We are Latimer Developments, owned by
Clarion Housing Group
Latimer is the development arm of Clarion
Housing Group, the UKs largest housing
association.
We have a charitable foundation, Clarion
Futures. And a repairs and maintenance
team, Clarion Response.
Together, our aim is to:
• Build affordable homes, helping people get on
the property ladder.
• Continually improve design, construction
and sustainability of homes.
• Support residents into work and training
through Clarion Futures.
• Invest £150 million over 10 years through
the work of Clarion Futures.

History of our site

• The site was founded as
Strangeways Brewery in 1778, primarily
serving the cotton workers of
Manchester.
• In 1853, Henry Boddington took
full ownership of the brewery,
naming it Boddingtons Brewery.
• It became the biggest brewery
in Manchester, producing 100,000
barrels of Boddingtons bitter a year.
• Production ended in 2005. It was
used temporarily as a night club,
The Warehouse Project, in 2006,
then demolished around 2007.
• The remaining iconic brick chimney
was demolished in 2010.
• Latimer purchased the site in June 2021.
What does our site look like now?
• Our Boddingtonssite is a 1.24 acre
brownfieldsite (redcircle on theimage).
• It is currentlyusedas a surfacecar park.​
• Planningpermissionhasalreadybeen
givenfora residentialscheme on thesite
nextdoor,called TheOld Brewery

We are responding to identified local housing needs
• In 2016, Manchester City Council endorsed the Residential Growth
Strategy alongside the Housing Affordability Policy Framework. These
documents set out the aim to increase the proportion of homes
affordable to Manchester Residents. The ambition is to deliver 6,400
homes between 2015 and 2025.
• In January 2021 Manchester City Council published an update on the
Residential Growth Strategy. This noted the waiting list had become
more serious for affordable housing during the pandemic so at this
point made a further commitment to engage with housing providers.
• In April 2021 the Greater Manchester Combined Authority identified a
significant waiting list for affordable housing in Manchester.
• The Draft Places For Everyone document sets an annual average target
of 3,533 new homes in Manchester between 2021 and 2037. In this
time the ambition is to deliver at least 50,000 affordable homes across
Greater Manchester. This will help to deliver inclusive growth and
enhance the economic productivity of Manchester.

A mix of housing tenures across the site
Latimer will provide a high
number of affordable housing
on this site.
This will include:
• Social rent: Residents pay the
government prescribed rent levels.
• Shared ownership: Residents purchase
a share of the property and pay a
subsidised rent on the rest. They can
buy a larger share at a later date or sell
and move on.
The number of homes targeted for the site
is approximately 440.

Making green spaces a key feature
• Green space is vitally important to
wellbeing and healthy living. The
scheme will incorporate a
landscaped courtyard accessible
to the public and a walking route
through the site.
• The green roof terrace will enhance the
local ecology and encourage biodiversity.
• It will be an attractive setting
with tree-lined pavements.
• High quality trees will be planted.

plans for The Old Brewery Gardens
scheme) will connect our site with
surrounding developments.
• Vehicular and pedestrian access to the
south of the site will be shared with The
Manchester College.

We will promote walking and cycling:
• The residents will benefit from secure
storage for bicycles within each building.
Cycle parking will also be available for
visitors.
• We support sustainable travel and
Government’s commitment to make the
transition to electric cars by 2030.
• The development will provide parking
spaces for the disabled users, supplied
with electric vehicle charging points for
sustainable travel.

road next to The Manchester College.

Benefits and opportunities for local communities
• The community will be able to enjoy access to the proposed
commercial units, we anticipate these to include a café and
various shops.
• Creating inclusive spaces for the whole community:
• New public landscaped courtyard
• A new tree lined street towards The Manchester College
• Helping reduce our environmental impact:
• Net Zero carbon compatible homes, supplied with
renewable energy
• Electric charging points for cars
• Encouraging walking and cycling
• Sustainable urban drainage solutions (SUDs) to mitigate
the effects of climate change
Our approach to working with communities
For each project we actively consult, research and engage to
identify and deliver locally specific objectives covering social,
economic and environmental issues. We identify opportunities
which encourage local collaboration and a joined-up approach.
We welcome your thoughts and ideas on how we could work with
the local community in Manchester.
This could include opportunities through:
• Training and employment.
• Health and wellbeing.
• Social isolation and loneliness.
• Youth engagement and education programmes.
• Homelessness.
• Environmental enhancement.
• Business support.
• Arts spaces.
• Charity support.
Examples of community relationship building
We want to build strong community relationships and maximise benefits for local communities. Our community
collaboration is ongoing throughout development (before, during and after). Examples of our initiatives:
• Working with Clarion Futures to support people with skills and employment opportunities.
• Engaging local education institutes for work related learning activities so the development becomes a unique learning opportunity.
• Creative competitions and supporting arts and cultures.
• Community fund and sponsorship access to fund local initiatives, bringing communities and local groups to our development.
• Skilled volunteering enabling us to share our varied skills and expertise with communities including mentoring.
• Becoming trustees at educational institutes and third sector organisations which may require additional strategic support.
• Awarding tenders with local business and suppliers where feasible and possible.
• Encouraging communities to take ownership of their environment following project completion, with support in place to facilitate.

as opportunities. We do this in different ways, for example:
Regular project update newsletters, with digital options posted on the project-specific website.
Regular community meetings held with the delivery team.

A dedicated community engagement officer will be on hand to help resolve concerns and find opportunities to
collaborate with the community.

