jasthan, only 39 IAS of-
ficers are sanctioned
against the population
of 1 crore.
Another aspect of the
comparative data is that
where an IAS serves an
area of 206 square kilo-
meters in Haryana, an
IAS in Rajasthan is re-
sponsible for an area of
1093 square kilometers.
Another problem is
that after different
types of central deputa-
tion also lead to further
shortage of IAS officers
in the States.
Asontoday
,Rajasthan
has 19 IAS officers on
deputation outside the
State. Four officers are
on study leave, three are
on long leave and three
are on interstate deputa-
tion. In this way, a total
of 29 IAS officers are
outside Rajasthan.
The biggest problem
in Rajasthan is the lack
of ACS, Principal Secre-
taries and Secretaries.
Today
, the State has a
total of 6 Additional
Chief Secretaries avail-
able. Of these, 3 are post-
ed outside the Secretar-
iat. Experts say that
there should be at least
8 or 10 Additional Chief
Secretaries in the secre-
tariat. It is true that due
to the crisis of the offic-
ers, it is the compulsion
of the DoP to give addi-
tional charge but there
should also be proper
justification in giving
additional charges.
DoP’s credibility gets
dented by giving addi-
tional charges arbitrar-
ily or in a biased man-
ner. The latest example
is that of Director
Mines. Additional
charge of this impor-
tant post has been given
to Pradeep k Gawande,
a very junior IAS officer
of 2013 batch. He is the
MD of RSMM in
Udaipur. It is not hidden
from anyone that this
charge has been given to
Gawande on political
recommendation, but it
has put a strain on the
credibility of the DoP
.

Prashant and Dr DR Mehta
were honoured with a citation
and Rs 5 lakh. During this, the
CM also announced to give
50 per cent discount to Khadi

visions have been
conducted. The cur-
tain will be lifted on
all these top 30 final-
ists on October 10,
while the finale of
the show will be
held in a grand

healthy weight
gain lies not
only in how
much you eat
but also in the
food choices
you make. Eating un-
healthy foods such as
fries, desserts and junk
food would result in an
increase in fat mass, not
lean muscle. Addition-
ally
, it is a sure-shot way
to create future health
problems like hyperten-
sion, elevated cholester-
ol levels and diabetes. In
order to nourish the
body as well as gain
weight in a healthy man-
ner, incorporate super-
foods that are protein-
rich, and high in fibre.
Foods like nuts, nut but-
ters, whole grains, eggs
and cheese pack in a
punch of both calories
and nutrients and aid in
healthy weight gain.
However, since they
are calorie dense, eating
these superfoods in
moderation is recom-
mended, or else it will
result in obesity and
obesity-related ail-
ments. For gaining
weight, experts recom-
mend 50% calories from
carbohydrates, 25-30%
calories from protein
and the remaining 20-25
% calories from fats.