  • 3. We are Latimer Developments, owned by Clarion Housing Group Latimer is the development arm of Clarion Housing Group, the UKs largest housing association. We have a charitable foundation, Clarion Futures. And a repairs and maintenance team, Clarion Response. Together, our aim is to: • Build affordable homes, helping people get on the property ladder. • Continually improve design, construction and sustainability of homes. • Support residents into work and training through Clarion Futures. • Invest ÂŁ150 million over 10 years through the work of Clarion Futures.   • 4. • Our site sits in an emerging location near to Manchester city centre. • The site is close to the city centre travel links, shops, amenities cultural assets and River Irwell. • The site is within 5 min walk to Victoria Train Station • Close to Metrolink services and 650m walk to the top of Deansgate. History of our site 180 • The site was founded as Strangeways Brewery in 1778, primarily serving the cotton workers of Manchester. • In 1853, Henry Boddington took full ownership of the brewery, naming it Boddingtons Brewery. • It became the biggest brewery in Manchester, producing 100,000 barrels of Boddingtons bitter a year. • Production ended in 2005. It was used temporarily as a night club, The Warehouse Project, in 2006, then demolished around 2007. • The remaining iconic brick chimney was demolished in 2010. • Latimer purchased the site in June 2021.

  • 12. We are responding to identified local housing needs • In 2016, Manchester City Council endorsed the Residential Growth Strategy alongside the Housing Affordability Policy Framework. These documents set out the aim to increase the proportion of homes affordable to Manchester Residents. The ambition is to deliver 6,400 homes between 2015 and 2025. • In January 2021 Manchester City Council published an update on the Residential Growth Strategy. This noted the waiting list had become more serious for affordable housing during the pandemic so at this point made a further commitment to engage with housing providers. • In April 2021 the Greater Manchester Combined Authority identified a significant waiting list for affordable housing in Manchester. • The Draft Places For Everyone document sets an annual average target of 3,533 new homes in Manchester between 2021 and 2037. In this time the ambition is to deliver at least 50,000 affordable homes across Greater Manchester. This will help to deliver inclusive growth and enhance the economic productivity of Manchester.

  • 15. A mix of housing tenures across the site Latimer will provide a high number of affordable housing on this site. This will include: • Social rent: Residents pay the government prescribed rent levels. • Shared ownership: Residents purchase a share of the property and pay a subsidised rent on the rest. They can buy a larger share at a later date or sell and move on. The number of homes targeted for the site is approximately 440. Drawing is artists impression, final design will be subject to change
  • 16. Making green spaces a key feature • Green space is vitally important to wellbeing and healthy living. The scheme will incorporate a landscaped courtyard accessible to the public and a walking route through the site. • The green roof terrace will enhance the local ecology and encourage biodiversity. • It will be an attractive setting with tree-lined pavements. • High quality trees will be planted.   • 17. • The site benefits from good connectivity to public transport links and walking and cycling routes. • Victoria Train Station is within 5 minutes walk, Metrolink connections are located nearby and walkways along the River Irwell are easily accessible. • We will provide walking routes through the site that will become part of the public realm. • The pedestrian boulevard (part of the plans for The Old Brewery Gardens scheme) will connect our site with surrounding developments. • Vehicular and pedestrian access to the south of the site will be shared with The Manchester College.   • 18. We also encourage sustainable travel We will promote walking and cycling: • The residents will benefit from secure storage for bicycles within each building. Cycle parking will also be available for visitors. • We support sustainable travel and Government’s commitment to make the transition to electric cars by 2030. • The development will provide parking spaces for the disabled users, supplied with electric vehicle charging points for sustainable travel. Construction traffic and access to the site • The site will be developed in one single phase. • The site will be constructed over three years, we anticipate the build will complete in summer 2025. • Construction access will use the new road next to The Manchester College. Benefits and opportunities for local communities • The community will be able to enjoy access to the proposed commercial units, we anticipate these to include a cafĂ© and various shops. • Creating inclusive spaces for the whole community: • New public landscaped courtyard • A new tree lined street towards The Manchester College • Helping reduce our environmental impact: • Net Zero carbon compatible homes, supplied with renewable energy • Electric charging points for cars • Encouraging walking and cycling • Sustainable urban drainage solutions (SUDs) to mitigate the effects of climate change

Our approach to working with communities For each project we actively consult, research and engage to identify and deliver locally specific objectives covering social, economic and environmental issues. We identify opportunities which encourage local collaboration and a joined-up approach. We welcome your thoughts and ideas on how we could work with the local community in Manchester. This could include opportunities through: • Training and employment. • Health and wellbeing. • Social isolation and loneliness. • Youth engagement and education programmes. • Homelessness. • Environmental enhancement. • Business support. • Arts spaces. • Charity support.
  • 22. Examples of community relationship building We want to build strong community relationships and maximise benefits for local communities. Our community collaboration is ongoing throughout development (before, during and after). Examples of our initiatives: • Working with Clarion Futures to support people with skills and employment opportunities. • Engaging local education institutes for work related learning activities so the development becomes a unique learning opportunity. • Creative competitions and supporting arts and cultures. • Community fund and sponsorship access to fund local initiatives, bringing communities and local groups to our development. • Skilled volunteering enabling us to share our varied skills and expertise with communities including mentoring. • Becoming trustees at educational institutes and third sector organisations which may require additional strategic support. • Awarding tenders with local business and suppliers where feasible and possible. • Encouraging communities to take ownership of their environment following project completion, with support in place to facilitate.
